The development of environmental performance policy indicators for public services, and in particular for the defence sector, is an emerging issue. Despite a number of recent initiatives there has been little work done in this area, since the other sectors usually focused on are agriculture, transport, industry, tourism and energy. This type of tool can be an important component for environmental performance evaluation at policy level, when integrated in the general performance assessment system of public missions and activities. The main objective of this research was to develop environmental performance policy indicators for the public sector, specifically applied to the defence sector. Previous research included an assessment of the environmental profile, through the evaluation of how environmental management practices have been adopted in this sector and an assessment of environmental aspects and impacts. This paper builds upon that previous research, developing an indicator framework--SEPI--supported by the selection and construction of environmental performance indicators. Another aim is to discuss how the current environmental indicator framework can be integrated into overall performance management. The Portuguese defence sector is presented and the usefulness of this methodology demonstrated. Feasibility and relevancy criteria are applied to evaluate the set of indicators proposed, allowing indicators to be scored and indicators for the policy level to be obtained. 相似文献

This article deals with the use of the procurement or purchasing power of governments to protect the environment. The focus is on South Africa and the aim is to show that South African organs of state can use procurement as an environmental policy tool to contribute to sustainable development as they have commendably done so to address past discriminatory policies and practices. It is argued that such use does not fall outside the current legislative framework governing procurement and suggestions are made as to how environmental considerations could be incorporated throughout the procurement process, namely the preparatory stage; the drawing up of tender or technical specifications; ensuring the capability or responsibility of contractors; the use of criteria to compare different tenders; and ensuring that eventual performance under a contract is environmentally sound. 相似文献

This Φ Ψ study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental
conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators—exposure to traffic
noise (road, rail, and air), NO2, external safety risks, and the availability of public green space—are analyzed both separately and in combination. Not only
exposures to environmental burdens (“bads”) were investigated, but also access to environmental benefits (“goods”). Additionally,
we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis
on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known
as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all
local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental
outcomes (“bads”) has been limited. However, environmental standards for road traffic noise and NO2 are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental
“bads” with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental
outcomes (“goods”) are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental

Additional research is needed to determine whether restoration of degraded watersheds in the western United States should become large-scale public policy. Numerous small projects have demonstrated that vegetation can be restored, sediment losses halted, and, in some cases, formerly ephemeral streams made perennial. But if all watersheds in a basin were restored, what would be the overall effects both ecologically and economically? For example, if large-scale restoration of small watersheds were conducted in a western river basin, what would be the effects on water yield and quality for the basin as a whole? Would implementing basin-wide watershed restoration be cost-effective? A means of examining this question is to monitor a watershed prior to and during the restoration process and to compare the results to a control watershed. The watersheds would be instrumented such that the ecological processes and water balance could be monitored both instream and within the associated groundwater system. Overall effects would then be subjected to economic and policy analysis, and modeling would be used to extrapolate the new information over the entire basin. These results would then be available to political leaders and government agencies for determining whether large-scale watershed restoration should be public policy. 相似文献

National park plans are mainly prepared by a central planning team of the National Parks of Turkey. In this article, a model
is presented that proposes a different approach to preparing national park plans. The study is based on a questionnaire distributed
among the residents of the villages just outside a selected national park in Turkey and the relevant local and general authorities
who are interested in the national park in their region, to find out the effect of public opinion on national park planning.
Four basic strategies that represent the four main alternative approaches to forming policies in the planning of the park
were identified. Respondents were asked to choose one and to suggest their own ideas. As this is a first attempt of such a
study in Turkey, the results of the survey have been very encouraging. Therefore, this paper suggests that the assessment
of public opinion should be borne in mind throughout the planning process in Turkey. 相似文献

The theoretical framework of a risk assessment scheme is applied to air quality assessment in a developing region in Australia, the Hunter Valley in the state of New South Wales. It is found that the application of such a scheme high-lights a number of inadequacies in the air quality management. New modeling methodologies are found to be necessary to assess some air quality impacts, as existing knowledge is inadequate. DOI: 10.1111/j.1752‐1688.2011.00619.x Abstract: Population growth and development in many regions of the world increase the demand for water and vulnerability to water shortages. Our research provides a case study of how population growth can augment the severity of a drought. During 2007‐2009, a drought event that caused extreme societal impacts occurred in the Athens, Georgia region (defined as Clarke, Barrow, Oconee, and Jackson counties). An examination of drought indices and precipitation records indicates that conditions were severe, but not worse than during the 1925‐1927, 1954‐1956, and 1985‐1987 drought events. A drought of similar length to the 2007‐2009 drought would be expected to occur approximately every 25 years. Streamflow analysis shows that discharge levels in area streams were at a record low during 2007 before water restrictions were implemented, because of greater water usage caused by recent population increases. These population increases, combined with a lack of water conservation, led to severe water shortages in the Athens region during late 2007. Only after per capita usage decreased did water resources last despite continuing drought conditions through 2009. Retaining mitigation strategies and withdrawal levels such as seen during the height of the drought will be an essential strategy to prevent water shortages during future extreme drought events. The key mitigation strategy, independent local action to restrict water use in advance of state‐level restrictions, is now prohibited by Georgia State Law. 相似文献

The Great Lakes watershed is home to over 40 million people (Canadian and U.S.) who depend on a healthy Great Lakes ecosystem for economic, societal, and personal vitality. The challenge to policymakers and the public is to balance economic benefits with the need to conserve and replenish regional natural resources in a manner that ensures long term prosperity. Nine critical broad-spectrum stressors of ecological services are identified, which include pollution and contamination, agricultural erosion, non-native species, degraded recreational resources, loss of wetlands habitat, climate change, risk of clean water shortage, vanishing sand dunes, and population overcrowding. Many of these stressors overlap. For example, mining activities alone can create stress in at least five of these categories. The focus groups were conducted to examine the public’s awareness of, concern with, and willingness to expend resources on these stressors. This helped generate a grouping of stressors that the public is especially concerned about, those they care little about, and everything else in between. Stressors that the respondents have direct contact with tend to be the most important to them. This approach of using focus groups is a critical first step in helping natural resource managers such as Trustees and NGOs understand what subsequent steps to take and develop policy measures that are of most interest and value to the public. Skipping or glossing over this key first task could lead to difficulties with respect to survey design and model development in a non-market valuation study. The focus group results show that concern related to pollution and contamination is much higher than for any of the others. It is thus clear that outreach programs may be necessary to educate the public about the severity of some low-ranked stressors including climate change. 相似文献

In most industrialized countries, environmental standards exist which prescribe the maximum allowable man-made increase in water temperature of a river. Together with flowrate and weather conditions, these standards determine the rate at which waste heat may be discharged into a river at any moment. Power generating stations with variable cooling systems can adjust their heat discharge into the river in compliance with environmental standards and by doing so exert an influence on power generation capacity. In this paper, a scheme is developed that allows a chain of power stations discharging into the same river to operate their cooling systems such that the output of total electricity is maximized and water temperature standards are accomodated. The optimum balance between stations is determined through dynamic programming. From the results of a simulation model using historical data, simple decision rules for day-to-day operation are abstracted. These rules are based solely on the river flow rates at each power station. 相似文献

This report briefly describes the implementation process involving nature conservation considerations in forestry, according to a recently passed law in Sweden. Described are the forestry and political systems in Sweden regarding nature conservation in forestry, as well as of the administrative process involved when a forest is going to be clearcut. Conclusions are based upon the conditions and outcome of two clearcutting cases outlined in this report, and are focused on the interactions and control functions among various agencies and levels of government. The policy on the consideration of nature in forestry is, to a large extent, formed at a very low level in the bureaucracy and is subject to negotiation from case to case. Checkups between different agencies as a form of concurrent government become important means of implementing environmental considerations in forestry, having the split roles and interests of the authorities in mind. 相似文献

A multicriteria approach for mapping risks of agricultural pollution for water resources: The Venice Lagoon watershed case study 总被引:1,自引:0,他引:1
A multicriteria analysis system was developed for producing risk maps of agricultural pollution due to alternative cultivation systems in the Watershed of the Lagoon of Venice (WLV) in Italy. Results of a field-scale simulation model for agricultural diffuse pollution were used to compile a matrix of environmental impacts, in terms of pollution indices. The most widespread combinations of typical environments (as defined by combinations of soil and climate variables) and alternative land uses (types of crops and cultivation systems) were described in the impact matrix. Land use in terms of crop distribution was based on census data. Two alternative cultivation systems were defined on the basis of the recent changes to the European Common Agricultural Policy: ordinary and eco-compatible. The effects of alternative scenarios were evaluated in terms of pollution risks for water resources. The evaluation procedure was built into the framework of a geographical information system to take into account the spatial features of pollution phenomena, vulnerability of the land and risk for water resources. The results demonstrated the great potential of eco-compatible practices for reducing the risks for surface and groundwater (−15 and −50%, respectively). 相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents. growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals
have been put forward by external governments, international agencies, and environmental groups in resolving the environmental
degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third
World governments in facing up to their environmental conservation issues. This article examines the role of past and recent
government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection:
(1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including
traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental
considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

DOI: 10.1111/j.1752‐1688.2010.00517.x Abstract: We applied the SPARROW model to estimate phosphorus transport from catchments to stream reaches and subsequent delivery to major receiving water bodies in the Southeastern United States (U.S.). We show that six source variables and five land‐to‐water transport variables are significant (p < 0.05) in explaining 67% of the variability in long‐term log‐transformed mean annual phosphorus yields. Three land‐to‐water variables are a subset of landscape characteristics that have been used as transport factors in phosphorus indices developed by state agencies and are identified through experimental research as influencing land‐to‐water phosphorus transport at field and plot scales. Two land‐to‐water variables – soil organic matter and soil pH – are associated with phosphorus sorption, a significant finding given that most state‐developed phosphorus indices do not explicitly contain variables for sorption processes. Our findings for Southeastern U.S. streams emphasize the importance of accounting for phosphorus present in the soil profile to predict attainable instream water quality. Regional estimates of phosphorus associated with soil‐parent rock were highly significant in explaining instream phosphorus yield variability. Model predictions associate 31% of phosphorus delivered to receiving water bodies to geology and the highest total phosphorus yields in the Southeast were catchments with already high background levels that have been impacted by human activity. 相似文献

At present, many rural enterprises in China's mountainous areas are developing rapidly, and due to poor planning and improper
management, in an uncontrolled manner. These small enterprises are making atmospheric pollution far more serious and more
difficult to control than before. Thus, as is the case with most developing countries, China is facing the challenge of managing
the increased environmental pollution that is accompanying its economic development. This paper examines the case of cement
dust pollution in the town of Wenquan in Sichuan province in order to determine how to adjust the relationship between development
of rural enterprises and atmospheric environmental pollution in mountainous areas. Using the single objective linear programming
method, and based on the principle of overall optimization, an optimal control plan for different pollution sources was worked
out and an economic assessment on reclamation of cement dust was completed. According to our analysis, after implementation
of this plan for four years, two months, the concentrations of suspended particles in Wenquan will achieve the requirement
of the national third-order ambient air quality standard; the current serious dust pollution will be completely controlled;
and the reclamation of cement dust will totally compensate for the cost of dust control and will result in 92,000 yuan of
pure profit per year. At that time, the economy and environment will be in harmony. 相似文献

In this paper the input distance function is estimated for the Indian Sugar industry under alternative assumptions of weak and strong disposability of bad outputs. The estimated distance function is used to make the estimates of environmental efficiency, Malmquist productivity index and shadow prices of pollutants. The technical efficiency measure estimated under the assumption of weak disposability of bad outputs is utilized to test the Porter hypothesis. Marginal costs of pollution abatement functions are estimated for different pollutants of water. Pollutant specific taxes are computed using the tax-standards method. 相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met. 相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. The second round of the Local Transport Plan (LTP2) process in England presents unique challenges and opportunities for integrating Local Air Quality Management (LAQM) within current transport planning policy. Using content analysis of LTP2 documents from nine English authorities, and results from a questionnaire survey of local government officers undertaken in late 2007, this paper charts the changes in the integration of air quality management within the transport planning process since 1997. While substantial improvements in policy integration were observed within the selected case studies, the paper demonstrates that such improvements are often constrained by institutional complexities that create implementation gaps between national objectives and local decision-making outcomes. 相似文献
