As businesses strive to reduce costs and become more competitive, environmental costs and potential future liability issues continue to raise overhead expenses. The decision process is further challenged by the various interpretations of existing laws and the uncertainty of future applicable regulations and their interpretation. To make more informed business decisions and bridge the gap between the environmental and business perspective, organizations need to be able to see the overall environmental picture and how it affects the current and future business operation. This article presents a systematic approach to developing an organization's integrated baseline “environmental portfolio” with various business risk levels and expected costs. Utilizing computer simulation, sensitivity iterations are performed to show the results of different scenarios. These scenarios can include various probabilities of cost levels, permitting strategies, and litigation, as well as the success of new technologies. Management can then focus attention on the main driving factors and avoid spending too much attention on lesser items. An additional benefit to this process is that communication between the various segments of an organization are enhanced since their perspectives are clearly articulated as part of the analysis. Sensitivity analysis also provides the framework for a sanity check of the process and results. Are projected levels of success reasonable? What levels would be required to change the decision, and how likely are they to occur? What level of overall business risk associated with environmental issues is prudent? In addition this article shows how computer modeling and simulation can bring a valuable perspective to the decision-making process.  相似文献

A number of options are available to those professionals interested in pest management through an integrated approach. The components of this approach are manipulation of vegetation; manipulation of population structure, dynamics, and interaction; and manipulation of the values associated with animal and plant crop production. Each component has numerous methods, which when used alone or in combination, offer a nearly infinite number of alternatives to the successful use of pesticides.Dr. Giles has taught a course in integrated plant pest management at Virginia Tech since 1977. Trinidad and Tobago is plagued with a perennial flooding problem. The higher levels of rainfall in the wet season often lead to extensive flooding in the low-lying areas of the country. This has lead to significant damage to livestock, agricultural produce, homes and businesses particularly in the Caparo River Basin. Clearly, there is a need for developing flood mitigation and management strategies to manage flooding in the areas most affected. This paper utilizes geographic information systems to map the extent of the flooding, estimate soil loss due to erosion and estimate sediment loading in the rivers in the Caparo River Basin. In addition, the project required the development of a watershed management plan and a flood control plan. The results indicate that flooding was caused by several factors including clear cutting of vegetative cover, especially in areas of steep slopes that lead to sediment filled rivers and narrow waterways. Other factors include poor agricultural practices, and uncontrolled development in floodplains. Recommendations to manage floods in the Caparo River Basin have been provided.  相似文献

Plant invasions are a serious threat to natural and semi-natural ecosystems worldwide. Most management-orientated research on invasions focuses on invaders that are already widespread and often have major impacts. This paper deals with "emerging" invaders-those alien species with the potential to become important problems without timely intervention. A climate matching procedure was developed to define areas of South Africa, Lesotho and Swaziland that could be invaded by 28 plant species that had previously been classified as emerging invaders. Information on the location of populations of these species in the study area was combined with information on their distributions (as native or alien) in parts of Australia and the United States of America. These two countries had the best available distribution data for this study. They also share many invasive alien plant species with South Africa. Climatic data obtained for weather stations near points of known occurrence in these countries were used to define the climatically suitable areas for each species in the study area. Almost 80% of the remaining natural environment in southern Africa was found to be vulnerable to invasion by at least one of these species, 50% by six or more and 24% by 16 or more species. The most vulnerable areas are the highveld grasslands and the eastern escarpment. The emerging invaders with the greatest potential range included Acacia podalyriifolia and Cortaderia selloana. The globally important invaders Ulex europaeus and Lythrum salicaria had a more limited invasion potential but could still become major invaders. There was no relationship between the extent of the climatically suitable areas for the different species and an expert ranking of their invasion potential, emphasising the uncertainties inherent in making expert assessments based on very little information. The methods used in this analysis establish a protocol for future modelling exercises to assess the invasion potential of other emerging invaders.  相似文献

A previously developed fuzzy waste load allocation model (FWLAM) for a river system is extended to address uncertainty involved in fixing the membership functions for the fuzzy goals of the pollution control agency (PCA) and the dischargers using the concept of grey systems. The model provides flexibility for the PCA and the dischargers to specify their goals independently, as the parameters for membership functions are considered as interval grey numbers instead of deterministic real numbers. An inexact or a grey fuzzy optimization model is developed in a multiobjective framework, to maximize the width of the interval valued fractional removal levels for providing latitude in decision-making and to minimize the width of the goal fulfillment level for reducing the system uncertainty. The concept of an acceptability index for order relation between two partially or fully overlapping intervals is used to get a deterministic equivalent of the grey fuzzy optimization model developed. The improvement of the optimal solutions over a previously developed grey fuzzy waste load allocation model (GFWLAM) is shown through an application to a hypothetical river system. The fuzzy multiobjective optimization and fuzzy goal programming techniques are used to solve the deterministic equivalent of the GFWLAM.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

Managers of wilderness resources must maintain, preserve, and sometimes restore pristine ecosystems while providing for public use and enjoyment of these areas. These managers require a resource information system that can store, retrieve and integrate basic data, synthesize components to solve particular problems, and provide simulations and predictions of natural processes and management actions. Traditional information systems based on land classification and type-mapping do not provide these capabilities.Gradient modeling, a new approach to resource management and forest fire simulation, has been developed to meet these needs in Glacier National Park. The method links four major components: (1) a terrestrial site inventory coded from aerial photographs that offers 10-m resolution; (2) gradient models of vegetation and fuel that derive quantitative stand compositional data from the parameters stored in the coded inventory; (3) a fuel moisture and microclimate model that extrapolates basestation weather data to remote sites using the parameters stored in the inventory; and (4) fire behavior and fire ecology models that integrate the data from the inventory and models to calculate real-time fire behavior and ecological succession following a fire.  相似文献

How an economically affordable, environmentally effective and socially acceptable municipal solid waste management system can be developed is currently unclear. Considerable research has been carried out on the practical aspects of municipal waste management (i.e. transport, treatment and disposal) and how citizens feel about source separation, recycling, incineration and landfill but the perspective of the waste manager within the context of long term planning is often ignored. In this study, waste managers from 11 different leading-edge European municipal solid waste programs in nine different countries were interviewed. The economic, social, political, environmental, legal and technical factors of their specific programs were explored and analyzed. The transition of municipal solid waste management to urban resources management was observed and key ‘system drivers’ for more sustainable waste management practices were identified. Programs visited were: Brescia (I), Copenhagen (DK), Hampshire (UK), Helsinki (FI), Lahn-Dill-Kreis (D), Malmö (SE), Pamplona (E), Prato (I), Saarbrücken (D), Vienna (A), and Zürich (CH).  相似文献

The importance of developing evaluative standards for judging the acceptability of impacts caused by recreation is common to all recent natural resource management frameworks. A normative model has been advanced as a useful way to conceptualize, collect, and organize empirical data representing standards for resource management issues. This article summarizes the findings from social and ecological research to illustrate the utility of the normative approach from a manager's perspective. The social data (e.g., encounter norms, proximity norms, and tolerances for launch wait times) were obtained from 13 different study sites, while the ecological data (e.g., tolerances for the amount of bare ground, size of fire rings, instream flows, and wildlife management practices) were collected at three specific sites and from one statewide survey, Findings from the social research indicated that encounter norms exist for particular types of contacts with certain types of visitors at particular places and for certain types of experiences. The recreationists reported norms for acceptable distances between individuals, encounters with others at campsites or attractions, and waiting times to run rapids. These social norm evaluation techniques were also shown to be transferable to normative evaluations of ecological impacts. The users had opinions about ecological impacts and were willing to express them. In addition, the ecological norms were of moderate to high intensity. It is argued that the usefulness of normative approaches lies in their ability to characterize group agreement about appropriate use conditions or impact levels for a particular recreation experience, thus providing the evaluative information needed to establish management standards.  相似文献

Let us consider i = 1, 2,...n alternative forest plans to be evaluated according to j = 1, 2,...m indicators of sustainability. An expert or panel of experts suggests a set of targets or desirable levels of achievement for the m indicators of sustainability considered. Within this context, an important problem is to determine the system with a higher level of achievement with respect to the targets attached by the expert to the m indicators. A natural extension of this problem involves determining a ranking of the n systems considered. A general procedure based on discrete goal programming is proposed to address these problems. The newly instituted management plan for the Pemigewasset Wilderness area of New Hampshire, USA, which relies principally on providing information to visitors, represents a departure from traditional plans. Logit analysis of survey data indicates limited evidence of the plan having much direct impact on visitor behavior. There is evidence of success in information dissemination to area users; however, the type of information that is being relayed to backcountry users does not appear to be that which the management plan is attempting to promote.  相似文献

In this paper, the dynamic relationship between global surface temperature (global warming) and global carbon dioxide emission (CO2) is modelled and analyzed by causality and spectral analysis in the time domain and frequency domain, respectively. Historical data of global CO2emission and global surface temperature anomalies over 129 years from 1860–1988 are used in this study. The causal relationship between the two phenomena is first examined using the Sim and Granger causality test in the time domain after the data series are filtered by ARIMA models. The Granger causal relationship is further scrutinized and confirmed by cross-spectral and multichannel spectral analysis in the frequency domain. The evidence found from both analyses proves that there is a positive causal relationship between the two variables. The time domain analysis suggests that Granger causality exists between global surface temperature and global CO2emission. Further, CO2emission causes the change in temperature. The conclusions are further confirmed by the frequency domain analysis, which indicates that the increase in CO2emission causes climate warming because a high coherence exists between the two variables. Furthermore, it is proved that climate changes happen after an increase in CO2emission, which confirms that the increase in CO2emission does cause global warming.  相似文献

This paper analyses the role of institutions in the management of common pool resources (CPRs) in semi-arid Tanzania. Common property regimes have often been considered inadequate for the management of CPRs because of the problems of excludability, but they are becoming more widely supported as the way forward to overcome the problems of resource use and degradation in developing countries. A series of design principles for long enduring common property institutions have been proposed by Ostrom, but there is concern that they are not applicable to a wide range of real life situations or that they may be specific to certain types of CPR. Here, we compare these principles to the situation prevailing in 12 villages in six districts in semi-arid Tanzania. Data on management institutions were collected through semi-structured interviews and meetings at district and village level. The combined information was used to make a qualitative assessment of the strength with which each design principle appeared to operate in the management of forest, pasture and water resources. Boundaries, conflict and negotiation in CPR management are of key importance in semi-arid regions. However, the need for flexibility in order to deal with ecological uncertainty means that many management institutions would be considered weak or absent according to the design principle approach. This supports the view that the design principles should not be used as a 'blueprint to be imposed on resource management regimes' rather that they provide a framework for investigating common property regimes with the proviso that, certainly for semi-arid regions, they may highlight where management cannot be explained by institutional theory alone.  相似文献

A susceptibility indexing method was developed based on vulnerability and quality indices. The contamination susceptibility index (SI) at a given location was calculated by taking the product of the vulnerability index (VI) and the quality index (QI): SI = VI × QI. This method incorporates both hydrogeological and hydrochemical data for a comprehensive index mapping. The DRASTIC index methodology was used for the hydrogeological data evaluations. The quality index calculation procedure based on a water quality classification scheme was introduced to evaluate hydrochemical data. The suggested susceptibility indexing method was applied to the Küçük Menderes river basin located in western Turkey. The susceptibility index map shows both hydrogeological and hydrochemical data related to the contamination problem including areas that should be taken into consideration during water management planning. The index map indicates that the most susceptible groundwater is located along the river channel between Kiraz and Tire towns, in the Selçuk area and along the Fertek stream channel to the north of Torbal? town. The results indicate that the incorporation of both hydrogeological and hydrochemical datasets enables more realistic evaluations than those of an individual dataset to estimate the groundwater contamination susceptibility of an aquifer. The numerical procedure applied could be extended further by including other parameters such as retardation, potential contaminant sources, etc. that affect the water quality in a given basin.  相似文献

In financial time series, persistence or inertia is a feature usually observable in absolute returns, i.e., a proxy for volatility. Moreover, asset return series should be essentially unpredictable according to the efficiency market hypothesis (EMH) in its weak form. Surprisingly, recent literature has found evidence of anti-persistence in technology stocks and commodity futures returns. Anti-persistence would be indicative of an overreaction of asset prices to incoming information.  相似文献

People in the Arctic face uncertainty in their daily lives as they contend with environmental changes at a range of scales from local to global. Freshwater is a critical resource to people, and although water resource indicators have been developed that operate from regional to global scales and for midlatitude to equatorial environments, no appropriate index exists for assessing the vulnerability of Arctic communities to changing water resources at the local scale. The Arctic Water Resource Vulnerability Index (AWRVI) is proposed as a tool that Arctic communities can use to assess their relative vulnerability-resilience to changes in their water resources from a variety of biophysical and socioeconomic processes. The AWRVI is based on a social-ecological systems perspective that includes physical and social indicators of change and is demonstrated in three case study communities/watersheds in Alaska. These results highlight the value of communities engaging in the process of using the AWRVI and the diagnostic capability of examining the suite of constituent physical and social scores rather than the total AWRVI score alone.  相似文献

The utility and the safety of the extremely low frequencies (ELF) electromagnetic fields in the treatment of numerous diseases have been demonstrated. Moreover, the effects of these fields seem to depend on their respective codes (frequency, intensity, waveform). We want to value the effects and the safety of the therapeutic application of a musically modulated electromagnetic field (TAMMEF) system, which field is piloted by a musical signal and its parameters (frequency, intensity, waveform) are modified in time, randomly varying within the respective ranges, so that all possible codes can occur during a single application. Sixty subjects, affected by shoulder periarthritis were enrolled in the study and randomly divided into three groups of 20 patients each: the first exposed to TAMMEF, the second exposed to ELF, the third exposed to a simulated field. All subjects underwent a cycle of 15 daily sessions of 30 min each and a clinical examination upon enrolment, after 7 days of therapy, at the end of the cycle and at a follow-up 30 days later. All the patients of TAMMEF group and ELF group completed the therapy without the appearance of side effects: they presented a significant improvement of the subjective pain and the functional limitation, which remained stable at the follow-up examination. In those exposed to a simulated field group, there was no improvement of the pain symptoms or articular functionality. This study suggests that the TAMMEF system is efficacious and safe in the control of pain symptoms and in the reduction of functional limitation in patients with shoulder periarthritis. Moreover, the effects of the TAMMEF system cover those produced by the ELF field.  相似文献
