In determining the importance of criteria in the management of wetlands, two key issues arise: that is whether they should be conserved for environmental benefits, or whether they should be used for development activities. This is indeed the conflict faced in many natural resource management problems. This paper considers the development of stakeholder preferences in a region in Sri Lanka for representative criteria based on defined objectives for wetland management. Data were obtained spatially from a paired comparison based survey using the analytic hierarchy process to investigate the importance attached to the criteria by stakeholders who live and work in the wetland region. Distinct groups showing different concerns towards importance of objectives are shown to exist over the whole area and spatially. However, the consensus view of favouring conservation of the environment is indicated by 80% of the sample.  相似文献

Fishing gears have multiple impacts on the marine environment, and policies to reduce these impacts through modifying fishing gears are becoming common place. Different modifications result in different changes in the set of environmental impacts, and imply different sets of costs and benefits for different stakeholder groups. In this study, the analytic hierarchy process (AHP) is used to quantify the relative importance of the environmental impacts of fishing to different stakeholder groups. Forty eight individuals representing six different stakeholder groups (ecologists, biologists, economists, gear technologists, fishers and fisheries managers) were surveyed. As expected, fishers and gear technologists placed substantially greater importance on reducing discarding of commercial fish species than on habitat damage. Priorities of other stakeholder groups varied, but all placed greater priority on habitats than the commercial sector. The results suggest that management aimed at reducing environmental impacts of fishing broader than just discarding is appropriate, but such moves are likely to be opposed by the fishing industry. The derived weights also have a direct application to fisheries management, as they allow otherwise non-commensurate impacts to be aggregated into an overall impact to compare environmental benefits from alternative modifications of fishing gear.  相似文献

Site selection is an important and necessary issue for waste management in fast-growing regions. Because of the complexity of waste management systems, the selection of the appropriate solid waste landfill site requires consideration of multiple alternative solutions and evaluation criteria. Based on actual conditions of the study area, we considered economic factors, calculated criteria weights using the analytical hierarchy process (AHP), and built a hierarchy model for solving the solid waste landfill site-selection problem in Beijing, China. A geographic information system (GIS) was used to manipulate and present spatial data. All maps are graded from 1 (lowest suitability) to 5 (highest suitability) using spatial information technologies. The candidate sites were determined by aggregation based on the criteria weights. The candidate sites are divided by ‘best’, ‘good’ and ‘unsuitable’ landfill areas. Best landfill areas represent optimal sites; good landfill areas can be used as back-up candidate sites. Our work offers a siting methodology and provides essential support for decision-makers in the assessment of waste management problems in Beijing and other rapidly developing cities in developing countries.  相似文献

Environmental impact assessment (EIA) is an intrinsically complex multi-dimensional process, involving multiple criteria and multiple actors. Multi-criteria methods can serve as useful decision aids for carrying out the EIA. This paper proposes the use of a multi-criteria technique, namely the analytic hierarchy process (AHP), for the purpose. AHP has the flexibility to combine quantitative and qualitative factors, to handle different groups of actors, to combine the opinions expressed by many experts, and can help in stakeholder analysis. The main shortcomings of AHP and some modifications to it to overcome the shortcomings are briefly described. Finally, the use of AHP is illustrated for a case study involving socio-economic impact assessment. In this case study, AHP has been used for capturing the perceptions of stakeholders on the relative severity of different socio-economic impacts, which will help the authorities in prioritizing their environmental management plan, and can also help in allocating the budget available for mitigating adverse socio-economic impacts.  相似文献

This paper develops an integrated framework to evaluate land suitability for wind farm siting that combines multi-criteria analysis (MCA) with geographical information systems (GIS); an application of the proposed framework for the island of Lesvos, Greece, is further illustrated. A set of environmental, economic, social, and technical constraints, based on recent Greek legislation, identifies the potential sites for wind power installation. Furthermore, the area under consideration is evaluated by a variety of criteria, such as wind power potential, land cover type, electricity demand, visual impact, land value, and distance from the electricity grid. The pair-wise comparison method in the context of the analytic hierarchy process (AHP) is applied to estimate the criteria weights in order to establish their relative importance in site evaluation. The overall suitability of the study region for wind farm siting is appraised through the weighted summation rule. Results showed that only a very small percentage of the total area of Lesvos could be suitable for wind farm installation, although favourable wind potential exists in many more areas of the island.  相似文献

A critical shortcoming of methods that are reliant upon the judgment of experts to determine site suitability is noted. The article introduces a new method, the analytic hierarchy process (AHP) with which error in judging the relative importance of factors in site suitability analysis can be both detected and corrected. The proposed approach is illustrated with an example to show how the AHP frames the site evaluation problem and can aid in decision making involving multiple criteria, factor diversity, and conditions of uncertainty. The article concludes by suggesting the potential application of the AHP in public choice decisions involving complex, controversial, and conflictual site selection processes.  相似文献

This paper describes a decision support model for allocating financial resources amongst multiple user groups in environmental management problems. The model is based on the multiple criteria analysis (MCA) method of compromise programming. It was used to inform the allocation of Natural Heritage Trust funds across 14 regions in Queensland, Australia. The model targets funding to those regions with greater natural resource management needs. Need is determined by 19 weighted criteria relating to natural resource assets and threats. The model was accepted by the Australian Government, Queensland Government and regional groups as an appropriate means for allocating program funds; first in 2005 and then again, with improvements, in 2007. This paper shows that an MCA model can improve the transparency, auditability and acceptance of allocation decisions which would otherwise be heavily politicised.  相似文献

This study provides statistical evidence that support for community-based management of resources was more effective when initiated through a process known as participatory action plan development (PAPD). Thirty-six sites were studied where community management of fisheries was facilitated by NGOs. All involved community participation and establishing local fisheries management institutions. However, communities were able to take up more conservation-related interventions and faced fewer conflicts in the 18 sites where a PAPD was the basis for collective action and institution development. This indicates the value and effectiveness of adopting good practice in participatory planning, such as PAPD, which helps diverse stakeholders find common problems and solutions for natural resource management.  相似文献

This study presents processes to evaluate the optimal collecting strategy (CS) in reverse logistic (RL) for the downstream part of the Taiwan photovoltaic industry (TPI). It combines the analytic hierarchy process (AHP) with the technique for ordering preference by similarity to the ideal solution (TOPSIS). The criteria and sub-criteria were initially established to assess the related benefits, opportunities, costs, and risks (BOCR). AHP was then used to obtain the weightings of the criteria and sub-criteria and TOPSIS was used to rank the optimal collection strategy in terms of its overall evaluation criteria. The AHP and TOPSIS method provides decision makers with a valuable reference for assessing the optimal collection strategy of TPI downstream. The results of the study should provide decision makers in the downstream TPI with academic support and valuable guidance for evaluating their collection program and obtain optimal strategies for administering RL practices.  相似文献

The challenge of sustainable forest management is to integrate diverse and sometimes conflicting management objectives. In order to achieve this goal, we need a better understanding of the aspects influencing the preferences of diverse groups and how these groups make trade-offs between different attributes of SFM. We compare the SFM preferences of interest groups in regions with different forest use histories based on the reasoning that the condition of the forest reflects the forest use history of the area. The condition of the forest also shapes an individual’s forest values and attitudes. These held values and attitudes are thought to influence SFM preferences. We tested whether the SFM preferences vary amongst the different interest groups within and across regions. We collected data from 252 persons using a choice experiment approach, where participants chose multiple times among different options described by a combination of attributes that are assigned different levels. The novelty of our approach was the use of choice experiments in the assessment of regional preference differences. Given the complexity of inter-regional comparison and the small sample size, this was an exploratory study based on a purposive rather than random sample. Nevertheless, our results suggest that the aggregation of preferences of all individuals within a region does not reveal all information necessary for forest management planning since opposing viewpoints could cancel each other out and lead to an interpretation that does not reflect possibly polarised views. Although based on a small sample size, the preferences of interest groups within a region are generally statistically significantly different from each other; however preferences of interest groups across regions are also significantly different. This illustrates the potential importance of assessing heterogeneity by region and by group.  相似文献

Multi-criteria analysis (MCA) is a family of decision-making tools that can be used in strategic environmental assessment (SEA) procedures to ensure that environmental, social and economic aspects are integrated into the design of human development strategies and planning, in order to increase the contribution of the environment and natural resources to poverty reduction. The aim of this paper is to highlight the contribution of a particular multi-criteria technique, the analytic hierarchy process (AHP), in two stages of the SEA procedure applied to water programmes in developing countries: the comparison of alternatives and monitoring. This proposal was validated through its application to a case study in Brazilian semi-arid region. The objective was to select and subsequently monitor the most appropriate programme for safe water availability. On the basis of the SEA results, a project was identified and implemented with successful results. In terms of comparisons of alternatives, AHP meets the requirements of human development programme assessment, including the importance of simplicity, a multidisciplinary and flexible approach, and a focus on the beneficiaries' concerns. With respect to monitoring, the study shows that AHP contributes to SEA by identifying the most appropriate indicators, in order to control the impacts of a project.  相似文献

Groundwater management can be effectively conducted by using groundwater contamination map assessment. In this study, a modified DRASTIC approach using geographic information system (GIS) was applied to evaluate groundwater vulnerability in Kerman plain (Iran). The Wilcoxon rank-sum nonparametric statistical test was applied to modify the rates of DRASTIC. In addition, the analytic hierarchy process (AHP) method was employed to evaluate the validity of the criteria and sub criteria of all the parameters of the DRASTIC model, which proposed as an alternative treatment of the imprecision demands. The GIS offers spatial analysis in which the multi index evaluation can be effectively conducted through the AHP. The non-point source pollution was effectively determined by the modified DRASTIC method compared with the traditional method. The regression coefficient revealed the relationship between the vulnerability index and the nitrate concentration. The best result was obtained by using AHP–AHP, followed by DRASTIC–AHP, modified DRASTIC–AHP, and AHP–DRASTIC models. In this study, the DRASTIC method failed to provide satisfactory result. Additionally, by using both the original DRASTIC and the modified DRASTIC methods in the study area, AHP–AHP performed highly in the Kerman plain, suggesting that the southern and south east parts of the area considerably calls for conservation against contamination.  相似文献

Ecosystem management (EM) is a holistic approach, in which public participation in decision-making, and incorporation of human preferences, needs and perceptions in management plans is a main element. The decision-making from human opinion method (DeMHO), presented here, can be used in EM in selecting the more suitable and socially acceptable management plan, in order to protect or restore an ecosystem. The method focuses on the quantification of the human opinion, preferences and perceptions, which are investigated after research on the local population of the ecosystem. The results of this research are the inputs of the method; multi-criteria decision-making procedures, such as the analytic hierarchy process (AHP), the expected utility method (EUM) and compromise programming (CP) are used to assign the appropriate weights and rank according to their importance the interest groups, the issues to be studied, and the alternative management plans. The alternatives are also evaluated by assessing their sustainable character. The paper presents DeMHO and its application in the National Park of Eastern Macedonia and Thrace in Greece, after a research through a questionnaire on the local population.  相似文献

为分析南海北部海域油气勘探保障建设选址的适宜性,在广泛研究备选区特征资料的基础上,基于层次分析法(Analytic Hierarchy Process, AHP)原理,以自然环境因素、开发环境因素、基础设施与投资情况以及其他因素作为一级评判准则,建立了包括12项二级评判准则的递进层次结构模型,并以永兴岛、赵述岛和晋卿岛作为3个假定备选区,来验证分析评价模型的有效性和可靠性。AHP评判结果显示,3个备选区的整体优劣指数依次为0.587 1, 0.212 1, 0.200 8;AHP模型的一致性比例CR值为0.020 3。通过分析和筛选影响远海油气勘探保障建设的选址因子,构建基于AHP原理的选址评价模型,可用于分析评价南海北部岛礁油气勘探保障建设选址的适宜性。  相似文献

The location selection for landfill municipal solid waste is an important issue in waste management. Selection of the optimal location requires consideration of multiple alternative solutions and evaluation factors because of system complexity. Further, ranking of the alternative locations and selection of the most optimal and efficient locations for landfill waste are an important multi-criteria decision-making problem. In this study, the candidate locations for landfill are determined based on Political, Economical, Environmental and Social factors are assessed through decision-makers’ opinion and by the methodology that incorporates fuzzy analytic hierarchy process (fuzzy AHP) and fuzzy technique for order preference by similarity to ideal solution (fuzzy TOPSIS). Specifically, the fuzzy AHP technique is applied to determine the weights of selected criteria impacting the location selection process, and the fuzzy AHP is adapted to model the linguistic vagueness and ambiguity, which can also be expressed as triangular fuzzy numbers. Furthermore, fuzzy TOPSIS technique is employed to rank the alternative locations. The applicability of this methodology is demonstrated by a case study of landfill waste location selection in the region of Casablanca, Morocco, and the results are compared with other techniques. Finally, to complete the treatment, a sensitivity analysis is performed to examine the impact of the preferences given by decision-makers to choose the best location.  相似文献

The fisheries of Lake Victoria have reached a critical stage in their development: catches are declining, and there is increasing evidence of hardship amongst the fishing communities. In an effort to countermand the reduction in the flow of economic benefits the lake's riparian states are collaborating with international agencies to develop a fisheries management strategy that would be based on a partnership between stakeholders. One possible area for such collaboration is via the devolution of certain access controls to fishing communities. This paper describes findings from recent research and argues that notions of access are linked to community perceptions of the resource, control over it and their own individual and collective manoeuvrings designed to retain and improve livelihoods.  相似文献

This paper describes an innovative systematic approach, namely hierarchy grey relational analysis for optimal selection of wastewater treatment alternatives, based on the application of analytic hierarchy process (AHP) and grey relational analysis (GRA). It can be applied for complicated multicriteria decision-making to obtain scientific and reasonable results. The effectiveness of this approach was verified through a real case study. Four wastewater treatment alternatives (A(2)/O, triple oxidation ditch, anaerobic single oxidation ditch and SBR) were evaluated and compared against multiple economic, technical and administrative performance criteria, including capital cost, operation and maintenance (O and M) cost, land area, removal of nitrogenous and phosphorous pollutants, sludge disposal effect, stability of plant operation, maturity of technology and professional skills required for O and M. The result illustrated that the anaerobic single oxidation ditch was the optimal scheme and would obtain the maximum general benefits for the wastewater treatment plant to be constructed.  相似文献

Site selection is a key activity for quarry expansion to support cement production, and is governed by factors such as resource availability, logistics, costs, and socio-economic-environmental factors. Adequate consideration of all the factors facilitates both industrial productivity and sustainable economic growth. This study illustrates the site selection process that was undertaken for the expansion of limestone quarry operations to support cement production in Barbados. First, alternate sites with adequate resources to support a 25-year development horizon were identified. Second, technical and socio-economic-environmental factors were then identified. Third, a database was developed for each site with respect to each factor. Fourth, a hierarchical model in analytic hierarchy process (AHP) framework was then developed. Fifth, the relative ranking of the alternate sites was then derived through pair wise comparison in all the levels and through subsequent synthesizing of the results across the hierarchy through computer software (Expert Choice). The study reveals that an integrated framework using the AHP can help select a site for the quarry expansion project in Barbados.  相似文献

Resource inventory and monitoring (I&M) programs in national parks combine multiple objectives in order to create a plan of action over a finite time horizon. Because all program activities are constrained by time and money, it is critical to plan I&M activities that make the best use of available agency resources. However, multiple objectives complicate a relatively straightforward allocation process. The analytic hierarchy process (AHP) offers a structure for multiobjective decision making so that decision-makers’ preferences can be formally incorporated in seeking potential solutions. Within the AHP, inventory and monitoring program objectives and decision criteria are organized into a hierarchy. Pairwise comparisons among decision elements at any level of the hierarchy provide a ratio scale ranking of those elements. The resulting priority values for all projects are used as each project’s contribution to the value of an overall I&M program. These priorities, along with budget and personnel constraints, are formulated as a zero/one integer programming problem that can be solved to select those projects that produce the best program. An extensive example illustrates how this approach is being applied to I&M projects in national parks in the Pacific Northwest region of the United States. The proposed planning process provides an analytical framework for multicriteria decisionmaking that is rational, consistent, explicit, and defensible.  相似文献

This paper is concerned with developing a model for group decision making under multiple criteria. The multiple criteria group decision making (MCGDM)problem involves a set of feasible land use patterns that are evaluated on the basis of multiple, conflicting and noncommensurate criteria by a group of individuals. The model integrates the Analytic Hierarchy Process (AHP) and an integer mathematical programming method. The former provides a tool for structuring the decision problem and determining land suitability for different socio-economicactivities (the uses of land), the latter is used to identify the land use pattern that maximizes consensus among interest groups. The model is used to analyze environmental conflict over land resource allocation in the Cape Region of Mexico.  相似文献
