ABSTRACT: The implementation of various bioretention systems was analyzed, including rain gardens, vegetated swales, trenches, and infiltration basins in the St. Francis subdivision, Cross Plains, Wisconsin. Through the examination of archival data and interviews with key participants, it was found that although regulatory and political pressures encouraged the inclusion of bioretention, current standards for storm water management prevailed. The developers had to meet both existing requirements and anticipated rules requiring infiltration. As a result, bioretention systems simply supplemented, rather than replaced, traditional storm water practices. The confusion surrounding dual standards contributed to substantial delays in the negotiations among relevant stakeholders in the watershed. It is concluded that the St. Francis subdivision serves as both a cautionary tale and a bioretention success story. As a caution, this situation demonstrates the need for careful review and refinement of existing storm water ordinances to incorporate water quality improvement technologies, such as bioretention. The demonstrated success of the St. Francis development, however, is that it became a positive prototype for best management storm water practices elsewhere in the region. In addition, the water quality monitoring data from the site has contributed to development of a new county ordinance, the first in Wisconsin to address both quantity and quality of storm water runoff. 相似文献

Abstract: Phosphorus and sediment are major nonpoint source pollutants that degrade water quality. Streambank erosion can contribute a significant percentage of the phosphorus and sediment load in streams. Riparian land‐uses can heavily influence streambank erosion. The objective of this study was to compare streambank erosion along reaches of row‐cropped fields, continuous, rotational and intensive rotational grazed pastures, pastures where cattle were fenced out of the stream, grass filters and riparian forest buffers, in three physiographic regions of Iowa. Streambank erosion was measured by surveying the extent of severely eroding banks within each riparian land‐use reach and randomly establishing pin plots on subsets of those eroding banks. Based on these measurements, streambank erosion rate, erosion activity, maximum pin plot erosion rate, percentage of streambank length with severely eroding banks, and soil and phosphorus losses per unit length of stream reach were compared among the riparian land‐uses. Riparian forest buffers had the lowest streambank erosion rate (15‐46 mm/year) and contributed the least soil (5‐18 tonne/km/year) and phosphorus (2‐6 kg/km/year) to stream channels. Riparian forest buffers were followed by grass filters (erosion rates 41‐106 mm/year, soil losses 22‐47 tonne/km/year, phosphorus losses 9‐14 kg/km/year) and pastures where cattle were fenced out of the stream (erosion rates 22‐58 mm/year, soil losses 6‐61 tonne/km/year, phosphorus losses 3‐34 kg/km/year). The streambank erosion rates for the continuous, rotational, and intensive rotational pastures were 101‐171, 104‐122, and 94‐170 mm/year, respectively. The soil losses for the continuous, rotational, and intensive rotational pastures were 197‐264, 94‐266, and 124‐153 tonne/km/year, respectively, while the phosphorus losses were 71‐123, 37‐122, and 66 kg/km/year, respectively. The only significant differences for these pasture practices were found among the percentage of severely eroding bank lengths with intensive rotational grazed pastures having the least compared to the continuous and rotational grazed pastures. Row‐cropped fields had the highest streambank erosion rates (239 mm/year) and soil losses (304 tonne/km/year) and very high phosphorus losses (108 kg/km/year). 相似文献

Riparian ecosystems are designated for special protection from development and disturbance at Lake Tahoe. The Tahoe Regional Planning Agency (TRPA) required protection of Stream Environment Zones (SEZs) in its Regional Plan for the Lake Tahoe Basin in 1987. These zones are identified by the presence of key indicators such as the evidence of surface water flow, riparian vegetation, near‐surface ground water, designated floodplain, and alluvial soils. They are mapped on each potential building site and assigned a setback that is also off limits to building construction. The SEZs are protected to maintain their functions and values, including flood attenuation, water quality enhancement, and wildlife habitat. Strict regulations control use or disturbance of SEZs on public and private property throughout the watershed. The TRPA has set restoration targets to increase the acreage of naturally functioning SEZs in the Tahoe Basin. Many SEZ restoration projects have been designed and implemented, but SEZ restoration targets have not been met. More SEZ restoration projects are being designed and funded each year. Restoration designers would benefit from increased effectiveness monitoring of completed projects and Web‐based dissemination of monitoring results. 相似文献

DOI: 10.1111/j.1752-1688.2010.00422.x Abstract: Riparian forest buffers established according to accepted conservation practice standards have been recommended as one of the most effective tools for mitigating nonpoint source pollution. The midwestern United States is characterized by many kilometers of narrow, naturally occurring forests along streams. However, little is known about the relative effectiveness of these remnant forests compared with these newly established buffers. This study compared the ability of naturally occurring remnant forests with and without adjacent planted grass filters to buffer concentrated flow paths (CFPs) originating in crop fields along first- and second-order streams in three northeast Missouri watersheds. Remnant forests breached by runoff through CFPs were narrower than those that dispersed 100% of the CFPs. Remnant forests with adjacent grass buffers were nearly twice the width as those without grass filters. We also found that CFPs, which developed within remnant forests and at the base of in-field grass waterways, were potential sources of sediments to streams. Methods to mitigate these CFPs warrant further investigation. Our study suggests that although these natural remnant forests provide substantial buffering capacity, both improved management and/or the addition of an adjacent grass filter would improve water quality by reducing sediment loss to streams. Inferences can be used to inform the design and management of similar conservation buffer systems within the region. 相似文献

DOI: 10.1111/j.1752-1688.2010.00421.x Abstract: We monitored long-term water quality responses to the implementation of a three-zone Riparian Forest Buffer System (RFBS) in southeastern Pennsylvania. The RFBS, established in 1992 in a 15-ha agricultural (row crop) watershed, consists of: Zone 1, a streamside strip (∼10 m wide) of permanent woody vegetation for stream habitat protection; Zone 2, an 18- to 20-m-wide strip reforested in hardwoods upslope from Zone 2; and Zone 3, a 6- to 10-m-wide grass filter strip in which a level lip spreader was constructed. The monitoring design used paired watersheds supplemented by mass balance estimates of nutrient and sediment removal within the treated watershed. Tree growth was initially delayed by drought and deer damage, but increased after more aggressive deer protection (1.5 m polypropylene shelters or wire mesh protectors) was instituted. Basal tree area increased ∼20-fold between 1998 and 2006, and canopy cover reached 59% in 2006. For streamwater nitrate, the paired watershed comparison was complicated by variations in both the reference stream concentrations and in upslope groundwater nitrate concentrations, but did show that streamwater nitrate concentrations in the RFBS watershed declined relative to the reference stream from 2002 through the end of the study in early 2007. A subsurface nitrate budget yielded an average nitrate removal by the RFBS of 90 kg/ha/year, or 26% of upslope subsurface inputs, for the years 1997 through 2006. There was no evidence from the paired watershed comparison that the RFBS affected streamwater phosphorus concentration. However, groundwater phosphorus did decline within the buffer. Overland flow sampling of 23 storms between 1997 and 2006 showed that total suspended solids concentration in water exiting the RFBS to the stream was on average 43% lower than in water entering the RFBS from the tilled field. Particulate phosphorus concentration was lower by 22%, but this removal was balanced by a 26% increase in soluble reactive phosphorus so that there was no net effect on total phosphorus. 相似文献

Abstract: Guidelines for riparian vegetative shade restoration were developed using a theoretical model of total daily radiation received by a shaded stream. The model assumed stream shading by nontransmitting, vertical or overhanging, solid vegetation planes in infinitely long reaches. Radiation components considered in the model were direct beam shortwave on the stream centerline, diffuse atmospheric shortwave, shortwave reflected by vegetation, atmospheric longwave, and longwave emitted by vegetation. Potential or extraterrestrial shortwave irradiation theory was used to compute beam shortwave radiation received at the stream centerline, and view factor theory was used to compute diffuse radiation exchange among stream, vegetation, and atmospheric planes. Model shade effects under clear skies were dominated by reductions in receipt of direct beam shortwave radiation. Model shade effects with cloudy skies were dominated by the “view factor effect” or the decreases in diffuse shortwave and longwave radiation from the atmosphere balanced against increases in longwave radiation from vegetation. Model shade effects on shortwave radiation reflected by vegetation were found to be negligible. The model was used to determine the vegetation height (H) to stream width (W) ratios needed to achieve 50, 75, and 90 % shade restoration for mid‐latitude conditions on clear and cloudy days. Ratios of vegetation height to stream width, for dense nontransmitting vegetation, generally ranged from 1.4 to 2.3 for 75% shade restoration at a mid‐latitude site (40°N). The model was used to show H/W needed for E‐W vs. N‐S stream azimuths, varying stream latitudes between 30° and 50°N, channels with overhanging vegetation, channels undergoing width changes, as well as the limits to shade restoration on very wide channels. 相似文献

ABSTRACT: This paper illustrates a method of using a hydrologic/water quality model to analyze alternative management practices and recommend best management practices (BMPs) to reduce nitrate-nitrogen (NO3--N) leaching losses. The study area for this research is Tipton, an agriculturally intensive area in southwest Oklahoma. We used Erosion Productivity Impact Calculator (EPIC), a field-scale hydrologic/water quality model, to analyze alternative agricultural management practices. The model was first validated using observed data from a cotton demonstration experiment conducted in the Tipton area. Following that, EPIC was used to simulate fertilizer response curves for cotton and wheat crops under irrigated and dryland conditions. From the fertilizer response functions (N-uptake and N-leaching), we established an optimum fertilizer application rate for each crop. Individual crop performances were then simulated at optimum fertilizer application rates and crop rotations for the Tipton area, which were selected based on three criteria: (a) minimum amount of NO3--N leached, (b) minimum concentration of NO3--N leached, and (c) maximum utilization of NO3--M. Further we illustrate that by considering residual N from alfalfa as a credit to the following crop and crediting NO3--N present in the irrigation water, it is possible to reduce further NO3--N loss without affecting crop yield. 相似文献

Abstract: The most widely used approach for evaluating the performance of stormwater best management practices (BMPs) such as rain gardens is monitoring, but this approach can involve a long time period to observe a sufficient number and variety of storm events, a high level of effort, and unavoidable uncertainty. In this paper, we describe the development and evaluation of three approaches for performance assessment of rain gardens: visual inspection, infiltration rate testing, and synthetic drawdown testing. Twelve rain gardens in Minnesota underwent visual inspection, with four determined to be nonfunctional based on one or more of the following criteria: (1) presence of ponded water, (2) presence of hydric soils, (3) presence of emergent (wetland) vegetation, and (4) failing vegetation. It is believed that these rain gardens failed due to a lack of maintenance. For the remaining eight rain gardens, an infiltrometer was used to determine the saturated hydraulic conductivity (Ksat) of the soil surface at several locations throughout each basin in what is termed infiltration rate testing. The median Ksat values for the rain gardens ranged from 3 to 72 cm/h. Synthetic drawdown testing was performed on three rain gardens by filling the basins with water to capacity where possible and recording water level over time. The observed drain times for two of those rain gardens were in good agreement with predictions based on the median of the infiltrometer measurements. The observed drain time for the third rain garden was much greater than predicted due to the presence of a restrictive soil layer beneath the topsoil. The assessment approaches developed in this research should prove useful for determining whether the construction of the rain garden was performed properly, a rain garden is functioning properly, and for developing maintenance tasks and schedules. 相似文献

ABSTRACT: Geomorphic characteristics and spatial frequency of ephemeral concentrated flow paths entering streamside management zones (SMZs) were evaluated to determine the efficiency of best management practices (BMPs) in preventing concentrated overland flow and associated sediment from reaching stream channels. Specifically, SMZs of 30 recently clearcut and site prepared commercial forestry units in the Georgia Piedmont were surveyed to find two types of locations: those where flow and/or sediment from the adjacent silvicultural site entered and moved through SMZs into stream channels (breakthroughs), and those where either flow and/or sediment entered SMZs without reaching stream channels or where no overland flow entered SMZs (successes). A total of 187 breakthroughs were identified on 3,773 total acres. On average, sites featured one breakthrough for every 20 acres of clearcut or site prepared area. The average hydrologic contributing area to a breakthrough was 1 acre. The percentage of the total clearcut or site prepared area contributing to breakthroughs was 5 percent. Approximately 50 percent of all breakthroughs occurred in areas of convergence (swales) and gullies, while 25 percent of all breakthroughs occurred where runoff from roads or skid trails was concentrated. Breakthroughs tended to occur in areas with large contributing area, low litter cover, and steep slopes. However, individually these variables did not differentiate well between breakthroughs and successes. The variables that discriminated best between successes and failures were the product of contributing area and percent bare ground, and the same variable multiplied by average slope. Fourteen percent of the breakthroughs traveled more than 100 feet through SMZs before reaching streams. Results imply that reduction of bare ground, better dispersal of road runoff, introduction of hydraulic resistance to likely flow paths, and targeted extensions of SMZ width may be warranted in improving BMPs on Piedmont forests. 相似文献

Because the pavements are located directly adjacent to one another, they experience the same vehicle loads, precipitation, and pollution loads. These permeable pavements are part of an infiltration stormwater control measure (SCM). This article focuses on the comparison of water quality parameters, maintenance and durability, and user perception. Eleven different water quality parameters were analyzed at this site for 19 different storm events over a one year period: pH, conductivity, total suspended solids, chlorides, total nitrogen, total phosphorus, total dissolved copper, total dissolved lead, total dissolved cadmium, total dissolved chromium, and total dissolved zinc. Results from the two pavement types were compared using the Mann–Whitney U‐test. The only parameter that was found to be statistically different between the two pavements was pH. Periodic inspection of the two pavement types indicated that after two years of use both pavements were wearing well. However, there was some evidence of clogging of both pavements and some evidence of surface wear. A survey of users of the lot indicated that the perception of these permeable pavements was favorable. 相似文献

Nonpoint source pollution from agriculture and urbanization is increasing globally at the same time climate extremes have increased in frequency and intensity. We review >200 studies of hydrologic and gaseous fluxes and show how the interaction between land use and climate variability alters magnitude and frequency of carbon, nutrient, and greenhouse gas pulses in watersheds. Agricultural and urban watersheds respond similarly to climate variability due to headwater alteration and loss of ecosystem services to buffer runoff and temperature changes. Organic carbon concentrations/exports increase and organic carbon quality changes with runoff. Nitrogen and phosphorus exports increase during floods (sometimes by an order of magnitude) and decrease during droughts. Relationships between annual runoff and nitrogen and phosphorus exports differ across land use. CH4 and N2O pulses in riparian zones/floodplains predominantly increase with: flooding, warming, low oxygen, nutrient enrichment, and organic carbon. CH4, N2O, and CO2 pulses in streams/rivers increase due to similar factors but effects of floods are less known compared to base flow/droughts. Emerging questions include: (1) What factors influence lag times of contaminant pulses in response to extreme events? (2) What drives resistance/resilience to hydrologic and gaseous pulses? We conclude with eight recommendations for managing watershed pulses in response to interactive effects of land use and climate change. 相似文献

This paper presents key challenges in modeling water quality processes of riparian ecosystems: How can the spatial and temporal extent of water and solute mixing in the riparian zone be modeled? What level of model complexity is justified? How can processes at the riparian scale be quantified? How can the impact of riparian ecosystems be determined at the watershed scale? Flexible models need to be introduced that can simulate varying levels of hillslope‐riparian mixing dictated by topography, upland and riparian depths, and moisture conditions. Model simulations need to account for storm event peak flow conditions when upland solute loadings may either bypass or overwhelm the riparian zone. Model complexity should be dictated by the level of detail in measured data. Model algorithms need to be developed using new macro‐scale and meso‐scale experiments that capture process dynamics at the hillslope or landscape scales. Monte Carlo simulations should be an integral part of model simulations and rigorous tests that go beyond simple time series, and point‐output comparisons need to be introduced. The impact of riparian zones on watershed‐scale water quality can be assessed by performing simulations for representative hillsloperiparian scenarios. 相似文献

ABSTRACT: This paper describes a concerted effort by the Taiwan Water Resources Bureau, the City of Taipei, and the Bureau of Fei‐tsui Reservoir Management to protect the water quality in the Fei‐tsui Reservoir.The reservoir is the major source of water supply for over two million people in the metropolitan area of Taipei. Over the years the reservoir has suffered from siltation and more recently eutrophication. The sources of the pollution are traced to the hundreds of tea gardens, rice fields and other agricultural areas in the watershed and to urban sources such as construction sites. Large amounts of nutrients enter the reservoir by way of storm water runoff during storm or typhoon events. Since 1999, various agencies have worked to initiate an effort to reduce nonpoint pollution in the Fei‐Tsui Reservoir watershed. Practices being considered include nonstructural measures such as nutrient management, and structural measures such as swales, detention basins, and wetlands, in addition to erosion and sediment control methods. A number of field tests have been completed on the performance of selected best management practices (BMPs). A strategy for implementing the BMPs at the watershed scale has been developed based on a total maximum daily load (TMDL) analysis that is reported in this paper. 相似文献

In the United States, new legislation has given regulatory authorities greater oversight of municipal stormwater management programs. However, estimating the impact of greater oversight on municipal actions is difficult due to the uncertainty in current compliance efforts and their associated costs. This paper seeks to fill this gap through a case study of NPDES stormwater runoff permit reports from municipalities in Southeast Wisconsin. Specifically, this study evaluates the reported actions and expenditures against socioeconomic variables to identify the relationships between cost, socioeconomics, and the best management practices (BMPs) used for compliance. Results indicate that there are distinct differences between municipalities with and without financial and personnel resources, clear high- and low-cost BMPs, and large variation in the practices municipalities implement to meet regulatory requirements. Furthermore, results suggest that regulators should take a flexible and pragmatic approach that considers individual municipal constraints and limitations when exercising greater regulatory authority. 相似文献

Landscape-level ecological regions: Linking state-level ecoregion frameworks with stream habitat classifications 总被引:6,自引:0,他引:6
Regionalization is a form of spatial classification, where boundaries are drawn around areas that are relatively homogeneous in landscape characteristics. The process of delineating ecological regions, or ecoregions, includes the analysis of ecosystem structure. To date, ecoregions have been developed at national and state scales for research and resource management. Stream classification is another method to order the variability of aquatic habitats that spans spatial scales from microhabitat to valley segment. In this study, landscape-level ecoregions are developed for the upper Grande Ronde River basin in northeastern Oregon, 3000 sq km in area. The ecoregion framework presented here is proposed to bridge the gap between stream habitat and state-level ecoregion classifications. Classification at this scale is meant to address issues of management at local scales: to aid in sampling design, in extrapolation of the results of site-specific studies, and in the development of best management practices that are more predictive of ecosystem response than current methods. 相似文献

DOI: 10.1111/j.1752‐1688.2011.00601.x Abstract: Market‐based approaches to address water quality problems have resulted in only limited success, especially in trading programs involving both point and nonpoint sources. We analyze one of the largest point‐nonpoint trading programs – the Great Miami Trading Program in Ohio, administered by the Miami Conservancy District (MCD). Our evaluation focuses on the economic and institutional aspects of the program, including cost effectiveness, efficiency of bidding, transaction costs, trading ratios, and innovation. We use a unique dataset consisting of all bids from agricultural nonpoint sources and interviews of soil and water conservation district (SWCD) agents in the watershed. We find that the MCD’s reliance on county‐level SWCD offices to recruit and advise farmers has been essential to achieve relatively high rates of farmer participation. Additionally, the MCD is able to partly free ride on the administrative costs that SWCD offices receive to assist federal conservation programs, which is helpful to lower costs for a fledgling trading program. However, the involvement of SWCD offices reduced the potential cost savings from the reverse auction structure because some agents were able to learn about the threshold price over the six rounds of bidding and help farmers bid strategically. Overall, the program structure serves as an effective model for future trading programs in other regions that seek to involve agricultural nonpoint sources. 相似文献

Abstract: A numerical model has been developed to simulate the hydraulic and heat transfer properties of a stormwater detention pond, as part of a simulation tool to evaluate thermal pollution of coldwater streams from stormwater runoff. The model is dynamic (unsteady) and based on principles of fluid mechanics and heat transfer. It is driven by hourly weather data, and specified inflow rates and temperatures. To calibrate and validate the pond model field data were collected on a commercial site in Woodbury, Minnesota. The relationship between pond inflow and outflow rates to precipitation was effectively calibrated using continuously recorded pond levels. Algorithms developed for surface heat transfer in lakes were found to be applicable to the pond with some modification, resulting in agreement of simulated and observed pond surface temperature within 1.0°C root mean square error. The use of an unshaded pond for thermal mitigation of runoff from paved surfaces was evaluated using the pond model combined with simulated runoff from an asphalt parking lot for six years of observed rainfall events. On average, pond outflow temperature was 1.2°C higher than inflow temperature, but with significant event‐to‐event variation. On average, the pond added heat energy to runoff from an asphalt parking lot. Although the pond added total heat energy to runoff, it did reduce the rate of heat outflow from the pond by an order of magnitude due to reductions in volumetric outflow rate compared with the inflow rate. By reducing the rate of heat flow, the magnitude of temperature impacts in a receiving stream were also reduced, but the duration of impacts was increased. 相似文献

This paper investigates farmers' willingness to participate in Best Management Practices (BMPs) through a proposed Water quality trading (WQT) program in Kentucky. This analysis includes two parts: the first part is to investigate the factors influencing farmers' current usage of BMPs; the second part is to estimate farmers' willingness to implement BMPs given different levels of compensation given in a survey. The results show that farmers who participate in the conservation programs are more likely to use BMPs, but these farmers may not accept the offer to implement additional BMPs. Farmers' experiences about BMPs are more likely to persuade them to adopt additional BMPs than the level of compensation. There is an increasing need to document the impacts of conservation‐related best management practices (BMPs) on water quality within a watershed. However, this impact analysis depends upon accurate geospatial locations of existing practices, which are difficult to obtain. This study demonstrates and evaluates three different methods for obtaining geospatial information for BMPs. This study was focused on the Eagle Creek Watershed, a mixed use watershed in central Indiana. We obtained geospatial information for BMPs through government records, producer interviews, and remote‐sensing aerial photo interpretation. Aerial photos were also used to validate the government records and producer interviews. This study shows the variation in results obtained from the three sources of information as well as the benefits and drawbacks of each method. Using only one method for obtaining BMP information can be incomplete, and this study demonstrates how multiple methods can be used for the most accurate picture. 相似文献

DOI: 10.1111/j.1752‐1688.2012.00688.x Abstract: Clean Water State Revolving Fund (CWSRF) loan programs for water quality have traditionally funded infrastructure projects at the community, municipality, or state level. They are increasingly being used to support individual landowner adoption of agricultural best management practices (BMPs) for nonpoint source pollution abatement. In 2005, the Iowa CWSRF initiated the Local Water Protection Program (LWPP) to increase the scope, scale, and rate of agricultural BMP establishment. This research examines the effectiveness of that program through a comparison of survey data from LWPP participants and state cost‐share recipients who were eligible for loans, but did not take them. Loan recipients’ assessments of the program were overwhelmingly positive, with near‐universal satisfaction with both the loan product and process. Results of statistical analyses indicate that loan recipients invested substantially more in conservation than nonrecipients. Evidence suggests that by helping program participants to overcome financial constraints, loans are facilitating larger and accelerated investments in conservation. Although findings indicate that conservation loans can play an important role in funding conservation, loan recipients also still depend on cost‐share. Loans are not necessarily a substitute for traditional forms of conservation funding, but rather another tool that landowners and conservation professionals can employ to facilitate investments in BMPs. 相似文献
