Estimates of occurrence rates for offshore oil spills are useful for analyzing potential oil-spill impacts and for oil-spill response contingency planning. With the implementation of the Oil Pollution Act of 1990 (US Public Law 101-380, August 18, 1990), estimates of oil-spill occurrence became even more important to natural resource trustees and to responsible parties involved in oil and gas activities.Oil-spill occurrence rate estimates have been revised based on US Outer Continental Shelf (US OCS) platform and pipeline spill data (1964 through 1999), worldwide tanker spill data (1974 through 1999), and barge spill data for US waters (1974–1999). These spill rates are expressed and normalized in terms of number of spills per volume of crude oil handled. All estimates of spill occurrence rates were restricted to spills greater than or equal to 1000 barrels (159 m3, 159 kl, 136 metric tonnes, 42,000 US gallons).The revisions compared to the previously published rates calculated through 1992 (Anderson and LaBelle, 1994) indicate that estimates for the US OCS platform spill occurrence rates continue to decline, primarily because no spills have occurred since 1980. The US OCS pipeline spill occurrence rates for spills greater than or equal to 1000 barrels remained essentially unchanged. However, the rate for larger OCS pipeline spills (greater than or equal to 10,000 barrels) has decreased significantly. Worldwide tanker spill rates, rates for tanker spills in US waters, and rates for barge spills in US waters decreased significantly. The most recent 15-year estimates for 1985–1999 (compared to rates for the entire data series) showed that rates for US OCS platforms, tankers, and barges continued to decline.  相似文献

The burning rate of a slick of oil on a water bed is calculated by a simple expression derived from a one-dimensional heat conduction equation. Heat feedback from the flame to the surface is assumed to be a constant fraction of the total energy released by the combustion reaction. The constant fraction (χ) is named the burning efficiency and represents an important tool in assessing the potential of in situ burning as a counter-measure to an oil-spill. The total heat release, as a function of the pool diameter, is obtained from an existing correlation. It is assumed that radiative heat is absorbed close to the fuel surface, that conduction is the dominant mode of heat transfer in the liquid phase and that the fuel boiling temperature remains constant. By matching the characteristic thermal penetration length scale for the fuel/water system and an equivalent single layer system, a combined thermal diffusivity can be calculated and used to obtain an analytical solution for the burning rate. Theoretical expressions were correlated with crude oil and heating oil, for a number of pool diameters and initial fuel layer thickness. Experiments were also conducted with emulsified and weathered crude oil. The simple analytical expression describes well the effects of pool diameter and initial fuel layer thickness permitting a better observation of the effects of weathering, emulsification and net heat feedback to the fuel surface. Experiments showed that only a small fraction of the heat released by the flame is retained by the fuel layer and water bed (of the order of 1%). The effect of weathering on the burning rate decreases with the weathering period and that emulsification results in a linear decrease of the burning rate with water content.  相似文献

The news media and environmental groups are frequently blamed for public overreaction to unfortunate events like major oil spills; an example of the social amplification of risk. A disconnect between public views regarding spill consequences and necessary remedies on the one hand, and expert opinion on these same questions on the other, is a frequently identified consequence of this social amplification. A more comprehensive examination of the ways in which scientific messages can fail to inform the public or to rationalize public policy suggests however that a more complex phenomenology is at work. Perceived risks can be attenuated as well as amplified, and many organizations besides the news media contribute to the shaping of public risk attitudes. As a result, social and political questions of blame can prove difficult to disentangle from scientific questions of impact. Both social amplification and social attenuation of messages about the risks of oil production and transport are evident in public responses to the Exxon Valdez spill, and both continue to affect the debate about oil production and its transport by sea today. Oil-spill science has had mixed success in modulating these risk concerns, as the conduct of oil-spill science has itself felt the effects of risk amplification and attenuation. Because these difficulties are bound up in questions of social trust, institution building is seen as the best long-term strategy for redress. The Prince William Sound Regional Citizen’s Advisory Council offers a hopeful example that such institution building can occur, given sufficient motivation, resources and the means and time for diverse interests to develop a shared vision of the risks to be addressed.  相似文献

The oil spill trajectory and weathering model OILMAP was used to forecast spill trajectories for an experimental oil spill in the Barents Sea marginal ice zone. The model includes capabilities to enter graphically and display environmental data governing oil behavior: ice fields, tidal and background current fields, and wind time series, as well as geographical map information. Forecasts can also be updated from observations such as airplane overflights. The model performed well when wind was ‘off-ice’ and speeds were relatively low (3–7 m s−1), with ice cover between 60 and 90%. Errors in forecasting the trajectory could be directly attributed to errors in the wind forecasts. Appropriate drift parameters for oil and ice were about 25% of the wind speed, with an Ekman veering angle of 35° to the right. Ice sheets were typically 1 m thick. When the wind became ‘on-ice’, wind speeds increased to about 10 m s−1 and trajectory simulations began to diverge from the observations, with observed drift parameters being 1.5% of the wind speed, with a 60° veering angle. Although simple assumptions for the large scale movement of oil in dense ice fields appear appropriate, the importance of good wind forecasts as a basis for reliable trajectory prognoses cannot be overstated.  相似文献

An oil spill model was applied to the Nakhodka tanker spill accident that occurred in the Japan Sea in January 1997. The amount of oil spilled was estimated to be around 5000 kl, released over 1 day. Under a 2-m wave height condition, and a 3.5% of drift factor, the model simulated the oil slick to hit the shoreline after 6 days. This was in good agreement with the observed conditions. After drifting to the shoreline, the oil slick moved northeastward with the current. In the model, the simulation where the shoreline absorbs 100% of stranded oil failed to reproduce the actual oil slick trajectory. The simulation in which oil resuspended after stranding indicated a similar trend to the actual case. Therefore, it is likely that a considerable amount of oil that hit the shoreline may have returned to the sea and moved with the current. The effects of current pattern and wind drift angle on the oil slick trajectory were also examined. It is suggested that the wind parameters were of prime importance in reproducing a realistic distribution.  相似文献

A combination of numerical modeling and large-scale experimentation has yielded a tremendous amount of information about the structure, trajectory and composition of smoke plumes from large crude oil fires. A numerical model, a large outdoor fire plume trajectory (ALOFT), has been developed at NIST to predict the downwind concentration of smoke and other combustion products. The model is based on the fundamental conservation equations that govern the introduction of hot gases and particulate matter from a large fire into the atmosphere. The model has been used to estimate distances from fires under of variety of meteorological and topographic conditions where ground level concentrations of smoke and combustion products fall below regulatory threshold levels.  相似文献

Remediation of halogenated organic compounds—such as polychlorinated biphenyls (PCBs), polychlorinated dibenzo-p-dioxins (PCDDs), and polychlorinated dibenzofurans (PCDFs)—poses a challenge because these compounds are resistant to microbial attack and to degradation by many common chemicals. Since the mid-1980s, the Environmental Protection Agency's (EPA's) Office of Research and Development in Cincinnati, Ohio—the National Risk Management Research Laboratory (NRMRL)—has funded research and development efforts to develop specialized, chemical dehalogenation processes for detoxifying PCBs and related compounds. NRMRL owns domestic rights for “basic process” patents on a chemical dehalogenation process commonly known as Base Catalyzed Decomposition (BCD). EPA has licensed the process to two firms for use in the United States. This article summarizes laboratory-scale, pilot-scale, and field performance data on BCD technology collected to date by various governmental, academic, and private organizations.  相似文献

The interactions of physically dispersed oil droplets with suspended particulate material (SPM) can be important for the transport of bulk quantities of spilled crude oil and polycyclic aromatic hydrocarbons (PAH) to subtidal sediments. The literature regarding oil/SPM interactions is reviewed, and results from whole-oil droplet/SPM interaction kinetics and pure-component (Prudhoe Bay crude oil distillate cut) equilibrium partitioning experiments are presented. The effects of oil type, SPM characteristics, and salinity on the interaction rates are examined, and the importance of whole-oil droplet/SPM interactions on particle agglomeration and settling behavior are discussed. Whole-oil droplet/SPM interactions are retarded as oil droplet dispersion into the water column is inhibited by oil viscosity increases due to evaporation weathering and water-in-oil emulsification. Compared to whole oil droplet/SPM interactions, dissolved-component/SPM adsorption is not as significant for transport of individual components to sediments. The information presented in this paper can be used to augment computer-based models designed to predict oil-spill trajectories, oil-weathering behavior, and spilled oil impacts to the marine environment.  相似文献

The partitioning tracer test (PTT) is a characterization tool that can be used to quantify the porespace saturation (SN) and spatial distribution of dense nonaqueous phase liquids (DNAPLs) in the subsurface. Because the method essentially eliminates data interpolation errors by directly measuring a relatively large subsurface volume, it offers significant promise as a remediation metric for DNAPL‐zone remediation efforts. This article presents, in detail, the design and results of field PTTs conducted before and after a DNAPL‐zone treatment at the Naval Amphibious Base Little Creek, Virginia Beach, Virginia. The results from different tracers yield a relatively large range in SN estimates, indicating notable uncertainty and presenting significant challenges for meaningful interpretation. Several potential interpretation methods are presented, resulting in an estimated DNAPL removal range of 15 to 109 L. While this range is large, it is consistent with the DNAPL removal (~30 L) determined from analysis of effluent concentration measurements collected during the remediation efforts. At this site, the initial and final SN values are low, and the relatively inconsistent performance of the various tracers indicates that these levels are near the lower practical quantification limit for these PTTs; however, the effective lower quantification limit for these tests is unknown. Generally, an understanding of lower quantification limits is particularly important for interpretation of post‐remediation PTTs because SN values are likely to be low (due to remediation efforts) and the SN estimated from the PTT may be used to predict long‐term dissolved plume behavior and assess associated environmental risk. Partitioning tracer test quantification limits are test‐specific, as they are dependent on a variety of factors including analytical uncertainty, tracer breakthrough characteristics, and tracer data integration techniques. The results of this case study indicate that methods for estimating lower quantification limits for field PTTs require further development. © 2004 Wiley Periodicals, Inc.  相似文献

Rapid industrialization and urbanization in developing countries have created serious problems in municipal solid waste (MSW) management. New case studies can shed light on these problems and point the way to potential solutions for improving the overall eco-efficiency of MSW management. This paper employs a case study approach, analyzing MSW management in Inner Mongolia. This study encompasses all aspects of MSW management, including collection, separation, recycling, and disposal. Problems and challenges are identified through our analysis, and recommendations are raised by considering the local realities. Our main findings are: (1) while large cities have already established a solid foundation for MSW management, small- and medium-sized cities deserve more attention; (2) MSW in rural areas is even worse than urban areas; (3) enforcement of MSW regulations is ineffective and needs improvement; (4) lack of funds, R&D efforts and advanced technologies have impeded sustainable MSW management; (5) lack of coordination and communication among different stakeholders further damages the efforts for improvement of MSW management. Therefore, integrated efforts that combine the above concerns should be initiated so that the overall effectiveness and efficiency of MSW management can be improved.  相似文献

This paper reports the structure and properties of silk fibers produced by Actias lunas in comparison to Bombyx mori and the common wild silks. Considerable efforts are being made to find new sources for natural silk and also to develop regenerated protein fibers to supplement the limited amounts of B. mori and wild silks available in the market. In addition, it has been found that non-traditional silks have unique properties and utilizing uncommon wild silks can provide income and employment to indigenous people where the wild silks are found. Actias lunas belongs to the Saturniidae family of silk producing insects. However, the structure and properties of silk produced by A. lunas have not been studied. This research showed that the silk fibers produced by the luna moth had morphological and physical structure similar to that of the common wild silks but tensile properties similar to that of B. mori silk. A. lunas silk fibers are composed of higher amounts of hydrophobic amino acids and had much less glycine than B. mori and common wild silks. With a fineness of 2 denier, breaking tenacity of 4.3?g/den and breaking elongation of 10.9?%, the tensile properties of A. lunas silk fibers were similar to that of B. mori and much better than that of the common wild silks that are coarser and have lower breaking tenacity. A. lunas fibers show good potential to be useful for applications currently using B. mori silk.  相似文献

Recent starch-plastic research at the National Center for Agricultural Utilization Research is reviewed and related worldwide efforts are noted. Properties of starch that influence its formulation and performance in plastics are discussed. Methods are given for preparation of starch-poly(methyl acrylate) graft copolymer, starch-poly(ethylene-co-acrylic acid), and starch-poly(ethylene-co-acrylic acid)-polyethylene plastics. Their physical properties are discussed, as is degradability by enzymes or amylolytic organisms from soil, ponds, and streams.The mention of firm names or trade products does not imply that they are endorsed or recommended by the U.S. Department of Agriculture over other firms or similar products not mentioned.  相似文献

Groundwater monitoring at Department of Energy's (DOE's) Hanford Site is a large, expensive undertaking serving multiple purposes, including compliance with regulations and DOE orders, remediation efforts under CERCLA, and sitewide risk evaluations. Like most large Federal facilities, the monitoring program currently in place has evolved and grown overtime as new requirements were established and groups were assigned to address them. DOE and its regulators simultaneously awakened to the fact that there was a need to reevaluate the monitoring activities at Hanford, to better integrate the program, to avoid duplicative sampling, to improve everyone's understanding of the performance of the network, and to evaluate whether adequate data could be collected for lower cost. This paper describes the approch that was developed to guide the rethinking effort with direct and extensive involvement of DOE, EPA, Washington Department of Ecology, Indian Tribes, and DOE Contractors, and how this approach was applied to a large portion of the site. Both the human element of the process (cultural change), as well as some of the technical details associated with the effort, including a flexible application of EPA's data quality objectives process, are discussed.  相似文献

A series of 14 mesoscale burns were conducted in 1991 to study various aspects of oil burning in situ. Extensive sampling and monitoring of these burns were conducted to determine the emissions. This was done at two downwind ground stations, one upwind ground station and in the smoke plume using a blimp and a remote-controlled helicopter. Particulate samples in air were taken and analyzed for polycyclic aromatic hydrocarbons (PAHs). PAHs were found to be lower in the soot than in the starting oil. Metals in the oil were found concentrated in the residue and could not be measured in soot samples using conventional industrial hygiene sampling techniques. Particulates in the air were measured by several means and found to be greater than recommended exposure levels only up to 150 m downwind at ground level. Combustion gases including carbon dioxide, sulphur dioxide and carbon monoxide did not reach exposure level maximums. These gases were emitted over a broad area around the fire and are not directly associated with the plume trajectory. Volatile organic compound (VOCs) emissions are extensive from fires, but the levels are less than those emitted from a non-burning test spill. Over 50 compounds were identified and quantified, several at possible levels of concern up to 200 m downwind. Water under the burns was analyzed; no analytes of concern could be found at the detection levels of the methods. The burn residue was analyzed for the same compounds as the air particulate samples. The residue contained elevated amounts of metals. PAHs were at a lower concentration in the residue than in the starting oil, however there is a slight differential concentration increase in some higher molecular weight species. Overall, indications from these mesoscale trials are that emissions from in situ burning are low in comparison to other sources of emissions and result in concentrations of air contaminants that are below exposure limits beyond 500 m downwind.  相似文献

The gene transfer from glyphosate tolerant soybean to Bradyrhizobium japonicum was evaluated in a free-air lysimeter experiment under natural conditions and increasing selection pressure, to monitor for the probability of horizontal gene transfer (HGT). A large volume lysimeter study that offers conditions comparable to normal farming was conducted in 2004 and 2005 with Roundup Ready® (RR) soybean and Roundup® application according to agricultural practice. Analysis of nodules showed, as expected, the presence of the transgenic 5-enolpyruvylshikimate-3-phosphate synthase (EPSPS). However, in bacteroids that were isolated from nodules and then cultivated for several rounds in the presence of high levels of glyphosate, the EPSPS gene could no longer be detected. This indicates no stable HGT transfer of the whole EPSPS gene under field conditions.  相似文献

This paper examines the potential of integrated waste and utility power management over the mid-term planning horizon in Japan. Energy recovery and CO2 emission reduction were estimated under two situations: (1) energy recovery efforts within the current waste management/power generation framework and (2) integrated waste management with sewage treatment systems and electric power industries. Scenario simulation results showed that under the current policy framework it is not feasible to achieve large energy recovery and CO2 emission reduction, while the integrated waste management scenarios show the potential of large energy recovery which is equivalent to about an 18 million t-CO2 emission reduction. The utilization of dry wastes for power generation at existing fossil power stations is significant in achieving the result. We also consider the effects of the ‘CO2 emission per GW generated’ for electric power generation on the total CO2 emission reduction because it varies by country and assumptions selected. Although this research did not include an economic analysis, based on estimated CO2 emissions and energy recovery, the integrated scenarios indicate a large potential in countries that have high dependence of fossil power generation and relatively low power generation efficiency.  相似文献

It is becoming increasingly evident that a waste management program, and especially a waste treatment technique, which ignores social aspects, is doomed to failure. Aspects concerning the problems of public acceptance, public participation in planning and implementation, consumer behaviour and changing value systems are no less important than the technical or economic aspects in waste management research and decision-making. As part of the Integrated Research Project “Waste”, Swiss Priority Program Environment (SPPE) 1996–1999 (funded by the Swiss National Science Foundation), this sub-project focuses on the results from two main areas. 1. Results of the three-round written Delphi-Expertquestioning “Contributions to the development of waste management in Switzerland” show that decision transparency, interregional cooperation, information policy and public participation are important factors with regard to the public acceptance of waste management in Switzerland. 2. The much discussed problem area of public acceptance of waste policies is directly linked to the concept of Social Compatibility, which is identified as an essential component of sustainable and successful waste management. As an additional aspect, the significance of mediation as a participatory process for public acceptance will be investigated. Public dialogues on concrete waste management projects not accepted by parts of the population, will therefore be initiated, monitored and evaluated.  相似文献

Slag is a major by-product of the basic oxygen steelmaking converter process (BOS). Methods are being developed to make use of this by-product and large quantities are now employed in agriculture and in the production of aggregates in several European Community (EC) countries. However, a great deal of slag is still either simply discarded or discharged in landfills. This paper reports the effects over a 3-year period on both soil and crops, of the application of Linz–Donawitz (LD) converter slag on pasture land. Comparative studies were performed using different quantities of low phosphorus LD converter slag and fertilizer on land sown withDactylis glomerata,Trifolium repensandLolium perenne. The results showed an increase in soil pH and in the availability of Ca and Mg in the soil exchange complex. Aluminium content was reduced. When LD converter slag and fertilizer were applied together, plants were seen to contain the greatest concentrations of nutrients and greater yields were obtained.  相似文献

Aspects of Langmuir circulation (Lc) which relate to the dispersion of floating material are reviewed. These include convergence, dispersion by advection (particularly of a plume of floating oil when wind and current are in different directions) and the spread and dispersion by cell instability or breakdown first described by Csanady. There are, however, processes which compete with Lc to diffuse floating material. In shallow tidally mixed seas, where the environmental impact of an oil spill may be greatest, cross-wind dispersion caused by Lc will dominate over that produced by bottom turbulence if the ratio of the wind speed, W, to current, U, is sufficiently large. Observations and rough estimates suggest a transition near W/U=15. A simple model is devised to estimate cross-wind dispersion in shallow unstratified waters when turbulence generated at a flat seabed dominates that produced by Lc, but when the effects of Lc are still evident in aligning filaments of oil, as may commonly be the case in moderate winds in coastal or continental shelf waters.  相似文献
