This paper describes a methodology for estimating the true internal costs of construction waste, aimed at promoting environmentally friendly waste management. The study employs cost-benefit analysis, contribution margin analysis, the polluter-pays principle and a mathematical model: the model for Efficient Use of Resources for Optimal Production Economy (EUROPE), which has been introduced previously by the author for assigning industrial costs to waste. The calculations are performed on construction waste created in a case study of a building project. Moreover, waste is regarded as, in a business sense, having the same basic status as any normal industrial product, namely the 'equality principle'. Application of the methodology is suggested to create incentives for environmental and profitability improvement in construction companies and other types of industrial sectors. The results of the case study show the generation of construction waste to substantially decrease the final operating income, due to the internal shadow price cost it creates. This paper is intended to reduce the gap between the choice of waste management procedures and their economic impact, the overall objective being to accomplish an improved industrial environmental situation.  相似文献

Electronic waste (e-waste) is one of the fastest-growing pollution problems worldwide given the presence if a variety of toxic substances which can contaminate the environment and threaten human health, if disposal protocols are not meticulously managed. This paper presents an overview of toxic substances present in e-waste, their potential environmental and human health impacts together with management strategies currently being used in certain countries. Several tools including Life Cycle Assessment (LCA), Material Flow Analysis (MFA), Multi Criteria Analysis (MCA) and Extended Producer Responsibility (EPR) have been developed to manage e-wastes especially in developed countries. The key to success in terms of e-waste management is to develop eco-design devices, properly collect e-waste, recover and recycle material by safe methods, dispose of e-waste by suitable techniques, forbid the transfer of used electronic devices to developing countries, and raise awareness of the impact of e-waste. No single tool is adequate but together they can complement each other to solve this issue. A national scheme such as EPR is a good policy in solving the growing e-waste problems.  相似文献

Depending on their nature and severity, disasters can create large volumes of debris and waste. The waste can overwhelm existing solid waste management facilities and impact on other emergency response and recovery activities. If poorly managed, the waste can have significant environmental and public health impacts and can affect the overall recovery process.This paper presents a system overview of disaster waste management based on existing literature. The main literature available to date comprises disaster waste management plans or guidelines and isolated case studies. There is ample discussion on technical management options such as temporary storage sites, recycling, disposal, etc.; however, there is little or no guidance on how these various management options are selected post-disaster. The literature does not specifically address the impact or appropriateness of existing legislation, organisational structures and funding mechanisms on disaster waste management programmes, nor does it satisfactorily cover the social impact of disaster waste management programmes.It is envisaged that the discussion presented in this paper, and the literature gaps identified, will form a basis for future comprehensive and cohesive research on disaster waste management. In turn, research will lead to better preparedness and response to disaster waste management problems.  相似文献

Mixed metal-containing waste, polychlorinated biphenyls (PCB) containing capacitors, printed circuit boards, steel mill dust and metal sludge were among the most common wastes exported from Taiwan. Before the implementation of the self-monitoring model programme of the Basel Convention (secretariat of the Basel Convention 2001) in the Asia region, Taiwan conducted a comprehensive 4-year follow-up project involving government authorities and the waste disposal facilities of the importing countries. A total of five countries and nine plants were visited in 2001-2002. The following outcomes can be drawn from these investigations. The Chinese government adopts the strategies of 'on-site processing' and 'relative centralization' on the waste management by tightening permitting and increasing site inspection. A three-level reviewing system is adopted for the import application. The United States have not signed the Basel Convention yet; the procedures of hazardous waste import rely on bilateral agreements. Importers are not required to provide official notification from the waste exporting countries. The operation, administration, monitoring and licensing of waste treatment plants are governed by the state environmental bureau. Finland, France and Belgium are members of the European Union. The procedures and policies of waste import are similar. All of the documents associated with transboundary movement require the approval of each government involved. Practically, the notification forms and tracking forms effectively manage the waste movement.  相似文献

There is a large variety of options available for the effective treatment of odorous emissions. The most important physical, chemical and biological treatment processes are shortly described and their favourable applications, as well as their limits, are highlighted. But for a sustainable solution of an industrial odour problem, there is more involved than just the installation of a waste gas treatment system. This article focuses on a general and systematic approach towards extensive odour management. First of all, an odour assessment should be worked out where all actual and potential odour emission sources are recorded and characterised. A special focus should be set on fugitive emissions, which may have an enormous impact on the overall odour problem. They need to be captured before they can be supplied to a treatment system. According to the composition and condition of the waste gases, an appropriate treatment system must be selected. For this purpose, test systems have been developed and are presented in this article.  相似文献

The increase in volumes of waste, and the difficulties of finding suitable locations for landfill sites within the borders of Copenhagen municipality, along with the need for treatment of oil and chemical waste, resulted in the erection in the early 1970s of two large waste-to-energy plants and a large centralized plant for the treatment of oil and chemical waste. Ten years later, however, it became evident that the then structure was not sufficient to face rapidly emerging problems. A number of pollution cases in Denmark which emerged during the early 1980s, proved that oil and chemical waste was being transported illegally to landfills instead of being disposed of in compliance with the obligatory system, thus becoming a threat to groundwater and drinking water supplies in Copenhagen. At the same time, waste-to-energy plants were facing pollution problems such as the emission of dioxin and large quantities of hydrochloric acid, which contribute to acidification and forest death.As a response to the increasing problems in relation to both waste incineration and deposits, new regulations from the Ministry of the Environment allowed future sanitary landfills to be located only near the coast or in areas documented to be composed of an impermeable layer of clay. New regulation also defined conditions for flue gas cleansing. However, it was clear that pollution problems combined with increases in volumes of waste called for a much firmer administration and a stronger influence on the waste flow. From February 1989 the municipalities have undertaken the obligation to assign all waste producers the means to dispose of their waste. How Copenhagen municipality has solved the problems is discussed.  相似文献

In Japan, the waste management practice is carried out in accordance with the Waste Disposal Law of 1970. The first rule of infectious waste management was regulated in 1992, and infectious wastes are defined as the waste materials generated in medical institutions as a result of medical care or research which contain pathogens that have the potential to transmit infectious diseases. Revised criteria for infectious waste management were promulgated by the Ministry of Environment in 2004. Infectious waste materials are divided into three categories: the form of waste; the place of waste generation; the kind of infectious diseases. A reduction of infectious waste is expected. We introduce a summary of the revised regulation of infectious waste management in this article.  相似文献

The use of disposable cutlery in fast food restaurants and canteens in the current management scenario generates mixed heterogeneous waste (containing food waste and non-compostable plastic cutlery). The waste is not recyclable and is disposed of in landfills or incinerated with or without energy recovery. Using biodegradable and compostable (B&C) plastic cutlery, an alternative management scenario is possible. The resulting mixed homogeneous waste (containing food waste and compostable plastic cutlery) can be recycled through organic recovery, i.e., composting. This LCA study, whose functional unit is "serving 1000 meals", shows that remarkable improvements can be obtained by shifting from the current scenario to the alternative scenario (based on B&C cutlery and final organic recovery of the total waste). The non-renewable energy consumption changes from 1490 to 128MJ (an overall 10-fold energy savings) and the CO(2) equivalents emission changes from 64 to 22 CO(2) eq. (an overall 3-fold GHG savings).  相似文献

There are numerous problems yet to be solved in waste management and although efforts towards waste recovery and recycling have been made, landfills are still the most common method used in the EU and many other industrialised countries. Thermal disposal, particularly incineration, is a tested and viable alternative. In 2004, only 11% of the annual waste production of Italy was incinerated. Sicily, with over five million inhabitants, is the second largest region in Italy where waste management is now a critical problem. The use of landfills can no longer be considered a satisfactory environmental solution; therefore, new methods have to be chosen and waste-to-energy plants could provide an answer. This paper gives details of municipal solid waste management in Sicily following a new Waste Management Plan. Four waste-to-energy plants will generate electricity through a steam cycle; the feedstock will become the residue after material recovery, which is calculated as 20-40% weight of the collected municipal solid waste.  相似文献

In Libya, as in many developing countries, little information is available regarding generation, handling and disposal of hospital waste. This fact hinders the development and implementation of hospital waste management schemes. The specific objective of this study is to present an appraisal of the current situation regarding hospital waste management in Libya. Procedures, techniques, methods of handling, and disposal of waste are presented, as well as the amounts and compositions of hospital waste. This research was conducted in the form of a case study. Fourteen different healthcare facilities in three cities, Tripoli, Misurata, and Sirt, all located in the northwestern part of Libya, were selected for investigation. The investigation showed that the hospitals surveyed had neither guidelines for separated collection and classification, nor methods for storage and disposal of generated waste. This deficiency indicates the need for an adequate hospital waste management strategy to improve and control the existing situation. The average waste generation rate was found to be 1.3 kg/patient/day, comprised of 72% general healthcare waste (non-risk) and 28% hazardous waste. The average general waste composition was: 38% organic, 24% plastics, and 20% paper. Sharps and pathological elements comprised 26% of the hazardous waste component.  相似文献

Building waste recycling as aggregates is a modern approach for preventing environmental pollution through both reducing the stocks of waste and decreasing the use of natural aggregates. The reuse of building waste is a relatively new issue for Bulgaria despite the existing considerable quantity of building waste and the significant changes in the environmental rules applied. The paper discusses generated and potential waste streams in Bulgaria in the context of the social and economic restructuring and recent urban development undergone by the country. The main preliminary conditions for developing the recycling activity such as: streams of building waste, experience in recycling, technical and environmental standardization, appropriate technologies, etc. are examined. The authors analyze current practice and research activities with regard to the implementation of advanced EU building-waste recycling methods. Conclusions are drawn about existing opportunities and the priorities of the needed building waste management strategy in the country.  相似文献

The rapid economic development and population growth in Macao have resulted in a large increase in refuse generated over the past decade. In 2003, the quantity of solid waste generated reached 249,255 tons, corresponding to 1.52 kg/day per capita. This figure has been gradually increasing. Domestic solid waste is the primary source of solid waste generation. The data showed that a considerable amount of the solid waste generated can be recycled and reutilized. Due to Macao's small geographic area and high cost of land, landfilling has the lowest priority for waste disposal. Solid waste incineration has been given a top priority over other waste disposal methods although it is much more expensive. In the last decade, more than 80% of the total waste in Macao was incinerated. However, the incineration capacity of the Macao Incineration Plant is going to reach its saturation earlier than expected. Waste minimization, the establishment of an effective waste collection and disposal fee system, and alternate ways dealing with the limited capacity of waste treatment facilities are regarded to be major challenges in the future.  相似文献

Various models of urban sustainable development have been introduced in recent years and some of these such as integrated waste management have been proved to be of particular value. Integrated industrial waste management systems include all the administrative, financial, legal, planning and engineering functions involved in solutions to the problems of industrial waste. Even though the pace of the improvement made to China's industrial waste management capacity is impressive, China has been unable to keep up with the increasing demand for waste management. This paper will evaluate the application of integrated industrial waste management systems in promoting urban sustainable development in the context of three case study cities in China (positive case, average case and negative case) by identifying and accessing the factors that affect the success or failure of integrated industrial waste management systems.  相似文献

This paper illustrates an overview of the past and present MSWM strategies in China. A comparison is made with MSWM in China, and other developed and developing countries to identify and analyze the problems of existing MSWM, and evaluate some effective suggestion to overcome the limitations. Rapid urbanization and economic growth are the main factors of increasing MSW generation in China. The generating MSW has 55.86 % food waste with high moisture contain due to unavailable source separation. Chinese MSWM is dominated by 60.16 % landfilling, whereas incineration, untreated discharge, and other treatments are 29.84, 8.21, and 1.79 %, respectively. In 2014, a total of 604 sanitary landfills, 188 incineration plants, and 26 other units were used for MSWM. With the magnitude of timing, the increasing rate of incineration unit and disposal capacity is higher than the landfill. In 2004–2014, the disposal capacity of landfill and incineration is increased from 68.89 to 107.44 and 4.49 to 53.3 million tons, respectively. However, the heating value in the majority of Chinese incineration plants is 3000–6700 kJ/kg and the inappropriate leachate treatment can be found in 47 % landfill sites. A proper taxation system for MSW disposal is not fully implemented in China, which has a negative impact on overall MSW recycling. From the comparative study of MSWM, it is revealed that the source separation MSW collection, high energy recovery from incineration plants, appropriate leachate treatment, effective landfill location and management, increase waste recycling and proper taxation system for MSW disposal are essential to improve MSWM in China.  相似文献

Solid waste management in Kathmandu valley of Nepal, especially concerning the siting of landfills, has been a challenge for over a decade. The current practice of the illegal dumping of solid waste on the river banks has created a serious environmental and public health problem. The focus of this study was to carry out an evaluation of solid waste management in Nepal based on published information. The data showed that > or =70% of the solid wastes generated in Nepal are of organic origin. As such, composting of the solid waste and using it on the land is the best way of solid waste disposal. This will reduce the waste volume transported to the landfill and will increase its life.  相似文献
