Surveillance for invasive non-indigenous species (NIS) is an integral part of a quarantine system. Estimating the efficiency of a surveillance strategy relies on many uncertain parameters estimated by experts, such as the efficiency of its components in face of the specific NIS, the ability of the NIS to inhabit different environments, and so on. Due to the importance of detecting an invasive NIS within a critical period of time, it is crucial that these uncertainties be accounted for in the design of the surveillance system. We formulate a detection model that takes into account, in addition to structured sampling for incursive NIS, incidental detection by untrained workers. We use info-gap theory for satisficing (not minimizing) the probability of detection, while at the same time maximizing the robustness to uncertainty. We demonstrate the trade-off between robustness to uncertainty, and an increase in the required probability of detection. An empirical example based on the detection of Pheidole megacephala on Barrow Island demonstrates the use of info-gap analysis to select a surveillance strategy.  相似文献

There are always conflicting goals in the management of large water courses. However, by involving stakeholders actively in the planning and decision-making processes, it is possible to work together toward commonly acceptable solutions. In this article, we describe how we applied interactive multicriteria decision analysis (MCDA) in a collaborative process which aimed at an ecologically, socially, and economically sustainable water course regulation policy. The stakeholders' opinions about the alternative regulation schemes and the relative importance of their impacts were elicited with the HIPRE software. Altogether, 20 personal interactive decision analysis interviews (DAIs) were carried out with the stakeholders. Our experience suggests that the DAIs can considerably improve the quality and efficiency of the collaborative planning process. By improving communication and understanding of the decision situation in the steering group, the approach helped to develop a consensus solution in a case having strong conflicts of interest. In order to gain the full benefits of the MCDA approach, interactive preference elicitation is vital. Logging has been a much maligned feature of frontier development in the Amazon. Most discussions ignore the fact that logging can be part of a renewable, environmentally benign, and broadly equitable economic activity in these remote places. We estimate there to be some 4.5 ± 1.35 billion m3 of commercial timber volume in the Brazilian Amazon today, of which 1.2 billion m3 is currently profitable to harvest, with a total potential stumpage value of $15.4 billion. A successful forest sector in the Brazilian Amazon will integrate timber harvesting on private lands and on unprotected and unsettled government lands with timber concessions on public lands. If a legal, productive, timber industry can be established outside of protected areas, it will deliver environmental benefits in synergy with those provided by the region’s network of protected areas, the latter of which we estimate to have an opportunity cost from lost timber revenues of $2.3 billion over 30 years. Indeed, on all land accessible to harvesting, the timber industry could produce an average of more than 16 million m3 per year over a 30-year harvest cycle—entirely outside of current protected areas—providing $4.8 billion in returns to landowners and generating $1.8 billion in sawnwood sales tax revenue. This level of harvest could be profitably complemented with an additional 10% from logging concessions on National Forests. This advance, however, should be realized only through widespread adoption of reduced impact logging techniques.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00573.x Abstract: The U.S. Geological Survey National Water Quality Assessment Program has completed a number of water‐quality prediction models for nitrogen and phosphorus for the conterminous United States as well as for regional areas of the nation. In addition to estimating water‐quality conditions at unmonitored streams, the calibrated SPAtially Referenced Regressions On Watershed attributes (SPARROW) models can be used to produce estimates of yield, flow‐weighted concentration, or load of constituents in water under various land‐use condition, change, or resource management scenarios. A web‐based decision support infrastructure has been developed to provide access to SPARROW simulation results on stream water‐quality conditions and to offer sophisticated scenario testing capabilities for research and water‐quality planning via a graphical user interface with familiar controls. The SPARROW decision support system (DSS) is delivered through a web browser over an Internet connection, making it widely accessible to the public in a format that allows users to easily display water‐quality conditions and to describe, test, and share modeled scenarios of future conditions. SPARROW models currently supported by the DSS are based on the modified digital versions of the 1:500,000‐scale River Reach File (RF1) and 1:100,000‐scale National Hydrography Dataset (medium‐resolution, NHDPlus) stream networks.  相似文献

Due to increasing empiricalinformation on farm animal welfare since the1960s, the prospects for sound decisionmakingconcerning welfare have improved. This paperdescribes a strategy to develop adecision-making aid, a decision support system,for assessment of farm-animal welfare based onavailable scientific knowledge. Such a decisionsupport system allows many factors to be takeninto account. It is to be developed accordingto the Evolutionary Prototyping Method, inwhich an initial prototype is improved inreiterative updating cycles. This initialprototype has been constructed. It useshierarchical representations to analysescientific statements and statements describingthe housing system. Welfare is assessed fromwhat is known about the biological needs of theanimals, using a welfare model in the form of atree that contains these needs as welfarecomponents. Each state of need is assessedusing welfare relevant attributes of thehousing system and weighting factors.Attributes are measurable properties of thehousing system. Weighting factors are assignedaccording to heuristic rules based on theprinciple of weighting all components(attributes and needs) equally, unless thereare strong reasons to do otherwise. Preliminarytests of the prototype indicate that it may bepossible to perform assessment of farm-animalwelfare in an explicit way and based onempirical findings. Global Earth Observation (GEO) is one of the most important sources of information for environmental resource management and disaster prevention. With budgets for GEO increasingly under pressure, it is becoming important to be able to quantify the returns to informational investments. For this, a clear analytical framework is lacking. By combining Bayesian decision theory with an empirical, stakeholder-oriented approach, this paper attempts to develop such a framework. The analysis focuses on the use of satellite observations for Dutch water quality management in the North Sea. Dutch water quality management currently relies on information from 'in situ' measurements but is considering extending and deepening its information base with satellite observations. To estimate returns to additional investments in satellite observation, we analyze the added value of an extended monitoring system for the management of eutrophication, potentially harmful algal blooms and suspended sediment and turbidity in the North Sea. First, we develop a model to make the potential contribution of information to welfare explicit. Second, we use this model to develop a questionnaire and interpret the results. The results indicate that the expected welfare impact of investing in satellite observation is positive, but that outcomes strongly depend on the accuracy of the information system and the range of informational benefits perceived.  相似文献

Faced with the task of communicating their combined social, environmental and economic impact, water service providers are seeking to report overall performance in an aggregated way. Such a methodology must be scientifically robust, easily communicated and allow benchmarking of performance while reflecting a transition towards sustainability. In this paper the ecological footprint (EF) is calculated for Sydney Water Corporation (SWC), using input-output analysis and land disturbance in an innovative approach that overcomes problems identified in the original EF concept. This pilot study has allowed SWC to gain some valuable insights into its impacts: SWC's annual EF is about 73 100 ha in terms of land disturbance. Of this, 54 000 ha are projected to become disturbed as a consequence of climate change, with the remainder of 19 100 ha being disturbed on SWC's premises (2400 ha) and on those of upstream suppliers (16 700 ha). Total on-site impacts equal 9300 ha, while indirect land disturb ance contributes 63 600 ha. The EF appears promising as an educational and communi cation tool and may have potential as a decision support tool. However, further research is needed to incorporate downstream impacts into the EF, which would have significant benefits to SWC in terms of assessing and communicating the organization's overall progress towards sustainability.  相似文献

Lake areas in urban fringes are under increasing urbanization pressure. Consequently, the conflict between rapid urban development and the maintenance of water bodies in such areas urgently needs to be addressed. An inexact chance-constrained linear programming (ICCLP) model for optimal land-use management of lake areas in urban fringes was developed. The ICCLP model was based on land-use suitability assessment and land evaluation. The maximum net economic benefit (NEB) was selected as the objective of land-use allocation. The total environmental capacity (TEC) of water systems and the public financial investment (PFI) at different probability levels were considered key constraints. Other constraints included in the model were land-use suitability, governmental requirements on the ratios of various land-use types, and technical constraints. A case study implementing the system was performed for the lake area of Hanyang at the urban fringe of Wuhan, central China, based on our previous study on land-use suitability assessment. The Hanyang lake area is under significant urbanization pressure. A 15-year optimal model for land-use allocation is proposed during 2006 to 2020 to better protect the water system and to gain the maximum benefits of development. Sixteen constraints were set for the optimal model. The model results indicated that NEB was between $1.48 × 109 and $8.76 × 109 or between $3.98 × 109 and $16.7 × 109, depending on the different urban-expansion patterns and land demands. The changes in total developed area and the land-use structure were analyzed under different probabilities (q i ) of TEC. Changes in q i resulted in different urban expansion patterns and demands on land, which were the direct result of the constraints imposed by TEC and PFI. The ICCLP model might help local authorities better understand and address complex land-use systems and develop optimal land-use management strategies that better balance urban expansion and grassland conservation.  相似文献

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.  相似文献

In this study, water quality and basin characteristics data from different basins of the Fish River basin, Baldwin County, Alabama, were used to develop a valuation model. This valuation model is based on the effectiveness of “contributing zones” identified and delineated using methods described by Basnyat and others (Environmental Management]1999] 23(4):539–549). The “contributing zone” delineation model suggests that depending on soil permeability, soil moisture, depth to water table, slope, and vegetation, buffer widths varying from 16 m to 104 m must be maintained to assimilate or detain more than 90% of the nitrate passing through the buffers. The economic model suggests the value of retiring lands (to create the buffers) varies from $0 to $3067 per ha, depending on the types of crops currently grown. The total value of retiring all areas identified by the contributing zone model is $1,125,639 for the study area. This land value will then form the basis for estimates of the costs of land management options for improving (or maintaining) water quality throughout the study area.  相似文献

导游是旅游从业一线人员,代表着旅游业的形象,关系着旅游业的良性发展。在游客追求低廉出游价格时,导游因其弱势群体地位最终成为旅游服务利益方的牺牲品,导游生存、发展与管理已成为困扰旅游业的一大难题。SPC理论即服务利益链理论强调顾客与员工的让渡价值,认为企业盈利能力的增强主要源于顾客和员工的企业忠诚度并最终源于企业对内部员工的服务质量。基于SPC理论,探讨了我国服务型导游管理模式的构建,指出旅游服务各利益方应服务导游,创造导游良好的就业和发展环境,以解决导游管理难题。  相似文献
