Objective: The price of gasoline has been found to be negatively associated with traffic crashes in a limited number of studies. However, most of the studies have focused either on fatal crashes only or on all crashes but measured over a very short time period. In this study, we examine gasoline price effects on all traffic crashes by demographic groups in the state of Alabama from 1999 to 2009. Methods: Using negative binomial regression techniques to examine monthly data from 1999 to 2009 in the state of Alabama, we estimate the effects of changes in gasoline price on changes in automobile crashes. We also examine how these effects differ by age group (16-20, 21-25, 26-30, 31-64, and 65+), gender (male and female), and race/ethnicity (non-Hispanic white, non-Hispanic black, and Hispanic). Results: The results show that gasoline prices have both short-term and long-term effects on reducing total traffic crashes and crashes of each age, gender, and race/ethnicity group (except Hispanic due to data limitations). The short-term and long-term effects are not statistically different for each individual demographic group. Gasoline prices have a stronger effect in reducing crashes involving drivers aged 16 to 20 than crashes involving drivers aged 31 to 64 and 65+ in the short term; the effects, however, are not statistically different across other demographic groups. Conclusions: Although gasoline price increases are not favored, our findings show that gasoline price increases (or decreases) are associated with reductions (or increases) in the incidence of traffic crashes. If gasoline prices had remained at the 1999 level of $1.41 from 1999 to 2009, applying the estimated elasticities would result in a predicted increase in total crashes of 169,492 (or 11.3%) from the actual number of crashes. If decision makers wish to reduce traffic crashes, increasing gasoline taxes is a possible option-however, doing so would increase travel costs and lead to equity concerns. These findings may help to shape transportation safety planning and policy making.  相似文献

Problem: This study examined deaths of construction workers due to personnel lifts (boom-supported and scissor lifts, suspended scaffolds, and crane platforms). Methods: Deaths of construction workers for 1992–1999 were examined using data from the Census of Fatal Occupational Injuries, a Bureau of Labor Statistics database. Results: The study identified 339 deaths: 42% from boom-supported lifts; 26% from suspended scaffolds; 19% from scissor lifts; 5% from crane platforms; and 7% from unapproved lifts (e.g., forklift platforms). The main causes of death were falls (36%), collapses/tipovers (29%), and electrocutions (21%). Discussion: Recommendations include: following OSHA regulations, wearing personal fall protection equipment, adequate maintenance, inspection before use, and training on the model of lift used. Precautions are also needed to prevent contact with overhead power lines. Impact on industry: The increasing popularity of boom-supported lifts and scissor lifts, both in construction and other industries, make their safety an important issue.  相似文献

Legislative changes and public media campaigns to prevent impaired driving are often cited as explanations for the reduction in the rate of impaired crashes over the past 25 years in most of the industrialized world. Other factors may have contributed to these reductions, such as changes in the age and sex distribution of the driver population. The primary purpose of this article is to assess the extent to which the reduction in impaired crashes in Ontario, Canada, may be attributable to the changing age and sex distribution of drivers. In Ontario, the rate of impaired crashes declined by 78.1% from 1974 to 1999. During this time period, the average age of drivers increased from 39.4 years in 1974 to 43.2 in 1999. Similarly, from 1974 to 1999 the percentage of all drivers that were women increased from 39.6% to 46.8%. Since statistics show the likelihood of impaired crashes is lower for both older drivers and women, the reduction of impaired crashes is partially due to these demographic changes. Using indirect standardization, the aging population accounted for an 8.6% decline in the rate of impaired crashes. The changing sex distribution of drivers accounted for a 9.4% decline in impaired crashes. Other global factors may also help to explain the reduction of impaired crashes, such as general road safety improvements and reductions in per adult consumption of alcohol.  相似文献

IntroductionEach year from 1999 through 2015, residential fires caused between 2,000 and 3,000 deaths in the U.S., totaling approximately 45,000 deaths during this period. A disproportionate number of such deaths are attributable to smoking in the home. This study examines national trends in residential fire death rates, overall and smoking-related, and their relationship to adult cigarette smoking prevalence, over this same period.MethodsSummary data characterizing annual U.S. residential fire deaths and annual prevalence of adult cigarette smoking for the years 1999–2015, drawn from the National Vital Statistics System, the National Fire Protection Association, and the National Health Interview Survey were used to relate trends in overall and smoking-related rates of residential fire death to changes in adult cigarette smoking prevalence.ResultsStatistically significant downward trends were identified for both the rate of residential fire death (an average annual decrease of 2.2% – 2.6%) and the rate of residential fire death attributed to smoking (an average annual decrease of 3.5%). The decreasing rate of residential fire death was strongly correlated with a gradually declining year-to-year prevalence of adult cigarette smoking (r = 0.83), as was the decreasing rate of residential fire death attributed to smoking (r = 0.80).Conclusions and practical applicationsDecreasing U.S. residential fire death rates, both overall and smoking-related, coincided with a declining prevalence of adult cigarette smoking during 1999–2015. These findings further support tobacco control efforts and fire prevention strategies that include promotion of smoke-free homes. While the general health benefits of refraining from smoking are widely accepted, injury prevention represents a potential benefit that is less recognized.  相似文献

Over the last decades, process safety has been an important area of academic inquiry, aiming to build knowledge which can contribute to reduce the occurrence of industrial accidents in the process and chemical industries, or to mitigate their consequences. Knowledge in this interdisciplinary research domain is created using applied science, engineering, organizational, and social science approaches. This article provides a retrospective overview of the process safety research field, through the lens of three major journals contributing to the development of this knowledge domain: Journal of Loss Prevention in the Process Industries, Process Safety and Environmental Protection, and Process Safety Progress. An analysis of the articles in these journals, published between 1999 and 2018, provides insights in the structure, developments, trends, and highly influential works in this research domain, while revealing differences and similarities between these three core process safety journals. General publication trends, the geographic distribution of leading knowledge producers (countries/regions and institutions), their collaboration and temporal evolution patterns, topic clusters and emerging trends, and highly cited sources and articles, are identified and discussed.  相似文献

Explosive gas mixtures and explosive dust clouds, once existing, exhibit similar ignition and combustion features. However, there are two basic differences between dusts and gases which are of substantially greater significance in design of safety standards than these similarities. Firstly, the physics of generation and up-keeping of dust clouds and premixed gas/vapour clouds are substantially different. This means that in most situations where accidental explosive gas clouds may be produced quite readily, generation of explosive dust clouds would be highly unlikely. Secondly, contrary to premixed gas flame propagation, the propagation of flames in dust/air mixtures is not limited only to the flammable dust concentration range of dynamic clouds. The state of stagnant layers/deposits offers an additional discrete possibility of flame propagation.

The two European Directives 94/9/EC (1994) and 1999/92/EC (1999) primarily address gases/vapours, whereas the particular properties of dusts are not addressed adequately. Some recent IEC and European dust standards resulting from this deficiency are discussed, and the need for revising the two directives accordingly is emphasized.  相似文献

Europe is the only region in the world with common legislative acts regulating exposure to electromagnetic fields (EMF) for both the general public and workers. Council Recommendation 1999/519/EC deals with the limitation of exposure of the general public to EMF (0 Hz-300 GHz). Directive 2004/40/EC regulates the minimum health and safety requirements regarding the exposure of workers to the risks arising from EMF. This paper discusses the general application of existing standards and recommendations in measurement techniques for determining compliance of measured exposure limit values and action values with those defined in 2004/40/EC.  相似文献

Introduction: The objective of this study was to analyze which factors (including factors pertaining to the individual, the household, and the local area) increase the risk of fall injuries for the three age groups with the highest risk for fall injuries in Sweden. Method: The study combined longitudinal data covering the period 1999–2013 from several different official registries from Statistics Sweden as well as from the Swedish health care system and fitted the models to data using mixed model regressions. Results: Three age groups had a markedly heightened risk for fall injuries: 1–3-year olds, 12–14 year olds, and the elderly (65+). The home was the most common location for fall injuries, as about 40% of all fall injuries occur in the home. Only for the elderly strong predictors for fall injuries were found, and these were: age, single household, and special housing. Conclusions: There is preventive potential in the special residences for the elderly and disabled. People living in these special residences make up a strongly selected group that needs extra safe environments. Our findings indicate that their needs are currently not meet. Practical applications: Design of special residences for the elderly and disabled should aim at reducing the consequences of falling.  相似文献

Passive fire protection (PFP) systems are widely used by the oil, gas and chemical industries to protect offshore and onshore facilities against the effects of fire. However, there are concerns that the performance of PFP systems in a fire may have deteriorated because of weathering and/or that corrosion of the protected item may be taking place beneath the PFP systems. In May 1987, Shell UK began a long-term PFP weathering programme at a maritime test site using furnace tests to assess the fire performance of the materials. The programme was handed over to the Health and Safety Executive in October 1999 and was continued and extended to include the more severe jet fire testing of weathered specimens. This paper describes the effects of weathering on six epoxy intumescent PFP products and one cementitious PFP product in common use. The results are discussed in relation to alterations in physical form, corrosion of the substrate and changes in fire resistance.  相似文献

以硫酸镁和氯化铝为原料,按照镁铝摩尔比3∶1制备了镁铝水滑石,并通过镁铝水滑石处理直接冻黄染料模拟废水的条件实验,研究了固体投加量、废水初始pH值和反应时间对吸附效果的影响。实验结果表明,镁铝水滑石对直接冻黄染料具有良好的吸附效果,对于70 mg/L直接冻黄溶液,镁铝水滑石投加量为2.5 g/L,pH值为10.5,反应时间为20 min,脱色率可达96.46%。  相似文献

为研究多孔材料对封闭管道内甲烷-空气预混气体火焰传播的影响,设计加工了横截面积为80 mm×80 mm的方形试验管道,运用自发光拍摄技术和动态压力传感器对甲烷-空气预混火焰在该管道内传播过程中形状变化和压力特性进行了实验研究。结果表明,在管道尾部放置3种不同材质的多孔材料时,其对爆炸压力均有一定的抑制作用,聚氨酯泡沫对管道内压力的衰减效果优于聚苯乙烯泡沫和自制泡沫材料。对压力曲线进行一次求导,得出了压力变化速率,结果与空管道实验相比,在放置多孔材料的管道内压力降低的速率更快,时间更短。  相似文献

Loading and unloading operations produce 8% of all accidents which occur in process plants and in the transportation of hazardous materials. A survey of 738 accidents was performed, allowing the identification of the accident type distribution and of their cause. Problem

The aims of the study were to evaluate information on motor-vehicle crashes with injuries provided in newspaper reports and to assess the frequency of thematic and episodic reporting of motor-vehicle crashes.

Method

The study used Fatal Analysis Reporting System (FARS) derived variables to code a nationally representative sample of U.S. newspaper reports of motor-vehicle crashes from 1999-2002. A total of 473 newspaper reports of motor-vehicle crashes with injuries were included. Information on the crash event, people involved, and vehicles was extracted. The reports were coded for episodic and thematic news framing.

Results

A majority of newspaper reports used episodic framing. The majority of reports included information on the type of crash, but characteristics about people and vehicles were rarely reported.

Discussion

Lack of information in newspapers makes them an incomplete source from which to influence public perceptions and attitudes.

To increase the accuracy of information provided to the public through media sources, there is a need for increased communication between public health professionals and reporters.The results of this study raise concerns about the contents of motor-vehicle crash information provided in newspapers and suggest that newspapers do not provide information to allow public perception to be in accord with the importance of motor-vehicle crash injuries and health promoting actions to reduce risk of injury. More balanced and detailed information in newspapers would provide an opportunity for news print media to improve public health programs and public perception about the impact of motor-vehicle crashes on safety for all.  相似文献

Objective: We assessed obesity trends in U.S. drivers involved in fatal crashes since 1999 and distinguished whether crash risk factors were different between obese and nonobese drivers.

Methods: We included only drivers of passenger cars involved in fatal traffic crashes between January 1, 1999, and December 31, 2012. Obesity was classified according to the World Health Organization guidelines and profiled between 1999 and 2012 using the adjusted prevalence ratio (aPR) from log-binomial regression models. Differences in crash risks (e.g., driver's fatality, drunk driving, seat belt nonuse) between obese and nonobese drivers were estimated as adjusted odds ratios (aORs) using logistic regression models.

Results: A total of 753,024 U.S. drivers were involved in fatal crashes, for which obesity information was available for 534,887. About 56% (n = 299,078) were driving passenger cars. The prevalence of class I obesity increased from 10% in 1999 to 14% in 2012 (aPR = 1.50, 95% confidence interval [CI], 1.42–1.58), class II obesity from 3 to 5% (aPR = 2.22, 95% CI, 2.05–3.01), and class III obesity from 1 to 2% (aPR = 2.65; 95% CI, 2.27–3.10). Compared to nonobese controls, obese drivers had significantly higher risks for fatality (1.10 ≤ aOR ≤ 1.47), seat belt nonuse (1.00 ≤ aOR ≤ 1.21), need for extrication (1.01 ≤ aOR ≤ 1.23), and ambulance transport time ≥30 min (1.01 ≤ aOR ≤ 1.28). Compared to nonobese controls, obese drivers were less likely to drink drive (0.41 ≤ aOR ≤ 0.72) or speed >65 mph (0.78 ≤ aOR ≤ 0.93).

Conclusion: The rising national prevalence of obesity extends to U.S. drivers involved in fatal crashes and indicates the need to improve seat belt use, vehicle design, and postcrash care for this vulnerable population.  相似文献

陕北地区水资源非常短缺,特别是煤炭开采地区。以窟野河流域为例,首先采用基流比例法、Tenent法和最小月平均流量法分别计算了温家川站的生态基流;其次通过对比分析各种计算结果得出基流推荐值,分析了生态基流的盈缺状况,并探讨了造成生态基流缺失的主要因素。结果表明,窟野河温家川站的年生态基流推荐值为3.50 m~3/s,年内丰水期、平水期、枯水期的推荐值分别为6.00 m~3/s、3.50 m~3/s、2.50 m~3/s。1999年之前生态基流还有很大的盈余,但近些年流量明显减少,4、5、6月平均流量都不能满足生态基流,其中煤炭开采是主要因素之一。  相似文献

To study the suppression of different porous materials on the explosion of combustible gas, some experiments were implemented. The porous materials were categorized into three kinds, including six subcategories, and the explosion suppression characteristics of the thin iron hoop, one-layer porous materials, two-layer composite porous materials, and three-layer composite porous materials were studied and analyzed. The results show that a rarefaction wave appears in the spherical vessel during the rapid development stage of combustion explosion. Further, the thin iron hoop could enhance the gas explosion intensity. And the explosion intensity suppression effect of the porous materials is obvious, the best effects of one-layer, two-layer and three-layer porous materials are from Fe–Ni 10 mm/40 PPI, Fe–Ni 10 mm/90 PPI + Al2O3 10 mm/30 PPI, and Al2O3 10 mm/50 PPI + Fe–Ni 10 mm/40 PPI + SiC 20 mm/20 PPI, respectively. According to the surface morphology of the porous materials, the anti-sintering ability of the three categories of porous materials follows the order of Al2O3 > SiC > Fe–Ni. Besides, the thickness and pore size of the combined porous material was changed, which has a great influence on the explosion pressure and the explosion intensity.  相似文献
