Data from two cross-sectional surveys totaling over 2000 farmers in Pakistan are analyzed with regression techniques to estimate the value productivity of irrigation water and related resources. Returns to irrigation water vary by province, but in general are found to be high relative to estimated costs of obtaining water. Salinity of water supplies is an important productivity depressant. The results will be useful in determining the economic feasibility of various means for augmenting supplies and for improving delivery and application efficiencies.  相似文献

ABSTRACT: Accurately estimating the price elasticity of demand for irrigation electricity is important to major electricity suppliers such as the Bonneville Power Administration (BPA) of the Pacific Northwest. The BPA has a revenue maximization objective, and the elasticity of demand is central to its rate setting process. Several studies have attempted to estimate demand for irrigation electricity, but none has explicitly included federal agricultural policy and program variables. Tins paper discusses how agricultural programs may influence farmers irrigation decisions and thus their demand for irrigation electricity. It suggests that existing programs serve to make farmers more responsive to electricity rate increases than would otherwise be the case. Thus, studies that fail to include them may underestimate the responsiveness of farmers to electricity rate increases.  相似文献

ABSTRACT: Over half of the water delivered from the canal system to the watercourses managed by the farmers is not made available to the farmers' crops in Pakistan. Most of this water loss is due to loss of water through the banks of the watercourses. Lack of maintaining these banks and lack of cleaning the watercourse is a result of inadequate organization of the 10 to 150 farmers who use the watercourse, and a deficiency of knowledge concerning the amount of their water which is being lost. Various methods of watercourse improvement have been evaluated including concrete and masonry linings and simple earthen improvements of the ditches with concrete control structures, junctions, and turnouts. With the cost of labor low in Pakistan, the earthen improvements with concrete structures appear to be the best investment. Farm water management improvement programs have been implemented in most of the provinces which include this type of watercourse improvement, land leveling and advice to the farmers on how and when to irrigate his crops to optimize his production. The rate at which personnel can be trained to help the farmers implement these improved water management practices is limiting the rate of implementation.  相似文献

ABSTRACT: A computer model was developed in order to establish a yield predictive relationship and to estimate the water requirements for supplemental irrigation of horticultural crops in the humid region. Alternative distribution systems were developed and designed using the results from the computer model and Wood's (1980) pipe network algorithm. The capital, operational, and maintenance costs of the distribution and recommended on-farm irrigation systems were determined and used to evaluate the economic feasibility of the alternative designs. Results show that the concentration of irrigated area along the distribution system, the length of the distribution system, and cropping system all have an important effect on the economic feasibility of supplemental irrigation in Wayne County, Kentucky.  相似文献

ABSTRACT: This paper investigates and estimates the welfare loss due to monopoly in tubewell irrigation water market in Bangladesh. In this context, an attempt has been made to evaluate the efficacy of the landless irrigation groups. Using cross-sectional data and regression analysis, cost and demand functions for irrigation water are estimated. The study demonstrates the relatively superior performance of the landless groups in terms of economic efficiency in shallow tubewell irrigation operation, in comparison to irrigation operation by the landowners.  相似文献

ABSTRACT: Irrigation costs are rising rapidly on the 32 million acres irrigated with ground water. Ground water levels are declining under about 15 million of those acres adding to increased costs. However, from 1975 to 1982, 75 to 80 percent of increased ground water irrigation costs were due to higher nominal energy prices and interest rates. In real dollars, adjusted for inflation, these costs have risen faster than other irrigation costs and the real rise in commodity prices has been very small. A continuation of rapidly rising costs and slowly rising prices will shorten the economic life of those aquifers experiencing declining water levels. That same condition of prices and costs place all ground water irrigators in a disadvantaged position compared to nonirrigators and could cause a decline in ground water irrigation.  相似文献

For optimal allocation of resources, it is critical to arrive at proper estimations of direct benefits created by irrigation projects. This paper reviews critically the traditinal procedures of estimating the direct irrigation benefits and, in this context, presents formulas to show the extent of bias in them. The paper further discusses the implications of shifts in demand over time for biases in the estimation of direct benefits through traditional procedures and provides altenate procedures for the proper estimation of direct irrigation benefits. In this context, it throws some light on the exact distribution of benefits between consumers and producers.  相似文献

ABSTRACT .A study was conducted in two arid zones to determine the effect of saline water applied to various crops growing in coarse-textured soil, using trickle irrigation. The test crops responded most favorably to this new method of water application in terms of plant development and yield. The method provides us with the possibility of raising the permissible salinity level of irrigation water, and thus to increase the water reserves suitable for agricultural use in the world.  相似文献

The level of water demand for supplemental irrigation and the impact of such demand on water supplies were estimated, as a function of the price of corn (Zea Mays L.). The method of estimation was based on an economic analysis of irrigation practice which assumed constant irrigation costs, profit maximizing behavior on the part of irrigators, and which was deliberately structured to underestimate the level of irrigation water use. The analysis was applied to and used data from the Little Wabash basin in Illinois. No irrigation was predicted at a corn price below $3.50 per bushel. Between $3.50 and about $6.50 per bushel, irrigation was estimated to be profitable for a small region of the basin where acceptable groundwater was available. Above about $6.50 to $7.50, irrigation was found to be profitable in the remainder of the basin, where impoundment storage was required. The potential impact on the water resources of the basin is significant. For a corn price between $3.50 and about $6.50, the probability of a shortfall, defined as the event where the potential demand exceeds the supply, was estimated to be between 2 percent and 20 percent during the growing season. Above about $7.50, this probability was found to be about one-third. The development of policies to control withdrawals for irrigation and other uses is endorsed.  相似文献

ABSTRACT: Border irrigation systems like most of the other surface irrigation systems, do not need too much energy and special equipment. Thus, many farmers have used this system for a long time. On the other hand, design of surface irrigation systems including border irrigation requires many input parameters, and need intensive engineering calculations. The burden of these requirements probably led the users to experimental design of the systems with low efficiencies. However, accurate design and high quality optimization of the border irrigation system that can result in a highly efficient system is possible. In this study, an optimization model for border irrigation system is presented. The Hook Jeev's pattern search optimization method in conjunction with a general mathematical model of border irrigation is used to maximize the irrigation application efficiency. The border irrigation storage and distribution efficiencies, border slope and length, inflow rate, cutoff time, and the Manning's roughness coefficient are selected as constraints. The model is applied to field-measured data. The results show that it is possible to select a suitable combination of the border system's parameters (border's length, inflow rate, and cutoff time) to obtain a maximum application efficiency.  相似文献

ABSTRACT: This paper presents a methodology for the estimation of response functions of crops to irrigation and soil moisture. A system analysis framework is applied to describe the relationships involved. Two subsystems are distinguished, with the first one involving the relationship between irrigation decision variables and soil state variables, and the second involving the relationship between soil state variables and crop yield. A method for tracing and predicting soil moisture profile variations over time and depth is presented, and empirical estimates of the response function of grain sorghum to soil moisture are derived. In the specification of the response function the concept of “critical days” is applied with a “critical day” being defined as one where the soil moisture is depleted below a certain critical level. ABSTRACT: Federal regulations require agencies administering water resource projects to inform and educate citizens so that they will understand and participate effectively in local programs. Government officials and public involvement specialists have proposed positive outcomes which should derive from agency educational efforts. Eleven interdependent educational goals are identified in this study such that achievement of each goal improves the likelihood of achieving others. Evaluations indicate that educational programs are inadequate and goals are not attained fully. The incorporation of mechanisms employed by professional educators is a potential remedy. Educational and social psychology contain an abundance of effective educational devices and methodologies appropriate for use in informal adult educational programs. An individualized educational program is recommended to meet the needs of a heterogeneous adult audience.  相似文献

ABSTRACT: This paper computes estimates of the demand for surface irrigation water directly from disaggregated profit functions for fields in the San Joaquin Valley of California. It finds that treating delivered surface water and pumped ground water as separate, imperfectly substitutable inputs to production matters a great deal. We find substantial ranges of inelastic demand for delivered water, and thresholds across which demand then becomes highly elastic. The results imply that moves toward freer water markets could lead to large quantities reallocated from agriculture to urban uses in the Western U.S., but would require large price increases and would induce extensive ground water mining and major changes in cropping patterns. While these results are dependent on our particular model and simplifying assumptions, evidence exists that they may be robust.  相似文献

ABSTRACT: This paper examines irrigation water supply deficit and associated risk indicators due to random climate events and potential effects on irrigated food production during the period 1996 to 2025 for seven river basins in the USA, China, and India. An integrated water and food model with global scope is applied for the analysis. The global climate regime during 1961 to 1990 is used to generate 30 climatic scenarios for the time period 1996 to 2025, and these scenarios are applied to the model in order to characterize the randomness of precipitation, runoff, and evapotranspiration, which affects both irrigation water supply and demand. The risk with random climate events is represented by reliability, variability, and vulnerability from different perspectives. Regarding irrigation water supply, Colorado will bear an increasingly unstable situation although the average water supply relative to the demand will maintain at a relatively high level; selected basins in China and India indicate that significantly lower levels of reliability and more deleterious affects from drought can be expected, but under a less variable condition due to assumed water storage increase. From 1996 to 2025, the effects of water deficits on irrigated food production are characterized with a nonlinear phenomenon and food production loss will be more sensitive to irrigation water supply deficit in the future. Future work following this paper needs to consider the impact of global climate change and the water quality of the irrigation return flow and result verification by local studies.  相似文献

ABSTRACT: A bromide tracer was used to evaluate percolate water and ion movement in the upper 1.2 m of soil at a proposed sewage effluent irrigation site located in the Missouri Ozarks. Two plots representing Doniphan silt loam and Crider silt loam soils were sprinkler irrigated with local ground water at a rate of 7.62 cm/week from June through August 1976. Soil water potential, percent soil moisture by volume, and background levels of bromide in soil water, ground water, and precipitation were measured at the study plots. Bromide exchange properties and saturated hydraulic conductivity of the soils were determined in the laboratory. During two selected time periods, irrigation water, was spiked with NaBr (5.0 mg/l Br). Bromide movement through the upper profile was quantified by soil water samples and post-sampling neutron activation analysis. Soil moisture was near saturatin in both soils when the Br tracer was applied. Bromide concentrations above background levels (0.023 mg/l Br, Doniphan silt loam and 0.016 mg/l Br, Crider silt loam) were detected within 2.60 hours at 0.9 m in the Doniphan soil and within 3.75 hours at that depth in the Crider soil. The rate of Br movement in the profile was greater in both soils than the measured saturated hydraulic conductivity, Bromide concentrations above background levels were present in soil water from the study plots for a minimum of 21 days after irrigation with the Br tracer.  相似文献

ABSTRACT: The Congress of the United States has been concerned about public lands from the earliest days of this republic. The importance of irrigation on these public lands was explicitly noted with enactment of the Carey Act of 1884. This was reinforced with the passage in 1902 of “An Act appropriating the receipts from the sale and disposal of public lands in certain states and territories to the construction of irrigation works for the reclamation of arid lands.” This Act further specified that land so irrigated would be entered under the provisions of the Homestead Laws and developed in units of not less than 40 nor more than 160 acres. The enforcement of the 160 acre limitation has been reinforced by several recent lawsuits. These have reaffirmed the provisions of the Reclamation Law requiring owners receiving water from Federal projects to sell land in excess of 160 acres. While there have been Federal subsidies involved in the development of irrigation in the western states, the total amount of the subsidies are insignificant compared to the total Federal budget and the size of subsidies under other Federal programs. Thus, the real question in enforcing the 160 acre limitation may well be one of land reform rather than the distribution of Federal subsidies.  相似文献

ABSTRACT: Granular matrix soil moisture sensors were used to control urban landscape irrigation in Boulder, Colorado, during 1997. The purpose of the study was to evaluate the effectiveness and reliability of the technology for water conservation. The 23 test sites included a traffic median, a small city park, and 21 residential sites. The results were very good. The system limited actual applications to an average of 73 percent of the theoretical requirement. This resulted in an average saving of $331 per installed sensor. The sensors were highly reliable. All 23 sensors were placed in service at least three years prior to the 1997 study during earlier studies. Of these, only two had failed by the beginning of the 1997 study, both due to external factors. Including replacement of these failed sensors, the total repair cost for the 1997 irrigation season was less than $270. The effort required to maintain each system was small, only about 6–7 minutes per visit. Each site was visited weekly for this study, but less frequent visits could be made in practice. The sensors observed in this study performed well, significantly reduced water consumption, and were easy to monitor and maintain. Soil moisture sensors appear to be a useful and economical tool for urban water conservation.  相似文献

ABSTRACT: In early 1997, the Texas Edwards Aquifer Authority implemented a pilot Irrigation Suspension Program with the objectives of increasing springflow and providing relief to municipalities during drought. Irrigators were paid an average of $234 per acre to suspend water use, a price higher than regional land rental rates. Auction theory and program implementation details suggest that the program implementation partially caused inflated bids. The Irrigation Suspension Program is also compared to two alternative programs: (1) subsidizing more efficient irrigation technology and (2) buying land. The irrigation suspension is found to be more cost‐effective relative to subsidizing improved irrigation efficiency because it can be put in place only when aquifer levels are low. Land purchase is a cheaper alternative if the bid levels remain at the levels observed.  相似文献

ABSTRACT: Growing interest in agricultural irrigation in the Great Lakes basin presents an increasing competition to other uses of Great Lakes water. This paper, through a case study of the Mud Creek Irrigation District in the Saginaw Bay basin, Michigan, evaluates the potential hydrologic effects of withdrawing water for agricultural irrigation to the Great Lakes. Crop growth simulation models for corn, soybeans, dry beans, and the FAO Penman method were used to estimate the difference in evapotranspiration rates between irrigated and nonirrigated identical crops, based on climate, soil, and management data. The simulated results indicate that an additional 70–120 mm of water would be evapotranspirated during the growing season from irrigated crop fields as compared to nonirrigated identical plantings. Dependent upon the magnitude of irrigation expansion, an equivalent of about 1 to 5 mm of water from Lakes Huron-Michigan could be lost to the atmosphere. If agricultural irrigation further expands in the entire Great Lakes basin, the aggregated potential of water loss to the atmosphere through ET from all five Great Lakes would be even greater.  相似文献

ABSTRACT: A preliminary field experiment was conducted for trickle irrigation of winter wheat raised for grain production under arid conditions. Treated waste water was applied for trickle irrigation via a trickle system. Mean total amount of effluent applied was about 5700 m3/ha. In one of the experimental treatments, which was irrigated once a week, a grain yield of over 10,000 kg/ha was obtained, whereas in the other treatments the yields were about 8,500 kg/ha, which are above the mean yield obtained under sprinkler irrigation.  相似文献
