Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed.  相似文献

The sustainability implications of bioenergy development strategies are large and complex. Unlike conventional agriculture, bioenergy production provides an opportunity to design systems for improving eco-environmental services. Different places have different goals and solutions for bioenergy development, but they all should adhere to the sustainability requirements of the environment, economy, and society. This article serves as a brief overview of China’s bioenergy development and as an introduction to this special issue on the impacts of bioenergy development in China. The eleven articles in this special issue present a range of perspectives and scenario analyses on bioenergy production and its impacts as well as potential barriers to its development. Five general themes are covered: status and goals, biomass resources, energy plants, environmental impacts, and economic and social impacts. The potential for bioenergy production in China is huge, particularly in the central north and northwest. China plans to develop a bioenergy capacity of 30GW by 2020. However, realization of this goal will require breakthroughs in bioenergy landscape design, energy plant biotechnology, legislation, incentive policy, and conversion facilities. Our analyses suggest that (1) the linkage between bioenergy, environment, and economy are often circular rather than linear in nature; (2) sustainability is a core concept in bioenergy design and the ultimate goal of bioenergy development; and (3) each bioenergy development scheme must be region-specific and designed to solve local environmental and agricultural problems.  相似文献

Sustainable harvest of natural products that meets the needs of local people has been viewed by many as an important means for sustaining conservation projects. Although plants often respond to tissue damage through compensatory growth, it may not secure long-term sustainability of the populations because many plants enhance individual well-being at the expense of propagation. Sustainability may further be threatened by infrequent, large-scale events, especially ill-documented ones. We studied the impacts of sprout harvesting on sprout growth in a dwarf bamboo (Pseudosasa usawai) population that has seemingly recovered from an infrequent, large-scale masting event. Experimental results suggest that although a single sprout harvest did not significantly alter the subsequent abundance and structure of sprouts, culm damage that accompanied sprout harvesting resulted in shorter, thinner, and fewer sprouts. Weaker recovery was found in windward, continually harvested, and more severely damaged sites. These findings suggest that sprout growth of damaged dwarf bamboos is likely non-compensatory, but is instead supported through physiological integration whose strength is determined by the well-being of the supplying ramets. Healthy culms closer to the damage also provided more resources than those farther away. Sustainable harvesting of sprouts could benefit from organized community efforts to limit the magnitude of culm damage, provide adequate spacing between harvested sites, and ensure sufficient time interval between harvests. Vegetation boundaries relatively resilient to infrequent, large-scale events are likely maintained by climatic factors and may be sensitive to climate change. Continual monitoring is, therefore, integral to the sustainability of harvesting projects.  相似文献

High-quality food and general good health are fundamental needs that have to be satisfied if society is to attain a high standard of living. Accordingly, a great deal of effort is expended in order to guarantee a high quality of food and ensure healthy living conditions. Among other things, these efforts entail massive substance flows. Significant substance flows are connected with the production and consumption of food and can be regarded from an economic, social, or environmental point of view. Substance flows are a part of both nature and the anthroposphere. This study demonstrates that food production at present is not linked to societal issues of production and sustainability; rather, it shows that a systematic approach and an analysis of issues and measures to be taken are required. This interconnectedness can be described as a timescape, in analogy to a landscape. For proper orientation in a landscape, a map is helpful, especially in combination with a compass. In the same way, we need a temporal orientation. Time scales serve as a compass to give orientation. A complete temporal analysis that includes all relevant temporalities provides the information that is encoded in a map. What has to be learned and exercised is the reading of such temporal maps. One method of doing this is temporal impact analysis (TIA). Temporal impact analysis brings issues that are not normally focused on into the foreground. It allows a better understanding of the implications of certain substance flows and the measures necessary for their management, and it provides an opportunity to develop a more sustainable management of substance flows.  相似文献

Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the 'dark side', it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability.  相似文献

This paper examines the use of economic instruments in the implementation of environmental policy, based upon a recent study into the European Union Packaging and Packaging Waste Directive (94/62/EC). It explores the introduction of competitionbased models in the UK implementation of the Directive, and assesses their ability to achieve positive environmentaloutcomes in a cost-efficient manner. Several problems for the competition model are discussed, particularly the fear of profiteering within marketbased systems by some economic operators; the behaviour of economic operators towards non-profitable market segments; the ability of free-market models to engender public participation in recycling programmes; and the failure of private sector solutions to consider the full environmental costs of packaging. Neo-liberalist competitive models do not address such problems convincingly, and therefore continued government intervention is required if the UK is to meet its targets under the EU Directive. Whilst economic instruments and competition provide avenues for a more effective environmental policy, there is a continuing need for government regulation rather than unquestioning faith in the benefits of the free market.  相似文献

In the last decade the concept of sustainable development has been widely embraced as the key to environmentally friendly development. However, in many instances the physical sustainability side of the equation stops at a rhetorical level and the ensuing developments fail to respond to ecological imperatives or to protect existing ecological values. Nowhere is this failure more evident than at the urban fringes of Melbourne, Australia, where residential land estate developments relentlessly engulf degraded agricultural lands that often contain the remnants of vegetative and hydrological ecological systems.

This paper postulates that while landscape design practitioners claim the 'authority of nature' (and, by extension, the land) for their design inspiration, in reality narrow practice foci and instrumental approaches have meant that the design of estates and subdivisions often make only token reference to ecological underpinnings. It is argued that instrumental influences on design decision-making are embedded in landscape-architectural professional culture and glossed over with an elusive rhetoric of care and concern for the environment. It is further postulated that individual expressions of interest in the land and its systems can make a substantive contribution to sustainable design practice and practical outcomes.  相似文献

Nnewi is situated some 30 kilometres South East of Onitsha in Anambra State in the southeastern part of Nigeria. This highly commercial town has undergone rapid urbanisation and industrialisation within the past two decades, since the end of the 1967–1970 Nigerian civil war. The Igbo community of the study area had traditionally employed bioconversion methods and other indigenous technology to process or recycle bio and non-degradable wastes. Industrialisation has enjoyed priority status in this locality as a requirement for modernisation and economic progress. The rapid urbanisation, aggressive industrialisation, and the attendant uncontrolled population growth have had a deleterious impact on the environment. There is now a wide range of industrial wastes that are released daily into the environment. Effects of these activities on the socio-cultural practices of the people, plant genetic resources and the environment are highlighted. In addition to palliative measures suggested here, a call is made to revisit the successful indigenous waste treatment and management technology formerly practised by the Igbo community. The importance of combining modern biotechnological approaches with the indigenous technology, norms and practices of Nwewi people to effect suitable waste treatment and management, as well as improving the living habits and the education of the people about their environment, is recommended. In recent years, Turkey has experienced rapid economic and population growth coupled with both an equally rapid increase in energy consumption and a vast disparity in welfare between socioeconomic groups and regions. In turn, these pressures have accelerated the destruction of productive, assimilative, and regenerative capacities of the ecosystems, which are essential for the well-being of the people and the economy. This paper describes the structure and function of major ecosystem types in Turkey and discusses the underlying causes of environmental degradation in the framework of economy, energy, environment, and ethics. From a national perspective, this paper suggests three sustainability-based policies necessary for Turkey's long-term interests that balance economic, environmental, and energy goals: (1) decoupling economic growth from energy consumption growth through the development of energy-efficient and renewable energy technologies; (2) linking economic efficiency and distributive justice of wealth and power through distributive and participatory public policies; and (3) integrating the economic and ecological systems through the internalization of externalities and ecosystem rehabilitation.  相似文献

Mittelstet, Aaron R., Michael D. Smolen, Garey A. Fox, and Damian C. Adams, 2011. Comparison of Aquifer Sustainability Under Groundwater Administrations in Oklahoma and Texas. Journal of the American Water Resources Association (JAWRA) 1‐8. DOI: 10.1111/j.1752‐1688.2011.00524.x Abstract: We compared two approaches to administration of groundwater law on a hydrologic model of the North Canadian River, an alluvial aquifer in northwestern Oklahoma. Oklahoma limits pumping rates to retain 50% aquifer saturated thickness after 20 years of groundwater use. The Texas Panhandle Groundwater Conservation District’s (GCD) rules limit pumping to a rate that consumes no more than 50% of saturated thickness in 50 years, with reevaluation and readjustment of permits every 5 years. Using a hydrologic model (MODFLOW), we simulated river‐groundwater interaction and aquifer dynamics under increasing levels of “development” (i.e., increasing groundwater withdrawals). Oklahoma’s approach initially would limit groundwater extraction more than the GCD approach, but the GCD approach would be more protective in the long run. Under Oklahoma rules more than half of aquifer storage would be depleted when development reaches 65%. Reevaluation of permits under the Texas Panhandle GCD approach would severely limit pumping as the 50% level is approached. Both Oklahoma and Texas Panhandle GCD approaches would deplete alluvial base flow at approximately 10% development. Results suggest periodic review of permits could protect aquifer storage and river base flow. Modeling total aquifer storage is more sensitive to recharge rate and aquifer hydraulic conductivity than to specific yield, while river leakage is most sensitive to aquifer hydraulic conductivity followed by specific yield.  相似文献

European society, with its steadily increasing welfare levels, is not only concerned with food (safety, prices), but also with other aspects such as biodiversity loss, landscape degradation, and pollution of water, soil, and atmosphere. To a great extent these concerns can be translated into a larger concept named sustainable development, which can be defined as a normative concept by). Sustainability in the food chain means creating a new sustainable agro-food system while taking the institutional element into account. While different concepts of sustainability abound, in recent years, spontaneous groups of consumers called solidarity purchase groups (SPG) have been developing. In short, they are characterized by an economy that is not necessarily local, but ethical and equitable, where social and economic territorial relations tend to develop districts and networks. One of the main characteristics of a SPG is the direct relationships between small farms and their customers; a relationship that is characterized by consumer participation and farmer specialization. This study aims to address issues related to organizational frameworks, at farm and chain level, and to assess those elements that lead to consumer choice and satisfaction.  相似文献
