The recent increase in energy costs, driven by a surge in oil prices, has increased world‐wide efforts on the exploitation of renewable/wind energy resources for environment‐friendly sustainable development and to mitigate future energy challenges. Moreover, experience in the wind energy industry has reached high levels in the field of manufacturing and application. This inevitably increases the merits of wind energy exploitation. In order to exploit wind resources, through the establishment of wind power plants, specific attention must be focused on the characteristics of wind and wind machines. The literature indicates that wind‐energy resources are relatively better along coastlines. In the present study, long‐term hourly mean wind speed data for the period 1986–2003, recorded at Dhahran (Eastern Coastal region, Saudi Arabia), has been analysed to examine the wind characteristics including (but not limited to): yearly/monthly/diurnal variations of wind speed, frequency distribution of wind speed, impact of hub‐height/machine‐size on energy production, etc. Data have been checked/validated for completeness. Data analysis indicated that long‐term monthly average wind speeds ranged from 3.8 to 5.8 m/s.

Concurrently, the study determined monthly average daily energy generation from different sizes of commercial wind machines (150, 250, 600 kW, etc.) to assess the impact of wind machine size on energy yield. The study also estimated annual energy production (MWh/year) from wind farms of different capacities (3, 6, 12, 24 MW, etc.) by utilising different commercial wind energy conversion systems (WECS). It was observed that, for a given 6 MW wind farm size, a cluster of 150 kW wind machines (at 50 m hub‐height) yielded about 32% more energy when compared to a cluster of 600 kW wind machines. The study also estimated the cost of wind‐based electricity (COE, US$/kWh) by using different capacities of commercial WECS. It was found that the COE per kWh is 0.045 US$/kWh for 150 kW wind machine (at 50 m hub‐height) whereas COE was 0.039 US$/kWh for 600 kW wind machine (at 50 m hub‐height). The study also dealt with wind turbine characteristics (such as capacity factor and availability factor). These characteristics are important indicators of wind turbine performance evaluation.  相似文献

Wind power is expanding globally. Simultaneously, a growing number of conflicts against large-scale wind farms are emerging in multiple locations around the world. As these processes occur, new questions arise on how electricity from wind is being generated, how such energy is flowing within societies, and how these production-flows are being shaped by specific power structures. The present paper explores the expanding geography of wind energy conflicts by analyzing 20 case studies from across the Americas, Africa, Asia and Europe. Based on the Environmental Justice Atlas database, it reflects on how land pressures and patterns of uneven development emerge as two features of the current expansion of wind farms. Following a relational analysis, these patterns are examined to interpret the plural instances of opposition emerging throughout the rural spaces of the world. The article argues that previously unexplored forms of collective action are expanding the scope and content of the “wind energy debate”. In addition to the claims of “landscape” and “wildlife protection” addressed by the existing literature, this study sheds light on the rural/peripheral contexts where opposition emerges through the defense of indigenous territories, local livelihoods and communal development projects. The study contends that these “emerging storylines” embrace an environmental justice perspective when challenging the socially unequal and geographically uneven patterns reproduced by the ecological modernization paradigm. From this lens, cases of local opposition are not interpreted as selfish forces blocking a low-carbon transition, but instead, are understood as political instances that enable a wider discussion about the ways such transition should take place.  相似文献

开展长年代风能资源评估可为海上风电场的可行性研究和风险评估提供依据和支撑。创新性地引入了气候预测系统再分析(CFSR)数据,以江苏响水海上风电场为例开展了长年代风能资源评估,结果表明:CFSR数据10 m高度风速与海上气象塔10 m高度风速的平均偏差为-0.2 m·s~(-1),均方根误差为1.9 m·s~(-1);CFSR数据10 m高度风速与海上气象塔90 m高度风速的相关系数范围在0.359~0.619,相比气象站的相关系数提高了40%~90%;长年代订正得到海上气象塔90 m高度近30 a的风数据,多年平均风速为6.9 m·s~(-1),标准差为0.2 m·s~(-1)(2.9%);测算出海上风电场近30年的等效满负荷小时数,多年平均值为2 423 h,标准差为112 h(4.6%);评估出25 a一遇(海上风电场的寿命期)、10 a一遇、5 a一遇的最小年平均风速分别为6.6、6.7和6.8 m·s~(-1),最小年等效满负荷小时数分别为2 227、2 280和2 329 h。利用CFSR数据开展海上风电场长年代风能资源评估在技术上是可行的。  相似文献

Offshore wind power generation represents a chance to supply energy in a more sustainable way; however, the ecological risks associated with the construction and operation of offshore wind farms are still largely unknown. This paper uses the concept of ecological risk for analysing ecological changes during construction of offshore wind farms. “Ecological risk” is defined as the potentially reduced ability of providing ecosystem services. The ERSEM ecosystem model allows assessing ecological risk based on a number of selected variables (integrity indicators) and under the assumption that increased suspended matter concentration during construction of wind farms affects ecosystem functioning. We conclude that ecological risk is adequate to describe the effects of wind farm constructions, although the computation procedure still needs to be refined and the choice of indicators further optimised. In this context, the choice of indicators available in modelling as well as in monitoring time-series may offer the way forward.  相似文献

This study investigated the compliance of paper-making plants in Phong Khe Commune of Bac Ninh Province with regulations on wastewater management. According to existing regulations for wastewater management, all paper plants in Bac Ninh province are required to submit an environmental impact assessment report, pay the wastewater charges, and establish a wastewater treatment system. Many paper-making plants in the commune did not, however, comply with these regulations. Although fines were imposed for non-compliance, only a few plants paid the fines due to weak enforcement. As a result, the current costs of compliance of paper-making plants were very small compared with the full costs of compliance. Type of plant, location of the plant, and number of schooling years of the plant owners were found to be significant factors affecting compliance. The main reasons why the plants did not comply with the regulations were the plant owners’ inadequate understanding of environmental regulations, their lack of financial resources, limited space for treatment system installation, small fines, and the limited capacity of the local environment authorities in enforcing the regulations. The option of wastewater treatment for a group of paper-making plants located close to one another was widely accepted. The study proposes collective action for the adoption of this treatment option and policy recommendations.  相似文献

People growing crops in kitchen gardens eat locally self-produced food and are the subject of growing attention as the potential for a more sustainable development. A survey was carried out in two provinces in northern Italy to gather information on the consumption of local horticultural products, peoples’ expectations of authorities in the case of a nuclear accident and peoples’ behaviour in the absence of official information. Results show that up to 70% of the owners of kitchen gardens possess diets comprised of more than 60% of self-produced vegetables and can be regarded as particular groups of population. In the case of a dispersion of radioactive material, the local population would take advantage of official information on preventive measures to protect farms and local crops from contamination. Results of the survey show differences in the attitude of the population due to age, gender and past experience.  相似文献

Recent Government announcements have implied that wind power will play a major part in providing energy for the UK (BBC 2007 BBC. 2007. However, there is much concern that wind farms can have a significant impact on flying fauna (bats and birds) using the area, particularly at night. As part of an Environmental Impact Assessment, thorough appropriate surveys are necessary for quantifying and minimising any risk wind farms may cause flying fauna. Manual surveys that are commonly used are not always cost‐effective, efficient or practical. Remote systems based on motion detection are increasingly being used to monitor wildlife.

Fast‐moving airborne targets such as aeroplanes can falsely trigger motion‐detection based remote systems. As birds and bats repetitively flap their wings, this oscillating motion can be used to distinguish them from other airborne targets. Time periods between wing oscillations are not always constant, and hence the motion is not periodic. A method to detect cyclic motion based on similarity matrices is proposed, and synthetic and real data are used.  相似文献

The purpose of this article is to analyze the challenges to, and opportunities for, increasing sustainable development (SD) co-benefits delivered by clean development mechanism (CDM) wind power projects in northeastern Brazil and the resulting implications for climate and energy policies. Five methodological phases were met: First, a documentary research was conducted in the main CDM database; second was a literature review, creating the analytical framework and a survey questionnaire needed to assess the SD co-benefits from the projects; third, documentary research was used to enable ex-ante analysis of the SD co-benefits proposed in the CDM Project Design Documents (PDDs); fourth, survey allowed for the analysis of SD co-benefits perceived by project entrepreneurs (ex-post analysis); and finally, a comparison between the ex-ante and ex-post analyses was completed. The results show the importance of carrying out SD co-benefit studies after the implementation of CDM projects in order to learn lessons for new mechanisms of climate governance. The lowest SD co-benefits were water management improvement in the project influence area, soil pollution prevention, health and safety improvements and technology transfer. The greatest opportunities for increasing SD co-benefits come from the environmental licensing process and the strengthening of Corporate Social Responsibility. The greatest challenges are new technology development, stakeholders’ engagement and SD co-benefit audits. We conclude that the improvement of multi-level climate and energy governance plays a key role in increasing SD co-benefits.

Researchers and policymakers emphasize that people’s involvement in forest management can secure their support of conservation initiatives. However, the evidence on the effectiveness of top-down participation is weak. This study uses cross-sectional household data from 16 villages in the buffer zone of Pench Tiger Reserve (Madhya Pradesh) in India to contribute to the evidence base of such assumption. Using a propensity score matching to control for observable bias, we evaluate the effects of two state-driven incentive-based participatory projects, i.e. the Joint Forest Management and Ecodevelopment, on selected social outcomes. Specifically, we measured local people conservation knowledge, biodiversity attitudes as well as trust in and satisfaction with the tiger reserve management authorities. We found that the effects of participatory management on conservation knowledge were positive, but negligible. We found no significant effects on local people’s biodiversity attitudes, trust and satisfaction with the tiger reserve management authorities. Top-down and externally induced participation may explain our results. Our findings clearly indicate that the effectiveness of participatory conservation interventions is conditional on the level and nature of local participation. Top-down participatory projects may not be sufficient to generate local support of conservation and in some cases, they may even exacerbate local conflicts.  相似文献

Solar and wind energy data available for Oman indicate that these two resources are likely to play an important role in the future energy generation in this country. In this paper, a model is designed to assess wind and solar power cost per kWh of energy produced using different sizes of wind machines and photovoltaic (PV) panels at two sites in Oman, which then can be generalised for other locations in Oman. Hourly values of wind speed and solar radiation recorded for several years are used for these locations. The wind profiles from Thumrait and Masirah island are modelled using the Weibull distribution. The cost of wind-based energy is calculated for both locations using different sizes of turbines. Furthermore, this paper presents a study carried out to investigate the economics of using PV only and PV with battery as an energy fuel saver in two villages. The results show that the PV energy utilisation is an attractive option with an energy cost of the selected PV ranges between 0.128 and 0.144 $/kWh at 7.55% discount rate compared to an operating cost of 0.128–0.558 $\kWh for diesel generation, considering the capital cost of diesel units as sunk.  相似文献

Research into national innovation systems (NISs) has received extensive academic and policy attention, and is especially relevant with latecomer countries seeking to innovate in challenging industrial environments. In playing catch up with their early industrializing counterparts, methods of learning take on increased importance in determining industrial success for latecomers. The wind turbine technology innovation system is one that is highly dependent on both the extent of the national learning processes and the strength of the national social-institutional setting. This research investigates the case of Taiwan, a country which has embarked on a program to build its national innovative capacity in wind turbine technologies with specific emphasis on Taiwan’s social sector. Within this system, the spotlight will be on four types of learning processes that interplay during wind turbine development: learning by searching, learning by doing, learning by using, and learning by interacting. Through a case study of the emergence of Taiwan’s burgeoning large-scale wind power technology initiatives, the paper aims to add to the understanding on how methods of learning impact upon the success of innovation systems. The findings show that the industry’s future prospects are constrained because of the limited learning by interacting processes between turbine component producers, turbine owners, and researchers and because of weaknesses in the institutional framework. This research also recognizes the importance that culture has on dominant forms of learning.  相似文献

ABSTRACT

This work deals with the optimization of an hybrid energy system used to supply an isolated site. The proposed system combines a wind turbine, a photovoltaic panel, a diesel generator and a battery bank to electrify atypical home. An energy cost-effectiveness approach is adopted in accordance with meteorological data, time profile of energy consumption, and the cost of different alternative systems. A variety of performances is obtained through simulations within the Homer Pro environment. The selection of an optimal combination is based on the maximum integration of renewable energy in the suggested system with a minimum of gas emission. According to the obtained results, the overall cost of the selected installation is about 72,900 €, with 0.415€ the unit cost of a kWh electric energy provided with a contribution of renewable energy of around 86%. Simulations show a technical and financial benefits of the different configurations obtained to supply the target site. To control the proposed hybrid energy system, a supervision algorithm is developed and implemented on TMS320F28027 DSP platform. The proposed energy system aims to take advantages of renewable energy sources and shift to conventional sources only when necessary in order to ensure source autonomy and service continuity.  相似文献

There is a growing recognition in developing countries that community participation in water and sanitation projects is a necessary strategy in sustainable development. The main advantage of following such an approach is that, if participation can encourage a sense of ownership of the projects, the benefits of the project are more likely to extend over the long term. The case study at hand focuses on the challenges faced in implementing a wastewater treatment system to solve an environmental and public health problem in a rural community, Rosario de Tesopaco, in northwest Mexico. Until recently, the community has been unable to implement an effective plan to treat the wastewater generated in the community. The problems faced by the community can be attributed to the political arrangement of water and sanitation decentralization in Mexico that occurred in the mid 1980’s, whereby communities were required to meet wastewater treatment standards, but were not given the technical and political guidance needed to achieve this goal. However, in this instance, cooperation between the authorities in Rosario de Tesopaco, the federal agency for social development, and an academic institution has led to the successful design and approval of a wastewater treatment project. This achievement can be attributed to the use of an effective collaborative strategy, tailoring the project to the needs and capacity of the local community, positioning the community as the leaders and owners of the project. A model for following this strategy for developing rural sanitation projects in Mexico is proposed. Abstract

In order to achieve sustainable utilization of natural resources, save energy and protect environment and ecosystem, it is important for a region or a nation to develop and implement a viable waste recycling model from both theoretical and practical point of view. Some packaging recycling models operated in developed countries are introduced in this article. Aluminium can recovery and recycling is emphasized. Cost effective, economic and environmental benefit of different models are compared and analyzed. The result shows that all recycling models have their characteristics due to the initial purpose of recovery and the situation of the implementing country. However, all the models contribute to the reduction of municipal solid waste disposal and resources conservation.  相似文献

South Africa, a main food exporter in SADC, is characterised by a dual agricultural economy consisting of a well-developed commercial sector and smallholder, often subsistence, farming. Using the Ricardian cross-sectional framework, we examine the impact of climate change on a nationwide sample of crop, horticulture, livestock and mixed commercial farming systems. We find that a simultaneous decrease in precipitation and an increase in temperature will reduce productivity; and that an increase in temperature alone negatively affects farm output more than a decrease in precipitation. One of the most robust findings is the difference in the extent to which different commercial production systems will be impacted. That is, the results indicate that the strongest impact will be amongst specialised commercial crop farming system. In contrast, mixed farming systems appear to be the least vulnerable. This finding is consistent with studies on small-holder farms in sub-Saharan Africa. Hence, it appears that despite the likely benefits derived from economies of scale, commercial farms are, somewhat, equally vulnerable to climate change. Further, a province-wise assessment revealed that areas that already face disadvantageous climatic conditions will become even less productive. Overall, the findings suggest that practicing mixed farming methods will strengthen the resilience of commercial farms to climate change and that access to extensions—insurance and irrigation—is likely to reduce the risks.  相似文献

The classical approach of assessing sustainability with respect to its three underlying pillars, ecological, economic, and social, is adopted in this paper, with an added emphasis on estimating the simultaneous effects of each pillar on the other two. The paper assesses the impact of policy-driven changes in cultivation practices in five districts in the south-western Indian state of Karnataka. A comparative statics analysis using a simultaneous equations model is developed to capture the stability of each pillar into the future and their concurrent interactive impacts and trade-offs. Ecological and economic impacts of policies favoring organic farming are estimated to be uniformly significant and positive in the study districts. However, the impact on socio-cultural criteria is subjective to the eco-regional context. Cost savings, through producing organic inputs on-farm, maximizes synchrony among the three pillars vis-à-vis sourcing these inputs from the market. With more reliance on organic inputs, better prospects are estimated for small and rain-fed farms compared to large and irrigated farms.  相似文献

The objective of this article is to address the environmental costs of pig farms in the La Piedad region Mexico, through an analysis of the standard on wastewater discharges to national water bodies. Field work was carried out from April to September 1999; a survey was conducted on 23 farms and samples of wastewater were taken on 11 farms. Pig production is the third most important system in Mexican livestock production. Heterogeneity in production systems, dependence on imported inputs (genetics and feed grains), and weak internalization of environmental costs are the main characteristics of pig production in Mexico. With no specific environmental regulations on intensive livestock activities at the municipal or state levels, Mexican Official Standard 001 on wastewater discharges is the only environmental obligation that pig farms must meet. Standard 001 on wastewater contains the maximum permissible limits for 20 contaminant parameters, and is based on a cost-benefit analysis that points to secondary treatment for the regulation’s economic viability. Investment in treatment systems and the fees that pig producers must pay when they fail to comply with the limits stipulated in the regulation, are estimated assessed as an approach to environmental costs. In order to remain within the limits in the standard, pig farms must invest in tertiary treatment, and that makes meeting the standard unaffordable for this sector.  相似文献

Reverse logistics play a significantly increased role in supply chains. Producers are incorporating reverse logistics into their supply chain design because of governmental legislation, economic benefits from product recovery, and customers' demands for better environmental practices. Motivated producers face two main challenges in reverse logistics network design: (1) how do you build product recovery activities into traditional forward logistics networks? and (2) how do you manage the impact of uncertainty in the reverse logistics supply chain? Moreover, producers need to consider many tradeoffs leading to efficient network design. Published case studies have discussed these tradeoffs, and we describe a framework to evaluate these tradeoff considerations. We then apply the framework to three new case studies: medical device refurbishing, municipal e‐waste recycling, and carpet fibre recycling.  相似文献

The issues of sustainability, efficiency, and profitability in private forestry dominated debate on Finnish and Swedish forest policy throughout the 20th century. The management and utilization of private forests have been significant for these countries since more than half of productive forest land has been owned by families. Forests have also played an important role in Finland’s and Sweden’s national economies. There was however no consensus among forest owners and forestry experts—forest scientists and forestry authorities—about the methods of achieving forestry sustainability and profitability, particularly in the early 1900s. This article focuses on the types of argument on which perceptions of good forest management were based, and the reasons for their use. The article also explores how disagreements and occasional open conflicts between private forest owners and forest authorities were solved, and what kind of regulative means were developed to avoid such differences. There are three main reasons for making a case study of Finland and Sweden: Firstly, the forest sector has played an important role in their national economies, secondly, the objectives and content of their forestry laws are quite similar, and thirdly, the tradition of family forest ownership has remained strong. The debate on good forest management in this period revolves around the two silvicultural paradigms: even-aged and uneven-aged systems. The former concerns formal, scientific knowledge of forest management, and the latter takes a traditional approach.  相似文献
