ABSTRACT: This paper examines the relationship between best-management practices, institutional needs, and improved water quality within the watersheds of Wisconsin's program for controlling rural nonpoint source pollution. The first section describes the federal requirements for state nonpoint source programs and the legislative and management methods the state of Wisconsin uses to put those requirements into practice. The emphasis of the paper, described in the second section, is the institutional difficulty in evaluating the success of a large, integrated water quality program. Measurements which are investigated include (1) watershed water quality before and after implementation of BMPs; (2) program participation as measured by eligible vs. participating landowners, BMPs considered necessary vs. BMPs implemented, or dollars allocated to the NPS program vs. dollars expended; and (3) institutional goal coordination and management effectiveness. It is found that, despite the size and sophistication of Wisconsin's NPS program, there is little if any improvement in ambient water quality in these watersheds, probably because of a general lack of adequate participation in this voluntary program.  相似文献

ABSTRACT: Since 1989, the government of Pierce County, Washington, has prepared four watershed action plans. The watersheds cover almost 800,000 acres and include about 600,000 residents and diverse land uses, from the city of Tacoma to Mount Rainier National Park. The primary purpose of these plans was to address water quality impacts from nonpoint sources of pollution and to protect beneficial uses of water. Pierce County has experienced problems such as shellfish bed closures and the Federal Clean Water Act Section 303(d) listing of local water bodies as a result of declining water quality. Pierce County achieved improvements by engaging diverse groups of stakeholders in generating solutions to nonpoint sources of water pollution through our watershed planning process. Using participatory methods borrowed from private industry, Pierce County was able to reach consensus, build trust, maximize participation, facilitate learning, encourage creativity, develop partnerships, shorten time frames for the planning processes, and increase the level of commitment participants had to implementing the plans. As a result, the earliest plans have a high rate of voluntary implementation. This indicates that the process and methodology used to develop watershed plans has a significant, if not critical, impact on their success.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. It is apparent from the data that Agricultural land uses are generally a greater source of nutrients than the Urban land uses while Urban land uses are generally a greater source of suspended sediment.  相似文献

ABSTRACT: Strategies for controlling nonpoint sources of water pollution are discussed in terms of three representative states and eighteen regional agencies. The programs in Virginia, New York, and Wisconsin are seen to exhibit control options which range from voluntary action to strict regulation. Four conclusions are drawn from the analysis. First, nonpoint sources of pollution are a major component of the overall water pollution problem in the three states. Second, technical controls are generally available to solve the problems. Third, existing controls programs are not necessarily technologically sound or cost effective. Finally, existing control programs are capable of instituting solutions to the problems if and only if specified actions take place within the respective states and regions in the future. Critical research needs are identified which will assist states and regions in developing cost effective programs to control nonpoint source pollution.  相似文献

ABSTRACT: ArcView Nonpoint Source Pollution Modeling (AVNPSM), an interface between ArcView GIS and AGNPS (Agricultural Nonpoint Source Pollution Model) is developed in support of agricultural watershed analysis and nonpoint source pollution management. The interface is PC‐based and operates in a Windows environment. It consists of seven modules: AGNPS utility, parameter generator, input file processor, model executor, output visualizer, statistical analyzer, and land use simulator. Basic input data to the interface include: soil, digital elevation model, land use/cover, water features, climate, and information on management practices. Application of the AVNPSM to a sample watershed indicates that it is user friendly, flexible, and robust, and it significantly improves the efficiency of the nonpoint source pollution modeling process.  相似文献

ABSTRACT: Recent federal legislation strengthened nonpoint source pollution regulations and helped to support and standardize pollution control efforts. A comprehensive review of current state and federal programs for forest areas reveals a substantial increase in agency water quality protection activities. These new efforts emphasize monitoring to assess the use and effectiveness of best management practices (BMPs). Recent monitoring reveals that BMP use is increasing and that such use typically maintains water quality within standards. However, information is generally lacking about the cost effectiveness of BMP programs. Carefully designed and executed monitoring is the key to better specification of BMPs and more cost effective water quality protection. ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

ABSTRACT: A stochastic programming framework is developed to evaluate the economic implications of reliability criteria and multiple effluent controls on nonpoint source pollution. An integrated watershed simulation model is used to generate probability distributions for agricultural effluents in surface and ground water resulting from agricultural practices. Results from the planning model indicate that reliability and multiple effluent constraints significantly increase the cost of nonpoint controls but the effects vary by control alternative. The analysis indicates that an evaluation of multiple water quality objectives can be an important planning tool for designing nonpoint source controls for innovative programs to promote cost-effective water quality regulation.  相似文献

Policy makers often must rely on the cumulative impact of independent actions taken by local landowners to achieve environmental goals. The connection between policy, regulation, and local action, however, is often not well understood and, thus, the impact of proposed policies may be difficult to predict. In this study we evaluate the effectiveness of alternative policy scenarios for agricultural set aside programs (e.g., the conservation reserve program administered by the United States Department of Agriculture) in reducing nonpoint pollution. Two alternative policy scenarios are developed and analyzed; one based on the erodibility index (detachment), the other sediment yield (transport). An estimate of the cumulative impact of associated land use change on nonpoint pollution is made using the AGNPS distributed parameter watershed model. This work is completed within the Cypress Creek watershed in southern Illinois. An analysis of the resulting data suggests that the most efficacious regulatory strategy for achieving nonpoint water pollution goals depends, in part, on place-specific land use patterns. This conclusion provides a solid argument for place-based regulatory strategies.  相似文献

A modeling system that couples a land-use-based export coefficient model, a stream nutrient transport equation, and Bayesian statistics was developed for stream nitrogen source apportionment. It divides a watershed into several sub-catchments, and then considers the major land-use categories as stream nitrogen sources in each sub-catchment. The runoff depth and stream water depth are considered as the major factors influencing delivery of nitrogen from land to downstream stream node within each sub-catchment. The nitrogen sources and delivery processes are lumped into several constant parameters that were calibrated using Bayesian statistics from commonly available stream monitoring and land-use datasets. This modeling system was successfully applied to total nitrogen (TN) pollution control scheme development for the ChangLe River watershed containing six sub-catchments and four land-use categories. The temporal (across months and years) and spatial (across sub-catchments and land-use categories) variability of nonpoint source (NPS) TN export to stream channels and delivery to the watershed outlet were assessed. After adjustment for in-stream TN retention, the time periods and watershed areas with disproportionately high-TN contributions to the stream were identified. Aimed at a target stream TN level of 2 mg L?1, a quantitative TN pollution control scheme was further developed to determine which sub-catchments, which land-use categories in a sub-catchment, which time periods, and how large of NPS TN export reduction were required. This modeling system provides a powerful tool for stream nitrogen source apportionment and pollution control scheme development at the watershed scale and has only limited data requirements.  相似文献

ABSTRACT: Benthic macroinvertebrate samples representing 151 taxa were collected in August 1995 to examine the linkage between land use, water quality, and aquatic biointegrity in seven tributaries of the Blackfoot River watershed, Montana. The tributaries represent silvicultural (timber harvesting), agricultural (irrigated alfalfa and hay and livestock grazing), and wilderness land uses. A 2.4 km (1.5 mile) reach of a recently restored tributary also was sampled for comparison with the other six sites. A geographic information system (GIS) was used to characterize the seven subwatersheds and estimate soil erosion, using the Modified Universal Soil Loss Equation, and sediment delivery. The wilderness stream had the highest aquatic biointegrity. Two agricultural streams had the largest estimated soil erosion and sediment delivery rates, the greatest habitat impairment from nonpoint source pollution, and the most impoverished macroinvertebrate communities. The silvicultural subwatersheds had greater rates of estimated soil erosion and sediment delivery and lower aquatic biointegrity than the wilderness reference site but evinced better conditions than the agricultural sites. A multiple-use (forestry, grazing, and wildlife management) watershed and the restored site ranked between the silvicultural and agricultural sites. This spectrum of land use and aquatic biointegrity illustrates both the challenges and opportunities that define watershed management.  相似文献

ABSTRACT: Activities such as agriculture, silviculture, and mining contribute nonpoint pollution to Alabama's streams through polluted runoff and excessive sedimentation. Highly erodible soils characteristic of the Choctawhatchee‐Pea Rivers watershed, combined with intense rainfall and land use practices, contribute large amounts of sediment to streams. Biological monitoring can reflect the acute impacts of pollutants as well as prolonged effects of habitat alteration, and development of biological criteria is important for the establishment of enforceable laws regarding nonpoint source pollution. Macroinvertebrates were collected from 49 randomly selected sites from first through sixth‐order streams in the Choctawhatchee‐Pea Rivers watershed and were identified to genus level. Thirty‐eight candidate metrics were examined, and an invertebrate community index (ICI) was calibrated by eliminating metrics that failed to separate impaired from unimpaired streams. Each site was scored with those metrics, and narrative scores were assigned based on ICI scores. Least impacted sites scored significantly lower than sites impacted by row crop agriculture, cattle, and urban land uses. Conditions in the watershed suggest that the entire area has experienced degradation through past and current land use practices. An initial validation of the index was performed and is described. Abstract: A principal contributor to soil erosion and nonpoint source pollution, agricultural activities have a major influence on the environmental quality of a watershed. Impact of agricultural activities on the quality of water resources can be minimized by implementing suitable agriculture land‐use types. Currently, land uses are designed (location, type, and operational schedule) based on field study results, and do not involve a science‐based approach to ensure their efficiency under particular regional, climatic, geological, and economical conditions. At present, there is a real need for new methodologies that can optimize the selection, design, and operation of agricultural land uses at the watershed scale by taking into account environmental, technical, and economical considerations, based on realistic simulations of watershed response. In this respect, the present study proposes a new approach, which integrates computational modeling of watershed processes, fluvial processes in the drainage network, and modern heuristic optimization techniques to design cost effective land‐use plans. The watershed model AnnAGNPS and the channel network model CCHE1D are linked together to simulate the sediment and pollutant transport processes. Based on the computational results, a multi‐objective function is set up to minimize soil losses, nutrient yields, and total associated costs, while the production profits from agriculture are maximized. The selected iterative optimization algorithm uses adaptive Tabu Search heuristic to flip (switching from one alternative to another) land‐change variables. USDA’s Goodwin Creek experimental watershed, located in Northern Mississippi, is used to demonstrate the capabilities of the proposed approach. The results show that the optimized land‐use design with BMPs using an integrated approach at the watershed level can provide efficient and cost‐effective conservation of the environmental quality by taking into account both productivity and profitability.  相似文献

ABSTRACT: A fundamental problem in protecting surface drinking water supplies is the identification of sites highly susceptible to soil erosion and other forms of nonpoint source (NPS) pollution. The New York City Department of Environmental Protection is trying to identify erodible sites as part of a program aimed at avoiding costly filtration. New York City's 2,000 square mile watershed system is well suited for analysis with geographic information systems (GIS); an increasingly important tool to determine the spatial distribution of sensitive NPS pollution areas. This study used a GIS to compare three land cover sources for input into the Modified Universal Soil Loss Equation (MUSLE), a model estimating soil loss from rangeland and forests, for a tributary watershed within New York City's water supply system. Sources included both conventional data (aerial photography) and Landsat data (MSS and TM images). Although land cover classifications varied significantly across these sources, location-specific and aggregate watershed predictions of the MUSLE were very similar. We conclude that using Landsat TM imagery with a hybrid classification algorithm provides a rapid, objective means of developing large area land cover databases for use in the MUSLE, thus presenting an attractive alternative to photo interpretation.  相似文献

ABSTRACT: The Tualatin is the first watershed in Oregon to implement the Total Maximum Daily Load provisions of the Clean Water Act to deal with nonpoint source pollution. Local officials cite residential yard care practices as potential contributors to nonpoint source pollution in the basin. Qualitative and quantitative methods, including observation of yard maintenance styles, suggest behaviors potentially harmful to water quality and conservation. Yard maintenance is influenced by the importance of neighborhood appearance and concern for aesthetics. These concerns stimulate residents to water, fertilize, and apply weed control at more frequent intervals than yard care experts recommend. Better understanding of the effects that relations with neighbors and yard maintenance knowledge have on residential yard care practices can help improve water quality.  相似文献

Management of riparian habitats has been recognized for its importance in reducing instream effects of agricultural nonpoint source pollution. By serving as a buffer, well structured riparian habitats can reduce nonpoint source impacts by filtering surface runoff from field to stream. A system has been developed where key characteristics of riparian habitat, vegetation type, height, width, riparian and shoreline bank slope, and land use are classified as discrete categorical units. This classification system recognizes seven riparian vegetation types, which are determined by dominant plant type. Riparian and shoreline bank slope, in addition to riparian width and height, each consist of five categories. Classification by discrete units allows for ready digitizing of information for production of spatial maps using a geographic information system (GIS). The classification system was tested for field efficiency on Tom Beall Creek watershed, an agriculturally impacted third-order stream in the Clearwater River drainage, Nez Perce County, Idaho, USA. The classification system was simple to use during field applications and provided a good inventory of riparian habitat. After successful field tests, spatial maps were produced for each component using the Professional Map Analysis Package (pMAP), a GIS program. With pMAP, a map describing general riparian habitat condition was produced by combining the maps of components of riparian habitat, and the condition map was integrated with a map of soil erosion potential in order to determine areas along the stream that are susceptible to nonpoint source pollution inputs. Integration of spatial maps of riparian classification and watershed characteristics has great potential as a tool for aiding in making management decisions for mitigating off-site impacts of agricultural nonpoint source pollution.  相似文献

Conservation buffers have the potential to reduce agricultural nonpoint source pollution and improve terrestrial wildlife habitat, landscape biodiversity, flood control, recreation, and aesthetics. Conservation buffers, streamside areas and riparian wetlands are being used or have been proposed to control agricultural nonpoint source pollution. This paper proposes an innovative strategy for placing conservation buffers based on the variable source area (VSA) hydrology. VSAs are small, variable but predictable portion of a watershed that regularly contributes to runoff generation. The VSA-based strategy involves the following three steps: first, identifying VSAs in landscapes based on natural characteristics such as hydrology, land use/cover, topography and soils; second, targeting areas within VSAs for conservation buffers; third, refining the size and location of conservation buffers based on other factors such as weather, environmental objectives, available funding and other best management practices. Building conservation buffers in VSAs allows agricultural runoff to more uniformly enter buffers and stay there longer, which increases the buffers capacity to remove sediments and nutrients. A field-scale example is presented to demonstrate the effectiveness and cost-effectiveness of the within-VSA conservation buffer scenario relative to a typical edge-of-field buffer scenario. The results enhance the understanding of hydrological processes and interactions between agricultural lands and conservation buffers in agricultural landscapes, and provide practical guidance for land resource managers and conservationists who use conservation buffers to improve water quality and amenity values of agricultural landscape.  相似文献

Environmental planners and managers face unique challenges understanding and documenting the effectiveness of programs that rely on voluntary actions by private landowners. Programs, such as those aimed at reducing nonpoint source pollution or improving habitat, intend to reach those goals by persuading landowners to adopt behaviors and management practices consistent with environmental restoration and protection. Our purpose with this paper is to identify barriers for improving voluntary environmental management programs and ways to overcome them. We first draw upon insights regarding data, learning, and adaptation from the adaptive management and performance management literatures, describing three key issues: overcoming information constraints, structural limitations, and organizational culture. Although these lessons are applicable to a variety of voluntary environmental management programs, we then present the issues in the context of on-going research for nonpoint source water quality pollution. We end the discussion by highlighting important elements for advancing voluntary program efforts.  相似文献
