Environmental criteria are increasingly being employed in industrial facility siting, usually in multicriteria decision contexts, together with technical, socioeconomic and other considerations. This paper analyzes the criteria that have appeared in the published literature with the aim to offer guidance for their selection in a particular facility location problem. A number of alternative classification schemes are presented, first based on the most prevalent classification dimensions which are: the economy-environment relationship, purpose of the criterion, complexity, spatial and temporal scale, and level of measurement. The major scheme adopted draws from the economy-environment relationship and assigns environmental critera to one of seven categories: general characterizations of the environment, characteristics of individual environmental components, measures of the magnitude and intensity of the activity, measures of the nature and volume of wastes which are produced, characteristics of impacts on separate environmental media and receptors, general characterizations of environmental quality, and impacts on humans. Within each of these categories the criteria are analyzed in terms of the other classification dimensions. Common characteristics among the various criteria as well as future trends in their development are identified. This paper also discusses the most important factors conditioning the choice of criteria in a particular facility siting context and outlines a systematic procedure for their selection in real-world applications.  相似文献

/ Siting hazardous waste facilities is an extremely complex and difficult endeavor. Public aversion to the construction of these facilities in or near their community often results in concerted opposition, referred to as the NIMBY syndrome. For the most part, siting processes do not fail because of inadequate environmental or technical considerations, but because of the adversarial decision-making strategies employed by the proponents. Innovative siting processes used in the provinces of Alberta and Manitoba offer tangible evidence of the successful application of an innovative siting approach based on the principles of decentralization of decision-making authority and full and meaningful public involvement. The purpose of this paper is to evaluate four Canadian siting processes from the perspective of public participation and access to decision-making authority. Examples of siting processes related to hazardous waste management facilities are provided from the provinces of Alberta, Manitoba, British Columbia, and Ontario. Siting has evolved from approaches dominated by top-down decision making to increasing decentralized and pluralistic approaches. Focusing on social and political concerns of potentially affected communities and on the process of decision making itself are fundamental to achieving siting success. In Alberta initially, and later in Manitoba, this new "open approach" to siting has resulted in the construction of the first two comprehensive hazardous waste treatment facilities in Canada.KEY WORDS: Hazardous waste facilities; Siting methodologies; Public participation  相似文献

Environmental risk assessment (ERA) is a powerful technical tool for analyzing potential and extreme adverse environmental impacts, and has found wide application in supporting decision-making processes over the last two decades. However, to date there has been no interrelated application of ERA to support the processes of strategic decision-making (SDM), especially in coastal areas.

In this paper, we attempt to verify the feasibility of the proposed integrated ERA–SDM approach and its methodology by applying it to two case studies (in Xiamen Bay and Luoyuan Bay) of the principal coastal functional zoning (PCFZ, a kind of SDM and similar to the coastal and marine spatial planning in western). The results show that the integrated ERA–SDM approach could integrate ERA into the entire SDM process, directly support the PCFZ, and avoid or mitigate dire environmental risk that can be introduced by SDM processes.  相似文献

Waste facility siting successes depend on many linked factors of facility design and impacts, site characteristics, and community beliefs and values. A facility siting framework is constructed to combine important elements and cause–effect linkages that affect the siting outcome. The framework consists of three main components: (1) core elements of facility design, effects, and community beliefs, attitude and response; (2) contributing factors of site and community characteristics, community beliefs and values that affect the interpretation of the facility and its effects; and (3) siting management interventions to manage the process and facility impacts. The framework is applied in an unsuccessful and a successful siting case to determine the key elements that contribute to siting outcome: (1) thorough need justification for the facility from the proponent's and the community's perspective; (2) careful facility design and prediction of the impacts and to select impact management compensation measures; (3) screening and selection of communities where the beliefs and values are compatible with the type of facility and its effects, (4) cooperatively selected impact reduction (i.e., prevention, control, and mitigation) measures followed by compensation and incentives; and (5) intensive process management to balance the community characteristics and values with the proponent's efforts to plan, design, assess and manage impacts, and ultimately, gain approval of the facility. The siting framework provides a comprehensive and robust structure of key factors that contribute to siting outcome and, therefore, provides the tool to identify, evaluate, and design siting interventions to enhance the chances of successful siting outcome.  相似文献

Siting a geologic repository for isolating highlevel nuclear waste up to 10,000 years is a controversial undertaking never before attempted in the United States. The Nuclear Waste Policy Act of 1982 exempted repository siting from important requirements for environmental review under the National Environmental Policy Act. In December 1987, the Nuclear Waste Policy Amendments Act identified Yucca Mountain as the first site to be characterized for a high-level nuclear waste repository. In light of the unproven nature of the technology being evaluated, the scientific uncertainties associated with Yucca Mountain, and the lack of proven methods for risk evaluation, the environmental policies for repository siting represent a significant departure from more traditional, comprehensive, and interdisciplinary environmental review for siting nuclear projects. The policies warrant further study by those interested in how present as well as future decisions about complex technologies may be made.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

Locating an undesirable facility is a sophisticated problem, for the evaluation procedures involve several objectives and the solution to the problem calls for some compromises to be made between probable conflicting criteria. This paper addresses the problem of undesirable facility location selection using the analytic network process (ANP), a multi-criteria decision-making technique. The ANP technique enables us to consider both qualitative and quantitative criteria as well as the interdependencies and feedbacks. A number of criteria (benefits, opportunities, costs and risks) and their sub-criteria are considered for siting a new facility with which this study has dealt. The questions of what criteria would be considered and what the interdependencies between these criteria and their weights would be were discussed and determined via interviews with some competent authorities of the Istanbul Municipality and of two environmental organizations. Four representative locations were evaluated and the most convenient one was selected. This was followed by the sensitivity analyses of the results.  相似文献

The US Department of Energy (DOE) plans to conduct site characterization studies at Yucca Mountain, Nevada, to determine if the location is a suitable site for a nuclear waste repository. In lieu of traditional environmental review in accordance with the National Environmental Policy Act of 1969, the DOE is relying on an environmental assessment (EA) mandated by the Nuclear Waste Policy Act of 1982 as the cornerstone of its environmental program for the Yucca Mountain Project. Because of statutory restrictions, the EA is not based on comprehensive baseline information. Neither does it address fundamentals of environmental analysis such as ecological integrity and assessment of cumulative impacts. Consequently, the present environmental program for Yucca Mountain reflects decisions made without complete information and integrated environmental review. The shortcomings of the program risk compromising the natural integrity of Yucca Mountain and invalidating future assessment of the ability of a nuclear waste repository located at the site to protect the environment. Significant improvements are needed in the repository siting program before it can serve as a model of how society can evaluate the long-term environmental consequences of advanced technologies, as has been suggested.  相似文献

This paper develops an integrated framework to evaluate land suitability for wind farm siting that combines multi-criteria analysis (MCA) with geographical information systems (GIS); an application of the proposed framework for the island of Lesvos, Greece, is further illustrated. A set of environmental, economic, social, and technical constraints, based on recent Greek legislation, identifies the potential sites for wind power installation. Furthermore, the area under consideration is evaluated by a variety of criteria, such as wind power potential, land cover type, electricity demand, visual impact, land value, and distance from the electricity grid. The pair-wise comparison method in the context of the analytic hierarchy process (AHP) is applied to estimate the criteria weights in order to establish their relative importance in site evaluation. The overall suitability of the study region for wind farm siting is appraised through the weighted summation rule. Results showed that only a very small percentage of the total area of Lesvos could be suitable for wind farm installation, although favourable wind potential exists in many more areas of the island.  相似文献

The complex and controversial task of selecting a dam site in a river basin can be successfully achieved using science-informed multi-criteria decision-making (MCDM) techniques. In this paper, we describe the application of the group fuzzy TOPSIS model for optimal ranking of the case study of Kandoleh dam sites in Kermanshah province, Iran, involving 18 input criteria. In this study, decision-making committee was made up of 20 involved decision makers. The comments of four non-biased, external experts in dam site selection were also used. The triangular fuzzy numbers were used to apply experts’ opinions on the selection criteria. In total, four alternative sites were assessed based on the technical, economic, social and environmental considerations and the data were analyzed using fuzzy TOPSIS MCDM model. Ranking results were compared with multi-criteria decision-making models, including the ELimination and Choice Expressing the REality and simple additive weighting. This logical, open and transparent framework provides a science-informed decision-making approach for complex problems such as optimal dam site selection. Finally, using sensitivity analysis, local studies and group discussions, we demonstrated the multiple benefits of the proposed novel method for a science-informed, open and transparent method for optimal ranking of the dam site candidates.  相似文献

Landfill siting is a difficult, complex, tedious, and protracted process requiring evaluation of many different criteria. This paper presents a fuzzy multicriteria decision analysis alongside with a geospatial analysis for the selection of landfill sites. It employs a two-stage analysis synergistically to form a spatial decision support system (SDSS) for waste management in a fast-growing urban region, south Texas. The first-stage analysis makes use of the thematic maps in Geographical information system (GIS) in conjunction with environmental, biophysical, ecological, and socioeconomic variables leading to support the second-stage analysis using the fuzzy multicriteria decision-making (FMCDM) as a tool. It differs from the conventional methods of integrating GIS with MCDM for landfill selection because the approach follows two sequential steps rather than a full-integrated scheme. The case study was made for the city of Harlingen in south Texas, which is rapidly evolving into a large urban area due to its vantage position near the US-Mexico borderlands. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of FMCDM method to identify the most suitable site using the information provided by the regional experts with reference to five chosen criteria. Research findings show that the proposed SDSS may aid in recognizing the pros and cons of potential areas for the localization of landfill sites in any study region. Based on initial GIS screening and final FMCDM assessment, "site 1" was selected as the most suitable site for the new landfill in the suburban area of the City of Harlingen. Sensitivity analysis was performed using Monte Carlo simulation where the decision weights associated with all criteria were varied to investigate their relative impacts on the rank ordering of the potential sites in the second stage. Despite variations of the decision weights within a range of 20%, it shows that "site 1" remains its comparative advantage in the final site selection process.  相似文献

A conventional steel manufacturing process generates considerable amounts of reject streams and secondary raw material. These streams are either recycled back to the process or treated as waste. Recycling affects negatively on the production yield and on the controllability of unit operations. Waste represents considerable cost unless utilized in another production process as raw material. In these streams, there exists a potential to use the chemical elements more effectively. Therefore, it might be interesting to find an economical technical solution to collect the streams and increase steel production.

Investments on process equipment are typically evaluated using conventional economic figures, like payback time, Net Present Value (NPV) etc. The problem with these practices is, that they consider only numerical aspects. Non-numerical and non-economical criteria are hard to cater to the evaluation. Still, they may affect on the investment profitability in the long run. Such criteria include environmental friendliness or the aspects of process integration.

The article presents a comparison of a conventional steel manufacturing process with one reject stream processing alternative. A target in the process modification is to optimize the use of material and energy within the site. The comparison is based on a balanced set of criteria that affect on the efficiency of an investment. The use of these criteria is a part of the new methodology that has been developed to evaluate investments on integrated process sites. In addition to the criteria, the complete methodology includes: 1) connection of company’s strategic issues into technical design and decision making, 2) optimization of the process and calculation of process potentials (differences in the performance values between the existing process and the modified process) through the use of process integration methodologies and 3) use of decision-making aids. Site selection is a key activity for quarry expansion to support cement production, and is governed by factors such as resource availability, logistics, costs, and socio-economic-environmental factors. Adequate consideration of all the factors facilitates both industrial productivity and sustainable economic growth. This study illustrates the site selection process that was undertaken for the expansion of limestone quarry operations to support cement production in Barbados. First, alternate sites with adequate resources to support a 25-year development horizon were identified. Second, technical and socio-economic-environmental factors were then identified. Third, a database was developed for each site with respect to each factor. Fourth, a hierarchical model in analytic hierarchy process (AHP) framework was then developed. Fifth, the relative ranking of the alternate sites was then derived through pair wise comparison in all the levels and through subsequent synthesizing of the results across the hierarchy through computer software (Expert Choice). The study reveals that an integrated framework using the AHP can help select a site for the quarry expansion project in Barbados.  相似文献

Summary Actions during most of this decade concerning where and how to locate a repository for high-level commercial and defence nuclear wastes have been guided by the National Environmental Policy Act and the Nuclear Waste Policy Act of 1982. Issues of repository siting have been controversial, and in December 1987 Congress passed the Nuclear Waste Policy Amendments Act, which identified Yucca Mountain, Nevada, as the nation's first and only site to be characterized for a potential repository. This decision has generated understudied questions regarding the role of science and ethics derived from the mandates of the legislation and use of environmental impact methodology which is predicated upon a positivistic model of science. Because of the importance of choosing an acceptable repository site to protect humans and natural resources for thousands of years into the future, the broadest spectrum of views and in-depth critiques of the role of science in the repository program is required in order that understudied questions can be resolved.John Lemons is the Chairperson of the Department of Life Sciences at the University of New England and, the Editor-in-Chief of the journalThe Environmental Professional. This paper contributes to the noxious facilities siting literature by exploring some implications of adhering to some recommended principles and practices for competent siting. Through a qualitative case study of a landfill siting process in Peel (Ontario, Canada) three principles are critically assessed: trust; equity; and community participation. While laudable notions in principle, in practice they can impact each other in important ways which can (potentially) undermine the siting process. These impacts result mainly from the failure to achieve meaningful goals associated with one principle (e.g. community participation) which can exacerbate problems achieving goals associated with other principles (e.g. trust). The resulting discord can be further aggravated by the snowballing of adverse effects over time. In particular, practices for achieving trust and equity were adversely linked, as were the relationships between spatial equity and procedural equity and interregional and intraregional equity. These adverse synergisms were linked together with ineffective community participation which brought the process to a halt. Siting inertia (a process momentum difficult to redirect) and an inflexible siting context contributed to these conflicts. Implications for siting and further research are discussed.  相似文献

Agricultural conservation easements (ACEs) involve the significant expenditure of public funds through either tax benefits and/or direct public expenditures. The selection of agricultural parcels for conservation should, therefore, maximise net public benefits to the extent possible within financial constraints and the need for agricultural viability to maintain working landscapes. Some programmes select agricultural parcels for conservation easements based only on agricultural viability and/or land cost, however, without explicit consideration of the many other public benefits often associated with ACEs. This paper illustrates application of a method for increasing the public benefits of agricultural conservation easements through a case study in the northern San Joaquin Valley of California. The method is a strategic planning process that incorporates both a GIS-based quantitative assessment and a more qualitative assessment. Such an approach is a supplement to – rather than a substitute for – the more science-based Landscape Evaluation and Site Evaluation (LESA) approach developed by the US Soil Conservation Service (SCS) and cost-minimisation approaches that emphasise economic considerations. However, we show that public land use planning and regulatory policies are essential for agricultural conservation. Acquisition strategies in isolation will not be successful without complementary public regulatory policies.  相似文献

This paper explores the potential of sensitivity analysis to improve the Strategic Environmental Assessment (SEA) process and enhance environmental integration. It applies the Sensitivity Model Prof. Vester® to the England SEA process, following two objectives: (1) establishing how different strategic environmental assessment (SEA) elements affect environmental integration; and (2) establishing the sensitivity of the SEA process in terms of response to change. The findings showed that no single element was critical to enhancing environmental integration. Several elements, acting as sources of uncertainty, leverage or stability in the process, were also identified, highlighting their potential as priority targets for process improvement. It is concluded that sensitivity analysis can supplement current expert-led approaches to SEA improvement by (1) identifying elements likely to influence environmental integration and (2) testing the likely performance of recommendations for process improvement.  相似文献

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans.  相似文献

The Serbian National Waste Management Strategy for the Period 2010–2019, harmonized with the European Union Directives, mandates new and very strict requirements for landfill sites. To enable analysis of a number of required qualitative and quantitative factors for landfill site selection, the traditional method of site selection must be replaced with a new approach. The combination of GIS and the Analytic Hierarchy Process (AHP) was selected to solve this complex problem. The Srem region in northern Serbia, being one of the most environmentally sensitive areas, was chosen as a case study. Seventeen factors selected as criteria/sub-criteria were recognized as most important, divided into geo-natural, environmental, social and techno-economic factors, and were evaluated by experts from different fields using an AHP extension in Arc GIS. Weighted spatial layers were combined into a landfill suitability map which was then overlapped with four restriction maps, resulting in a final suitability map. According to the results, 82.65% of the territory of Srem is unsuitable for regional landfill siting. The most suitable areas cover 9.14%, suitable areas 5.24%, while areas with low and very low suitability cover 2.21 and 0.76% of the territory, respectively. Based on these findings, five sites close to two large urban agglomerations were suggested as possible locations for a regional landfill site in Srem. However, the final decision will require further field investigation, a public acceptance survey, and consideration of ownership status and price of the land.  相似文献

Recent studies have questioned the ability of the Department of Energy to successfully construct and operate a high-level nuclear waste repository at Yucca Mountain, Nevada, USA, consistent with current Environmental Protection Agency standards and Nuclear Regulatory Commission regulations. Questions focus on whether demonstration of compliance with the agency's standards is based too much on numerical calculations and analyses that the Department of Energy must conduct to project the long-term performance of the repository. Unless these questions are resolved, the licensing of the repository could be withheld or delayed by litigation. This article reviews the extent to which laws that govern the siting of high-level nuclear waste repositories require scientific certainty in any findings about the environmental consequences of locating a repository.  相似文献
