Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

Spatial systems approach to sustainable development: A conceptual framework   总被引:9,自引:0,他引:9  
Even though “sustainable development” seems to have emerged as the development paradigm of the 1990s, a great deal of vagueness still surrounds the meaning, definition, and theoretical underpinnings of the concept. There is also a general lack of emphasis on the spatial dimension of sustainable development when developing relevant conceptual or environmental accounting frameworks. In clarifying the concept, this article proposes a definition that explicitly incorporates the temporal as well as the spatial dimension of sustainability. It also develops a logically consistent conceptual framework for the analysis and evaluation of sustainable development, following a spatial systems approach. Five interconnected aspatial subsystems or subsets of a spatial system are identified and their respective operational dimensions discussed. A proposed composite index calleddegree of stainable development (DSD) and its five component indicators are also outlined. The difficulties involved in operationalizing the DSD measure and the conceptual framework are noted, and the various tasks that need to be undertaken in this regard are specified. It is concluded that future research utilizing the proposed conceptual framework should not only foster the development of appropriate methodologies for the comparative evaluation of sustainable development at global, national, or regional scales, but also offer insights to appropriate decision makers at various levels regarding available options and alternative actions for the healthy development of their respective societies.  相似文献

Yellow starthistle (Centaurea solsitialis L.) is an invasive weed that creates problems for the management of Idaho's rangelands. A bioeconomic approach combined with an input-output economic model is used to estimate direct and secondary economic costs of the weed in relation to its interference with agricultural and non-agricultural benefits that rangelands provide. Direct economic costs of the infestations were estimated to be of 8.2 million '05 dollars per year, and secondary costs of 4.5 million '05 dollars per year, for a total of 12.7 million '05 dollars; agricultural related economic impacts accounted for 79% of this total cost, and non-agricultural for 21%.  相似文献

The impact of the management of packaging waste on the environment, economic growth and job creation is analyzed in this paper. This integrated assessment intends to cover a gap in the literature for this type of studies, using the specific case study of the Portuguese packaging waste management system (SIGRE).The net environmental benefits associated with the management of packaging waste, are calculated using the Life Cycle Assessment methodology. The results show that, for the categories studied, the impacts associated to SIGRE's various activities are surpassed by the benefits associated to material and energy recovery, with special focus on recycling. For example, in 2011 SIGRE avoided the emission of 116 kt CO2 equiv. – the equivalent carbon emission of the electricity consumption of 124.000 households in Portugal.The economic impact of SIGRE is evaluated through Input–Output Analysis. It was found that SIGRE's activities also have a significant economic impact. For example, their added value are ranked amongst the upper third of the economic activities with highest multiplier effect at national level: this means that for each Euro of value added generated within SIGRE, 1.25 additional € are added to the rest of the economy (multiplier effect of 2.25).Regarding the social impacts of SIGRE, the number of direct jobs associated with the system is estimated to be more than two thousand and three hundred workers. Out of these, 83% are connected to the management of municipal waste packaging (selective collection and sorting), 15% are connected to the management of non-municipal packaging waste and only 2% are connected to the Sociedade Ponto Verde (SPV, green dot society in English) – the management entity responsible for SIGRE.In general terms, the results obtained provide quantitative support to the EEA (2011) suggestion that moving up the waste hierarchy – from landfilling to recycling – creates jobs and boosts the economy.  相似文献

This paper presents a bioeconomic model for two agents, a cattle rancher and a non-rancher, with interdependencies between their individual effort of invasive weed management and profitability. Dynamic simulations allow us to find numerically the optimal effort of weed control over a 5-year time horizon under a variety of beginning infestation levels. In a base-case scenario without governmental cost-share of control costs, we find that efforts to control the weed are not profitable. The base-case scenarios also indicate that grazing contributes to giving the invasive weed a competitive edge. A second series of simulations include incentive payments for weed control which are set at the minimum level required to have a net positive impact on the rancher's profitability. From these simulations, we find that the level of infestation impacts the size of the incentive necessary to get the agent to control the weeds and that the incentive payments impact the level of effort of the rancher. In addition, results reveal that the higher incentive payments for lower levels of weed infestations reduce the total cumulative incentive payments over time. Efficient policies directed towards management of invasive weeds may need to be adjusted for each individual case.  相似文献

This paper gives an overview of the contributions of natural resources and the challenges facing the natural resource sectors. It contributes a series of proposals on the planning and management of natural resources. A simulation model was developed to describe linkages among fish food web, nutrient cycling, and contaminant processes in the southern basin of Lake Michigan. The model was used to examine possible effects of management actions and an exotic zooplankter (Bythotrephes) on Lake Michigan food web and contaminant dynamics. The model predicts that contaminant concentrations in salmonines will decrease by nearly 20% ifBythotrephes successfully establishes itself in the lake. The model suggests that this decrease will result from lowered transfer efficiencies within the food web and increased flux of contaminants to the hypolimnion. The model also indicates that phosphorus management will have little effect on contaminant concentrations in salmonines. The modeling exercise helped identify weaknesses in the data base (e.g., incomplete information on contaminant loadings and on the biomass, production, and ecological efficiencies of dominant organisms) that should be corrected in order to make reliable management decisions.  相似文献

This article develops a decision-making framework for environmental management that integrates technical, economic, political and legal, and ethical decision levels. It attempts to show how these decision levels can be ordained, integrated and interconnected and postulates a hierarchic concentric sphere system that proposes an environmental management model for long-term solutions. This model can be used as a check list for environmental management decision-making and also as a guide for environmental conflict resolution where environmental problems necessitate several levels of decision making. It integrates various environmental ethical positions and evaluates political decisions into a comprehensive, broadly applicable multidisciplinary approach. The objective of this decision-making model is to interconnect into a simplified sequence different levels of environmental management processes in order to account for sustainability, efficacy, efficiency and the acceptability of environmental management processes in the long term. This is done by observing when an environmental problem needs to be solved within a certain sphere of solutions and when it requires wider frameworks, how these can be established and how this process proves that solidarity is the widest and most reasonable sphere.  相似文献

This paper develops an integrated framework to evaluate land suitability for wind farm siting that combines multi-criteria analysis (MCA) with geographical information systems (GIS); an application of the proposed framework for the island of Lesvos, Greece, is further illustrated. A set of environmental, economic, social, and technical constraints, based on recent Greek legislation, identifies the potential sites for wind power installation. Furthermore, the area under consideration is evaluated by a variety of criteria, such as wind power potential, land cover type, electricity demand, visual impact, land value, and distance from the electricity grid. The pair-wise comparison method in the context of the analytic hierarchy process (AHP) is applied to estimate the criteria weights in order to establish their relative importance in site evaluation. The overall suitability of the study region for wind farm siting is appraised through the weighted summation rule. Results showed that only a very small percentage of the total area of Lesvos could be suitable for wind farm installation, although favourable wind potential exists in many more areas of the island.  相似文献

Strategies for beneficial use of biosolids in New Zealand and elsewhere are currently focused primarily on land application. The long-term success of these and other strategies is dependent not only on technical factors, but also on their environmental, economic, social and cultural sustainability. This paper briefly reviews the situation with respect to biosolids management in New Zealand, where land application is not yet widespread; the rise in public opposition to land application in the United States; and the biosolids industry's approach to public engagement. We argue that, at least until recently, the industry has misinterpreted the nature and meaning of public opposition and thus substituted public relations for public engagement. We argue that genuine public engagement is necessary and that its purpose cannot be to gain public acceptance for an already-decided-upon strategy. It therefore calls for humility among biosolids managers, including a willingness to open up the framing of 'the problem', to acknowledge areas of uncertainty, and to recognise the role of values in 'technical' decision-making. We then present and analyse an example of the use of the scenario workshop process for public participation in biosolids management policy in Christchurch, New Zealand, and conclude that scenario workshops and related methods represent an opportunity to enhance sustainable waste management when certain conditions are met.  相似文献

This paper discusses common organizational problems that cause inadequate planning and implementation processes of endangered species recovery across biologically dissimilar species. If these problems occur, even proven biological conservation techniques are jeopardized. We propose a solution that requires accountability in all phases of the restoration process and is based on cooperative input among government agencies, nongovernmental conservation organizations, and the academic community. The first step is formation of a task-oriented recovery team that integrates the best expertise into the planning process. This interdisciplinary team should be composed of people whose skills directly address issues critical for recovery. Once goals and procedures are established, the responsible agency (for example, in the United States, the US Fish and Wildlife Service) could divest some or all of its obligation for implementing the plan, yet still maintain oversight by holding implementing entities contractually accountable. Regular, periodic outside review and public documentation of the recovery team, lead agency, and the accomplishments of implementing bodies would permit evaluation necessary to improve performance. Increased cooperation among agency and nongovernmental organizations provided by this model promises a more efficient use of limited resources toward the conservation of biodiversity.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Integrated solutions are needed for sustainable management of risks posed by recreational boats to coastal water quality and ecosystems. Fouling organisms roughen vessel hull surfaces, creating friction that slows sailboats and increases fuel consumption by powerboats. Hull fouling control strategies for recreational boats that are stored in the water may include antifouling hull paints, newer alternative hull coatings, periodic in-water hull cleaning, and excluding propagules by surrounding the boat with a slip liner or raising it above water on a lift. Copper discharged to harbor waters from antifouling paints via passive leaching and in-water hull cleaning may elevate dissolved copper levels above government standards. Invasive species carried among boat-hull fouling organisms may be introduced as boats move among coastal areas. Some of these species tolerate copper in antifouling paints and copper-polluted harbor waters. Policy development must consider supply-side capacity, as well as economic and environmental sustainability, in managing these issues. This paper presents a supply-side evaluation useful in developing policies to co-manage water quality and invasive species risks for recreational boats navigating along the coasts of California, the Baja California peninsula and California's Sacramento-San Joaquin Delta. Supply-side perspectives on services, materials, costs, and boat owner behaviors, such as residence and travel patterns, awareness of hull-coating choices and selection of hull coatings, are determined. Analyses include evaluation of risks, risk management capacity and costs, and role of education in risk management. The issues raised are broadly applicable, as they are appearing on research and policy agendas in diverse coastal areas.  相似文献

This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries.  相似文献

High-quality food and general good health are fundamental needs that have to be satisfied if society is to attain a high standard of living. Accordingly, a great deal of effort is expended in order to guarantee a high quality of food and ensure healthy living conditions. Among other things, these efforts entail massive substance flows. Significant substance flows are connected with the production and consumption of food and can be regarded from an economic, social, or environmental point of view. Substance flows are a part of both nature and the anthroposphere. This study demonstrates that food production at present is not linked to societal issues of production and sustainability; rather, it shows that a systematic approach and an analysis of issues and measures to be taken are required. This interconnectedness can be described as a timescape, in analogy to a landscape. For proper orientation in a landscape, a map is helpful, especially in combination with a compass. In the same way, we need a temporal orientation. Time scales serve as a compass to give orientation. A complete temporal analysis that includes all relevant temporalities provides the information that is encoded in a map. What has to be learned and exercised is the reading of such temporal maps. One method of doing this is temporal impact analysis (TIA). Temporal impact analysis brings issues that are not normally focused on into the foreground. It allows a better understanding of the implications of certain substance flows and the measures necessary for their management, and it provides an opportunity to develop a more sustainable management of substance flows.  相似文献

Maritime shipping has two vectors of spreading marine invasive species: ballast water inside the ship and biofouling on the hulls outside the ship. While some attention has focused on ballast water, virtually none is focused on biofouling. This paper offers a quantitative analysis of economic incentives for shippers and regulating ports to address both pollution vectors. The strategies to address the vectors are induced by incentive mechanisms involving liability, subsidies and taxes. Results show these offer ample incentives in order to truly foster abatement of both vectors. Data from North America's Pacific coast is included in the analysis.  相似文献

Large geographic areas can have numerous incipient invasive plant populations that necessitate eradication. However, resources are often deficient to address every infestation. Within the United States, weed lists (either state-level or smaller unit) generally guide the prioritization of eradication of each listed species uniformly across the focus region. This strategy has several limitations that can compromise overall effectiveness, which include spending limited resources on 1) low impact populations, 2) difficult to access populations, or 3) missing high impact populations of low priority species. Therefore, we developed a novel science-based, transparent, analytical ranking tool to prioritize weed populations, instead of species, for eradication and tested it on a group of noxious weeds in California. For outreach purposes, we named the tool WHIPPET (Weed Heuristics: Invasive Population Prioritization for Eradication Tool). Using the Analytic Hierarchy Process that included expert opinion, we developed three major criteria, four sub-criteria, and four sub-sub-criteria, taking into account both species and population characteristics. Subject matter experts weighted and scored these criteria to assess the relative impact, potential spread, and feasibility of eradication (major criteria) for 100 total populations of 19 species. Species-wide population scores indicated that conspecific populations do not necessarily group together in the final ranked output. Thus, priority lists based solely on species-level characteristics are less effective compared to a blended prioritization based on both species attributes and individual population and site parameters. WHIPPET should facilitate a more efficacious decision-making process allocating limited resources to target invasive plant infestations with the greatest predicted impacts to the region under consideration.  相似文献

Formulation of effective sustainability indicators for national assessment demands a comprehensive understanding of the utilisation, diffusion and dissemination of information in policy processes. To illustrate the dynamic of sustainability assessment within the context of policy processes, this paper uses a case study of national sustainability indicators development in Malaysia. Subsequently, this paper ascribes the limited achievement of national sustainability assessment in Malaysia to four types of constraints: meta-policy issues; technical capacities; communication concerns; and the inherent knowledge gaps within the indicator developer community vis-a-vis their theoretical limitations. It is proposed that such constraints will be encountered in many countries. Drawing from the literature on public policy, this paper outlines a framework for investigating indicator behaviour within policy processes based on well-established concepts such as knowledge utilisation and policy learning. I conclude this paper by elaborating on the corresponding future challenges that must be addressed before effective integration of sustainability indicators within policy systems can occur.  相似文献
