Summary The Dominican Republic and other Caribbean countries face serious challenges to their natural resource base. In recent years the government of the Dominican Republic has taken major steps toward the development and implementation of a comprehensive plan for national natural resources management. This plan is called Plan Sierra. An important component of this plan is the outline of actions for carrying out an environmental education programme within the country. This demonstrates a commitment to fulfill Recommendation No. 96 of the Stockholm Conference in a way that could become a model for other Latin American nations. Clinton L. Shepard is Assistant Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Shepard holds a Bachelor of Science degree in Zoology from the University of Kentucky and graduate degrees from The Ohio State University in Natural Resources/Environmental Education and Education-Foundations and Research. He has worked as an interpreter and Environmental Education Coordinator for the State of Ohio Department of Natural Resources, a research associate for ERIC—Science, Math, and Environmental Education Clearinghouse, and College instructor in interpretive methods, environmental education methodology, resident outdoor programming, and natural resources development. He is also involved in international research and development, especially in the Caribbean Basin. Robert E. Summary The literature of education is replete with studies concerning attitudes and values as they exist, and the results of efforts to cause changes in attitudes in desired directions. It is clear that student attitudes toward learning are positively related to learning itself, and that student attitudes toward environmental concerns can be influenced by changes in cognitive knowledge levels. But much of the research has produced inconsistent results; much remains to be learned about precise relationships between and among attitudes/values, cognitive knowledge, and environmental activity.Compiled by John F. Surendran Nair, Sujithkumar, Kevin W. King, Jonathan D. Witter, Brent L. Sohngen, and Norman R. Fausey, 2011. Importance of Crop Yield in Calibrating Watershed Water Quality Simulation Tools. Journal of the American Water Resources Association (JAWRA) 47(6):1285–1297. DOI: 10.1111/j.1752‐1688.2011.00570.x Abstract: Watershed‐scale water‐quality simulation tools provide a convenient and economical means to evaluate the environmental impacts of conservation practices. However, confidence in the simulation tool’s ability to accurately represent and capture the inherent variability of a watershed is dependent upon high quality input data and subsequent calibration. A four‐stage iterative and rigorous calibration procedure is outlined and demonstrated for Soil Water Analysis Tool (SWAT) using data from Upper Big Walnut Creek (UBWC) watershed in central Ohio, USA. The four stages and the sequence of their application were: (1) parameter selection, (2) hydrology calibration, (3) crop yield calibration, and (4) nutrient loading calibration. Following the calibration, validation was completed on a 10 year period. Nash‐Sutcliffe efficiencies for streamflow over the validation period were 0.5 for daily, 0.86 for monthly, and 0.87 for annual. Prediction efficiencies for crop yields during the validation period were 0.69 for corn, 0.54 for soybeans, and 0.61 for wheat. Nitrogen loading prediction efficiency was 0.66. Compared to traditional calibration approaches (no crop yield calibration), the four‐stage approach (with crop yield calibration) produced improved prediction efficiencies, especially for nutrient balances.  相似文献

Abstract: Physically based regional scale hydrologic modeling is gaining importance for planning and management of water resources. Calibration and validation of such regional scale model is necessary before applying it for scenario assessment. However, in most regional scale hydrologic modeling, flow validation is performed at the river basin outlet without accounting for spatial variations in hydrological parameters within the subunits. In this study, we calibrated the model to capture the spatial variations in runoff at subwatershed level to assure local water balance, and validated the streamflow at key gaging stations along the river to assure temporal variability. Ohio and Arkansas‐White‐Red River Basins of the United States were modeled using Soil and Water Assessment Tool (SWAT) for the period from 1961 to 1990. R2 values of average annual runoff at subwatersheds were 0.78 and 0.99 for the Ohio and Arkansas Basins. Observed and simulated annual and monthly streamflow from 1961 to 1990 is used for temporal validation at the gages. R2 values estimated were greater than 0.6. In summary, spatially distributed calibration at subwatersheds and temporal validation at the stream gages accounted for the spatial and temporal hydrological patterns reasonably well in the two river basins. This study highlights the importance of spatially distributed calibration and validation in large river basins.  相似文献

This study analyzes the characteristics of publications on sustainability topics and education for sustainability in the Web of Science (WOS) database during the period ranging from 2005 to 2014. We identified the topics that are being studied within those subjects and other relevant topics. We also analyzed a special edition of the Journal of Cleaner Production on “Higher Education for Sustainable Development: Emerging areas,” published in January, 2014. Our approach was both qualitative and quantitative and aimed at qualifying and quantifying certain variables related to the scientific literature on the broad subject of sustainability. The number of published pieces in the WOS focusing on sustainability issues during the period from 2005 to 2014 was 5,924. In our analysis of the special edition of the Journal of Cleaner Production, we found and analyzed 17 abstracts and full papers. The main results of our survey highlight the education, educational research, environmental sciences, ecology, and engineering areas as including the greatest number of publications. Articles, as opposed to conference proceedings or reviews, accounted for 63% of the published documents, and the year 2013 showed the largest number of publications. Huisingh, Suciu, Katane, and Barth are the most published authors on these topics. Furthermore, management, environmental studies, ecology, and environmental sciences are the “hot topics” with the best search results, meaning articles of impact and high quality. Finally, it should be emphasized that publications on the subject of sustainability appear most often in the sciences.  相似文献

Cochran, Bobby and Charles Logue, 2011. A Watershed Approach to Improve Water Quality: Case Study of Clean Water Services’ Tualatin River Program. Journal of the American Water Resources Association (JAWRA) 47(1):29‐38. DOI: 10.1111/j.1752‐1688.2010.00491.x Abstract: Over the last five years, Clean Water Services developed and implemented a program to offset thermal load discharged from its wastewater facilities to the Tualatin River by planting trees to shade streams and augmenting summertime instream flows. The program has overcome challenges facing many of the nation’s water quality trading programs to not only gain consensus on the frameworks needed to authorize trading, but also provide a broad range of ecosystem services. This paper compares the Tualatin case study with some of the commonly cited factors of successful trading programs.  相似文献

Discussion –“Nutrient Inputs to the Laurentian Great Lakes by Source and Watershed Estimated Using SPARROW Watershed Models” by Dale M. Robertson and David A. Saad. Journal of the American Water Resources Association (JAWRA) 1‐10. DOI: 10.1111/jawr.12006 Abstract: Results from the Upper Midwest Major River Basin (MRB3) SPARROW model and underlying Fluxmaster load estimates were compared with detailed data available in the Lake Erie and Ohio River watersheds. Fluxmaster and SPARROW estimates of tributary loads tend to be biased low for total phosphorus and high for total nitrogen. These and other limitations of the application led to an overestimation of the relative contribution of point sources vs. nonpoint sources of phosphorus to eutrophication conditions in Lake Erie, when compared with direct estimates for data‐rich Ohio tributaries. These limitations include the use of a decade‐old reference point (2002), lack of modeling of dissolved phosphorus, lack of inclusion of inputs from the Canadian Lake Erie watersheds and from Lake Huron, and the choice to summarize results for the entire United States Lake Erie watershed, as opposed to the key Western and Central Basin watersheds that drive Lake Erie’s eutrophication processes. Although the MRB3 SPARROW model helps to meet a critical need by modeling unmonitored watersheds and ranking rivers by their estimated relative contributions, we recommend caution in use of the MRB3 SPARRROW model for Lake Erie management, and argue that the management of agricultural nonpoint sources should continue to be the primary focus for the Western and Central Basins of Lake Erie.  相似文献

Hughes, Robert M., Alan T. Herlihy, and Philip R. Kaufmann, 2010. An Evaluation of Qualitative Indexes of Physical Habitat Applied to Agricultural Streams in Ten U.S. States. Journal of the American Water Resources Association (JAWRA) 46(4): 792-806. DOI: 10.1111/j.1752-1688.2010.00455.x Abstract: Assessment of stream physical habitat condition is important for evaluating stream quality globally. However, the diversity of metrics and methods for assessing physical habitat condition confounds comparisons among practitioners. We surveyed 51 previously sampled stream sites (0.0-6.3 m wide) located in regions of row-crop agriculture in Oregon, California, North Dakota, South Dakota, Nebraska, Iowa, Minnesota, Pennsylvania, Maryland, and West Virginia to evaluate the comparability of four indexes of physical habitat condition relative to each other. We also compared the indexes to previously calculated indexes of fish and macroinvertebrate condition. The physical habitat indexes included the Stream Visual Assessment Protocol Version 2 of the Natural Resources Conservation Service, the qualitative habitat evaluation index of the Ohio Environmental Protection Agency, the rapid bioassessment protocol of the United States Environmental Protection Agency (USEPA), and a qualitative physical habitat index based on USEPA quantitative physical habitat measurements. All four indexes were highly correlated with each other, but low-to-moderately correlated with biotic index scores for fish and macroinvertebrate assemblages. Moderately high correlations occurred between some macroinvertebrate biotic index scores and quantitative metrics. We conclude that additional research is needed to increase the predictive and diagnostic capabilities of qualitative physical habitat indexes.  相似文献

Setegn, Shimelis G., Bijan Dargahi, Ragahavan Srinivasan, and Assefa M. Melesse, 2010. Modeling of Sediment Yield From Anjeni-Gauged Watershed, Ethiopia Using SWAT Model. Journal of the American Water Resources Association (JAWRA) 46(3):514-526. DOI: 10.1111/j.1752-1688.2010.00431.x Abstract: The Soil and Water Assessment Tool (SWAT) was tested for prediction of sediment yield in Anjeni-gauged watershed, Ethiopia. Soil erosion and land degradation is a major problem on the Ethiopian highlands. The objectives of this study were to evaluate the performance and applicability of SWAT model in predicting monthly sediment yield and assess the impacts of subbasin delineation and slope discretization on the prediction of sediment yield. Ten years monthly meteorological, flow and sediment data were used for model calibration and validation. The annual average measured sediment yield was 24.6 tonnes/ha. The annual average simulated sediment yield was 27.8 and 29.5 tones/ha for calibration and validation periods, respectively. The study found that the observed values showed good agreement with the simulated sediment yield with Nash-Sutcliffe efficiency (NSE) = 0.81, percent bias (PBIAS) = 28%, RMSE-observations standard deviation ratio (RSR) = 0.23, and coefficient of determination (R²) = 0.86 for calibration and NSE = 0.79, PBIAS = 30%, RSR = 0.29, and R² = 0.84 for validation periods. The model can be used for further analysis of different management scenarios that could help different stakeholders to plan and implement appropriate soil and water conservation strategies.  相似文献

Summary Approaches to teaching about environmental concerns that have been successful either in Western schools or in non-formal Third World projects are unlikely to be effectively implemented in Third World schools. The perceptions of schooling in the Third World, together with the economic, political and social context in which it is conducted, present constraints that are very different. Unless these constraints are recognized, attempted reforms by environmental educators will, at best, remain only at the rhetorical level and, at worst, prove counter-productive. The paper discusses three broad categories of constraint: arising from the socio-political context of schooling, the educational system itself, and issues concerning school-village transfer. The argument is illustrated by reference to research in developing countries on similar educational reforms, such as community schooling, and with examples from the author's research in Papua New Guinea. The paper concludes with some positive lessons for those wishing to see a concern for environmental issues pervade the curriculum of schools in the Third World. The danger of making such reforms over-ambitious is stressed. To be successful, such work must be given high status in the eyes of students and teachers and examination reforms should be introduced to reinforce this.Dr Graham Vulliamy lectures in Sociology in the Department of Education at the University of York. Bonnin, Geoffrey M., Kazungu Maitaria, and Michael Yekta, 2011. Trends in Rainfall Exceedances in the Observed Record in Selected Areas of the United States. Journal of the American Water Resources Association (JAWRA) 47(6): 1173–1182. DOI: 10.1111/j.1752‐1688.2011.00603.x Abstract: Semantic differences have led to a gap in the understanding of the impacts of climate change on precipitation frequency estimates. There is popular perception that heavy rainfalls have become more frequent, and that this trend will increase with global warming. Most of the literature examines this question from the point of view of climatology using definitions of “heavy,”“very heavy,” or “extreme” rainfall, which are different from those commonly used by civil engineers. This article identifies the differences in meaning used by the climate and civil engineering communities and examines trends in the observed record in the frequency of exceedances (not trends in magnitudes). Using concepts recognized as the basis for design of the Nation’s civil infrastructure, we look at trends in the number of exceedances of thresholds for a variety of precipitation frequencies and event durations used by civil engineers. We found that the estimated trends in exceedances at one‐day and multiday durations were statistically significant and increasing for the Ohio River Basin and surrounding states but the reverse was true for the Semiarid Southwest (i.e., not significant and decreasing trends). In addition, we found the magnitude of the trends was small for all but the more frequent events and also small with respect to the uncertainty associated with the precipitation frequency estimates themselves.  相似文献

Bartholow, John M., 2010. Constructing an Interdisciplinary Flow Regime Recommendation. Journal of the American Water Resources Association (JAWRA) 1-15. DOI: 10.1111/j.1752-1688.2010.00461.x Abstract: It is generally agreed that river rehabilitation most often relies on restoring a more natural flow regime, but credibly defining the desired regime can be problematic. I combined four distinct methods to develop and refine month-by-month and event-based flow recommendations to protect and partially restore the ecological integrity of the Cache la Poudre River through Fort Collins, Colorado. A statistical hydrologic approach was used to summarize the river’s natural flow regime and set provisional monthly flow targets at levels that were historically exceeded 75% of the time. These preliminary monthly targets were supplemented using results from three Poudre-specific disciplinary studies. A substrate maintenance flow model was used to better define the high flows needed to flush accumulated sediment from the river’s channel and help sustain the riparian zone in this snowmelt-dominated river. A hydraulic/habitat model and a water temperature model were both used to better define the minimum flows necessary to maintain a thriving cool water fishery. The result is a range of recommended monthly flows and daily flow guidance illustrating the advantage of combining a wide range of available disciplinary information, supplemented by judgment based on ecological principles and a general understanding of river ecosystems, in a highly altered, working river.  相似文献

Newburn, David A. and Richard T. Woodward, 2011. An Ex Post Evaluation of Ohio’s Great Miami Water Quality Trading Program. Journal of the American Water Resources Association (JAWRA) 48(1): 156‐169. DOI: 10.1111/j.1752‐1688.2011.00601.x Abstract: Market‐based approaches to address water quality problems have resulted in only limited success, especially in trading programs involving both point and nonpoint sources. We analyze one of the largest point‐nonpoint trading programs – the Great Miami Trading Program in Ohio, administered by the Miami Conservancy District (MCD). Our evaluation focuses on the economic and institutional aspects of the program, including cost effectiveness, efficiency of bidding, transaction costs, trading ratios, and innovation. We use a unique dataset consisting of all bids from agricultural nonpoint sources and interviews of soil and water conservation district (SWCD) agents in the watershed. We find that the MCD’s reliance on county‐level SWCD offices to recruit and advise farmers has been essential to achieve relatively high rates of farmer participation. Additionally, the MCD is able to partly free ride on the administrative costs that SWCD offices receive to assist federal conservation programs, which is helpful to lower costs for a fledgling trading program. However, the involvement of SWCD offices reduced the potential cost savings from the reverse auction structure because some agents were able to learn about the threshold price over the six rounds of bidding and help farmers bid strategically. Overall, the program structure serves as an effective model for future trading programs in other regions that seek to involve agricultural nonpoint sources.  相似文献

Pereira Filho, Augusto J., Richard E. Carbone, John E. Janowiak, Phillip Arkin, Robert Joyce, Ricardo Hallak, and Camila G.M. Ramos, 2010. Satellite Rainfall Estimates Over South America – Possible Applicability to the Water Management of Large Watersheds. Journal of the American Water Resources Association (JAWRA) 46(2):344-360. DOI: 10.1111/j.1752-1688.2009.00406.x Abstract: This work analyzes high-resolution precipitation data from satellite-derived rainfall estimates over South America, especially over the Amazon Basin. The goal is to examine whether satellite-derived precipitation estimates can be used in hydrology and in the management of larger watersheds of South America. High spatial-temporal resolution precipitation estimates obtained with the CMORPH method serve this purpose while providing an additional hydrometeorological perspective on the convective regime over South America and its predictability. CMORPH rainfall estimates at 8-km spatial resolution for 2003 and 2004 were compared with available rain gauge measurements at daily, monthly, and yearly accumulation time scales. The results show the correlation between satellite-derived and gauge-measured precipitation increases with accumulation period from daily to monthly, especially during the rainy season. Time-longitude diagrams of CMORPH hourly rainfall show the genesis, strength, longevity, and phase speed of convective systems. Hourly rainfall analyses indicate that convection over the Amazon region is often more organized than previously thought, thus inferring that basin scale predictions of rainfall for hydrological and water management purposes have the potential to become more skillful. Flow estimates based on CMORPH and the rain gauge network are compared to long-term observed average flow. The results suggest this satellite-based rainfall estimation technique has considerable utility. Other statistics for monthly accumulations also suggest CMORPH can be an important source of rainfall information at smaller spatial scales where in situ observations are lacking.  相似文献

Abstract: Official seasonal water supply outlooks for the western United States are typically produced once per month from January through June. The Natural Resources Conservation Service has developed a new outlook product that allows the automated production and delivery of this type of forecast year‐round and with a daily update frequency. Daily snow water equivalent and water year‐to‐date precipitation data from multiple SNOTEL stations are combined using a statistical forecasting technique (“Z‐Score Regression”) to predict seasonal streamflow volume. The skill of these forecasts vs. lead‐time is comparable to the official published outlooks. The new product matches the intra‐monthly trends in the official forecasts until the target period is partly in the past, when the official forecasts begin to use information about observed streamflows to date. Geographically, the patterns of skill also match the official outlooks, with highest skill in Idaho and southern Colorado and lowest skill in the Colorado Front Range, eastern New Mexico, and eastern Montana. The direct and frequent delivery of objective guidance to users is a significant new development in the operational hydrologic seasonal forecasting community.  相似文献

Abudu, S., J.P. King, Z. Sheng, 2011. Comparison of the Performance of Statistical Models in Forecasting Monthly Total Dissolved Solids in the Rio Grande. Journal of the American Water Resources Association (JAWRA) 48(1): 10‐23. DOI: 10.1111/j.1752‐1688.2011.00587.x Abstract: This paper presents the application of autoregressive integrated moving average (ARIMA), transfer function‐noise (TFN), and artificial neural networks (ANNs) modeling approaches in forecasting monthly total dissolved solids (TDS) of water in the Rio Grande at El Paso, Texas. Predictability analysis was performed between the precipitation, temperature, streamflow rates at the site, releases from upstream reservoirs, and monthly TDS using cross‐correlation statistical tests. The chi‐square test results indicated that the average monthly temperature and precipitation did not show significant predictability on monthly TDS series. The performances of one‐ to three‐month‐ahead model forecasts for the testing period of 1984‐1994 showed that the TFN model that incorporated the streamflow rates at the site and Caballo Reservoir release improved monthly TDS forecasts slightly better than the ARIMA models. Except for one‐month‐ahead forecasts, the ANN models using the streamflow rates at the site as inputs resulted in no significant improvements over the TFN models at two‐month‐ahead and three‐month‐ahead forecasts. For three‐month‐ahead forecasts, the simple ARIMA showed similar performance compared to all other models. The results of this study suggested that simple deseasonalized ARIMA models could be used in one‐ to three‐month‐ahead TDS forecasting at the study site with a simple, explicit model structure and similar model performance as the TFN and ANN models for better water management in the Basin.  相似文献
