Conservation biologists and other environmentalists confront five obstacles in building support for regulatory policies that seek to exclude or remove introduced plants and other non-native species that threaten to harm natural areas or the natural environment. First, the concept of “harm to the natural environment” is nebulous and undefined. Second, ecologists cannot predict how introduced species will behave in natural ecosystems. If biologists cannot define “harm” or predict the behavior of introduced species, they must target all non-native species as potentially “harmful”. an impossibly large regulatory task. Third, loss of species richness may constitute harm to an environment, but introduced organisms typically, generally, and significantly add to species richness in ecosystems. If species richness correlates with desirable ecosystem properties, moreover, such as stability and productivity, as some ecologists believe, then introduced organisms, by increasing species richness, would support those desirable properties. Fourth, one may plausibly argue that extinction constitutes environmental harm, but there is no evidence that non-native species, especially plants, are significant causes of extinction, except for predators in certain lakes and other small island-like environments. Fifth, while aesthetic, ethical, and spiritual values may provide a legitimate basis for invasive species policy, biologists often cite concepts such as “biodiversity” and ecosystem “health” or “integrity” to provide a scientific justification. To assert that non-native species threaten biodiversity or undermine ecosystem health, however, may be to draw conceptual entailments or consequences from definitions of “biodiversity” and “integrity” that arbitrarily exclude non-native species or make the presence of exotic species a per se indicator of decline.  相似文献

The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. Closing this ‘responsibility gap’ is a key challenge for building effective environmental policies.  相似文献

In this article, I apply the environmental or expanded capabilities approach to species and examine whether species as wholes can have capabilities and what are the implications if they can. The examination provides support for the claim that species as evolutionary groups can possess capabilities. They have integrity, which refers to the functionings that enable the self-making and development (evolvement) of species, and it is conceptually possible to identify capabilities that essentially enable or contribute to species integrity. One central capability for species can be identified from conservation literature: adaptive capacity, the ability of species to react to environmental changes by self-regulative evolution. After constructing the main argument that species can have capabilities and that they possess the capability to adaptive capacity, I shortly expound on the implications of these claims. It turns out that there are at least three different ways to apply the notion, and that the claim ‘species have capabilities’ does not entail that species are necessarily recipients of justice.  相似文献

In this paper, I provide some evidence for the view that a common charge against those who adopt vegetarianism is that they would be sentimental. I argue that this charge is pressed frequently by those who adopt moral absolutism, a position that I reject, before exploring the question if vegetarianism might make sense. I discuss three concerns that might motivate those who adopt vegetarian diets, including a concern with the human health and environmental costs of some alternative diets, a concern about inflicting pain on animals, and a concern with the killing of animals. While I argue that vegetarianism does not make sense in some situations, I hope that this paper shows that there are many good reasons why the adoption of vegetarian, and—even more so—vegan diets might be appropriate in some situations. In carving out this position, I focus primarily on the question whether a morally relevant distinction between the killing of plants and the killing of animals should be made. I engage primarily with the views of two of the most prominent authors on this issue, arguing that neither Peter Singer nor Tom Regan provide a satisfactory account on the ethics of killing nonhuman organisms. Two views are challenged in particular, the view that relatively simple animals such as molluscs, as well as plants, lack awareness, and the view that animals without a preference to continue living stand to lose little or nothing by being killed. I provide some evidence to support the claim that many share my view that it is more problematic to kill animals than to kill plants, before analyzing why some suppress the negative feelings they associate with killing animals. By exploring these issues I hope to shed some light on the issue of whether the feelings of those who adopt vegetarianism are sentimental or make sense, and to stimulate reflection amongst those with an interest in food ethics.  相似文献

Engaging non-scientists to survey ecosystems, a process known as citizen science has been adopted worldwide. For the first time, this was applied to monitor fish assemblages in the Kas Peninsula, Turkey, an area known for its important Lessepsian fish populations. For 3 years (2004, 2007 and 2010), fish assemblages were surveyed using underwater visual census by transect method. A total of 29 species was observed, seven of which were Lessepsian species. Results show a significant increase in the Lessepsian species over the study period. In 2004, they represented 34 % of the total abundance, increasing to >61 % in 2010. Differences were observed in the progression of populations between two invasive herbivores, Siganus rivulatus and Siganus luridus (Siganidae), and two native herbivores, Sparisoma cretense (Scaridae) and Sarpa salpa (Sparidae). The siganids were recorded each year in all sites, whereas S. cretense was regularly observed in fewer numbers, while S. salpa was rarely censused. Abundance of Siganus spp. increased threefold in 6 years while abundances of S. cretense and S. salpa remained stable. S. rivulatus was the most abundant among the four species. Its competitive superiority may be due to its greater adaptability to fluctuating environmental conditions and biological traits, e.g. rapid growth, earlier sexual maturity, high fecundity. Because siganids are herbivorous, their presence can strongly impact algal ecosystems. It is then important to follow their spreading at a large scale, but this can be challenging due to the limited number of scientists. Adopting citizen science can thus be a useful strategy to monitor the spread of invasive species in the Mediterranean.  相似文献

The focus of this paper is on normative ethical theories and endangered species. To be exact, I examine two theories: the theory of obligation and care ethics, and ask which is better-suited in the case of endangered species. I argue that the aretic, feminist-inspired ethics of care is well-suited in the case of companion animals, but ill-suited in the case of endangered species, especially in the case of “unlovable” species. My argument presupposes that (1) we now live an era where human disturbances to planetary ecosystems are triggering a sixth mass species extinction, and (2) widespread interventions will be needed to save many species from extinction.  相似文献

As large wildfires have become common across the American West, federal policies such as the Healthy Forests Restoration Act have empowered local communities to plan for their own wildfire protection. Here, we present an analysis of 113 community wildfire protection plans from 10 western states where large fires have recently occurred. These plans contain wide diversity in terms of specific plan elements and dimensions, yet less diversity in the paradigms underlying their fire protection approaches. These patterns held true across both plans constructed solely by local actors as well as those constructed with the help of outside consultant expertise.  相似文献

Local Agenda 21 has become well embedded as a mechanism for promoting sustainable development strategies at the municipal level. Quantitative studies indicate an impressive rate of progress on strategy production and adoption. This paper reports on qualitative research focused mainly on four innovative UK case studies, and explores the reality of experiences as revealed by participantsin Local Agenda 21. It considers the nature of claims made in relation to sustainability networks, the role of local government and stakeholder characteristics. The paper concludes that, whilst many of the claims about LA 21 are intractable to test, there is some evidence of genuine attainment. This relates mainly to processes of strategy production, stimulation of environmental citizenship, inclusion of various sectors, challenging traditional assumptions and actions, and assisting local democracy.  相似文献

This study analyses disparities in the provision of environmental services in Jerusalem, specifically through the distribution of recycling bins. The allocation of recycling bins in Jerusalem is uneven. Some neighbourhoods have more than their share of infrastructure, while others do not have any recycling bins at all. The spatial distribution of recycling bins throughout the city is analysed across the ethno-religious and socioeconomic divides, enabling us to determine whether the opportunity to recycle is a right or a privilege. The findings demonstrate that the Arab areas are literally not serviced. Ultra-Orthodox (Haredi) Jewish neighbourhoods are discriminated against unless socioeconomic levels and population size are controlled. Therefore, waste-management policies reproduce social inequalities resulting in environmental injustice. Due to the fact that recycling in Jerusalem is voluntary and not obligatory, and that in general the public wants to recycle, the opportunity to recycle is indeed a privilege.  相似文献

Summary Traditional environmental accounting framework is based on a neo-classical economic theory that treats environmental assets and liabilities as if their contribution to economic acitivity were similar to that of conventional, marketed assets and liabilities. The environment is viewed as a producer of outputs consumed by other productive economic sectors. It is proposed in this article that the environment is not only a producer of outputs, but also an output itself. The environment requires not only its protection, but importantly its continual improvement. Under this framework environmental accounting as a discipline is split into two categories: corporate environmental accounting and social environmental accounting. Two information streams exist under this framework: products-oriented information and environment-oriented information.Dr Simon S. Gao is a Senior Lecturer in the Accounting and Finance Division of the Business School at Staffordshire University. He obtained a BA in Economics in 1993, and an MA in Accounting and Finance, in 1987, both from Shaanxi Institute of Finance and Economics, China. He was recently awarded a PhD from Faculty of Economics, Erasmus University Rotterdam (The Netherlands). His research intersts include among others, environmental accounting and reporting, environmental cost and risk analysis, and environmental asset management. However, if we do not understand the long‐term characteristics of hydroclimatic processes, how does one find the prudent and reasonable course needed for water management? We consider this question in light of three aspects of existing and unresolved issues affecting hydroclimatic variability and statistical inference: Hurst‐Kolmogorov phenomena; the complications long‐term persistence introduces with respect to statistical understanding; and the dependence of process understanding on arbitrary sampling choices. These problems are not easily addressed. In such circumstances, humility may be more important than physics; a simple model with well‐understood flaws may be preferable to a sophisticated model whose correspondence to reality is uncertain.  相似文献

Neobiota as non-native species are commonly considered as alien species. The Convention on Biological Diversity (CBD) intends to “prevent the introduction of, control or eradicate those alien species which threaten ecosystems, habitats or species”. The European Union has financed the DAISIE research project for the first pan-European inventory of Invasive Alien Species (IAS), which is supposed to serve as a basis for prevention and control of biological invasions. This paper discusses the evaluation approach for classifying “100 of the Worst” IAS in Europe by the EU DAISIE research project. The main impact categories used by DAISIE for assorting “100 of the Worst” IAS are investigated and the texts of the “Wanted” species factsheets are examined. Two examples from the DAISIE factsheets of the “100 of the Worst” IAS [Tree of Heaven (Ailanthus altissima) and the Raccoon (Procyon lotor)] are discussed to illustrate DAISIE’s biodiversity evaluation approach in more detail. However, the classification criteria used by DAISIE do not allow for sufficiently differentiating these neobiota from an ecological behavior of native species with a similar ecological niche. In conclusion, neobiota evaluations are not comprehensive when they refer mainly to the successful expansion and competition with native species into available ecological niches. A comprehensive assessment of the impacts of neobiota on biodiversity and humans needs to take into account the different values of biodiversity as mentioned in the preamble of the CBD.  相似文献

Whether to recycle the recyclable fraction in the MSW (municipal solid waste) or to incinerate it for energy recovery is a debating issue. In this paper we present a simple criterion to judge what type of waste components should be recycled or incinerated with energy recovery. According to the R1 formula presented by the waste framework directive (Directive 2008/98/EC of the European Parliament), this paper calculates the energy performances of MSW waste-to-energy plants currently operated in Taiwan firstly. By using the assumed value of energy recovery efficiency and carbon emission costs, we compare the treatment methods between recycling (material recovery) and energy recovery by the cost and benefit analysis, and examine the suitability of recycling for waste fractions of paper, food waste, PET, PVC, and plastic bags/films under a variety of scenarios. The results show that food waste is more appropriate to be treated by recycling while plastic bags/films are suggested to be incinerated with energy recovery.  相似文献

Stakeholders in plantation forestry are increasingly aware of the importance of the ecosystem services and non-market values associated with forests. In New Zealand, there is significant interest in establishing species other than Pinus radiata D. Don (the dominant plantation species) in the belief that alternative species are better suited to deliver these services. Significant risk is associated with this position as there is little objective data to support these views. To identify which species were likely to be planted to deliver ecosystem services, a survey was distributed to examine stakeholder perceptions. Stakeholders were asked which of 15 tree attributes contributed to the provision of five ecosystem services (amenity value, bioenergy production, carbon capture, the diversity of native habitat, and erosion control/water quality) and to identify which of 22 candidate tree species possessed those attributes. These data were combined to identify the species perceived most suitable for the delivery of each ecosystem service. Sequoia sempervirens (D.Don) Endl. closely matched the stakeholder derived ideotypes associated with all five ecosystem services. Comparisons to data from growth, physiological and ecological studies demonstrated that many of the opinions held by stakeholders were inaccurate, leading to erroneous assumptions regarding the suitability of most candidate species. Stakeholder perceptions substantially influence tree species selection, and plantations established on the basis of inaccurate opinions are unlikely to deliver the desired outcomes. Attitudinal surveys associated with engagement campaigns are essential to improve stakeholder knowledge, advancing the development of fit-for-purpose forest management that provides the required ecosystem services.  相似文献

The lack of knowledge regarding social diversity in the Wildland Urban Interface (WUI) or an in-depth understanding of the ways people living there interact to address common problems is concerning, perhaps even dangerous, given that community action is necessary for successful wildland fire preparedness and natural resource management activities. In this article, we lay out the knowledge and preliminary case study evidence needed to begin systematically documenting the differing levels and types of adaptive capacity WUI communities have for addressing collective problems such as wildland fire hazard. In order to achieve this end, we draw from two theoretical perspectives encompassing humans' interactions with their environment, including (1) Kenneth Wilkinson's interactional approach to community, (2) and certain elements of place literature. We also present case study research on wildfire protection planning in two drastically different California communities to illustrate how social diversity influences adaptive capacity to deal with hazards such as wildland fire. These perspectives promote an image of the WUI not as a monolithic entity but a complex mosaic of communities with different needs and existing capacities for wildland fire and natural resource management.  相似文献

In an unequal society, undesirable wastes often end up in the poorest and least powerful communities, becoming part of the economic and environmental milieu of the inner city. Two contradictory responses to waste reflect contrasting theoretical paradigms. Some wastes can become assets in local economic development, creating incomes through scavenging, industrial jobs in recycling plants or new businesses using locally available materials. Other wastes are an assault on the community that receives them; toxic wastes, polluting facilities and industrial by-products often create local health hazards rather than development. Waste as an asset is consistent with the free market model of economics. The inner city, 'endowed' with waste materials and low-wage labour, has a comparative advantage in labour-intensive processing of materials that the rest of society has discarded. Waste as an assault on the community is consistent with a different model of environmental risk. Some by-products of industry are so hazardous that they should not be produced, or should be tightly regulated. Each model has a realm of validity; the balance between the two depends on which wastes are hazardous, and which are just ugly resources waiting to be discovered.  相似文献
