The purpose of this paper is to analyze problems concerning household waste disposal and material flow by means of a Leontief–Sraffa–von Neumann framework. We treat household residuals as if they were traded and valued in a daily market transaction. Thus, we can calculate the shadow price of waste, making a value system compatible with a quantity system. We show the theoretical existence of an equilibrium solution between a value system and a quantity system. This means that if there is a well-organized market for waste treatment, the flow of waste is smoothly regulated by a price adjustment mechanism. Household residuals are shown to be negatively valued if a certain constraint is satisfied. Thus, those residuals are bads instead of goods. Interestingly enough, household waste treatment in the market does not affect the price formation of normal commodities, since waste treatment services or recycling services are nonbasics in Sraffa's sense. Partly due to this character, the Hawkins–Simon condition is required only for normal production sectors, and not for recycling sectors. In the final section, we have dropped the assumption that household residuals are always treated as waste, since some residuals may be traded as normal commodities. Applying the Gale–Nikaido–Debreu lemma to a newly defined excess demand function, we have proved that our model can accommodate such a situation. By this analysis, we have shown that the goods/bads (waste) relationship is a relative matter, being dependent upon economic conditions. The emission of waste in an economy, including landfill, is to a large extent determined by its patterns of technology, institutions, and lifestyle. A mathematical model (the waste input–output model) is presented that gives a simple analytical representation of this interdependence. The model was used to evaluate the effects of alternative waste disposal and recycling options on the levels of industrial production, landfill consumption, and the emission of carbon dioxide, and also to analyze the overall dependence on landfill of individual industries. It was found that a systematic combination of the options could be effective in reducing the overall landfill consumption and carbon dioxide emission. In Korea, generation of waste electrical and electronic equipment (WEEE), or electronic waste (e-waste), has rapidly increased in recent years. The management of WEEE has become a major issue of concern for solid waste communities due to the volumes of waste being generated and the potential environmental impacts associated with the toxic chemicals found in most electronic devices. Special attention must be paid when dealing with WEEE because of toxic materials that it contains (e.g., heavy metals, polybrominated diphenyl ethers, phthalates, and polyvinyl chloride). If managed improperly, the disposal of WEEE can adversely affect the environment and human health. Environmental regulatory agencies; electronic equipment manufacturers, retailers, and recyclers; environmental nongovernmental organizations; and many others are much interested in updated statistics with regard to how much WEEE is generated, stored, recycled, and disposed of. In Korea, an extended producer responsibility policy was introduced in 2003 not only to reduce the amount of electronic products requiring disposal, but also to promote resource recovery from WEEE; the policy currently applies to a total of ten electrical and electronic product categories. This article presents an overview of the current recycling practices and management of electrical and electronic waste in Korea. Specifically, the generation rates, recycling systems and processes, and recent regulations of WEEE are discussed. We estimated that 1 263 000 refrigerators, 701 000 washing machines, 1 181 000 televisions, and 109 000 airconditioning units were retired and handled by the WEEE management system in 2006. More than 40% of the products were collected and recycled by producers. Four major producers’ recycling centers and other WEEE recycling facilities are currently in operation, and these process a large faction of WEEE for the recovery of valuable materials. Much attention should still be paid to pollution prevention and resource conservation with respect to WEEE. Several suggestions are made in order to deal with electronic waste management problems effectively and to prevent potential impacts.  相似文献

Germany seems to be one of the leading nations in solid waste management, especially in the case of packaging waste; success stories about the ongoing increase in recycling strengthen this impression. However, enormous costs and questionable ecological benefits are the result of Germany's packaging ordinance and the formation of the recycling organization Duales System Deutschland (DSD). This article shows that similar progress in the reduction and recycling of packaging could have been realized without the packaging ordinance and dual system, with lower costs. This regulatory impact analysis of the German packaging ordinance covers all the effects on the different life-cycle stages of packaging, from production to recycling or disposal. The conclusion is that a fragmentary solid waste management approach – one that is based, like the German packaging ordinance, more on ideology than on facts – leads to enormous costs and questionable ecological benefits. To improve this situation, there is a need for an integrated solid waste management approach, based on evaluation of the economic, environmental, and social effects of different waste management options for the materials involved. This study focused on waste plastic, especially the polyethylene telephthalate (PET) bottle as representative waste, which has been assigned as goods to be recycled by the Packaging Waste Recycling Law in Japan. We developed a plastic transport model which explained the entire flow of plastic from the production stage to the disposal stage within an the evaluation model of plastic recycle policy based on multiattribute utility theory. This model is designed to be used by local municipal governments in supporting the evaluation of the PET bottle recycling policy. In evaluating the plastics recycling policy, we selected indices relating to economy, ecology, and rate of resource recycling. The results indicate that when the evaluation of the material recycling policy and thermal recycling policy in the model city were characterized in terms of their economic and environmental aspects the thermal recycling policy had the highest utility within our scenario. The positive non-intervention policy adopted by the Hong Kong Government has successfully led Hong Kong to an economically prosperous stage. Nevertheless, the extension of this policy to the area of waste management and waste recycling is a major reason for the sluggish waste recovery rate in Hong Kong even given the fact that Hong Kong is experiencing perhaps the greatest pressure from waste disposal in the world. The official approach to waste recycling is one of bottom-up promotion and encouragement of recycling through environmental education. While environmental education is indispensable in the course of promoting waste recycling, the use of top-down measures, such as legislation and fiscal policies, may be needed for a sustainable waste management. Waste management in Hong Kong has meant “coping with” the continuous growth in waste volume. However, in other areas of environmental management, such as air, water and noise, economic and regulatory instruments like tax differentiation and legislative control have been employed thus showing that a deviation from the minimal regulation requirement is sometimes considered justifiable. The low priority given to waste management and waste recycling for top-down measures leads to the loss of a lot of precious and non-renewable resources, and detriment to the welfare of future generations.  相似文献

Focusing on the promotion of the “3Rs” – reduce, reuse, and recycle – the authors summarize the policy that Japan has evolved in waste management and recycling policy over the years. To realize an international sound material-cycle society (SMS), the 3R approaches should first be implemented in each individual country. After each country has established an SMS to the best of its ability, contribution toward reducing the environmental load internationally, especially across all of East Asia, will be achieved by having waste and recyclable resources that cannot be handled in one country effectively used or processed in other countries. The current situation of international resource circulation is described and a concept of SMS at an international level is proposed. To create a truly circular economy requires a shift from the traditional view of waste disposal to one of resource management. This is particularly important in developing countries, where municipal waste generation is increasing, and efficient recovery of economic value from waste is rarely achieved. Conducted in the University of Lagos (UoL), Nigeria, this study investigated the efficiency of a recycling scheme with the goal of making recommendations to improve the process. UoL’s recycling policy centers around source segregation of waste into color-coded bins. Waste audit was carried out using the output method and interviews were conducted with staff from the waste management team to understand practices on campus. Substantial contamination of colored bins with non-target material was observed. Organics (30%), mixed plastics (28%) and paper (24%) were the most abundant materials, hence have the greatest potential for recovery, and income generation, if segregation rates could be improved. Despite its recycling policy and infrastructure, 99% of UoL waste was going to landfill. Poor policy implementation results in low recovery rates. Targeted waste reduction and increased material recovery would enhance efficiency. Improved awareness of recycling benefits, in addition to policy enforcement, could serve as tools to increase stakeholder participation in recycling.

Managing construction and demolition (C&D) wastes has challenged many municipalities with diminishing waste disposal capacity. Facing such challenges, the Massachusetts Department of Environmental Protection proposed a policy restricting the landfill disposal of certain C&D waste materials, if unprocessed. This research is to study the potential economic impact of such restriction on construction contractors and C&D waste processors. A spreadsheet-based systems analysis model has been developed to assist the cost-benefit evaluation for various C&D waste management scenarios. The model, developed based on the mass balance principle, is designed to track a C&D waste stream through the various stages of a waste management system, i.e. generation, source separation, processing, recycling, and final disposal. This model, by incorporating the material flow data with the cost/revenue data associated with each management activity, can then provide an economic analysis for a proposed C&D waste management scenario. A case study illustrating the application of this model for Massachusetts is also presented.  相似文献

Efficacy of waste recycling is one of the key determinants of environmental sustainability of a city. Like other pro-environmental activities, waste recycling cannot be successfully accomplished by just one or two people, but only by a concerted effort of the community. The collective-action dilemma creates a common underlying difficulty in formulating workable solutions to many environmental problems. With a view to the non-excludability of the outcome, rationality drives people to free-ride efforts of others in waste recycling. To solve this free-rider problem, some scholars suggest the use of economic incentive. This article attempts to study the impacts of reward schemes on waste recycling behaviour of residents in 122 private housing estates in Hong Kong. The study is differentiable from the others as the latter mainly focus on domestic waste recycling in low-rise low-density housing while this one looks into the same in a high-rise high-density residential setting. According to the results of analyses on a set of aggregate data, reward schemes are found to have a significant positive relationship with the per-household weight of recyclables collected, keeping other things constant. The research findings suggest that economic incentives do work in promoting waste recycling in Hong Kong. Practical and policy implications follow.  相似文献

A national Baumol–Oates tax on waste in Denmark helped achieve a reduction of 26% in net solid waste from 1987 to 1998. The tax, which is levied per ton of waste, was particularly effective as regards the heavier waste streams such as construction waste and garden waste. When it comes to industrial and commercial waste, there are indications that the waste tax is not sufficiently significant to induce changes in behavior, and that except for very waste-intensive enterprises, companies do not seem to be very price sensitive. For household waste, the impact of the tax can be improved where tariffs for garbage collection are weight based, rather than per unit. However, the waste sector is an area in which the price signals are modified and filtered by institutionalized practices in municipal administration, and in which true-cost pricing is not easy to achieve. Hence, the rational choice assumption of environmental economics needs to be supplemented by an institutional dimension to interpret responses to environmental taxes correctly. Industrialization and urbanization result in significant changes in lifestyle. These lifestyle changes seem to lead to unsustainable consumption patterns and increase the generation of various kinds of environmental loads, especially the amount of municipal solid waste (MSW). Taiwan is a small island with scarce natural resources. The economic development in Taiwan has resulted in the generation of large amounts of MSW. As a result, the Taiwan Environmental Pollution Administration (TEPA) has produced regulations for waste minimization and has imposed several important policy measures that have successfully reduced the MSW discard rate in recent years and have established a public recycling network as a part of the MSW collection. Nowadays, the objective of the MSW policies in Taiwan is to develop a “zero-waste society.” This article aims to review the MSW management progress in Taiwan and to project future MSW discards up to 2011 based on the national plan and assumed scenarios for socioeconomic variables. According to the analysis results, a more sustainable consumption pattern can be proposed and the corresponding MSW management system can be planned so as to develop a low-waste-discard society.  相似文献

 In this study, we analyzed the sustainability and determinant factors of waste reduction through variable charging schemes. We drew three main conclusions from the study. (1) Waste reduction was achieved by variable charging and was sustained over an average of at least 10 years. The results regarding the sustainability of the price effect were inconclusive. (2) The main factors contributing to the combustible waste reduction achieved through variable charging were two-tier pricing and the price of waste bags. The effect of two-tier pricing programs was positive. (3) Waste paper recycling and variable charging reinforce each other to promote waste reduction. Many developing Asian countries are rapidly expanding their economies. Economic growth affects waste management policy development. Statistical analyses applied to Japan, Korea, and China indicate a positive correlation between gross domestic product (GDP) per capita and incineration rate. However, they show a negative correlation between GDP per capita and composting rate in Japan and China, and a positive correlation in Korea. Historical prefectural/provincial data indicate that in Japan and in China, although the incineration rate in a specific year differs due to regional conditions, the rate has increased in parallel with economic growth. An analytic hierarchy process was conducted with experts and government officials from Southeast and East Asian countries. The results statistically confirm the trend correlated with economic growth, which was suggested by previous studies and mentioned by experts based on their experience. For instance, social acceptance was important in upper middle-income countries (USD 4,036–12,475). These results support the possibility that economic growth affects the selection of waste treatment options.  相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

Construction and demolition (C&D) waste is becoming a major contributor to environmental pollution. In Shanghai, China, the quantity of C&D waste is 2.11E+07 t/yr, which accounts for 45% of the total quantity of solid waste. There has been a growing promotion of recycling C&D waste as an effective way to solve this waste problem. However, the evaluation of the efficiency of recycling C&D waste as a potential source of resources is largely based on traditional economic analysis. The economic analysis emphasizes money instead of the harmony between economic benefit and environmental effects. There is a need for a new strategic approach to investigate the efficiency of recycling C&D waste to achieve the integration between economic, social and environmental effects. Emergy theory can be employed to analyze different recycling options for C&D waste. With reference to the Chinese construction industry, this paper demonstrates that the close-loop recycling option is better than the open-loop recycling option for C&D waste in terms of the integration of social, environmental and sustainable aspects. To evaluate different technology solutions for C&D waste recycling, the emergy theory and method is not limited to a cost-benefit balance but can include economic, social, environmental and sustainable effects.  相似文献

Sustainable recycling of municipal solid waste in developing countries   总被引:3,自引:0,他引:3  
This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.  相似文献
