DOI: 10.1111/j.1752‐1688.2011.00573.x Abstract: The U.S. Geological Survey National Water Quality Assessment Program has completed a number of water‐quality prediction models for nitrogen and phosphorus for the conterminous United States as well as for regional areas of the nation. In addition to estimating water‐quality conditions at unmonitored streams, the calibrated SPAtially Referenced Regressions On Watershed attributes (SPARROW) models can be used to produce estimates of yield, flow‐weighted concentration, or load of constituents in water under various land‐use condition, change, or resource management scenarios. A web‐based decision support infrastructure has been developed to provide access to SPARROW simulation results on stream water‐quality conditions and to offer sophisticated scenario testing capabilities for research and water‐quality planning via a graphical user interface with familiar controls. The SPARROW decision support system (DSS) is delivered through a web browser over an Internet connection, making it widely accessible to the public in a format that allows users to easily display water‐quality conditions and to describe, test, and share modeled scenarios of future conditions. SPARROW models currently supported by the DSS are based on the modified digital versions of the 1:500,000‐scale River Reach File (RF1) and 1:100,000‐scale National Hydrography Dataset (medium‐resolution, NHDPlus) stream networks.  相似文献

Environmental Agencies require Decision Support Systems, in order to plan Air Quality Policies considering the cost of emission reduction measures and the human health effects (with related social costs). The use of Decision Support Systems is also useful to spread information to general public, explaining the effectiveness of proposed air quality plans. In this paper, a multi-objective approach to control PM10 concentration at a regional level is presented. The problem considers both the internal costs (due to the implementation of emission reduction measures) and the external costs (due to population exposure to high PM10 concentrations). To model PM10 concentrations, a single surrogate model is used for the entire domain, allowing the implementation of a very efficient optimization procedure. The surrogate model is derived through a set of 10 simulations, performed using a Chemistry Transport Model fed with different emission reduction scenarios. The methodology is applied to Northern Italy, a region affected by very high PM10 concentrations that exceed the limit values specified by the EU legislation.  相似文献

ABSTRACT: The use of nonparametric tests for monotonic trend has flourished in recent years to support routine water quality data analyses. The validity of an assumption of independent, identically distributed error terms is an important concern in selecting the appropriate nonparametric test, as is the presence of missing values. Decision rules are needed for choosing between alternative tests and for deciding whether and how to pre-process data before trend testing. Several data pre-processing procedures in conjunction with the Mann-Kendall tau and the Seasonal Kendall test (with and without serial correlation correction) are evaluated using synthetic time series with generated serial correlation and missing data. A composite test (pre-testing for serial correlation followed by one of two trend tests) is evaluated and was found to perform satisfactorily.  相似文献

ABSTRACT: A significant portion of all pollutants entering surface waters (streams, lakes, estuaries, and wetlands) derives from non-point source (NPS) pollution and, in particular, agricultural activities. The first step in restoring a water resource is to focus on the primary water quality problem in the watershed. The most appropriate NPS control measures, which include best management practices (BMPs) and landscape features, such as wetlands and riparian areas, can then be selected and positioned to minimize or mitigate the identified pollutant(s). A computer-based decision sup. port and educational software system, WATERSHEDSS (WATER, Soil, and Hydro-Environmental Decision Support System), has been developed to aid managers in defining their water quality problems and selecting appropriate NPS control measures. The three primary objectives of WATERSHEDSS are (1) to transfer water quality and land treatment information to watershed managers in order to assist them with appropriate land management/land treatment decisions; (2) to assess NPS pollution in a watershed based on user-supplied information and decisions; and (3) to evaluate, through geographical information systems-assisted modeling, the water quality effects of alternative land treatment scenarios. Abstract: Flood management problems are inherently complex, time‐bound and multi‐faceted, involving many decision makers (with conflicting priorities and dynamic preferences), high decision stakes, limited technical information (both in terms of quality and quantity), and difficult tradeoffs. Multi‐Criteria Decision Support Systems (MCDSS) can help to manage this complexity and decision load by combining value judgments and technical information in a structured decision framework. A brief overview of MCDSS is presented, an original MCDSS architecture is put forth, and future research directions are discussed, including extensions to Multi‐Criteria Spatial Decision Support Systems and group MCDSS (as flood management involves shared resources and broad constituencies). With application to the September 11‐12, 2000 Tokai floods in Japan, the proposed multi‐criteria decision support instruments enhance communication among stakeholders and improve emergency management resource allocation. In summary, by making the links among flood knowledge, assumptions and choices more explicit, MCDSS increases stakeholder satisfaction, saves lives, and reduces flood management costs, thereby increasing decision‐making effectiveness, efficiency and transparency.  相似文献

DOI: 10.1111/j.1752-1688.2009.00409.x Abstract: Coastal regions such as the Gaza Strip of Palestine with limited freshwater supply suffer significantly due to the rapid depletion of water levels, seawater intrusion, and increased water demands. In such regions, use of treated wastewater (TWW) is a viable option if public health issues are addressed. The goal of this paper is to address the use of TWW in agriculture while considering net benefit, economic efficiency of water use (EEWU), environmental goals, and public health risks. The proposed methodology considers public health risk assessment and multi-criteria decision analysis to assess the beneficial use of TWW in agriculture. The methodology was demonstrated for the Gaza Strip. The health risk assessment suggests that increasing the elapsed time between irrigation and consumption and switching from surface to sprinkler and drip irrigation are practical measures to reduce public health risks. The optimization and decision analyses show that proper allocation of freshwater and TWW and distribution of land area by crop type can significantly increase the net benefit and EEWU. In most cases, net benefit increased by 44%, groundwater use reduced 29% while increasing the EEWU by threefold compared with the existing conditions. The multi-criteria decision analysis with weighted goal programming can develop flexible management options that considers a given decision-maker preference. When groundwater abstraction for agriculture reduced from 57 to 36 Mm3 as per decision analysis, the corresponding area below mean sea level decreased by 58% indicating significant aquifer recovery.  相似文献

The Suzhou Creek Rehabilitation Project (SCRP) is one of the largest water-related environmental rehabilitation schemes ever undertaken in the vicinity of Shanghai, China. This paper details the development and application of a River Environmental Decision Support System (REDSS) for scientific planning and decision-making on the Suzhou Creek project, and illustrates the flexibility of the REDSS framework. We developed the following components: (1) a GIS-based analysis employing Component technology; (2) a "data mart" for multi-dimensional, multi-level, integrated, dynamic, and flexible data querying; and (3) a set of hydrodynamic and water quality models which can simulate complex tidal river networks. In addition, we detail how a water quality assessment model is embedded into the REDSS by employing an Identification Index Method. With the REDSS, all GIS and non-GIS components are integrated seamlessly and data from different sources can be queried simultaneously. This allows for various scenarios to be simulated and analyzed in advance to predict and assess the effects of proposed engineering and management measures. Generated information can thus support effective decisions. All operations of the REDSS can be implemented conveniently through user-friendly interfaces. The function of the REDSS framework is demonstrated through an application to Suzhou Creek. Because the REDSS characteristics are quite general, it may be applied in different geographic regions.  相似文献

We present a decision support framework for science-based assessment and multi-stakeholder deliberation. The framework consists of two parts: a DPSIR (Drivers–Pressures–States–Impacts–Responses) analysis to identify the important causal relationships among anthropogenic environmental stressors, processes, and outcomes; and a Decision Landscape analysis to depict the legal, social, and institutional dimensions of environmental decisions. The Decision Landscape incorporates interactions among government agencies, regulated businesses, non-government organizations, and other stakeholders. It also identifies where scientific information regarding environmental processes is collected and transmitted to improve knowledge about elements of the DPSIR and to improve the scientific basis for decisions. Our application of the decision support framework to coral reef protection and restoration in the Florida Keys focusing on anthropogenic stressors, such as wastewater, proved to be successful and offered several insights. Using information from a management plan, it was possible to capture the current state of the science with a DPSIR analysis as well as important decision options, decision makers and applicable laws with a the Decision Landscape analysis. A structured elicitation of values and beliefs conducted at a coral reef management workshop held in Key West, Florida provided a diversity of opinion and also indicated a prioritization of several environmental stressors affecting coral reef health. The integrated DPSIR/Decision landscape framework for the Florida Keys developed based on the elicited opinion and the DPSIR analysis can be used to inform management decisions, to reveal the role that further scientific information and research might play to populate the framework, and to facilitate better-informed agreement among participants.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00552.x Abstract: In this paper, we present a risk analysis and management process designed for use in water resources planning and management under climate change. The process incorporates climate information through a method called decision‐scaling, whereby information related to climate projections is tailored for use in a decision‐analytic framework. The climate risk management process begins with the identification of vulnerabilities by asking stakeholders and resource experts what water conditions they could cope with and which would require substantial policy or investment shifts. The identified vulnerabilities and thresholds are formalized with a water resources systems model that relates changes in the physical climate conditions to the performance metrics corresponding to vulnerabilities. The irreducible uncertainty of climate change projections is addressed through a dynamic management plan embedded within an adaptive management process. Implementation of the process is described as applied in the ongoing International Upper Great Lakes Study.  相似文献

A simulation-based interval quadratic waste load allocation (IQWLA) model was developed for supporting river water quality management. A multi-segment simulation model was developed to generate water-quality transformation matrices and vectors under steady-state river flow conditions. The established matrices and vectors were then used to establish the water-quality constraints that were included in a water quality management model. Uncertainties associated with water quality parameters, cost functions, and environmental guidelines were described as intervals. The cost functions of wastewater treatment units were expressed in quadratic forms. A water-quality planning problem in the Changsha section of Xiangjiang River in China was used as a study case to demonstrate applicability of the proposed method. The study results demonstrated that IQWLA model could effectively communicate the interval-format uncertainties into optimization process, and generate inexact solutions that contain a spectrum of potential wastewater treatment options. Decision alternatives can be generated by adjusting different combinations of the decision variables within their solution intervals. The results are valuable for supporting local decision makers in generating cost-effective water quality management strategies.  相似文献

ABSTRACT: The Ecosystem Management (EM) process belongs to the category of Multi‐Criteria Decision Making (MCDM) problems. It requires appropriate decision support systems (DSS) where “all interested people” would be involved in the decision making process. Environmental values critical to EM, such as the biological diversity, health, productivity and sustainability, have to be studied, and play an important role in modeling the ecosystem functions; human values and preferences also influence decision making. Public participation in decision and policy making is one of the elements that differentiate EM from the traditional methods of management. Here, a methodology is presented on how to quantify human preferences in EM decision making. The case study of the National Park of River Nestos Delta and Lakes Vistonida and Ismarida in Greece, presented as an application of this methodology, shows that the direct involvement of the public, the quantification of its preferences and the decision maker's attitude provide a strong tool to the EM decision making process. Public preferences have been given certain weights and three MCDM methods, namely, the Expected Utility Method, Compromise Programming and the Analytic Hierarchy Process, have been used to select alternative management solutions that lead to the best configuration of the ecosystem and are also socially acceptable.  相似文献

The implementation of groundwater remediation strategies in contaminated areas includes not only a cost-benefit analysis and an environmental risk assessment but also another type of study called compatibility analysis. A compatibility analysis targets the interactions between remediation technologies and site characteristics, such as the types of active contaminants and their concentrations, soil composition and geological features, etc. The purpose of this analysis is to identify the most compatible remediation plan for the contaminated site. In this paper, we introduce a decision support system for the prioritization of remediation plans based on their estimated compatibility index. As this model receives data in terms of linguistic judgments and experts' opinions, we use fuzzy sets theory to deal with these uncertainties. First, we break down the concept of compatibility into the measurable factors. Then by using a multiple-attribute decision-making (MADM) outline, we compute a factorial, regional and overall compatibility indicator for each plan. Finally, by comparing these generated indicators, we rank the remediation policies.  相似文献

A relative significance factor (f i ) of an impact category is the external weight of the impact category. The objective of this study is to propose a systematic and easy-to-use method for the determination of f i . Multiattribute decision-making (MADM) methods including the analytical hierarchy process (AHP), the rank-order centroid method, and the fuzzy method were evaluated for this purpose. The results and practical aspects of using the three methods are compared. Each method shows the same trend, with minor differences in the value of f i . Thus, all three methods can be applied to the determination of f i . The rank order centroid method reduces the number of pairwise comparisons by placing the alternatives in order, although it has inherent weakness over the fuzzy method in expressing the degree of vagueness associated with assigning weights to criteria and alternatives. The rank order centroid method is considered a practical method for the determination of f i because it is easier and simpler to use compared to the AHP and the fuzzy method.  相似文献

Mowing is commonly implemented to Artemisia tridentata ssp. wyomingensis (Beetle & A. Young) S.L. Welsh (Wyoming big sagebrush) plant communities to improve wildlife habitat, increase forage production for livestock, and create fuel breaks for fire suppression. However, information detailing the influence of mowing on winter habitat for wildlife is lacking. This information is crucial because many wildlife species depended on A. tridentata spp. wyomingensis plant communities for winter habitat and consume significant quantities of Artemisia during this time. Furthermore, information is generally limited describing the recovery of A. tridentata spp. wyomingensis to mowing and the impacts of mowing on stand structure. Stand characteristics and Artemisia leaf tissue crude protein (CP), acid detergent fiber (ADF), and neutral detergent fiber (NDF) concentrations were measured in midwinter on 0-, 2-, 4-, and 6-year-old fall-applied mechanical (mowed at 20 cm height) treatments and compared to adjacent untreated (control) areas. Mowing compared to the control decreased Artemisia cover, density, canopy volume, canopy elliptical area, and height (P < 0.05), but all characteristics were recovering (P < 0.05). Mowing A. tridentata spp. wyomingensis plant communities slightly increases the nutritional quality of Artemisia leaves (P < 0.05), but it simultaneously results in up to 20 years of decrease in Artemisia structural characteristics. Because of the large reduction in A. tridentata spp. wyomingensis for potentially 20 years following mowing, mowing should not be applied in Artemisia facultative and obligate wildlife winter habitat. Considering the decline in A. tridentata spp. wyomingensis-dominated landscapes, we caution against mowing these communities.  相似文献

The reestablisment of autochthonous plant species is an essential strategy for recovering degraded areas under semiarid conditions. A field experiment was carried out to assess the short-term effect of two reafforestation methods involving mycorrhizal inoculation and compost addition on soil quality parameters and Rhamnus lycioides seedling growth. The nutrient content (NPK) and enzymatic activities (dehydrogenase, urease, protease-BAA, acid phosphatase and β-glucosidase) increased and bulk density decreased in the rhizosphere soil with the organic amendment. Biomass C of rhizosphere soil increased by at least 240% with respect to the control soil after mycorrhizal inoculation and the combination of compost addition + mycorrhizal inoculation. Both mycorrhizal inoculation and composted organic residue addition increased R. lycioides seedling growth in the same proportion. In the short term, we conclude that the application of both reafforestation methods not only enhances the establishment of R. lycioides seedlings, but also improves soil quality.  相似文献

ABSTRACT: Warm summer stream temperatures due to low flows and high air temperatures are a critical water quality problem in many western United States river basins because they impact threatened fish species’habitat. One way to alleviate this problem is for local and federal organizations to purchase water rights to be used to increase flows, hence decrease temperatures. Presented is a Decision Support System (DSS) that can be used in an operations mode to effectively use water acquired to mitigate warm stream temperatures. The DSS uses a statistical model for predicting daily stream temperatures and a rule‐based module to compute reservoir releases. Water releases are calculated to meet fish habitat temperature targets based on the predicted stream temperature and a user specified confidence of the temperature predictions. Strategies that enable effective use of a limited amount of water throughout the season have also been incorporated in the DSS. The utility of the DSS is demonstrated by an example application to the Truckee River near Reno, Nevada, using hypothetical operating policy and 1988 through 1994 inflows. Results indicate that the DSS could substantially reduce the number of target temperature violations (i.e., stream temperatures exceeding the target temperature levels detrimental to fish habitat).  相似文献

For sustainable wastewater management, it is essential to consider social, environmental, geological and technical features as well as economic feature in the decision-making process. A limitation of many of the earlier works on wastewater management is that they take into account only financial criteria to make a decision for a given problem. Moreover, the decision-makers’ (DMs) attitude to risk, or optimism degree, when faced with uncertainty is not considered. In this paper, we study the application of risk-based multi-attribute decision-making (RB-MADM) methods to achieve sustainable wastewater management. Consideration of uncertainty, value tradeoffs, and different risk attitudes of decision makers are the important features of the developed methodology. A case study on the Iranian city of Niasar is presented to illustrate how this methodology can be applied to select the most preferred alternative for wastewater management among a set of options. The most preferred option is selected with respect to nine attributes under different optimism/pessimism degrees, using six different MADM methods. The results show that the ranking of options is sensitive to the optimism degree of the DMs. The proposed approach may help policy makers to achieve sustainable wastewater management.  相似文献

ABSTRACT: The determination of optimum reservoir operating rules for reservoirs with multiple conflicting objectives is still a difficult task - despite many publications in this field. In this paper a three-step Multi Objective Decision Making (MODM) method is presented, the emphasis of which is placed on the necessity to make the work easy for the decision maker, which many MODM techniques fail to achieve. The method is applied to the development of a compromise optimum operating rule for a multi-purpose reservoir. In the first step of the method stochastic DP is chosen which is combined with the “weighting method” allowing combination of various objectives into one objective function. By systematically varying the weights for the objectives a large number of pareto optimum reservoir operating rules is generated. In the second step of the method the performance of all these operating rules is tested with the aid of a model simulating reservoir operation. The results are statistically analyzed and the reliabilities for attaining the various objectives are computed. The third step of the model applies another MODM technique which allows the decision maker - in a computer dialog - to select his optimum reservoir operating rule from the large number of pareto optimum solutions generated in step 1. Here he can specify his preferences for the various objectives. For this purpose two alternative MODM techniques are offered: Compromise Programming and the SEMOPS method. Their performance is shown along with the generation and selection of operating rules for the multi-objective Wupper reservoir system in Germany.  相似文献

ABSTRACT: Water quality issues in agriculture are growing in importance. A common theme is the provision of better information to decision makers. This study reports the trial of a prototype decision support system by the U.S. Department of Agriculture Natural Resources Conservation Service and the Agricultural Research Service in the NRCS Harrison County Field Office in 1998. Observed data collected at the Deep Loess Research Station (DLRS) near Treynor, Iowa, were extrapolated using a modified GLEAMS field scale simulation model that included a nitrogen leaching component and a crop growth component. An accounting tool was used to convert crop yield estimates into crop budgets. A model interface was built to specify the climate, soil, and topography of the field, as well as the management scenarios for the alternative management systems. For the Deep Loess Hills area of Harrison County, a total of six soil and slope groups, with 66 total combinations of management practices forming management systems, were defined and simulated based on previously calibrated data from DLRS. A multi‐objective decision support system, the Water Quality Decision Support System, or WQDSS, was used to examine the tradeoffs in a comprehensive set of variables affected by alternative management systems with farmers in Harrison County. The study concluded that a multiobjective decision support system should be developed to support conservation planning by the NRCS. Currently, a larger scale effort to improve water quality decision making is underway.  相似文献
