The impacts of climate change on the risk of natural disasters   总被引:4,自引:0,他引:4

Human emissions of greenhouse gases are already changing our climate. This paper provides an overview of the relation between climate change and weather extremes, and examines three specific cases where recent acute events have stimulated debate on the potential role of climate change: the European heatwave of 2003; the risk of inland flooding, such as recently in Central Europe and Great Britain; and the harsh Atlantic hurricane seasons of 2004 and 2005. Furthermore, it briefly assesses the relation between climate change and El Ni?o, and the potential of abrupt climate change. Several trends in weather extremes are sufficiently clear to inform risk reduction efforts. In many instances, however, the potential increases in extreme events due to climate change come on top of alarming rises in vulnerability. Hence, the additional risks due to climate change should not be analysed or treated in isolation, but instead integrated into broader efforts to reduce the risk of natural disasters.  相似文献

Bangladesh experienced one of the worst floods in recorded history in 1998. This paper focuses on the needs and coping strategies of the urban poor in Dhaka City, which had been very badly affected. The city's roads were completely under water, and most areas were water-logged with drainage and sewage systems blocked. Rising water levels compelled many slum dwellers to move to temporary shelters and relief camps. Women and children were the worst affected. The lack of sanitation facilities and privacy forced women and children to defecate in their own homes. There was an acute scarcity of safe drinking-water, and food prices rose dramatically. Diarrhoea, fever and colds were the most common illnesses affecting the poor. The floods left many of them unemployed, and in some families, the result was increased tension and incidents of domestic violence. In some areas, members felt pressured to repay micro-credit loans. Most NGOs, however, suspended loan repayments. During this period, a committee was set up to co-ordinate and work towards addressing some of the main post-flood problems.  相似文献

For generations, cyclones and tidal surges have frequently devastated lives and property in coastal and island Bangladesh. This study explores vulnerability to cyclone hazards using first‐hand coping recollections from prior to, during and after these events. Qualitative field data suggest that, beyond extreme cyclone forces, localised vulnerability is defined in terms of response processes, infrastructure, socially uneven exposure, settlement development patterns, and livelihoods. Prior to cyclones, religious activities increase and people try to save food and valuable possessions. Those in dispersed settlements who fail to reach cyclone shelters take refuge in thatched‐roof houses and big‐branch trees. However, women and children are affected more despite the modification of traditional hierarchies during cyclone periods. Instinctive survival strategies and intra‐community cooperation improve coping post cyclone. This study recommends that disaster reduction programmes encourage cyclone mitigation while being aware of localised realities, endogenous risk analyses, and coping and adaptation of affected communities (as active survivors rather than helpless victims).  相似文献

Several researchers have examined the role of microfinance institutions (MFIs) in poverty alleviation, but the part that they play in disaster risk reduction remains unaddressed. Through an empirical study of Hatiya Island, one of the most vulnerable coastal communities of Bangladesh, this research evaluates perceptions of MFI support for the disaster risk reduction, response, and recovery process. The findings reveal no change in relation to risk reduction and income and occupation aspects for more than one‐half of the clients of MFIs. In addition, only 26 per cent of them have witnessed less damage as a result of being members of MFIs. One can argue, though, that the longer the membership time period the better the disaster preparedness, response, and recovery process. The outcomes of this study could help to guide the current efforts of MFIs to enhance the ability of coastal communities to prepare for and to recover from disasters efficiently and effectively.  相似文献

近年来,在国际上日益重视防灾减灾的背景下,脆弱性研究已成为灾害学研究的主题并逐渐融入社会可持续发展策略。在回顾国内外灾害脆弱性研究发展的基础上,阐述了脆弱性的基本内涵,探究了自然灾害脆弱性的基本构成,并对灾害研究领域中容易混淆的危险性、脆弱型、风险、易损性与恢复力等概念进行了辨析。研究归纳总结了开展脆弱性评估的5种经典模式,风险-灾害(RH)模式、压力释放(PAR)模式、政治经济模式、基于区域的综合脆弱性模式和恢复力模式。并且指出,自然灾害研究领域的脆弱性评估应主要基于历史数据、指标体系和实际调查的灾损率曲线。从发展趋势来看,脆弱性研究正日益着重多领域合作、多对象细化和除指标体系外多种方法的综合应用,旨在从人类社会本身找出灾难根源,为灾害保险和政府决策提供有效指导。  相似文献

This paper reports on research work performed for Floodsite a European Community-funded project on the social aspects of vulnerability in the Adige/Sarca river basin of the Trentino-Alto Adige region, Italy. It identifies some limitations to the use of a fixed set of indicators, which fail to account for either local peculiarities or the intangible aspects that contribute to the shaping of social vulnerability. The authors employed a number of methods to investigate the opinions of professionals and residents on risk and safety, distinguishing between the individual and the institutional components of social vulnerability. Adopting a systemic perspective, they explored the interactions between these two elements, showing how they may give rise to unexpected phenomena. The 'safety paradox' and the 'efficiency paradox' are discussed, emerging when increased protection provided by structural devices and dedicated institutions translates into a lack of awareness and agency on the part of residents.  相似文献

The paper outlines a concept and proposal for the formation of ‘community based adaptation committees’ (CBACs) at the micro-level, and it explains how such local committees would act with respect to the existing organisation of disaster management in Bangladesh. It examines how the CBACs would be sustained locally without colliding with the present system of government. The main objective of this is to identify how the CBACs could act independently as per local demands, without any conflict with the existing system, in order to ensure sustainable adaptation in future. To achieve these objectives the author conducted interviews with key informants at both local and national levels, and also conducted eight participatory rapid appraisal sessions at eight coastal communities. The author finds that severe corruption is impeding the existing system of relief and rehabilitation at community levels. The paper emphasises that the government of Bangladesh urgently needs to formulate a national adaptation policy, and that within that policy the concept of CBACs at community level should be prioritised. This would provide the government with guidelines for the use, at community level, of adaptation funds from developed countries in order to reduce future vulnerability in Bangladesh.  相似文献

This article explores the relationship between microcredit and vulnerability reduction for women-headed households in'multiple disasters'. Here multiple disasters are understood as disasters that occur in one specific place and cause severe devastation. The case study covers the super-cyclone in 1999, floods in 2001 and 2003, and drought in 2002 in Orissa, India. The study entailed eight months fieldwork and interviews with several governmental and non-governmental officials and 12 women-headed households from different social castes. The findings suggest that microcredit is a useful tool to replace women's livelihood assets that have been lost in multiple disasters. But inefficient microcredit delivery can cause microdebts and exacerbate caste, class and gender inequalities. It is posited that microcredit delivery cannot achieve vulnerability reduction for women in multiple disasters unless it is complemented by effective financial services, integrated policy planning and disaster management between government, non-governmental organisations and the community.  相似文献

The 1978–1979 drought in Bangladesh affected three crop seasons, reducing rice production by an estimated two million tons. Rainfall deficiency varied regionally and locally, and drought effects varied with soils, crops and management. Farmers used new practices such as irrigation of crops normally grown rainfed, cultivation of famine millets, and – when rain eventually fell – transplanting crops that normally are direct seeded (including replanting to fill gaps in drought-affected fields). Crop rotations also were adjusted to compensate for crop losses or late planting and to take advantage of reduced flood-levels or changed market prices. The various and location-specific responses by farmers provide useful lessons for planners and administrators in a disaster-prone country: production plans and programmes must be flexible; relevant environmental factors, crop areas sown and crop condition must be closely monitored and the implications promptly assessed; and the farmers' repertoire of disaster-mitigating practices should be recorded so as to provide a basis for more pragmatic research, extension and development programmes. A method for monitoring and assessing rainfall is described.  相似文献

Studies on the impacts of hurricanes, tropical storms, and tornados indicate that poor communities of colour suffer disproportionately in human death and injury.(2) Few quantitative studies have been conducted on the degree to which flood events affect socially vulnerable populations. We address this research void by analysing 832 countywide flood events in Texas from 1997-2001. Specifically, we examine whether geographic localities characterised by high percentages of socially vulnerable populations experience significantly more casualties due to flood events, adjusting for characteristics of the natural and built environment. Zero-inflated negative binomial regression models indicate that the odds of a flood casualty increase with the level of precipitation on the day of a flood event, flood duration, property damage caused by the flood, population density, and the presence of socially vulnerable populations. Odds decrease with the number of dams, the level of precipitation on the day before a recorded flood event, and the extent to which localities have enacted flood mitigation strategies. The study concludes with comments on hazard-resilient communities and protection of casualty-prone populations.  相似文献

Past disasters have been well studied, but the challenge of using the findings to improve the management of future events remains a daunting task. This paper argues that there are new and complex disasters of which the state itself has become the main source, as reflected in the Horn of Africa. This region is characterised by increasing vulnerability owing to the alarming decline of democracy and the rise of authoritarianism. These new disasters are less researched because of the hazard of conducting fieldwork in such environments. However, there is mounting evidence to highlight the possibility of performing research in these settings, but not by employing traditional methods; rather, these tools may need to be customised for use. One key policy implication here is that donors may need to invest more money in analysing these new disasters and they may need to consider building and strengthening genuine partnerships between Northern and Southern research institutions  相似文献

ABSTRACT

Globally, fisheries are important economic resources and support many coastal communities, but the people that rely on fishing experience a range of environmental hazards. This research surveyed 300 fishing households on Kutubdia Island, Bangladesh, regarding their fishing activities and the conditions and perceptions of risk while fishing at sea. This is an artisanal fishery of small boats used for day trips, and larger but still simple boats used for multi-day trips farther offshore. Many households (62%) reported sickness or health problems while at sea. Medicine or first aid kits are carried by only 35% of the boats. Hazards encountered at sea included bad weather (69%), pirates (60%), unfriendly encounters with larger boats (20%), and engine failure (13%). The 300 households reported that 109 fishers had been lost at sea during the past 21 years. From this we estimate an annual death rate of 1335 per 100,000 fishers here, making it among the most dangerous in the world. Bangladesh needs a regulatory framework for its fisheries to include environmental, economic, political, cultural, and social components. Such a regulatory arrangement would support the Kutubdia fishers and should be incorporated into Bangladesh’s national policy for achieving its sustainability goals.  相似文献

This paper explores the experiences of female adolescents during the 1998 floods in Bangladesh, focusing on the implications of socio-cultural norms related to notions of honour, shame, purity and pollution. These cultural notions are reinforced with greater emphasis as girls enter their adolescence, regulating their sexuality and gender relationships. In Bangladeshi society, adolescent girls are expected to maintain their virginity until marriage. Contact is limited to one's family and extended relations. Particularly among poorer families, adolescent girls tend to have limited mobility to safeguard their 'purity'. This is to ensure that the girl's reputation does not suffer, thus making it difficult for the girl to get married. For female adolescents in Bangladesh, a disaster situation is a uniquely vulnerable time. Exposure to the unfamiliar environment of flood shelters and relief camps, and unable to maintain their 'space' and privacy from male strangers, a number of the girls were vulnerable to sexual and mental harassment. With the floods, it became difficult for most of the girls to be appropriately 'secluded'. Many were unable to sleep, bathe or get access to latrines in privacy because so many houses and latrines were under the water. Some of the girls who had begun menstruation were distressed at not being able to keep themselves clean. Strong social taboos associated with menstruation and the dirty water that surrounded them made it difficult for the girls to wash their menstrual cloths or change them frequently enough. Many of them became separated from their social network of relations, which caused them a great deal of anxiety and stress. Their difficulty in trying to follow social norms have had far-reaching implications on their health, identity, family and community relations.  相似文献

The devastating Bhola cyclone in November 1970 is credited with having triggered the political events that led to the division of Pakistan and the creation of Bangladesh in 1971. A callous response to the disaster by the Pakistani regime resulted in a landslide electoral victory for Bengali nationalists, followed by a bitter and bloody civil war. Yet, despite its political momentousness, the Bhola cyclone has been the subject of little political analysis. This paper examines the events, arguing that its extraordinary political significance put disaster management on the nationalist agenda; the famine of 1974 confirmed its centrality, producing a social contract to protect the population against disasters and subsistence crises on which the country's acclaimed resilience to the effects of climate change rests. The Bhola cyclone also drew international attention to this neglected, little‐known region, and in general can be seen as foundational for the subsequent developmental achievements of Bangladesh.  相似文献

This paper aims to contribute to the debate on the feasibility of the provision of micro flood insurance as an effective tool for spreading disaster risks in developing countries and examines the role of the institutional-organisational framework in assisting the design and implementation of such a micro flood insurance market. In Bangladesh, a private insurance market for property damage and livelihood risk due to natural disasters does not exist. Private insurance companies are reluctant to embark on an evidently unprofitable venture. Testing two different institutional-organisational models, this research reveals that the administration costs of micro-insurance play an important part in determining the long-term viability of micro flood insurance schemes. A government-facilitated process to overcome the differences observed in this study between the nonprofit micro-credit providers and profit-oriented private insurance companies is needed, building on the particular competence each party brings to the development of a viable micro flood insurance market through a public-private partnership.  相似文献

Crisis mapping is a legitimate component of both crisis informatics and disaster risk management. It has become an effective tool for humanitarian workers, especially after the earthquake in Haiti in 2010. Ushahidi is among the many mapping platforms on offer in the growing field of crisis mapping, and involves the application of crowdsourcing to create online and interactive maps of areas in turmoil. This paper presents the Crisis Map of the Czech Republic, which is the first such instrument to be deployed nationwide in Central Europe. It describes the methodologies used in the preparatory work phase and details some practices identified during the creation and actual employment of the map. In addition, the paper assesses its structure and technological architecture, as well as its potential possible development in the future. Lastly, it evaluates the utilisation of the Crisis Map during the floods in the Czech Republic in 2013.  相似文献

Migration is generally considered to be one of the primary responses to a natural disaster. The existing literature widely acknowledges the fact that disaster victims migrate from affected areas. This paper, though, provides empirical evidence of the non-occurrence of out-migration in the aftermath of the 14 April 2004 tornado in Bangladesh. Data collected from 291 respondents from eight tornado-affected villages suggest that no one from these locations migrated to other areas. The constant flow of disaster aid and its proper distribution by the government and non-governmental organisations (NGOs) were the main reasons why victims did not leave. This study contributes to the disaster literature by providing three important findings: disasters do not always create out-migration; emergency aid can compensate in monetary terms for damage caused by disasters; and some of the arguments made in the literature against the provision of emergency relief for disaster victims are not always valid for all countries.  相似文献

Business plays important roles in community functioning. 2 However, disaster research has been disproportionately focused on units of analysis such as families, households and government agencies. This paper synthesises the major findings within the business development research field and the disaster research field. It constructs a framework for evaluating business vulnerability to natural disasters. Our theoretical integration of the research conducted to date addresses five major issues. First, it defines the ways in which businesses are subject to the impacts of natural disasters. Second, it identifies the factors that determine the magnitude of business impacts after a disaster. Third, it identifies how and when businesses return to their pre-disaster level in the disaster stricken community. Fourth, it describes measures that can be taken by individual firms and community planners to reduce the impacts of environmental disasters. Fifth, it identifies needs for public policy and future research to reduce business vulnerability to environmental disasters.  相似文献

Imagine that a cyclone is coming, but that those living in the affected areas do nothing or too little to protect themselves. This is precisely what happened in the coastal state of Orissa, India. Individuals and communities living in regions where natural hazards are a part of daily life develop strategies to cope with and adapt to the impacts of extreme events. In October 1999, a cyclone killed 10,000 people according to government statistics, however, the unofficial death toll is much higher. This article examines why such a large loss of life occurred and looks at measures taken since then to initiate comprehensive disaster-preparedness programmes and to construct more cyclone shelters. The role of both governmental organisations and NGOs in this is critically analysed. The good news is that, based on an assessment of disaster preparedness during a small cyclone in November 2002, it can be seen that at community-level awareness was high and that many of the lessons learnt in 1999 were put into practice. Less positive, however, is the finding that at the state level collaboration continues to be problematic.  相似文献

This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad.  相似文献
