This paper investigates the potential of a method for participatory policy making in the field of carbon dioxide (CO 2 ) reduction in housing: the CO 2 reduction workshop. This innovative method aims to involve relevant actors at an early stage of urban development and to formulate common ambitions for CO 2 reduction. Special attention is paid to the inputting of information about options for CO 2 reduction. The workshop was organized and evaluated in two planning processes for new housing estates in the Netherlands. The evaluation addresses the design of the workshop, the utilization of knowledge in the process, the effects of the workshop on the commitment and knowledge of the participants and the effects on the wider planning process.  相似文献

The aim of the paper is to compare the planning for wind power in three municipalities and analyze how it has influenced three important aspects of the wind power development: the siting of turbines, the ownership of turbines and citizen participation. The paper shows that the planning strategies of the municipalities differed considerably and that this in turn has led to differences in the development of wind power. A general conclusion is that there seems to be a dilemma in municipal planning between, on the one hand, the promotion of wind power and, on the other hand, the organization of a planning that effectively regulates the siting of turbines and allows for citizen participation. The results show that there is a need to support and strengthen municipal planning capacities, and efforts in that direction are being undertaken by state and regional authorities in Sweden. The results, however, also imply the need for stronger policy measures in order to avoid large differences between the way wind power is handled at the municipal level.  相似文献

Rapid development of wind energy has been witnessed in Thailand. However, different wind resource maps (over land) have brought great uncertainty to wind energy planning. Here, four important mesoscale wind maps were considered: DEDP (2001), World Bank (2001), Manomaiphiboon et al. (2010) of JGSEE, and DEDE (2010). The wind maps were first harmonized to a common grid at 100 m and then compared. The earlier wind maps (DEDP and World Bank) are shown to represent the lower and upper limits of predicted speed, respectively, while JGSEE and DEDE tend to be more moderate with predictions statistically closer to observations. A consolidated wind map was constructed based on their median and shown to have the best prediction performance. It was then used for the technical potential analysis, in which three large (2-MW) turbine models (two conventional and one designed for low wind speed) were considered. By GIS techniques, any land areas not feasible for large wind turbines were excluded, and the corresponding overall onshore technical potential ranges between 50 and 250 GW, depending on map and turbine model. Considering only economically feasible turbines (with capacity factors of 20%) and the median-based map, the final technical potential equals 17 GW when using the low-wind-speed model but is reduced to 5 GW with the conventional models, adequately meeting the national wind energy target of 3 GW by the year 2036. The results suggest a strong sensitivity of estimated technical potential to turbine technology and a suitability of low-wind-speed turbines for wind conditions in Thailand.  相似文献

The aim of this paper is to contribute to coherence in marine, coastal and land use planning and management from the perspective of landscape values. At a time when new sea uses are emerging and marine spatial planning laws and regulations are being adopted, but have not yet been put into practice, research studies are required that provide spatial planners with informed insights concerning public stakeholder attitudes to controversial policies. The undertaken research explored the attitudes of two important social groups (local residents and tourists/recreational users) regarding locating wind parks in the marine and/or terrestrial environment along the Latvian coast of the Baltic Sea. The results of the study indicate that both groups support land-based wind park development versus offshore. Moreover, the visibility of wind turbines influences the willingness of tourists to visit recreation sites and impacts directly on their duration of stay. Research findings indicate that policy makers and spatial planners from both marine and land domains should adopt a broader and more integrated approach when setting priorities and allocating space for development activities where both domains are involved.  相似文献

New Urbanism and other metropolitan planning strategies may discount the importance of neighbourhood - open space relationships when dealing with some types of open spaces, particularly in city centre and urban fringe areas. In this paper I review a series of studies I have carried out over the past decade looking at people's perceptions and uses of urban open space. This research examined neighbourhood - open space relationships in the metropolitan area of Chicago, Illinois, USA at four scales of concern: quasi-public space within an immediate neighbourhood; a public park that spans different neighbourhoods; regional greenways; and a metropolitan bioreserve. In all of this work, my findings show how adjacent neighbourhoods are critical to the success of these open spaces, regardless of their scale. Lessons are drawn from each scale for how neighbourhood - open space relationships might be improved.  相似文献

Outsourcing maintenance is an economical way for wind farm owners to address sophisticated and expensive maintenance operations of wind turbines. This paper proposes three options for the post-warranty maintenance contract of wind turbines from the perspective of service providers. Option 1 involves corrective maintenance only. In option 2, the first preventive maintenance is performed at a certain time point and after that periodic maintenance is carried out. Option 3 initiates with a preventive replacement and performs periodic maintenance subsequently. An availability target is set over the contract period and failing to satisfy the target incurs a penalty from the service provider. The objective is to determine the optimal preventive maintenance programs of option 2 and option 3 that minimize the contract servicing cost. Numerical examples are provided to illustrate the proposed policies. The results show that option 2 and option 3 are more effective than option 1 and their effectiveness grows when warranty and contract coverages increase.  相似文献

An increased focus on renewable energy has led to the planning and construction of marine wind farms in Europe. Since several terrestrial studies indicate that raptors are especially susceptible to wind turbine related mortality, a Spatial Planning Tool is needed so that wind farms can be sited, in an optimal way, to minimize risk of collisions. Here we use measurements of body mass, wingspan and wing area of eight European raptor species, to calculate their Best Glide Ratio (BGR). The BGR was used to construct a linear equation, which, by the use of initial take-off altitude, could be used to calculate a Theoretical Maximum Distance (TMD) from the coast, attained by these soaring-gliding raptor species. If the nearest turbine, of future marine wind farms, is placed farther away from the coast than the estimated TMD, the collision risk between the turbine blades and these gliding raptors will be minimized. The tool was demonstrated in a case study at the Rødsand II wind farm in Denmark. Data on raptor migration altitude were gathered by radar. From the TMD attained by registered soaring-gliding raptors in the area, we concluded that the Rødsand II wind farm is not sited ideally, from an ornithological point of view, as potentially all three registered species are at risk of gliding through the area swept by the turbine rotor blades, and thereby at risk of colliding with the wind turbines.  相似文献

In discussing issues of landscape change, the complex relationships in the landscape have to be assessed. In participative planning processes, 3D visualisations have a high potential as an aid in understanding and communicating characteristics of landscape conditions by integrating visual and non-visual landscape information. Unclear is, which design and how much interactivity is required for an indicator visualisation that would suit stakeholders best in workshop situations. This paper describes the preparation and application of three different types of integrated 3D visualisations in workshops conducted in the Entlebuch UNESCO Biosphere Reserve (CH). The results reveal that simple representations of a complex issue created by draping thematic maps on the 3D model can make problematic developments visible at a glance; that diagrams linked to the spatial context can help draw attention to problematic relationships not considered beforehand; and that the size of species as indicators of conditions of the landscape's production and biotope function seems to provide a common language for stakeholders with different perspectives. Overall, the of the indicators the functions required to assist in information processing. Further research should focus on testing the effectiveness of the integrated visualisation tools in participative processes for the general public.  相似文献

Effective Protection of Open Space: Does Planning Matter?   总被引:2,自引:0,他引:2  
High quality plans are considered a crucial part of good land use planning and often used as a proxy measure for success in plan implementation and goal attainment. We explored the relationship of open space plan quality to the implementation of open space plans and attainment of open space protection goals in Research Triangle, North Carolina, USA. To measure plan quality, we used a standard plan evaluation matrix that we modified to focus on open space plans. We evaluated all open space plans in the region that contained a natural resource protection element. To measure plan implementation and open space protection, we developed an online survey and administered it to open space planners charged with implementing the plans. The survey elicited each planner’s perspective on aspects of open space protection in his or her organization. The empirical results (1) indicate that success in implementation and attaining goals are not related to plan quality, (2) highlight the importance of when and how stakeholders are involved in planning and implementation processes, and (3) raise questions about the relationship of planning to implementation. These results suggest that a technically excellent plan does not guarantee the long-term relationships among local landowners, political and appointed officials, and other organizations that are crucial to meeting land protection goals. A greater balance of attention to the entire decision process and building relationships might lead to more success in protecting open space.  相似文献

Child-Friendly Cities were conceived as a means to integrate children's rights into city decision-making and governance. Participatory research about child-friendly cities consistently finds overarching themes across ages and regions: children desire access to services, nature, and play; freedom from physical danger; and opportunities for inclusion within the city. This article explores a two-year visioning and participatory design process that engaged approximately 225 young people, aged 4–16, in the planning and design of a prominent public space in the City of Boulder. While participatory research with children has received much attention in the academic literature, much less attention has been given to what can be achieved through sustained integration of children into municipal planning processes, particularly in the USA. This paper thus moves children's participation beyond rhetoric and into the challenging reality of planning a city with children as a valued constituent.  相似文献

Wind turbines are highly visible objects and the response to wind turbine noise is possibly influenced by visual factors. In this study, visibility of the noise source, visual attitude and vertical visual angle (VVA) in different landscapes were explored. Data from two cross-sectional field studies carried out among people living near wind turbines (n=1095) were used for structural equation modelling. A proposed model of the influence of visual attitude on noise annoyance, also comprising the influence of noise level and general attitude, was tested among respondents who could see vs. respondents who could not see wind turbines from their homes, living in flat vs. hilly/rocky terrain, and living in built-up vs. rural areas. Visual attitude towards the noise source was associated with noise annoyance to different degrees in different situations. A negative visual attitude, more than multi-modal effects between auditory and visual stimulation, enhanced the risk for noise annoyance and possibly also prevented psychophysiological restoration possibilities. Aesthetic evaluations of the noise source should be taken into account when exploring response to environmental noise.  相似文献

ABSTRACT

Public participation in the form of public meetings and written submissions has been criticised as a democratic ritual that fails to give citizens a real voice in government decisions. Participatory mapping and community surveys are alternative public participation (PP) methods that can augment legally required processes for land use planning. To date, there has been little evaluation research comparing the information content generated by required PP processes and alternative PP sources with respect to local land use decisions. Using multiple development projects from a case study community, we analysed and compared information generated from three different sources of public participation: (1) formal public comment (written submissions), (2) responses to community survey questions, and (3) land use preferences generated from participatory mapping. We found public comment strongly supported development while results from survey questions and participatory mapping methods revealed community ambivalence. The differences in public opinion are attributed to two key factors: the representativeness of participants in the PP process and the specific methods used for measuring public opinion. Community surveys and participatory mapping generated more accurate and representative community information compared to the formal PP process which was characterised by lower participation and vulnerability to special interest manipulation. For local government decision makers, the political risk of broadening PP information appears high relative to the risk of inaccurately assessing public opinion thus limiting adoption of alternative PP methods such as participatory mapping.  相似文献

Concerns over water scarcity, climate change, and environmental health risks have prompted some Asian cities to invest in river rehabilitation, but deciding on the end goals of rehabilitation is a complex undertaking. We propose a multidisciplinary framework linking riparian landscape change to human well‐being, providing information relevant to decision makers, in a format that facilitates stakeholder involvement. We illustrate this through a case study of the densely settled, environmentally degraded, and flood prone Ciliwung River flowing through metropolitan Jakarta, Indonesia. Our methodology attempts to respond to this complexity through an iterative approach, strongly based on conceptualization and mathematical modeling. Nested hydrologic, hydrodynamic, and water quality models provide outputs at catchment‐, corridor‐, and localized site‐scales. Advanced 3‐D landscape modeling is used for procedural design and precise visualization of proposed changes and their impacts, as predicted by the mathematical models. Finally, participatory planning and design methods allow us to obtain critical stakeholder feedback in shaping a socially acceptable approach. Our framework aims at demonstrating that a change in paradigm in river rehabilitation is possible, and providing future scenarios that balance concerns over flooding, water quality, and ecology, with the realities of a rapidly growing megacity.  相似文献

The provision of green space is increasingly being perceived as an important factor for quality of life. However, green spaces often face high developmental pressure. The main objective of this study is to investigate a prospective approach to green space planning by combining three-dimensional (3D) visualization of green space scenarios and survey techniques to facilitate improved participation of the public. Aside from the ‘Status quo’, scenarios ‘Agriculture’, ‘Recreation’, ‘Nature conservation’ and ‘Wind turbines’ are visualized in three dimensions. In order to test responses, a survey was conducted both in print format and on the Internet. Overall, 49 different visualizations that belong to one of the scenarios were available in the survey and were rated according to the perceived esthetic, recreational and ecological values.The highest rated scenes include vegetation elements such as meadows with orchards, single trees, shrubs or forest. The least attractive scenes are those where buildings are highly dominant or where there are no vegetation elements.Based on the ratings for the individual images and on the corresponding scenarios, our study shows that there is high potential for improving the existing landscape. All suggested changes are either rated about equal to or considerably higher than the status quo, with the scenario ‘Nature conservation’ receiving the highest scores.  相似文献

Public participation in planning is frequently linked to ideas of environmental justice and sustainability; yet, despite the voluminous literature on the topic, the reaction of frontline planning professionals to the broadly pro-participation agendas of central and devolved government in Great Britain has not been sufficiently examined. This is important because of their role in implementing such agendas, and the space for frontline professionals to shape the contours of reform. Drawing on extensive empirical material, I explore the reaction of local authority planners to participation policies, finding divided opinion as to whether more participation is needed to improve planning, but a strong framing of participation as something requiring careful management. I conclude that planners are broadly supportive of participation so long as they are in control, which can be understood through an institutionalist perspective that suggests there will be a similar reaction to further, ongoing, efforts to make planning more participatory.  相似文献

Max-Neef's theory of human-scale development (HSD) directs attention to an issues-based, locality specific agenda through self-identification of community issues by local people. This paper reports on a two-day HSD workshop run on the Gold Coast where an eclectic group of 20 participants worked through Max-Neef's framework to diagnose their communities' current reality, visualise what their community could be and discuss how to 'build bridges' between the current reality and their Utopian community. In light of the rapid and continuous growth of the built environment worldwide and its attendant ecological impact, increasing the size and distribution of open space in urban areas is recognised as one effective way to reconcile the social and ecological objectives of society. However, there is no simple and objective indicator to measure open space that can be used for creating and maintaining sustainable landscapes. The paper introduces a metric, open space index (OSI), that measures the amount of space unpenetrated by the built environment. The metric is calculated by measuring the shortest distance between any location and the nearest built environment using a Geographic Information System. The metric is illustrated using two counties of the greater Twin Cities Metropolitan Region of Minnesota. The sensitivity of OSI to the size, shape, and spatial configuration of the built environment suggests that the metric can serve as an important planning tool for reconciling conservation and development in a wide range of contexts.  相似文献

Expanding the opportunities for public participation in environmental planning is not always the best option. Starting from an institutional public choice analysis of public participation in terms of the collective action problem, this paper emphasises the roots of participatory activities in the incentive structures facing potential participants. It then goes on to consider the strategies that may be adopted for encouraging greater public involvement and looks particularly to the social capital literature for suggestions of how institutional redesign may alter these incentive structures. The paper concludes by distinguishing three different modes of environmental planning, in terms of the rationale for participation, the severity of the collective action problem and the associated participatory strategy that can be adopted.  相似文献

Participatory environmental and resource management is premised on open communication to reach consensus. However, deliberate and open communication cannot adequately address silent conflict. This begs two questions. First, how is the existence of covert communication and silent conflict to be recognized and addressed? Second, how are the wider social relations and traditions that encompass communication and conflict to be described and explained? These questions revolve around communicative power. Communication of environmental knowledge is deeply embedded in social power structures, with direct implications for participatory resource planning and implementation. Ethnographic research conducted at a failed community-managed fish farming project in Southeast Sulawesi, Indonesia shows that a culture of harmony and respect for authority can silence environmental conflict in the hierarchical “community.” Three propositions are offered. First, communication amnesia and exclusion jeopardize participation. Second, cultures of harmony and silent conflict shape planning processes and outcomes. Third, the weak use manipulation and communication strategy to acquire a “voice” while preserving harmony. These propositions address five unresolved issues in participatory resource management: analysis of groups, contextuality, social relationships, nonparticipants, and informal communication. Power, tradition, and social networks affect the valuing of knowledge relative to the power of different individuals and institutions to communicate priorities, values, and needs. These factors are critical to the inclusion of both participants and nonparticipants.  相似文献
