Abstract

It has been generally recognized that strategic environmental assessment integrates environment and development into decision-making and becomes an important decision-making tool for implementing sustainable development. This paper firstly introduces the relationships of SEA, public participation(PP)and information publicity(IP), then discusses the key parts in enforcing the effective process of PP: They are the methods for how to make sufficient information open (What), when to implement PP (When), who will determinate the public (Who), and how to make the models of PP (How). Six cases are compared and analyzed. At last, ways to improve the effectiveness of PP in China is also presented.  相似文献

Using information and communication technologies (ICTs), e-participation is a tool that promotes the inclusion of the public in participative and deliberative decision-making processes, thus contributing to a transformation of the interaction between government and citizens in environmental governance and sustainable development. In a number of Chinese cities, citizens increasingly draw on ICTs to promote environmental sustainability and to encourage community-based actions aimed to address various environmental concerns. The potential success of e-participation and the role of ICTs in China has, however, not been well explored. The objective of this study is to understand the role that ICTs can play in promoting public participation about environmental sustainability issues in urban China. Based on an online survey with 630 respondents, the study aims to: (1) analyze what public motivations, perception/attitudes and actions drive environmental e-participation; (2) identify barriers to e-participation, and (3) assess the different applications and functions of ICT for citizen participation in environmental sustainability. The analysis illustrates how ICTs have helped the public to obtain sensitive information about sustainability issues, to mobilize people and to gain media coverage for their actions. The central finding is that new technologies have taken citizen engagement to new heights online. More specifically, the age of ICTs has unleashed a stronger public voice on environmental governance and sustainability issues in urban China, which does not go unnoticed by the Chinese state authorities.  相似文献

Public participation is widely lauded as a way to make environmental decisions more democratic, to improve their quality, and to enhance their legitimacy. Scholars and citizens around the world repeatedly complain, however, that public participation frequently serves primarily as a pro forma exercise to defend predetermined decisions rather than as a meaningful opportunity for the affected public to influence decision-making. These critiques persist despite considerable research suggesting ways to improve the quality of public participation. This essay explores this problem by analyzing citizen involvement in the environmental impact assessment (EIA) processes for the Allain Duhangan hydropower project in northern India. It describes how meaningful public involvement was compromised—despite repeated objections by citizens and independent consultants—by four communication practices: (1) failing to provide adequate access to information; (2) predetermining EIA outcomes by controlling the definition of issues (“definitional hegemony”); (3) privileging scientific/technical discourse; (4) utilizing “consultative” forms of communication that promote one-way flows of information rather than more interactive forms that encourage the joint construction of information and values. This study further argues that these practices persist because they serve as acts of power that privilege dominant actors and interests in the larger socio-political context. This analysis thus suggests that altering communication practices that compromise the quality of public participation may require attending to the interaction between communication practices, relations of power, and the larger socio-political context in which public participation takes place.  相似文献

Addressing uncertainties in human health risk assessment is a critical issue when evaluating the effects of contaminants on public health. A range of uncertainties exist through the source-to-outcome continuum, including exposure assessment, hazard and risk characterisation. While various strategies have been applied to characterising uncertainty, classical approaches largely rely on how to maximise the available resources. Expert judgement, defaults and tools for characterising quantitative uncertainty attempt to fill the gap between data and regulation requirements. The experiences of researching 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) illustrated uncertainty sources and how to maximise available information to determine uncertainties, and thereby provide an ‘adequate’ protection to contaminant exposure. As regulatory requirements and recurring issues increase, the assessment of complex scenarios involving a large number of chemicals requires more sophisticated tools. Recent advances in exposure and toxicology science provide a large data set for environmental contaminants and public health. In particular, biomonitoring information, in vitro data streams and computational toxicology are the crucial factors in the NexGen risk assessment, as well as uncertainties minimisation. Although in this review we cannot yet predict how the exposure science and modern toxicology will develop in the long-term, current techniques from emerging science can be integrated to improve decision-making.  相似文献

Meeting the challenge of sustainable development requires substantial advances in understanding of the interaction of natural and human systems. The emerging ecosystem management paradigm of multiple stable states, non-linear systems behaviour, discontinuous change, self-organisation and multiple development pathways has major implications for when and how change in complex systems occurs and how it can be managed. It also poses considerable challenges for modelling the structure and function of natural and human management systems, including fundamental constraints relating to: scaling mismatches, synthesis of non-homogeneous information, multiscaled system interactions, complex management systems, uncertainty in causal relationships, assessment of trade-offs, and validation. This paper examines how a decision support system (DSS) for sustainable grazing management, called Landassess DSS, attempts to deal with some of these issues through an integrated systems approach to DSS development. This approach utilises object-oriented techniques, knowledge-based systems, geographical information systems (GIS), and a state-and-transition model framework to model the critical change processes. It provides for the identification of the major driving factors and constraints to change in complex resource management systems, as well as the assessment of the likely trade-offs between resource sustainability and economic production at a scale relevant to management decision-making (i.e., paddock or property).  相似文献

Single point estimates of human health hazard/toxicity values such as a reference dose (RfD) are generally used in chemical hazard and risk assessment programs for assessing potential risks associated with site- or use-specific exposures. The resulting point estimates are often used by risk managers for regulatory decision-making, including standard setting, determination of emission controls, and mitigation of exposures to chemical substances. Risk managers, as well as stakeholders (interested and affected parties), often have limited information regarding assumptions and uncertainty factors in numerical estimates of both hazards and risks. Further, the use of different approaches for addressing uncertainty, which vary in transparency, can lead to a lack of confidence in the scientific underpinning of regulatory decision-making. The overarching goal of this paper, which was developed from an invited participant workshop, is to offer five approaches for presenting toxicity values in a transparent manner in order to improve the understanding, consideration, and informed use of uncertainty by risk assessors, risk managers, and stakeholders. The five approaches for improving the presentation and communication of uncertainty are described using U.S. Environmental Protection Agency's (EPA's) Integrated Risk Information System (IRIS) as a case study. These approaches will ensure transparency in the documentation, development, and use of toxicity values at EPA, the Agency for Toxic Substances and Disease Registry (ATSDR), and other similar assessment programs in the public and private sector. Further empirical testing will help to inform the approaches that will work best for specific audiences and situations.  相似文献

The news media’s increased reliance on visual communication to illustrate complex processes and promote learning stresses the importance of investigating how visual content impacts the understanding of scientific issues. In this paper, we investigate how members of the public interpret and make sense of differentially framed images of hydraulic fracturing (fracking) depicting environmental risk, economic benefit, or issue protest. For the analysis, a repeated measures online experiment was conducted with 250 participants to evaluate 40 photographs of fracking operations and consequences. Quantitative coding and thematic analysis of open-ended responses to the images reveal that standing attitudes, operationalized as support, opposition, or indecision about fracking, segments viewers into distinct groups and shapes interpretations of environmental risk and economic benefit. Issue opponents are more likely to indicate concern for the environment regardless of frame shown, whereas undecideds and supporters cite the impact on human health more frequently, largely in relation to job site safety. Supporters also see the least ambiguity, and most economic gains, in images about the controversial production practice.  相似文献

In Latvia, the concept of sustainability is only slowly gaining recognition. An analysis of Development Plans prepared by the four largest cities of Latvia indicates that sustainability is presented as one of the guiding principles. However, a comparison of Development Plan policies against the urban sustainability issues reveals a great deal of ambiguity and contradiction.At the municipal level, planners and politicians lack indicators to gauge whether the long-term goals of Development Plans and the principles of sustainable development are being achieved. As a consequence, the broad public is deprived of the opportunity to assess for itself the process of development in relation to Development Plan policies, thus limiting accountability in development decision-making. Relevant statistical data collected on a regular basis are required to create sustainability indicators reflecting sustainability issues, to supplement and replace existing statistical compilations pertaining almost exclusively to economic growth and consumption. Development and utilisation of sustainability indicators can be an effective instrument for promoting the values of sustainable development amongst politicians, planners and the broad public and for enhancing accountability in decision-making.  相似文献

Decision analysis in subsurface contamination management is generally carried out through a traditional engineering economic viewpoint. However, new advances in human health risk assessment, namely, the probabilistic risk assessment, and the growing awareness of the importance of soft data in the decision-making process, require decision analysis methodologies that are capable of accommodating non-technical and politically biased qualitative information. In this work, we discuss the major limitations of the currently practiced decision analysis framework, which evolves around the definition of risk and cost of risk, and its poor ability to communicate risk-related information. A demonstration using a numerical example was conducted to provide insight on these limitations of the current decision analysis framework. The results from this simple ground water contamination and remediation scenario were identical to those obtained from studies carried out on existing Superfund sites, which suggests serious flaws in the current risk management framework. In order to provide a perspective on how these limitations may be avoided in future formulation of the management framework, more matured and well-accepted approaches to decision analysis in dam safety and the utility industry, where public health and public investment are of great concern, are presented and their applicability in subsurface remediation management is discussed. Finally, in light of the success of the application of risk-based decision analysis in dam safety and the utility industry, potential options for decision analysis in subsurface contamination management are discussed.  相似文献

River-based cage aquaculture in Northern Thailand involves dealing with a number of climate- and weather-related risks. The purpose of this study was to improve understanding of how farmers make investment decisions in their fish farms when faced with risks from floods that are imperfectly known, and which may be changing. A role-playing simulation game was created to capture some of the key features of the decision-making context and explored with farmers in the field. In-depth interviews were conducted post-game to reflect on strategies used in the game as compared to in practice. As hypothesized, more frequent or larger impact floods reduced cumulative profits. Farmers reduced their stocking densities when playing in games with high likelihood of floods, but did not do so in games with large impacts when a flood occurred. Contrary to initial expectations, farmers were less likely to learn from experience—choose the optimal density and thus improve score within a game—when floods were common or had large impacts. Farmers learnt most when risks were decreasing and least when they were increasing. Providing information about likelihoods prior to a game had no impact on performance or decisions. The methods and findings of this study underline the importance of understanding decision-making behaviour around risks for climate risk management. The novel combination of experimental, role-playing, and qualitative methods revealed limitations in common assumptions about the ease of learning about risks from previous experiences. The findings also suggest that decision-support systems for aquaculture need to take into account how recent experiences, understanding of information, and other factors influence risk perceptions and decisions.  相似文献

在自然资源管理过程中引入公众参与是为了满足公众自身利益,提高决策的科学性,最终达到自然资源效率提升和可持续利用的双重目标。选取发达国家和发展中国家具有代表性的典型案例,进行对比分析;侧重于主导发起主体的不同,归纳出三种参与模式,进而对模式特点、模式间比较以及模式的整体演变过程进行阐析;以发展中国家中国为例,提出在中国实施公众参与自然资源的措施建议和路径导向。结论如下:①发达国家公众参与自然资源管理模式呈现出参与行为的法律化、参与主导的非政府化、参与意识的增强化和参与主体的广泛化特点,而发展中国家的参与模式则呈现出参与主导的政府化、参与意识的淡薄化和参与途径的单一化特点;②依据发起主体不同,公众参与自然资源管理的模式分为政府主导发起型参与、非政府主导发起型参与和公众自觉发起型参与,并按照参与认知水平的提升而不断演进;③在中国实施公众参与自然资源过程中,要提升公众参与认知水平,强化法律保障建设,转变主导发起者角色,拓宽参与途径,从而实现自然资源的可持续利用。  相似文献

当前,世界上大部分园区经济进入了生态工业园的发展时期。我国生态工业园的建设也方兴未艾,但都还不是真正意义上的生态工业园。首先介绍了国内外生态工业园的发展现状,进而阐述了真正意义上的生态工业园的概念和特点。在此基础上,运用SWOT分析方法论述了我国生态工业园建设和发展中存在的经济、环境、社会效益优势和潜在不经济、失利的连锁反应等劣势,入世后我国社会经济转向可持续发展的机遇,以及面临的制度、技术、组织等方面挑战的问题。最后提出在学习其他国家和地区的最新经验并吸取其教训基础上,生态工业园的规划与建设宜采用PDCA循环模式,按照“互动循环”和“协调发展”的实施原则,全面发挥政府、市场、企业、社会团体和个人的综合作用。  相似文献

When an environmental conflict occurs, the information people have access to play a crucial role in how the conflict develops. Through a case study of an ongoing conflict related to a highly contested wind farm in Québec (Canada), this paper focuses on how the news of the project was announced by the developer and on how it was then diffused by different involved actors. It aims to answer the following questions: who is informed, when are these people informed, and how does it impact the unfolding conflict? Field observation and in-depth interviews with 93 individuals involved in the public hearing process were conducted. An important part of the analysis was made using social network analysis to reconstruct diffusion of the news of the project among the sample over a 5-year period. The main findings showed that the developer made strategic choices regarding information diffusion (confidentiality, exclusion of some actors—especially the citizens, rumors, etc.) that spurred on opposition in the latest stage of development of the project. The population's awareness was slow to grow, mainly because the news of the project was slow to spread in the community.  相似文献

The Guanabara Bay basin, SE Brazil, is shown as an experimental site to evaluate development and sustainability in coastal areas. We developed a Driver–Pressure–State–Impact–Response (DPSIR) framework in a practical context to integrate natural and socio-economic indicators. Sustainability reflects public policies towards the utilization of natural resources. Cost-benefit analysis (CBA) included in DPSIR evaluates losses and benefits resulting from such policies. CBA has some limitations due to the difficulty of valuating environmental goods and services. Instead of valuating them we propose to combine sustainability indicators and defensive expenditures for the implementation of public policies. This approach agrees with the environmental conservation paradigm implicit in sustainable development. It allows an estimation of the physical natural capital depreciation (PNCD), by using it to correct the gross domestic product (GDP) of the study area, and demonstrating the present non-sustainable characteristics of the current policies applied to the area.  相似文献

The new English regional governance framework presents fresh opportunities to direct regional development in a more sustainable direction. However, for the North West region it is yet to be seen how these aspirations can be reconciled with the strong 'pro-growth' aims of the regional economic strategy. Within this context, the nature and findings of two interlinked projects which aimed to investigate and model regional development processes are presented. The first, 4-sight, is a resource flow audit for the promotion of sustainable resource management. Focusing on mineral flows, a mass balance methodology is used to facilitate a clearer connection between the use of resources and the generation of waste. Findings from 4-sight were then used in a second project, AtlasNW, involving the development of a digital atlas and future scenario model. Both projects make a useful contribution to the regional sustainability agenda through providing data and tools to underpin decision-making. Electronic Publication  相似文献
