Economic instrument is indubitably perceived as effective for encouraging or forcing contractors to conduct environmentally friendly construction practices. Previous studies in relation to this topic mainly put emphasis on economic analysis of construction and demolition (C&D) waste management from a static point of view, which failed to consider its dynamics nature by integrating all essential activities throughout the waste chain. This paper is thus intended to highlight the dynamics and interrelationships of C&D waste management practices and analyze the cost-benefit of this process using a system dynamics approach. Data related to concrete and aggregate of a construction project in Shenzhen was collected for the application of the proposed model. The findings reveal that net benefits from conducting C&D waste management will occur, but a higher landfill charge will lead to a higher net benefit, as well as an earlier realization of the net benefit. In addition, the general public under a higher landfill charge will suffer from a higher environmental cost caused by illegal dumping. The simulation results also suggest that current regulation in Shenzhen should be promoted to facilitate a dramatic increase in net benefit from the implementation of C&D waste management. This research is of value in facilitating better understanding on the dynamics of C&D waste management activities throughout the waste chain, as well as providing a tool for simulating the cost-benefit of C&D waste management practices over the project duration.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

Economy-wide material flow accounting and analysis (EW-MFA) is considered a convenient tool for monitoring the vast range of issues related to the consumption of materials. As an increase in recycling is considered a crucial way of decreasing environmental pressures from this consumption, it makes sense to develop an indicator based on EW-MFA which would incorporate recycling flows. A prominent example of such an indicator is the cyclical use rate, which was developed by the Japanese Fundamental Plan for Establishing a Sound Material-Cycle Society.We calculated this indicator for the Czech Republic for 2002–2011 and proved that it can also be calculated for countries other than Japan, even though we encountered some unclear methodological issues related to specific features of the Czech waste management system. We further developed two modifications of the indicator taking into consideration that one purpose of the cyclical use rate is to express the ratio of consumption of secondary (recycled) materials and primary raw materials. We discussed these modifications and showed that overall cyclical use rate in the Czech Republic lags behind Japan both in terms of absolute value and trend development, although the indicator is higher for biomass in the Czech Republic. We also showed that this unfavorable evaluation is in contradiction with some classic waste indicators, such as treatment of waste by main treatment methods which is favorably evaluated in the Czech Republic. We concluded that it would be advisable to analyze measures for increasing recycling rates introduced by Japan and assess their possible transposition into the Czech Republic's institutional and legal framework for waste management.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

As a proactive step towards understanding future waste management challenges, this paper presents a future oriented material flow analysis (MFA) used to estimate the volume of lithium-ion battery (LIB) wastes to be potentially generated in the United States due to electric vehicle (EV) deployment in the near and long term future. Because future adoption of LIB and EV technology is uncertain, a set of scenarios was developed to bound the parameters most influential to the MFA model and to forecast “low,” “baseline,” and “high” projections of future end-of-life battery outflows from years 2015 to 2040. These models were implemented using technology forecasts, technical literature, and bench-scale data characterizing battery material composition. Considering the range from the most conservative to most extreme estimates, a cumulative outflow between 0.33 million metric tons and 4 million metric tons of lithium-ion cells could be generated between 2015 and 2040. Of this waste stream, only 42% of the expected materials (by weight) is currently recycled in the U.S., including metals such as aluminum, cobalt, copper, nickel, and steel. Another 10% of the projected EV battery waste stream (by weight) includes two high value materials that are currently not recycled at a significant rate: lithium and manganese. The remaining fraction of this waste stream will include materials with low recycling potential, for which safe disposal routes must be identified. Results also indicate that because of the potential “lifespan mismatch” between battery packs and the vehicles in which they are used, batteries with high reuse potential may also be entering the waste stream. As such, a robust end-of-life battery management system must include an increase in reuse avenues, expanded recycling capacity, and ultimate disposal routes that minimize risk to human and environmental health.  相似文献

Securing flows for environmental purposes from an already fully utilized river is an impossible task--unless users are either coerced into freeing up water, or offered incentives to do so. One sensible strategy for motivating users to liberate volumes is to offer them economic compensation. The right amount for that compensation then becomes a key environmental management issue. This paper analyses a proposal to restore and maintain ecosystems on a stretch of the Río Conchos in northern Mexico, downstream from a large irrigation district that consumes nearly all local flows. We present here estimates of environmental flow requirements for these ecosystems and compute compensation figures for irrigators. These figures are derived from crop-specific irrigation water productivities we statistically estimate from a large set of historical production and irrigation data obtained from the district. This work has general implications for river ecosystem management in water-stressed basins, particularly in terms of the design of fair and effective water sharing mechanisms.  相似文献

Devising effective strategies to facilitate waste reuse depends on the solid understanding of reuse behaviors. However, previous studies of reuse behavior have been limited in scope, focusing mostly on household recycling behaviors or very limited types of industrial wastes. To gain a better understanding of the business reuse behaviors, this study examined the impact of various factors in technical, economic, regulatory, and behavioral categories in the case of coal ash generated in the United States. The results of fixed effect models for fly ash and bottom ash particularly showed the significance role of the behavioral factor. In both models, a proxy variable, which represents knowledge sharing among the power plants or the utility's decision-making, turned out to be statistically significant and had the largest coefficient estimates among a group of variables. This finding may imply that the characteristics of waste reuse behavior are determined more by business decision-making behaviors than by market or institutional factors. However, the role of the behavioral variable was stronger in the bottom ash models than in the fly ash models. While the reuse of bottom ash was determined primarily by the behavioral variable, fly ash reuse was determined by more diverse factors including economic and regulatory variables. This could be explained by material characteristics in relation to competing resources and the nature of reuse applications.  相似文献

Food and drink waste is a significant problem for economic, environmental and food security reasons. Government efforts have focused on diverting waste away from landfill through regulation, taxation and public awareness. However, efforts to understand why waste occurs have been limited, particularly in the interface between retailers and suppliers. This research aims to address this problem by identifying the main root causes of waste in the supplier-retailer interface.The research is exploratory in nature as there is a paucity of studies focusing on food waste across the supply chain. Data were collected through 43 interviews with managers in food manufacturing, wholesaling and retailing in two countries: the UK (24) and Spain (19). Data from the interviews and supplementary documentation were analyzed using causal maps. This approach helped to identify the main root causes of waste which were categorized into three groups: (1) mega-trends in the marketplace, (2) natural causes related to the products and processes, and (3) management root causes on which practitioners have a direct impact.The paper discusses the root causes of food waste and good practices identified from the interviews. Differences between the UK and Spain are discussed, presenting potential learning opportunities for practitioners in these countries and highlighting opportunities for further research.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

EU's long-term objective is to become a recycling and resource effective society, where waste is utilized as a resource and waste generation is prevented. A system dynamics model was developed to analyze the policy mechanisms that promote packaging material efficiency in products through increased recycling rates. The model includes economic incentives such as packaging and landfill taxes combined with market mechanisms, behavioral aspects and ecological considerations in terms of material efficiency (the packaging material per product unit, recycled fraction in products). The paper presents the results of application of various policy instruments for increasing packaging material efficiency and recovery rate and reducing landfilled fraction. The results show that a packaging tax is an effective policy instrument for increasing the material efficiency. It ensures the decrease of the total consumption of materials and subsequent waste generation. The tax helps to counteract a rebound effect, which, as identified by the analysis, can be caused by reduced material costs due to eco-design. The model is applied to the case of Latvia. Yet, the elements and structure of the model developed are similar to waste management systems in many countries. By changing numeric values of certain parameters, the model can be applied to analyze policy mechanisms in other countries.  相似文献

Waste generation and accumulating quantities of oil field waste are a matter of environmental concern. This study proposes the Slurry Fracture Injection (SFI) technique as an alternative waste disposal method. The slurried solids injection waste disposal method is environmentally secure and permanent, leaving no future liabilities that must be risk-evaluated or priced. An entire waste stream comprising ground solids and waste water can be injected into deep and hydraulically secure target strata with no contamination of potable water-bearing formations or formations outside the target zone that may contain resources (gas and oil). The slurry injection method can be used to clean and reclaim landfills, oil pits and granular waste dumps. This article proposes a two-tier screening method for evaluating the feasibility of this technique and the identification of suitable target zones. A stringent environmental and process control monitoring program should complement the planning and operational period to ensure environmental protection, waste containment, and regulatory HSE compliance.  相似文献

The paper describes the results of a municipal solid waste management planning based on an extensive utilization of material and substance flow analysis, combined with the results of specific life cycle assessment studies. The mass flow rates of wastes and their main chemical elements were quantified with a view to providing scientific support to the decision-making process and to ensure that the technical inputs to this process are transparent and rigorous. The role of each waste management option (recycling chains, biological and thermal treatments), as well as that of different levels of household source separation and collection (SSC), was quantitatively determined. The plant requirements were consequently evaluated, by assessing the benefits afforded by the application of high quality SSC, biological treatment of the wet organic fraction, and thermal treatment of unsorted residual waste. Landfill volumes and greenhouse gas emissions are minimized, toxic organic materials are mineralized, heavy metals are concentrated in a small fraction of the total former solid waste volume, and the accumulation of atmophilic metals in the air pollution control residues allows new recycling schemes to be designed for metals. The results also highlight that the sustainability of very high levels of SSC is reduced by the large quantities of sorting and recycling residues, amounts of toxic substances in the recycled products, as well as logistic and economic difficulties of obtaining very high interception levels. The combination of material and substance flow analysis with an environmental assessment method such as life cycle assessment appears an attractive tool-box for comparing alternative waste management technologies and scenarios, and then to support waste management decisions on both strategic and operating levels.  相似文献

Urban waste collection system is a pivotal component of all waste management schemes around the world. Therefore, the efficient performance and the success of these schemes in urban pollution control rest on the ability of the collection systems to fully adapt to the prevailing cultural and social contexts within which they operate. Conceptually, institutions being the rules guiding the conduct of public service provision and routine social interactions, waste collection systems embedded in institutions can only realize their potentials if they fully evolve continuously to reflect evolving social and technical matrices underlying the cultures, organizations, institutions and social conditions they are designed to address. This paper is a product of an analysis of waste collection performance in Ghana under two different institutional and/or organizational regimes; from an initial entirely public sector dependence to a current mix of public-private sector participation drawing on actual planning data from 1985 to 2000. The analysis found that the overall performance of waste collection services in Ghana increased under the coupled system, with efficiency (in terms of total waste clearance and coverage of service provision) increasing rapidly with increased private-sector controls and levels of involvement, e.g. for solid waste, collection rate and disposal improved from 51% in 1998 to about 91% in the year 2000. However, such an increase in performance could not be sustained beyond 10 years of public-private partnerships. This analysis argues that the sustainability of improved waste collection efficiency is a function of the franchise and lease arrangements between private sector group on the one hand and public sector group (local authorities) on the other hand. The analysis therefore concludes that if such franchise and lease arrangements are not conceived out of an initial transparent process, such a provision could undermine the overall sustainability of private sector initiatives in collection services delivery in the long term, as in the case of the Accra example.  相似文献

Understanding the cost-effectiveness and the role of economic and policy instruments, such as the combined product tax-recycling subsidy scheme or a tradable permit, for scrap tire recycling has been of crucial importance in a market-oriented environmental management system. Promoting product (tire) stewardship on one hand and improving incentive-based recycling policy on the other hand requires a comprehensive analysis of the interfaces and interactions in the nexus of economic impacts, environmental management, environmental valuation, and cost-benefit analysis. This paper presents an assessment of the interfaces and interactions between the implementation of policy instruments and its associated economic evaluation for sustaining a scrap tire recycling program in Taiwan during the era of the strong economic growth of the late 1990s. It begins with an introduction of the management of the co-evolution between technology metrics of scrap tire recycling and organizational changes for meeting the managerial goals island-wide during the 1990s. The database collected and used for such analysis covers 17 major tire recycling firms and 10 major tire manufacturers at that time. With estimates of scrap tire generation and possible scale of subsidy with respect to differing tire recycling technologies applied, economic analysis eventually leads to identify the associated levels of product tax with respect to various sizes of new tires. It particularly demonstrates a broad perspective of how an integrated econometric and engineering economic analysis can be conducted to assist in implementing policy instruments for scrap tire management. Research findings indicate that different subsidy settings for collection, processing, and end use of scrap tires should be configured to ameliorate the overall managerial effectiveness. Removing the existing boundaries between designated service districts could strengthen the competitiveness of scrap tires recycling industry, helping to reduce the required levels of product tax and subsidy. With such initial breakthroughs at hand to handle the complexity of scrap tire recycling technologies, there remains unique management and policy avenues left to explore if a multi-dimensional solution is to be successful in the long run.  相似文献

Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

This paper describes the conceptual design of a production process in which waste cooking oil is converted via supercritical transesterification with methanol to methyl esters (biodiesel).Since waste cooking oil contains water and free fatty acids, supercritical transesterification offers great advantage to eliminate the pre-treatment capital and operating cost.A supercritical transesterification process for biodiesel continuous production from waste cooking oil has been studied for three plant capacities (125,000; 80,000 and 8000 tonnes biodiesel/year). It can be concluded that biodiesel by supercritical transesterification can be scaled up resulting high purity of methyl esters (99.8%) and almost pure glycerol (96.4%) attained as by-product.The economic assessment of the biodiesel plant shows that biodiesel can be sold at US$ 0.17/l (125,000 tonnes/year), US$ 0.24/l (80,000 tonnes/year) and US$ 0.52/l for the smallest capacity (8000 tonnes/year).The sensitive key factors for the economic feasibility of the plant are: raw material price, plant capacity, glycerol price and capital cost.Overall conclusion is that the process can compete with the existing alkali and acid catalyzed processes.Especially for the conversion of waste cooking oil to biodiesel, the supercritical process is an interesting technical and economical alternative.  相似文献

A protocol was developed with the purpose of assessing the main costs implied in the set-up, operation and maintenance of a waste gas-treating conventional biofilter. The main operating parameters considered in the protocol were the empty bed residence time and the gas flow rate. A wide variety of investment and operating costs were considered. In order to check its reliability, the protocol was applied to a number of scenarios, with biofilter volumes ranging from 8.3 to 4000 m3. Results show that total annualized costs were between 20?000 and 220?000 €/year and directly dependent, among other factors, on the size of the system. Total investment and operating costs for average-size compost biofilters were around 60?000 € and 20?000 €/year, respectively, which are concordant with actual costs. Also, a sensitivity analysis was performed in order to assess the relative influence of a series of selected costs. Results prove that operating costs are those that influence the total annual costs to a higher extent. Also, packing material replacement costs contribute significantly to the total yearly costs in biofilters with a volume higher than 800 m3. Among operating costs, the electricity consumption is the main influencing factor in biofilters with a gas flow rate above 50?000 m3/h, while labor costs are critical at lower gas flow rates. In addition, the use of a variety of packing materials commonly employed in biofiltration was assessed. According to the results obtained, special attention should be paid to the packing material selected, as it is the main parameter influencing the medium replacement costs, and one of the main factors affecting investment costs.  相似文献

The use of recycled waste glasses in Portland cement and concrete has attracted a lot of interest worldwide due to the increased disposal costs and environmental concerns. Being amorphous and containing relatively large quantities of silicon and calcium, glass is, in theory, pozzolanic or even cementitious in nature when it is finely ground. Thus, it can be used as a cement replacement in Portland cement concrete. The use of crushed glasses as aggregates for Portland cement concrete does have some negative effect on properties of the concrete; however, practicle applicability can still be produced even using 100% crushed glass as aggregates. The main concerns for the use of crushed glasses as aggregates for Portland cement concrete is the expansion and cracking caused by the glass aggregates. This paper summarizes the progresses and points out the directions for the proper uses of waste glasses in Portland cement and concrete.  相似文献
