韧性理论引入灾害风险管理领域,为世界防灾减灾实践提供了新理念,并在国内外韧性城市社区建设中得到广泛应用,但针对乡村地区,尤其是高脆弱性的贫困村韧性社区建设的研究还较为鲜见。该文以韧性理论为基础,结合乡村振兴战略规划,通过对贫困村社会生态系统特征的分析,探讨了新时期我国贫困村灾后恢复重建与灾害风险管理发展方向及特点。研究发现:贫困村不仅产业经济落后,而且还具有自然环境复杂、基础设建设滞后、社会公益设施匮乏、教育水平较低、自然灾害频发等特点。这类灾害多发区与贫困人口聚集区在空间上的叠加,成为我国社会生态系统高脆弱性地区,面临着严峻的防灾减灾与扶贫开发的双重挑战;基于韧性理论视角,通过构建贫困村适灾韧性系统,开展贫困村社区韧性综合评价,调整贫困村灾后恢复重建规划编制理念等,以推动贫困村灾后恢复重建的转型;在此基础上,结合贫困村社会生态系统特点,以建立健全贫困村灾害风险管理机制、探究提升贫困村适灾韧性社区建设的新途径、协同灾害管理与乡村振兴发展目标、开展灾区恢复重建动态监测与后效评价等政策举措为抓手,深化贫困村灾害风险管理实践,提升贫困地区可持续发展能力。  相似文献

While multi-stakeholder collaboration is critical for effective community post-disaster reconstruction (CPDR), it is often very difficult in practice. The Longmen Shan Fault active seismic zone in China has experienced several recent earthquakes with the 2008 Wenchuan earthquake and 2013 Lushan earthquake, both of which caused extensive and widespread damage to many communities, presenting unprecedented challenges for post-disaster reconstruction. This paper develops a multi-cycle field research method that involves three interconnected cycles: internet research, field visits, and extensive surveys: to examine multi-stakeholder collaboration for the CPDR following the Wenchuan earthquake. It was found that there were 12 types of active stakeholders engaged across four main areas: infrastructure rebuilding, psychological recovery, socio-economic rehabilitation, and ecological restoration. Specifically, local community participation and effective collaboration between the community and the external stakeholders were found to be the most crucial elements for successful reconstruction. Multi-stage field research after the Lushan earthquake verified that CPDR was effective and that multi-stakeholder collaboration had improved from the lessons learnt from the Wenchuan earthquake reconstruction experience. Some advantages and limitations of this research are also given.  相似文献

ABSTRACT

This article draws from the author’s four-year study of five school communities hit by the 2010–2011 earthquake sequence in the Canterbury region of New Zealand to highlight the roles that schools played in supporting their communities in the aftermath of the disaster. The article begins by synthesising the relevant literature on disasters, schools in earthquake disasters, and the importance of schools to their communities, pre- and post-disaster. The following themes from the data are discussed: (a) the role of schools in their communities prior to the earthquakes; (b) the role of schools in immediate rescue and response; (c) the role of schools in short-term relief; and (d) the role of schools in long-term recovery. The author then argues that as more evidence shows that schools play such crucial roles in post-disaster response and recovery, we need to better prepare and support them to undertake these functions. Further, we need to recognise the wider roles schools play supporting local communities to build and sustain resilience as part of on-going community cohesion and connectedness, so that society is better prepared when major disasters occur.  相似文献

北川,作为汶川特大地震中唯一一个整体异地重建的县城,受到全国人民乃至世界的极大关注,其安全防灾问题必然成为新县城建设的核心问题。通过对北川灾后重建规划的系统总结,揭示出城市规划与城市安全的紧密关联。在城市规划中应将安全置于首位,并将安全防灾理念贯穿于规划全过程;通过选址、布局、防灾疏散场地的合理布局构建安全的城市环境;通过强化建筑防灾、基础设施防灾,加强公共安全设施工程建设,提高城市抗御灾害和应对突发事件的能力;通过建立健全灾害预防和应急信息系统及紧急救援体系等一系列规划、工程手段,达到建设"安全、安定、安心"城市的目标。  相似文献

为了解溧阳地震四十年来该地居民防震减灾科学素质情况,通过问卷调查的方式对社区居民的个人基本信息、防震减灾科学知识理解、知识需求和偏好,以及对江苏省防震减灾科普宣教工作的评价进行调研。采用SPSS软件进行数据处理。结果表明,溧阳市社区居民防震减灾科学知识水平处于中等偏上水平,但对地震预报信息发布和相关法律法规认知方面还有欠缺;防震减灾知识需求强烈且务实,最想了解的是自救互救知识,偏好科普讲座和应急演练活动;对我省防震减灾科普宣传工作的评价为中等偏上,在评价过程中,最主要的影响因子是防震减灾科普知识实用性、宣传品质和渠道。本次调查为今后开展溧阳市社区防震减灾科普宣传工作提供了理论依据。  相似文献

This paper spotlights post-disaster relief provision in Johannesburg, South Africa, following the floods of 2016 in a bid to explore how local government and non-governmental actors in the country conceive of compounding vulnerability and conflict within urban disaster governance. It reveals the diverse strategies employed to navigate violent conflict during the cyclical occurrence of disaster and reconstruction that the predominantly migrant population experiences in the Setswetla informal settlement, adjacent to the Alexandra township in northern Johannesburg. Rendered visible in moments of disaster and recovery are the spatial politics and multidimensional nature of conflict. These phenomena unfold across various levels of urban governance and in the affected community and effectively construct a disaster citizenship that makes risk reduction and community cohesion impossible in the eyes of disaster managers. This research, based on a set of expert interviews, integrates conflict and disaster studies to shed light on how the conflict–disaster interface materialises, and is operationalised, in an urban setting.  相似文献

为提高地震灾害后城市关键基础设施恢复力评估准确性,该文提出城市关键基础设施毁伤恢复力评估方法。分析城市关键基础设施在地震灾害中的响应特征,确定基础设施毁伤程度与地震灾害等级之间的关系;收集地震灾害信息,检测地震灾害等级,以此作为毁伤恢复力评估的重要指标;另外,结合毁伤恢复力的其他影响因素分析结果,构建恢复力评价指标体系,通过指标的求解,与设置的标准数据进行比对,得出最终的毁伤恢复力量化评估结果。在以某城市区域为例的案例研究中,通过模拟地震灾害的方式对毁伤恢复力评估,并对评估结果进行分析,显示恢复力的平均评价指数为0.81,能够有效提高恢复力评估准确性,具有一定应用前景。  相似文献

地震可以引发多种灾害链,尤其是强震。震区环境不同,引发的灾害链也不同。汶川特大地震发生后,映秀至卧龙公路两旁次生地质灾害尤为严重,先后多次中断震中交通生命线,严重影响公路的安全运行和灾后重建。由于山区公路环境具有特殊性,通过对震后映秀至卧龙公路边坡现场调查资料分析,山区公路强震灾害链主要可以分为公路自身系统及其灾害链和公路社会系统及其灾害链,并详细阐述了它们的形成过程和对山区公路环境的深刻影响。在此基础上,针对不同的链式影响提出了不同的灾害防治措施,以求达到断链的目的,将损失最小化。同时也为将来发生强震后山区公路的抢通与恢复重建提供一定的参考。  相似文献

城镇灾害的多样性、频繁发生与其造成的各种损失和破坏的严重化趋势,已经对城镇经济社会发展构成重大威胁。城镇应对灾害的预测、防御、救助及灾后恢复的综合能力,直接决定了城镇可持续发展的基础和能力。建立了基于城镇社会、经济和环境属性功能的城镇综合承灾能力评价指标体系,运用可变模糊聚类方法,通过指标权重、相对隶属度与聚类中心之间的动态迭代,得到了更为合理的样本城镇的防灾、抗灾、救灾和灾后恢复能力相对比较结果。与已有研究相比,可变模糊聚类在综合评价问题上的数据处理和分析能力更客观和多样化。  相似文献

为实现对城市韧性的有效评价,本论文在系统研究国际城市韧性评价体系的基础之上,结合中国城市发展的现状,基于对城市灾后实际恢复过程的系统考察,建立了基于恢复过程的城市韧性评价体系。该评价体系通过解析城市灾后恢复过程的四个阶段:救援阶段(Rescue)、避难阶段(Refuge)、重建阶段(Rebuild)、复兴阶段(Revival),从社区与人口(Community and Population)、政府与管理(Official Organization and Management)、住房与设施(Valuable Housing and Facilities)、经济与发展(Economy and Development)、环境与文化(Renewable Environment and Culture)共五个维度,以62项指标对城市的韧性进行系统分析。这一体系可以简称为城市韧性评价的ReCOVER体系,其中“Re”代表了城市恢复的四个阶段,COVER则分别代表了城市韧性的五个维度。进而以该体系为基础,对我国大陆31个省级行政区域的城市韧性进行了五个维度、四个阶段的实证研究,并对城市韧性的提升策略,给出了分析建议。  相似文献

韧性社区代表了未来城乡建设发展的新方向,也是“风险社会”下“与灾共生”理念的具体实践。社区韧性的研究受到灾害学、社会学、地理学、城市规划学、管理学及工程学等多学科的关注。该文在查阅国内外研究文献的基础上,从灾害学视角对自然灾害情景下的社区韧性进行评述,梳理社区韧性的概念,介绍社区韧性相关概念模型,提出以衡量社区功能水平为核心的社区韧性动态模型。研究可为不同学科的社区韧性研究者们提供参考,也可为社区规划建设者提供实践建议。  相似文献

A lack of resources for post-disaster housing reconstruction significantly limits the prospects for successful recovery. Following the earthquake in Wenchuan, China, in May 2008, housing reconstruction was not immune to resource shortages and price inflation. Difficulties in sourcing materials and labour considerably impeded recovery. This paper provides evidence of the resourcing bottlenecks inherent in the post-Wenchuan earthquake reconstruction process. Its aim is to present an integrated planning framework for managing resources for post-disaster housing rebuilding. The results are drawn from in-field surveys that highlight the areas where stakeholders need to concentrate effort, including revising legislation and policy, enhancing capacity for rebuilding in the construction industry, strengthening the transportation network, restructuring market mechanisms, and incorporating environmental considerations into overall planning. Although the case study presented here is country-specific, it is hoped that the findings provide a basis for future research to identify resourcing constraints and solutions in other disaster contexts.  相似文献

This paper provides a framework for evaluating the effects of population ageing on disaster resilience. In so doing, it focuses on the 1995 Kobe and 2004 Chuetsu earthquakes, two major disasters that affected Japan before the 2011 Great East Japan earthquake. It analyses regional population recovery on the basis of pre‐disaster and post‐recovery demographic characteristics using defined transition patterns of population ageing. The evaluation framework demonstrates that various recovery measures make different contributions to disaster resilience for each transition pattern of population ageing. With reference to regional population ageing, the framework allows for a prediction of disaster resilience, facilitating place vulnerability assessments and potentially informing policy‐making strategies for Japan and other countries with ageing populations.  相似文献

我国是一个自然灾害频发的国家,汶川大地震产生的巨大破坏将国家减灾救灾的战略需求提到了更高的地位.利用国产SWDC数字航空摄影仪等航空遥感平台,在灾前预警、灾中应急和灾后重建等不同阶段获取及时、准确、有效的灾害数据,是减灾救灾的重要组成内容.阐述了SWDC在灾中应急与灾后详评估中采用的技术方案,并于2008年5月16日、18日、21日三次获取了北川、平武、安县和青川等县市的航空遥感影像,制作了北川县地质灾害分布图、灾区公路损毁分布图等图件.在此基础上,对SWDC的数据快速获取能力和高精度的灾害详评估进行了着重论述.最后,分析了灾害应急航空遥感数据处理的现状,对各种处理手段进行了对比分析,并对航空遥感的未来发展进行了展望.  相似文献

The lack of attention paid to businesses in disaster management systems from the standpoint of state policies hampers efforts to build community resilience. This paper examines, therefore, the extent of business preparedness for disasters. Empirical research was conducted in Adapazarı, Turkey, 13 years after the İzmit earthquake, which struck the northwest of the country on 17 August 1999, claiming the lives of some 17,000 people. For the study, 232 firms were selected to inquire about their preparedness before and after the event. It is hypothesised that business preparedness is influenced by the following set of variables: business size; business sector; business age; financial condition prior to the disaster; occupancy tenure; market range; education level; and previous disaster experience. In line with the findings of the research, a policy framework is constructed to rationalise the allocation of resources for building resilience at the aggregate level by facilitating business preparedness.  相似文献
