In the space of a few years, China’s global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping’s coming-to-power in 2012 China’s reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China’s incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development – China’s increasing use of emerging technologies and big data analytics – has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China’s environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation.  相似文献

The environmental nation state is not a formal category but a substantive one. The current set of national environmental state institutions originated in the late 1960s/1970s but has since changed in character. Many scholars note that since the new millennium, the environmental nation state in OECD countries is losing power and authority and is thus in decline, in line with wider concerns about the positions of states versus markets under conditions of (neo-liberal) globalisation. Assessing the decline of environmental nation state authority, three conclusions are drawn. States do not lose power in all sectors vis-à-vis markets. Hence, environmental nation state decline does not follow a general tendency. Second, the decline of environmental nation state powers cannot be equated with less effective or lower levels of environmental protection, as other environmental authorities have stepped in, and the jury is still out on their environmental effectiveness. Third, declining powers of environmental nation state institutions increasingly become a self-fulfilling prophecy of environmental policymakers, but non-state environmental authorities cannot take over all environmental state functions.  相似文献

Seas and oceans are confronted with a plethora of environmental problems, caused by land-based activities (agriculture, industries, and ports) and by maritime activities (such as shipping, fishing, oil and gas drilling, tourism, and navigational dredging). Environmental problems at sea challenge the efficacy of state sovereignty. Who is responsible, accountable, and regulates environmental and spatial problems at the level of regional seas, and what is the role of states in these processes of governance? In the regional seas and on the high seas, the environmental state is challenged by two developments: states become players at different levels, and states are confronted with the activities of big market players where they have no or little jurisdiction. The different forms of the environmental state in Europe’s regional seas and in the Arctic Ocean are examined.  相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’.  相似文献

The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.  相似文献

The concept of sustainability transitions has become increasingly prominent in academic and policy discourses during recent decades, but the importance of the link between knowledge-producing epistemic practices and urban governance has been underappreciated in this discourse. Based on a case study of cycling in Copenhagen between 1900 and 2015, and drawing upon a governmentality-inspired analytical framework, this research demonstrates that transformative governance may be initiated by epistemic practices that render urban systems visible in other ways. Urban cycling has been reconstructed over time in Copenhagen as a traffic safety ‘problem’, a component of the experiential and liveable city, and a health-producing (and hence economically valuable) regional transport mode. The research findings emphasise that epistemic practices can provide a powerful stimulus for creating changes in urban governance. The results also provide support for initiatives to broaden the terms of academic debate on sustainability transitions.  相似文献

Emerging environmental norms gain strength and diffuse more quickly when scientific evidence of harm is consolidating, when activism is intensifying, and when political and corporate resistance is relatively weak. The anti-microbead norm – that plastic microbeads should be removed from personal care products – has been gaining global influence since 2012; witness the upsurge in anti-microbead activism, public concern, voluntary corporate phasedowns and governmental bans. By 2018, the world was on track to eliminate microbeads from ‘rinse-off’ products within a decade, reducing microplastics flowing into oceans by 1–2%. This confirms the power of environmental norms, but how and why this phaseout is occurring – unequally across jurisdictions, with firms creating loopholes, missing deadlines and limiting the scope of reforms – also reveals innate weaknesses of bottom-up, ad hoc norm diffusion as a way of improving marine governance. These weaknesses are heightened when economic stakes are high, solutions are complex and costly, authority is fragmented across jurisdictions and corporate resistance is strong.  相似文献

The Kyoto Protocol’s Clean Development Mechanism (CDM) is often cited as an exemplar of new, hybrid forms of global environmental governance operating at the public–private interface. Practically, enacting this arrangement involves a wide range of non-state actors. This broad involvement is here assumed to mark a shift towards more polycentric and networked modes of governance in which agents collaborate as ‘stakeholders’ in the process of consensual rule-setting and implementation. Using post-political critique, the depoliticising effects of the stakeholder framework on civil society actors are interrogated, using formal and informal participation opportunities to raise concerns regarding specific CDM projects. The analysis suggests that the CDM’s collaborative narrative of stakeholding structurally fails to stimulate public (re)engagement and is, instead, a prime example of simulative governance that struggles to achieve the simultaneity of two incompatibilities: the participatory revolution and the post-political turn.  相似文献

The rise of China’s photovoltaic (PV) industry, and the concomitant curtailment problem, provides an opportunity to reconsider China’s industrial governance. It is argued here that the curtailment is intertwined with the multi-level character of China’s energy governance. Borrowing the insights of multi-level governance (MLG), we identify the relevant stakeholders situated at different levels and clarify their positions and considerations concerning the solar PV industry. MLG analysis reveals that curtailment in China’s solar PV industry was primarily the result of uncoordinated development at different levels – sub-provincial, provincial, national, and international. China’s response to the curtailment problem is then examined, considering whether such policy adjustments will contribute to greater societal participation, changes in development ideas, an improved coordination mechanism, or alternative institutional arrangements.  相似文献

The ‘social licence to operate’ (SLO) concept is increasingly associated with environmental activism in nations with prominent resource extractive industries. Environmental non-governmental organisations (ENGOs) deploy it as a campaigning strategy to contest corporate activity, in particular, the environmental sustainability of existing or planned commercial projects. Drawing on two prominent Australian ENGO campaigns – against Seafish Tasmania’s Abel Tasman vessel and Tassal’s proposed fish farm operations on Tasmania’s east coast – the SLO strategy is assessed in the context of the governance literature, arguing that it constitutes ‘governance via persuasion’, a mode that incorporates appeals to normative values. Australian SLO campaigns are primarily directed at the state, promoting opportunities for ENGOs to shape reviews and revisions to environmental regulation alongside governmental and corporate actors. SLO campaigns are therefore a contemporary expression of environmental strategies seeking regulatory change in contrast to ENGO-led private governance initiatives that often bypass the state.  相似文献

There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

The impact of dominant trends in public administration, such as decentralisation and privatisation on complex collective challenges is insufficiently understood. This is relevant in settings where climate change impacts become manifest at local level, and where financing power resides at national level but decisions are made more locally in a fragmented institutional setting. This study assists in overcoming this gap by analysing how the institutional context (i.e. a decentralised, privatised, fragmented setting) influences the capacity to address climate change challenges in a vulnerable area (the South Devon coast in the UK). There has been little action to address expected climate change impacts in this vulnerable stretch of coast. A lack of clarity around responsibility for addressing climate impacts and a lack of a deliberative structure between various actors involved, within a context of austerity, hamper climate change adaptation. The findings question whether decentralised decision making is sufficient for addressing climate adaptation challenges.  相似文献

Climate targets call for novel policy measures to facilitate widespread adoption of low-carbon solutions and innovations. The literature on socio-technical systems argues that experimentation has a prominent role in enabling sustainability transition. Experiments represent ways of testing new ideas and methods across a wide range of policy fields. Governance experiments in particular can support accelerated diffusion of new solutions, because they integrate policy with innovations. Here, types of success factors in the implementation of governance experiments to mitigate climate change are examined. Statistical analysis of sustainability innovations in the 28 European Union countries indicates that the types of success factors in governance experiments differ from those of product and social experiments. Governance experimentation is more positioned within socio-technical regimes than in strategic niches. These results suggest that governance experiments may indeed provide new transition opportunities towards low-carbon societies.  相似文献

The success of local climate governance in Europe depends not only on leading cities but also on the dynamics between leaders, followers, and laggards. Upscaling local experiments helps to close the gap between these actors. This process is driven by the increasing embeddedness of cities and their networks in EU multilevel governance. Embedded upscaling combines horizontal upscaling between leading cities with vertical upscaling between leaders and followers that is mediated by higher levels of government, and hierarchical upscaling that even reaches the laggards. Various types of upscaling, their combinations, and their impacts are analyzed. Networks have become denser and networking has intensified. City networks and their member cities have become embedded in national and EU governance, lost authority and depend more and more on regional, national, and European authorities.  相似文献

ABSTRACT

Policy evaluation has grown significantly in the EU environmental sector since the 1990s. In identifying and exploring the putative drivers behind its rise – a desire to learn, a quest for greater accountability, and a wish to manipulate political opportunity structures – new ground is broken by examining how and why the existing literatures on these drivers have largely studied them in isolation. The complementarities and potential tensions between the three drivers are then addressed in order to advance existing research, drawing on emerging empirical examples in climate policy, a very dynamic area of evaluation activity in the EU. The conclusions suggest that future studies should explore the interactions between the three drivers to open up new and exciting research opportunities in order to comprehend contemporary environmental policy and politics in the EU.  相似文献

The global whaling debate is one of the most well-known environmental disputes; despite the continued moratorium, both whaling and conflict continue. This endless discord has been criticised as deleterious to whale conservation and as imperialistic towards whaling communities. The history of the whaling debate is examined through the lens of cultural theory (CT). CT argues that there is productive potential in respectful interaction between different perspectives on an environmental issue. Using CT, modern whaling past and present is reconstructed, tracking how different actors have come to prominence, altering the nature of the policy landscape through their actions. Since the onset of modern whaling, whales and whaling practice have been conceived in narrow terms, depending on the dominance of particular actors on either side of the debate. Proposed solutions to the impasse are assessed according to the maxims of CT.  相似文献

Can environmental provisions in preferential trade agreements (PTAs) foster an environmental race to the top? The ways in which different enforcement mechanisms in North–South PTAs affect the implementation of environmental standards in developing countries are examined. It is argued that environmental provisions in European Union (EU) and United States (US) PTAs will be effective in instigating policy change in partner countries, although the timing of the effect will vary significantly. Fines and sanctions in US PTAs incentivize partner countries to reform during the negotiation process. Reform in EU PTA partners is predicted to occur during agreement implementation as a result of the EU’s policy dialogue approach. Illustrative evidence is provided and the hypotheses are tested using statistical estimations of EU and US PTAs with environmental provisions on developing countries’ environmental policy reform.  相似文献

The concept of environmental citizenship is employed as an analytical tool to determine what kind of climate citizenship(s) the citizen-directed material in the European Commission’s climate change campaign is constructing. The research material is read, analysed and interpreted through elements attached to environmental citizenship: the realm of activity, political space, depth of activity, level of activity, citizen virtues, citizen rights and responsibilities and conception of the environment. The results suggest that climate citizenship is considered mainly as a private sphere activity performed by individuals and consists mainly in small adjustments in daily life. Climate citizens are motivated to everyday-life mitigation by personal benefit, greenhouse gas emissions and preserving natural resources.  相似文献

The climate change policy design of the Lee Myung-bak administration was the outcome of interest group politics around the greenhouse gas and energy target management scheme, carbon taxes, and the emission-trading scheme. Using qualitative methods, this research examines powerful stakeholders and their interests at play in Korea’s climate change policymaking processes. It also links the political economy of climate change policy to the legacy of the ‘developmental state’ and examines environmental developmentalism in the design of the three climate change policies. The Lee administration strongly promoted environmental developmentalism, which created a new growth engine in an environmental field, while bolstering manufacturing businesses and excluding the views of environmental non-governmental organisations from the target-management and the emission-trading schemes. The Lee administration also sought to facilitate pro-business measures such as low taxes, which led it to reject a carbon tax. Therefore, environmental developmentalism was central to the politics of the Lee administration’s climate change policy design.  相似文献
