Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England. 相似文献

Economic appraisal and evaluation of UK waste minimisation clubs: proposals to inform the design of sustainable clubs 总被引:1,自引:1,他引:1
Waste minimisation clubs have been established for some 12 years in the UK. During that time, they have been significant driving forces in disseminating sustainable waste management practices in industry and commerce. Clubs have also demonstrated that they can achieve significant reductions in levels of waste. However, data on the economic benefits of these clubs remain scanty and disparate. In addition, no standard methodology has developed to assess whether the investment costs of clubs can be justified on grounds of either economic welfare or sustainable development, despite the theoretical advantages from doing so. Against this background, the paper considers the need for economic appraisal and evaluation of waste minimisation clubs and discusses how these methods could be applied to the creation of clubs that will be sustainable over time. 相似文献

The management of construction and demolition waste (CDW) is essential in the formation, growth and renovation of urban areas. This paper presents part of a study on CDW generation and management in the Lisbon Metropolitan Area (LMA). CDW generation was estimated for 2006 and 2007 based on construction activity and waste load movements. The results revealed that in the municipality of Lisbon, remodeling construction activity prevailed, with CDW generation indicators of 954 t/day and a per capita rate of 0.60 t/year. Both values are above the average for the LMA and its two sub-regions (Greater Lisbon and the Setúbal Peninsula). The installed infrastructure for CDW management identified in the LMA is situated within a maximum distance of about 23 km from the geometric center of the city of Lisbon. Despite the fact these locations favor the municipality of Lisbon, the occurrence of illegal dumps is still a reality. A notable effort towards environmental education addressing CDW management is under way so as to make involved citizens aware of the recent CDW legislation, Decree-Law Nr. 46/2008, as well as of the problems arising from scenarios of environmental degradation and uncontrolled use of natural resources in the civil construction sector. The generation rate of construction and demolition (C&D) materials in Hong Kong has well exceeded the demand rate. An innovative solution has been developed by the Hong Kong Special Administrative Region Government to use the inert portion of C&D materials, denoted as public fill, for seawall foundation construction. A field-scale pilot test has been conducted to evaluate the constructability and engineering performance of the foundation so as to establish the viability of the solution. Details of the pilot test and results of the performance evaluation are presented in this paper. More importantly, the viability of an innovation solution to achieve effective allocation of sand fill resources, and conservation and recycling of inert C&D materials has been established. 相似文献

The aim of the East Anglian Waste Minimisation in the Food And Drink Industry Project was to develop waste minimisation capability in food and drink sector companies by providing a structured training programme and consultancy support to participating members of a business club. The business club forum provided the structure within which interactive training and development sessions were delivered. Expertise and assistance in implementing waste minimisation and waste management programmes was given to member companies at their sites.The project resulted in pound 1,800,000 per annum of identified savings with pound 1,100,000 of verified savings already achieved. Training and development contributed fundamentally to these project outcomes and achievements.The structured training package used three different approaches or methods. Teaching and workshop sessions were used to present interactive training on waste minimisation practice. These were supplemented by interactive 'report-back' sessions where the 'project champions' presented progress reports to the club on waste minimisation at their sites.An overview of the business club approach is described, together with an account of the successes and challenges of applying a structured training and development programme and the barriers to waste minimisation that were overcome. In 2007, in England, the Department of Environment, Food and Rural Affairs (Defra) published Waste Strategy 2007 for England. To help drive the required behaviour change for increased sustainable practice the Government in England signalled up in the Strategy the intention to launch a Zero Waste Places (ZWP) initiative to develop innovative and exemplary practice. By inviting places (including cities, towns and rural communities) to bid for ZWP status, the successful applicants were then expected to become exemplars of good environmental practice on all waste issues. The ZWP programme commenced in October 2008 with the selection of 6 distinct places based upon an application by a partnership containing a Local Authority or in one case a Regional Development Agency. The places ranged in size from the very small (one street of 201 properties) to a Region of England (5 million population). These 6 were chosen from an initial list of 12 applicants via a rigorous selection process against fixed criteria that were designed to support Zero Waste practice. The funding was £70,258 and the mean was £11,709. The overall assessment suggests that the Local Authorities and their project partners rose to the challenge of zero waste and in most cases met or even exceeded their objectives (meeting at least 80% of aims and planned actions) and achieved high value for money in terms of Government funded initiatives. Evaluation suggested that there is a requirement to link, in the future, ZWP initiatives with other recent developments such as Transition Towns, Eco-Town and Total Place developments within Local Authorities. A Certificated Standard for ZWP was developed and is perceived as being both useful and valuable and it is hoped that it will spur a large number of new ZWP applications. 相似文献

A questionnaire survey was conducted in 2002 on 1365 households in two prefectural-level cities in the Pearl River Delta, Jiangmen and Zhongshan. Three groups of issues are covered in this paper: 1) waste management literacy, concerns, and public participation; 2) waste recycling practices and the potential for waste avoidance; and 3) public environmental literacy. This study confirms findings from previous surveys and provides new information on important issues such as imposing monetary charges on waste and environmental activities, littering, source separation programs (SSPs), and public participation and expectations in local waste management. Saving up recyclable materials for redemption in waste depots is commonly practiced in mainland China regardless of the level of development of a city, although at the household level, high-income families tend to place less value on the revenues to be gained from redemption than lower income groups do. Data from the previous and the present studies indicate that such voluntary but largely economically driven waste recovery behavior diverts at least 10% of the household waste from the waste stream. Although uncompensated SSP is less appealing in the two cities than compensated SSP, it was found that when the median per capita income of a city reaches RMB2000 per month, a high participation rate for uncompensated waste recovery is more likely to occur. Education and income levels are the chief factors affecting littering behavior and the potential for waste avoidance. Contrary to general belief, the local Chinese community is active in microwaste management. The concern, however, is over the inability of the grassroots bureaucracy to deal with rising expectations for waste collection services and neighborhood cleanliness. 相似文献

Currently the construction and demolition (C&D) waste collection system in Spain is managed in a decentralized manner by each sub-contracted company. This lack of comprehensive strategy for C&D waste management causes a confusing and sometimes individual attitude regarding the different measures for C&D waste. Therefore effective waste management should be enforced. Construction stakeholders have wide range of best practices in C&D waste management that can be implemented, so they need to be assessed for their effectiveness.The aim of this research study is to assist construction stakeholders in making a decision on C&D waste management. This paper carries out a survey conducted among the construction agents in order to evaluate the effectiveness of 20 best practice measures regarding C&D waste management, identifying the most suitable types of building constructions to implement these practices and also the advantages and drawbacks of their performance in a building construction project.Results of this study show that among the highly effective best practices are: the use of industrialized systems and the contract of suppliers managing the waste. In addition, distributing small containers in the work areas is also another high valued practice, although only 36% of respondents usually implement this measure in their works. 相似文献

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. Solvent-based paint manufacturing plants produce significant quantities of hazardous waste, which must be properly treated before it can be disposed. Since the cost for treating this waste is high, reducing the quantity of waste has become a crucial issue in this industry.Waste minimization options are beneficial for the owner of the plant as well as for the environment. The quantity of hazardous waste can be minimized by changing the plant's technology or by substituting hazardous substances, which are used in the paint manufacturing process, with environmentally friendly ones. Furthermore, separating the various waste streams makes it easier to recover raw materials and enhances the possibility of their reuse within the production process. This will decrease operational costs for the plant.This paper presents a case study of waste minimization in a solvent-based paint manufacturing plant. Source reduction, recovery, and recycling methods are taken into consideration. Its aim is to develop an understanding of the facility's waste generating processes, to suggest ways to reduce the waste production, and finally to select an appropriate waste minimization option to suggest to the plant. Commercial activated carbon is a preferred adsorbent for the removal of micropollutants from the aqueous phase; however, its widespread use is restricted due to high associated costs. To decrease treatment costs, attempts have been made to find inexpensive alternative activated carbon (AC) precursors, such as waste materials. Some reviews report the use of waste materials for the preparation of AC; however, these studies are restricted to either type of wastes, preparation procedures, or specific aqueous-phase applications. The present work reviews and evaluates literature dedicated both to the preparation of AC by recycling different types of waste materials and also to its application in various aqueous-phase treatments. It is clear that conventional (from agriculture and wood industry) and non-conventional (from municipal and industrial activities) wastes can be used to prepare AC, that can be applied in various aqueous treatment processes, namely to remove organic pollutants, dyes, volatile organic compounds, and heavy metals. Moreover, high surface areas can be obtained using either physical or chemical activation; however, combined treatments might enhance the surface properties of the adsorbent, therefore increasing its adsorption capacity. It is evident from the revision made that AC prepared from both conventional and non-conventional wastes might effectively compete with the commercial ones. The proximity principle—disposing of waste close to its origin—has been a central value in municipal solid waste (MSW) management
in Japan for the last 30 years and its widespread adoption has helped resolve numerous “Not in My Backyard” issues related
to MSW management. However, MSW management costs have soared, in large part because of aggressive recycling efforts and because
most MSW is incinerated in a country that has scarce landfill capacity. In addition, smaller, less sophisticated incinerators
have been closed because of high dioxin emissions. Rising costs combined with the closure of smaller incinerators have shifted
MSW management policy toward regionalization, which is the sharing of waste management facilities across municipalities. Despite
the increased use of regionalized MSW facilities, the proximity principle remains the central value in Japanese MSW management.
Municipal solid waste management has become increasingly regionalized in the United States, too, but different driving forces
are at work in these two countries. The transition to regionalized MSW management in Japan results from strong governmental
control at all levels, with the central government providing funds and policy direction and prefectures and municipalities
being the primary implementing authorities. By contrast, market forces are a much stronger force with US MSW management, where
local governments—with state government oversight—have primary responsibility for MSW management. We describe recent changes
in Japan’s MSW programs. We examine the connections between MSW facility regionalization, on the one hand, and, on the other
hand, the proximity principle, coordination among local governments, central government control, and financing mechanisms. 相似文献

Based on government and other relevant documentation, this paper explores the conceptual linkage between population, development,
and waste management in Botswana and the implications of this relationship for global climate change. Population is increasing,
albeit at a decreasing rate. Spatially, the population is becoming more and more concentrated as the rates and level of urbanization
increase. Economic growth has remained consistently high. The combined effect of population dynamics and economic development
are having a noticeable imprint on the environment in the form of increased waste generation. Poor waste management poses
a real threat to environmental sustainability in general and climate change in particular because of inadequate technology,
weak institutional mechanisms to enforce regulations, and low levels of sensitization among the public to deal with the problem.
Mitigation measures are suggested to minimize the negative effects of waste management on climate change. 相似文献
