Sustainable development has broad consensus in environmental science and policy discourse, but its implications differ in specific cultural contexts. This article articulates sustainable development from a Chinese cultural perspective by tracing ideas from Chinese traditional culture and exploring China’s concept of harmonious development with emphasis on environmental management. Ideas that resemble sustainable development are not new to Chinese culture, but have roots in ancient Chinese thoughts, which in turn influence current governance and policies. Notably, Chinese traditional philosophies such as Confucianism, Taoism, Legalism, and Yin–Yang contain philosophies fundamental to sustainable development. As a distinct local discourse, such concepts were well interpreted and understood in the ancient meaning of harmony, giving China unique sustainability perspectives with institutional implications for policies of harmonious development and environmental management. Currently, China is driven to create a new national identity of harmonious development that involves Chinese traditional philosophies and values in its modern administration. The slogans “harmonious society” and “Chinese dream” reflect this new way of responding to the world with the aspiration to achieve cleaner growth, personal prosperity, and social stability. The Chinese and Western roots of sustainable development are conceptually, ideologically, and historically different, and this paper articulates how the convergence of the two underlies contemporary international debates.  相似文献

This paper is a case study that sets out to explore the extent to which the local residents of the region of Northern Karpathos and Saria in the southeast corner of the Aegean have positive attitudes and perceptions towards ecotourism ventures for sustainable development. The area is included in the European Ecological Network Natura 2000 and was chosen for studying since it constitutes an ideal location for the promotion of soft and alternative forms of tourism. The investigation of the attitudes of the inhabitants of the Community of Olympos, in Northern Karpathos was carried out using as research tool a questionnaire that was drawn up specifically for the needs of the present work. The attempt to provide a systematic way of studying the inhabitants’ attitudes led to the proposition of a framework that contains the necessary conditions for sustainable ecotourism development. This is based on three fundamental factors, namely: (a) environmental conservation, (b) environmental education and (c) empowerment of local community. The main conclusion drawn was that the perceptions of the local people accord with the basic principles of ecotourism. Residents (a) showed a high degree of awareness and sensitivity regarding environmental conservation issues in the area, (b) recognised the need for environmental education concerning ecotourism activities and (c) had a favourable attitude towards the implementation of initiatives in the ecotourism field aimed at their empowerment and at promoting sustainable development in the area. The participants’ place of permanent residence and level of education appeared to influence significantly their perceptions of this alternative form of tourism.  相似文献

This paper puts forward sustainable development indicators and an index appropriate for monitoring and guiding development planning in the villages of rural Egypt, as an improvement on the current approach which is informed by locally calculated Human Development Indices (HDI). This has two principal weaknesses. Firstly many of the issues of importance to villagers are not covered by the economic and social scope of the HDI. Secondly the HDI, along with international sustainable development indicator sets, fails to identify problems which are of importance in specific national or sub-national contexts. We have therefore worked from a simplified but holistic model of the socio-economic-environmental system of a rural Egyptian village, informed by the outputs of a participatory planning process. An indicator set based on a one-to-one correspondence between system components and indicators was created. This comprehensive set is detailed but consequently rather unwieldy, and a core set is selected and compared with the HDI indicators for a sample of villages to demonstrate the impact of considering environmental and institutional factors on establishing priority areas for government intervention. We conclude that a combination of a locally relevant index and an easily comprehended diagrammatic approach to presenting a small indicator set offers advantages to decision makers in comparison to local application of the HDI.  相似文献

A systems perspective is used to discuss the concept of sustainability. From this perspective, it is argued, sustainability can be regarded as a system state that is mediated by specific structures. This is fundamentally different from regarding sustainability merely as a normative goal, as it is presently regarded by most. Insight into the kinds of structures which mediate a system’s state open the door to proactive design of new structures and mechanisms, which are necessary for yielding effective change: in this case, promoting the sustainability agenda. The kind of change required to transform the prevailing trajectory of human affairs is presented as a second order change: a change that requires a major shift, and a complete transformation of the system itself, not only in a few aspects of its behavior. A new definition of sustainability is offered, anchored in the interaction of a population and the carrying capacity of its environment. From this definition, five core sustainability principles are derived, along with their respective policy and operational implications. Together, these principles prescribe the conditions that must be met to attain sustainability as an enduring state. The principles themselves form an integrated, systemic set, which requires them to be acted on simultaneously. A piecemeal approach—focusing on one aspect while neglecting others—is not likely to yield effective results for the whole.  相似文献

Sustainability science is a new branch of human knowledge. It is necessary to model sustainability science based on a framework consisting of the interactions of society, ecology, the environment and the economy. This paper develops such a model, the SEEOSG model, containing the essential structural relationships that incorporate the environmental and economic conditions required for sustainability. The model is solved as a dynamic optimisation problem. This optimal growth model of ecology and economic growth enables us also to analyse the issues which are specific to sustainability science such as the ecologically sustainability and inter-generational equity implications of economic activities and policies. In the model results growth maximisation goals appear to be fraught with difficulties such as infeasibility and non-sustainability. The results also suggest also that an equilibrium ecological and economic system does not sustain over a very long period of time unless appropriate actions are taken. Sustainability and sustainable development are prominent themes in international policy-making, corporate PR, news-media and academic scholarship. Its definitions are contested, however sustainability is associated with a three-pillar focus on economic development, environmental conservation and social justice, most recently espoused in the adoption of the UN Sustainable Development Goals in 2015. In spite of its common usage, there is little research about how sustainability is represented and refracted in public discourse in different national contexts. We examine British national press coverage of sustainability and sustainable development in 2015 in a cross-market sample of national newspapers. Our findings show that key international policy events and environmental and social justice frames are peripheral, while neoliberalism and neoliberal environmentalism vis-à-vis the promotion of technocratic solutions, corporate social responsibility and “sustainable” consumerism are the predominant frames through which the British news-media reports sustainability. This holds regardless of newspaper quality and ideological orientation.  相似文献

The integrated use of remotely sensed data and GIS to monitor a rapid recent delta formation was undertaken in the Tacarigua Lagoon, a mangrove coastal protected wetland in the north-central coast of Venezuela. Recently, the resource value of coastal wetlands such as coastal lagoons and deltas, has brought about a need to protect and conserve these ecosystems. To that end, valuable resources such as these should be continuously monitored so that temporal changes in their environment can be analysed. The importance of determining the cause, extent, and spatial distribution of these changes can then be used in different aspects of environmental studies, land suitability analyses and for wise resource management. Aerospace data interpretation and a field survey were utilised to study the formation of the Guapo River delta within the Tacarigua Lagoon and to map the expansion that this depositional environment has undergone. A historical set of aerial photographs and a radar image, together with a GIS, were used to assess the growth of the delta from the beginning of its formation up to the present time.  相似文献

ABSTRACT

In the present study, construction procedure and performance assessment of expanded polystyrene EPS-geofoam layer, which is utilized in the repair and rehabilitation of road work, is demonstrated. EPS geo-foam application was suggested after observing excessive settlement and distress of approach roads near Cross drainage (C-D) works constructed on bypass road of an important National Highway Project in India. EPS-geofoam was used as an alternative to earth backfill in approaches of newly constructed culvert on the same bypass road on one side of the C-D work and, for comparison purpose; the other side of the C-D work was retained with existing earth backfill. EPS-Geofoam was convenient to handle, easy to place and executed effeciently in terms of machineries and man power. Also, after 6 months of observation, it was noted that Pavement Quality Concrete (PQC) constructed over earthfill material have shown sign of distress and longitudinal cracks were observed due to excessive settlement; on the other hand PQC constructed over EPS-geofoam was intact with no sign of distress. Outcome of the study suggest the use of EPS-geofoam in similar situations as per the proposed guidelines for construction as well as cross-sectional details and design recommended.  相似文献

This essay critiques natural capitalism, a concept developed as a strategic response to the antagonism of capitalist production and the ideology of sustainability. I trace and critique the second and third personae of the book Natural Capitalism. The second persona of natural capitalism constitutes already dominant capitalists and technocrats as the constituency best prepared to meet the exigencies of sustainability. Simultaneously, civil society and non-propertied classes constitute a marginalized third persona whose interests can be satisfied only if aligned with those of the second persona. This precarious arrangement is possible due to the non-ideological representation of natural capitalism. I argue that such a representation is misleading. Criticism of the tensions between natural capitalism's personae suggests radical potential for environmental rhetoric.  相似文献

Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. In order to build up the regional research capacity in sustainability science and to realize both local and global goals of the sustainable development in northeast Asia, this paper proposes some basic frameworks, including regional institutional innovations, establishment of a regional sustainability information network, initiatives of the regional assessment programme, and focus on the regional education and training of sustainability knowledge.  相似文献

The eminent crisis threatening biological and resource diversity is a global adversity. Global resource diversities are constantly disappearing and deteriorating at quite an alarming proportion, provoking renewed thinking regarding the effectiveness of existing environmental management approaches and practices. For the past four decades, several epochs of environmental management policies and practices disregarded the cultural imperative for safeguarding efficient environmental management outcomes, particularly at the community level. Even in the rouse of this reality, issues of spirituality and how it binds local community people to their natural environment appear to be given only a window dressing attention through the recognition of sacred natural sites. Eight sacred groves and shrines in the Bongo District were investigated based on an endogenous development framework. The data were collected using focus group discussions with stakeholders at the local and district levels and individual interviews with key local natural resource managers from four selected communities. The study revealed that the way indigenous people construct the worldviews and interactions with nature using ancestors and other spirit mediums can safeguard the environment against long periods of human interference and destruction. It also demonstrates that in certain places traditional institutions are becoming malleable and open to the use of external knowledge and resources in order to sustain places of sacred significance. It concludes that cultural imperative and the issues of spirituality are critical for the sustainable management of environmental resources. The study recommends revisiting local practice and cultural values that promote good environmental management practices within the local communities.  相似文献

In early 1980 an extension agent was assigned to the rural municipality of Bangui, Ilocos Norte, Philippines to work on development projects – in particular the improvement of the supply of safe water for drinking and sanitation. After many months of visiting spring sites and meeting with community leaders, a small part of the municipality was selected to build a gravity fed piped water system. Although the system took many months to plan, identify funding and construct, the 600 community members were ultimately rewarded with house to house connections that enabled them to achieve per capita water consumption levels above the minimum levels recommended by the World Health Organization. Of course, money was critical to ensure the project’s success, but many other factors played an equally critical role. For instance, without the active participation of the community and the unwavering support of the community leadership the project would not have survived the initial planning stage. Also, the extension agent played a critical role by acting as a conduit between funding agencies, the Bureau of Public Works and the community. The primary lesson to be learned from this experience is that the success of rural development projects is largely driven by the synergy between the community, technical support, financial support, and agents of change such as extension agents. If any of these ingredients had been lacking, the project result would likely have been far different.  相似文献

The current trend in foreign aid is toward small-scale sustainable development projects in partnership with defined communities. However, these projects are subject to the influences of self-interested human behavior, poorly defined community structures and resources and organizational constraints that can prevent full realization of development models. Under these constraints, attempting participatory community development models to the exclusion of other techniques may not be the most effective way to achieve positive change. Instead, development agencies should consider adopting other proven elements of development in combination with the spirit of community development to achieve a positive impact within the community and organizational structures and ensure accountability for success. A small-scale attempted, sustainable development case study in Rwanda is reviewed, as well as a new concept for larger scale development integrating ‘carbon credits’. Additionally, a development accreditation organization is proposed to ensure additional accountability in this field.  相似文献

Developing nations have tended to have been overlooked in studies of climate reporting. This study is based upon a content analysis of three daily newspapers in the Philippines to examine climate change coverage compared to reporting by Western wire services. In addition, the study draws on individualist–collectivist theory to theorize about differences in reporting between the Philippine and Western wire sources. Despite the historic influence of the American news system on Philippine journalism, the study finds that Western journalistic norms do not describe Philippine climate reporting well and that Filipino-penned articles are more likely to include the value of collectivism rather than individualism. This suggests that national cultural differences may be reflected in climate reporting.  相似文献

News reporting on sustainability has been criticized for (1) having a limited coverage of solutions, (2) reporting on solutions with a negative bias, (3) being dominated by sources from government and mainstream business, and (4) promoting frames that prioritize the role of the market and techno-scientific solutions, which leave unchallenged the unsustainable behavior of consumer societies and the focus on economic growth. This study was the first to examine how sustainability is reported in a constructive media outlet and found that articles (1) consistently elaborated solutions, (2) described them in optimistic ways, (3) quoted various sources, and (4) developed a frame that challenged consumerism and critiqued society’s preoccupation with growth while helping to imagine a desirable sustainable future. It is thus argued that this novel, constructive approach to journalism can help move society to a sustainable future by expanding the repertoire of culturally-resonant stories to live by.  相似文献

In this study, we investigate whether traditional swidden agriculture on nutrient-poor tropical soils can sustainably support a growing indigenous population within Manu National Park, Peru. Based on interviews with 50 Matsigenka farmers, as well as GPS mapping and field visits, we established the location and size of all 124 swidden gardens cultivated in 2000 and 2001. Using a GIS-based soil map of Manu Park, we identify the total extent of potential arable land (1) throughout the park zones currently available for Matsigenka habitation, and (2) within the vicinity of the two study communities. Taking into account current per capita garden size, cultivation and fallow practices, we calculate the maximum human carrying capacity of swidden agriculture for (1) all available park zones and (2) the immediate vicinity of the two current communities. Even given the second, highly limited scenario, the sustainable human carrying capacity is estimated to be 2,138 individuals, which is far higher than the current population of about 420 people. Thus, arable land does not appear to be a limiting factor for the growth of the indigenous population in Manu Park at the current time. Other possible limiting factors for population growth are identified and discussed. We conclude that a conservation policy of population stabilization around the current settlements is viable in that it will not result in reduced resource availability over the next few decades, and that the challenge is to identify and mitigate the forces causing population fissioning and spread.
