A transformation to sustainability calls for radical and systemic societal shifts. Yet what this entails in practice and who the agents of this radical transformation are require further elaboration. This article recenters the role of environmental justice movements in transformations, arguing that the systemic, multi-dimensional and intersectional approach inherent in EJ activism is uniquely placed to contribute to the realization of equitable sustainable futures. Based on a perspective of conflict as productive, and a “conflict transformation” approach that can address the root issues of ecological conflicts and promote the emergence of alternatives, we lay out a conceptual framework for understanding transformations through a power analysis that aims to confront and subvert hegemonic power relations; that is, multi-dimensional and intersectional; balancing ecological concerns with social, economic, cultural and democratic spheres; and is multi-scalar, and mindful of impacts across place and space. Such a framework can help analyze and recognize the contribution of grassroots EJ movements to societal transformations to sustainability and support and aid radical transformation processes. While transitions literature tends to focus on artifacts and technologies, we suggest that a resistance-centred perspective focuses on the creation of new subjectivities, power relations, values and institutions. This recenters the agency of those who are engaged in the creation and recuperation of ecological and new ways of being in the world in the needed transformation.  相似文献

With the rise of global environmental issues and the emerging trend of corporate social responsibility (CSR) and corporation–non-governmental organization (NGO) alliances, organizations are developing collaborative alliances across sectors and nations to address environment problems. An international perspective is needed to explain the global structure of cross-sector alliance networks and the divergence or similarity of CSR communication across nations. This exploratory study draws insights from the national business systems (NBS) approach and applies social network analysis to examine the cross-sector alliance network among Global 500 Fortune corporations and 441 environmental international NGOs. Findings suggest that (1) an NBS approach to CSR can explain the network structural features of a cross-sector alliance network; (2) political context and national education level strongly predict green partnerships; and (3) regional differences are apparent in the global network, with Asian corporations lagging behind in cross-sector alliance building.  相似文献

This essay utilizes the perspective of articulation theory to examine how environmental advocates, public interest organizations, and citizen-consumers have challenged the nuclear industry's expansion efforts, linking strategies at local and global levels. The industry has articulated a material and discursive formation including reactor construction projects, financial and political arrangements, and an overarching narrative of nuclear necessity and inevitability. Opponents have responded by linking organizations, individuals, histories, geographies, and expertise, re-articulating the place of nuclear power in the field of energy choices. This essay examines those opposing articulations in the context of efforts to construct new nuclear power plants in the southeastern USA. There, opponents have challenged state-level regulatory approval of a corporate merger that would facilitate new nuclear construction and financing arrangements that would shift economic risks from the corporation to consumers. These local engagements have broader consequences: in challenging one corporation's nuclear ambitions, opponents also challenge the global industry narrative of nuclear necessity and inevitability.  相似文献

Abstract

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However, studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. In order to build up the regional research capacity in sustainability science and to realize both local and global goals of the sustainable development in northeast Asia, this paper proposes some basic frameworks, including regional institutional innovations, establishment of a regional sustainability information network, initiatives of the regional assessment programme, and focus on the regional education and training of sustainability knowledge.  相似文献

Environmental protests across the globe are often studied with a particular focus on their environmental aspects, but these protests are also embedded in a local political setting shaped by governmental policies. Recent environmental protests in Turkey, which appear to be based on ecological grievances, have developed as a response to political decisions that gave priority to economic development and national interests over environmental concerns. This study examines the political character of the environmental protest in Cerattepe, and focuses on the framing practices of its players in order to see if their motivations transcended environmental concerns. The research combines framing with network analysis, and studies the propagation of frames through Twitter. It has been found that the political economic aspects became predominant in the protest network, while the frames fostered dense connections between activist groups.  相似文献

Global scale drivers such as international markets for shrimp can trigger large changes at local and regional scales. But there is also a poorly appreciated reverse process, operating from the bottom up, with potential for triggering changes at higher scales. Thus, effects of drivers can be seen as a two-way process in which global drivers and local and regional drivers can potentially impact each other. Here, we argue that not only can global drivers impact the sustainability of local and regional social-ecological systems, but sustainability at higher scales can also be impacted by changes at the scale of local and regional social-ecological systems. Using Chilika, a large lagoon on the Bay of Bengal, Odisha State in India as a case, we show that traditional small-scale capture fisheries supporting 150 fisher villages with some 400,000 people were marginalized by aquaculture development for tiger prawn and by state-driven hydrological interventions, with impacts on the ecology of the lagoon. These changes, in turn, contribute to global poverty and food insecurity, making it difficult for India to meet international targets such as millennium development goals. The marginalized fisherfolk become part of environmental justice and other social movements. With large parts of the lagoon converted into a virtual monoculture for the production of tiger prawn, changes in Chilika (a Ramsar site) contribute to wetland habitat loss at the global scale, and biodiversity losses, possibly including IUCN red-listed species.  相似文献

This essay examines the claims of environmental identity campaigns regarding the issue of climate change. Identity campaigns are based on the idea that more effective environmental messages developed through the application of cognitive science by professional communications experts can favorably influence public opinion, and thus support legislative action to remedy this issue. Based on a review of the sociological and psychological literature regarding social change and mobilization, I argue that while this approach may offer short term advantages, it is most likely incapable of developing the large scale mobilization necessary to enact the massive social and economic changes necessary to address global warming. Specifically, theoretical and empirical research on the role of the public sphere, civil society and social movements shows that democratic civic engagement is core to successful social change efforts. However, identity campaigns focus on a communications process that centers on elite led one way communications, which falls to allow for any form of civic engagement and public dialogue. This undermines the creation of a democratic process of change and reinforces the professionalization of political discourse, leading to a weakening of the mobilization capacity over this issue of global warming. The essay concludes with the outlines of an environmental communication process that aims at enhancing civic engagement and democratic decision making.  相似文献

ABSTRACT

The media play a vital role in framing the narrative on climate change, however little work exists to assess the extent to which local media outlets increase public engagement on climate change through interaction and engagement with local academics. As temperatures rise and concerns mount that we have passed the tipping point, local media play a potentially critical role in communicating how climate change exacerbates their impact. Based on a review of extant literature on this topic, and a small pilot email survey, this article argues that scientists could be more active in increasing local salience of climate change by building trusted relationships with local media. Coverage of science in the media could benefit from closer engagement with local scientists as environmental stories often get more coverage in local media (compared to national media) which constitute an important source of knowledge on climate change. This would enable constructive discussions between local media and scientists, better translation of science to publics, increased awareness and interest of science production locally, and ultimately creating a trusted intermediary in the science-public interface.  相似文献

Abstract

Migration process has become increasingly important in recent research on population and the environment. A majority of the existing migration and environment literature has focused on the environmental causes and determinants of migration. With the largest rural-to-urban migration flow in world history, and growing concerns about the environmental problems accompanying its fast economic development, China provides a particularly important case for migration and environment research. This paper reviews major migration theories and recent research on environmental effects on migration, with specific attention to the influences of environmental factors on rural-to-urban labor migration in China. A comprehensive multilevel conceptual framework is developed for studying the environmental causes of rural-to-urban migration in China. The effects of land resources on household labor migration decisions in rural China are explored to illustrate the application of this framework.  相似文献

ABSTRACT

This paper analyzes the discursive struggle over the reach and containment of spectacle in environmental politics to provide (a) case study-based evidence of how, on one hand, transnationally shared environmental awareness and concern, emerging in part through spectacle, is translating into expectations of participation and demands for accountability, and (b) how this is already impacting the ways in which environmental politics is being understood and enacted locally, regionally and transnationally. Drawing on recent mediated debate over the Great Barrier Reef, it finds that while the transnational is clearly an ambition for environmental campaigners, and the perception that transnational publics are emerging is already impacting environmental politics, the potency of these publics and their capacity to meaningfully negotiate accountability is yet to be empirically confirmed. Nevertheless, measures to contain spectacle are providing a potency for a transnational public sphere, even if in reality it is still little more than a specter.  相似文献

Rockström et al. (2009a, 2009b) have warned that humanity must reduce anthropogenic impacts defined by nine planetary boundaries if “unacceptable global change” is to be avoided. Chemical pollution was identified as one of those boundaries for which continued impacts could erode the resilience of ecosystems and humanity. The central concept of the planetary boundary (or boundaries) for chemical pollution (PBCP or PBCPs) is that the Earth has a finite assimilative capacity for chemical pollution, which includes persistent, as well as readily degradable chemicals released at local to regional scales, which in aggregate threaten ecosystem and human viability. The PBCP allows humanity to explicitly address the increasingly global aspects of chemical pollution throughout a chemical's life cycle and the need for a global response of internationally coordinated control measures. We submit that sufficient evidence shows stresses on ecosystem and human health at local to global scales, suggesting that conditions are transgressing the safe operating space delimited by a PBCP. As such, current local to global pollution control measures are insufficient. However, while the PBCP is an important conceptual step forward, at this point single or multiple PBCPs are challenging to operationalize due to the extremely large number of commercial chemicals or mixtures of chemicals that cause myriad adverse effects to innumerable species and ecosystems, and the complex linkages between emissions, environmental concentrations, exposures and adverse effects. As well, the normative nature of a PBCP presents challenges of negotiating pollution limits amongst societal groups with differing viewpoints. Thus, a combination of approaches is recommended as follows: develop indicators of chemical pollution, for both control and response variables, that will aid in quantifying a PBCP(s) and gauging progress towards reducing chemical pollution; develop new technologies and technical and social approaches to mitigate global chemical pollution that emphasize a preventative approach; coordinate pollution control and sustainability efforts; and facilitate implementation of multiple (and potentially decentralized) control efforts involving scientists, civil society, government, non-governmental organizations and international bodies.  相似文献

It is widely assumed nowadays that in order to effectively respond to environmental challenges, humanity must cultivate cosmopolitan ethical consciousness. An important role, according to this outlook, should be assigned to journalists, who must possess a cosmopolitan sense of responsibility. How can this global responsibility emerge out of the local sense of belonging? To examine this question, we present the case study of the decision of 107495 the Kharkov (Ukraine) municipal council to cut down a local recreation forest. The content of local news and the interviews with journalists are presented and analyzed. The study shows that local patriotism appears not to be a decisive factor in forming journalists’ sentiments toward the issues of global responsibility. Rather, it is a sense of exclusion from the global community that explains the fact that no news medium under analysis has managed to relate local events to the global problem of deforestation.  相似文献

It is broadly recognized that river delta systems around the world are under threat from a range of anthropogenic activities. These activities occur at the local delta scale, at the regional river and watershed scale, and at the global scale. Tools are needed to support generalization of results from case studies in specific deltas. Here, we present a methodology for quantitatively constructing an empirical typology of anthropogenic change in global deltas. Utilizing a database of environmental change indicators, each associated with increased relative sea-level rise and coastal wetland loss, a clustering analysis of 48 global deltas provides a quantitative assessment of systems experiencing similar or dissimilar sources and degrees of anthropogenic stress. By identifying quantitatively similar systems, we hope to improve the transferability of scientific results across systems, and increase the effectiveness of delta management best practices. Both K-Means and Affinity Propagation clustering algorithms find similar clusters, with relative stability across small changes in K-Means cluster number. High-latitude deltas appear similar, in terms of anthropogenic environmental stress, to several low-population, low-latitude systems, including the Amazon delta, despite substantially different climatic regimes. Highly urbanized deltas in Southeast Asia form a distinct cluster. By providing a quantitative boundary between groups of delta systems, this approach may also be useful for assessing future delta change and sustainability given projected population growth, urbanization, and economic development trends.  相似文献

Developing countries are often most impacted by climate change. While the work of international environmental organizations has received considerable public and academic attention, local environmental non-governmental organizations (ENGOs) also play a key role in assisting local populations adapt to the changing environment and develop in a sustainable manner. Drawing on data from semi-structured interviews with rural Malians, and using a local ENGO [the Mali-Folkecenter Nyetaa (MFC)] as a case study, this paper begins by describing how rural Malians perceive climate change is impacting their lives, and how the MFC attempts to address these impacts with their programs in the communities. The paper then illustrates the unique advantages of local ENGOs, both in their holistic approach and their integration in the communities, to working with the local population, relative to the approach taken by larger NGOs in this field. It concludes by proposing that a key new avenue for the international community to meet its developmental and environmental goals could be to support the work of local ENGOs through, for example, existing carbon markets.  相似文献

Due to the growing public importance of environmental concerns in the contemporary world, governments that prioritize economic interests over environmental concerns may try to counter environmental challenges not by openly declaring that they do not want to consider environmental demands, but by attempting to antagonize the protesters who voice such demands. This essay explores such a governmental response by analyzing the discourse articulated by the Turkish Government against movements that oppose the construction of hydroelectric power plants (HEPPs) on environmental grounds. In particular, the analysis focuses on how HEPPs, environmental claims and demands of movements, and environmental protesters are represented within the pro-HEPP discourse, and in what ways these representations appeal to popular perceptions. It is demonstrated that the discourse of the government attempts to counter the challenges of protesters by establishing an antagonist relation between the protesters and society by representing HEPPs as crucial for the economic development and, therefore, as compatible with the interests of society as a whole. Moreover, it also attempts to achieve this through portraying the protesters as criminals and terrorists who block the economic development of the country and pose significant threats to the commonwealth, not for legitimate environmental concerns but for some dubious motives and incentives. It is concluded that, with this approach, the government has managed to gain popular consent not only for the construction of HEPPs, but also for the repression of such movements.  相似文献

The engagement of environmental non-governmental groups in collaborative communication efforts and decision-making about climate change remains a significant challenge. In Latin America, the website Intercambio Climático was set up to attempt to play a breakthrough role in the region's discussion of climate change. This case study focuses on the development, accomplishments, and challenges of this unique online communication initiative among non-governmental organizations working in climate change issues in Latin America with a US-based partner, as a vehicle to achieve their goals. We used secondary data and in-depth interviews to examine this platform's role in disseminating information and influencing decision-making. The results suggest that generally the participants perceive the website positively, but there are also problematic aspects of the collaboration that are not fully recognized by the members, which prevents a more functional and effective communication strategy.  相似文献

Faced with global climate change, local elites are confronted with the main dilemma of a developing country: development requires economic growth, but this effort also requires consideration of environmental factors and sustainable patterns of production and consumption. Based on empirical evidence from qualitative research on businesses and political elites in Chile—a paradigmatic South American middle-income country—this paper explores the extent to which local elites are aware of the severity of challenges posed by global climate change and identify main climate change concerns in their discourse. The degree to which domestic elites are aware of the paradigm shift they must assume toward clean industrial production is a key issue of environmental governance that involves private non-governmental actors. This paper gives clues to a better understanding of what is happening with strategic actors in developing nations and their understanding of their decision-making capacity concerning environmental policy and investments for facing global climate change. The main conclusion of the research is that awareness of climate change in local elites’ discourse is relative. It is not accompanied by a full acceptance of their agency and is not leading to a paradigm shift toward a clean model of development because of domestic elites’ position within globalization processes.  相似文献

This essay introduces and illustrates tensions of praxis that humans involved in activism face so that thought–action translation can occur more reflexively. Because social movements face unique challenges in effecting social change (Simons, 1970; Stewart, Smith, & Denton, 2007) the tensions of praxis are especially important for this type of social change agency. Therefore, this essay situates itself within discussions of environmental social movements and begins with a brief introduction of praxis as a theoretical and practical concern. Then, in order to illuminate the tensions of praxis, the following tensions are identified, explained, and illustrated: (1) this world or that world; (2) activity or inactivity; and (3) means and ends. Throughout the essay, primary data from a 2009 interview with Julia Butterfly Hill are used to illustrate these tensions. The essay concludes with theoretical and practical significance of the tensions of praxis and suggests directions for future research.  相似文献

This article exemplifies an approach to analyzing political arguments and press deliberation on the issue of climate change and oil policy. I apply political discourse analysis to examine an oil minister's press conference presentation of the key official document on Norway's future oil policy, and evaluate how he attempted to reconcile the country's expansive petroleum policy with its self-proclaimed ambition of being world leading in responsible climate policy. The analysis displays how the minister's argumentation served to legitimate an expansive oil policy by projecting an altruistic motivation and invoking the authority of the tradition of the industry. This is supplemented by an analysis of newspaper editorials and commentaries on the speech, identifying a major split in viewpoints between local and national newspapers. The analyses evaluate arguments in an explicit manner, for example by critically questioning their value premises, thus suggesting an approach that could benefit critical research on environmental communication.  相似文献

Drawing upon empirical data collected in China and Africa, this article evaluates Chinese overseas corporate social responsibility strategies and their effectiveness in mitigating environmental impacts in parts of Africa. China’s enhanced role within the global economy has profound environmental implications for the world. In particular, China has rapidly expanded its environmental footprint in Africa, largely because of its burgeoning economic presence through trade and aid projects such as infrastructure and public works. These large-scale projects, commonly managed by state-owned enterprises (SOEs), tend to be in sectors that are environmentally sensitive such as oil and gas exploration and construction of major infrastructure. At the international level, global financial institutions along with growing pressure from civil society organizations are encouraging China to demonstrate a commitment to addressing the environmental impacts of its overseas projects. At the domestic level, growing awareness of such issues has generated an emerging trend of Chinese entities promoting and adopting corporate social responsibility (CSR) initiatives. These moves seek to improve the environmental and social impacts of Chinese overseas investments. However, research has shown that the outcomes of Chinese overseas CSR strategies (particularly in environmental protection) vary widely due to the operating procedures of the Chinese SOEs in combination with specific local political and social structures. In general, environmental protection is weak and so there is a need for the Chinese and African governments to create a legislative and institutional framework to address Chinese investment in Africa especially in the area of natural resource extraction.  相似文献
