Analysis of a rural water supply project in three communities in Mali: Participation and sustainability 总被引:1,自引:0,他引:1
This paper presents a qualitative assessment of the participatory water management strategies implemented at the community level in rural Mali through a water supply project — The West Africa Water Initiative (WAWI) — coordinated by World Vision International, a non‐governmental and humanitarian organization. Data for the study were generated through a combination of primary and secondary sources in three villages. Results of the study indicate that while community‐based rural water supply is a positive step in responding to the needs of rural Malians, the installation of boreholes with hand pumps informed merely by consultative participatory approaches and limited extension involvement will not necessarily proffer sustainable rural water supply in the region. A “platform” approach to rural water supply management that can mobilize the assets and insights of different social actors to influence decision making at all stages, including the design and choice‐of‐technology stages, in water supply interventions is instead advocated. 相似文献

Sustainability of rural water supply programs in developing countries is still an elusive goal. It is widely accepted that, as a rule, they have failed to deliver benefits to society in the long run. Emphasis has frequently been placed on the short‐term activities. Fast production of new schemes is thus a common strategy, prioritizing the engineering component, while sidestepping social and participatory issues and community empowerment. In 2006, the Government of Tanzania launched a national program to meet water sector targets set out in the Millennium Development Goals by the year 2015. In this study we evaluate key features of the program on a sustained basis. There is evidence that the Government is promoting more sustained facilities, focusing on cost recovery and on ‘decentralization by devolution’. Nevertheless, there are several shortcomings which threaten the long‐term functionality of the infrastructure that has to be built. In light of the implementation of the program, and based on the outputs of its pilot phase, we review the factors that can determine its sustainability. 相似文献

Summary There has been a paucity of reliable data on the contribution of Nigerian women in rural development, particularly with respect to water projects. From a detailed survey of many rural settings, and an evaluation of the availability of sources of water and the existing methods of purification, it was discovered that rural women, especially those of younger years, were heavily involved in water collection. The time and energy involved in water fetching and purification could sometimes be so high that other economic and domestic activities were adversely affected. The participation of Nigerian women in water development and quality improvement is hindered by problems, such as their standard of education, low level of awareness of the benefits of a good water source, lack of funds and organisational constraints. In general, this study has recognised an urgent need for more imaginative, better funded and better co-ordinated water development projects for the enhancement of the quality of life, especially for women in rural settings. 相似文献

Infrastructure intended to serve the public good frequently has implications for environmental justice and social sustainability. Drinking water supplies for sub/urban areas in North Carolina, USA, have regularly been secured by constructing dams to impound reservoirs. We used high-resolution, publicly available US Census data to explore whether 66 such reservoirs in North Carolina have induced demographic shifts in the communities that find themselves adjacent to the newly created lakeshores. Our principal findings include: (1) The ratio of white people to non-white people was significantly higher in communities within 0.5 miles of reservoir shorelines than in more distant communities; (2) even as North Carolina overall became less white from 1990 to 2010, the ratio of white people to non-white people within the 0.5 miles of the shoreline increased relative to the overall ratio in the State; and (3) similar, but less distinct, shifts in per capita income occurred during the period. Our results are consistent with the proposition that reservoirs have induced demographic shifts in communities adjacent to newly created lakeshores similar to the shifts associated with environmental gentrification and amenity migration, and may now be associated with perpetuating those shifts. These findings raise concerns about environmental justice and social sustainability that should be considered when planning and building infrastructure that creates environmental amenities. Where reservoirs are being planned, social costs, including the costs of demographic shifts associated with environmental gentrification or amenity migration, and disproportionate regulatory burdens, should be mitigated through innovative policy if possible. 相似文献

Assessing hygiene and health related improvements of a rural water supply and sanitation programme in northern Ghana 总被引:1,自引:0,他引:1
A case control study was carried out to assess hygiene and health related improvements of the Rural Water Supply and Sanitation Programme in the Upper East Region of Ghana. Hygienic improvements were measured in terms of sources of water collection and storage arrangements, waste disposal, hand washing, food storage arrangements, and defecation and practices associated with faeces. The perception of women on the mode of transmission and treatment of selected water and sanitation related diseases were the criteria used to assess health related improvements. Comparison of the results in the programme and non-programme communities indicates that the water and sanitation programme has achieved some degree of success in the areas of water use and water and food storage for the beneficiaries. However, little has been accomplished in changing people's attitude towards the disposal of household, animal and human waste. In addition, the programme has so far been minimally effective in enhancing women's knowledge about the transmission and treatment of water and sanitation related diseases. 相似文献

This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability . 相似文献

Evaluating the impact of water conservation on fate of outdoor water use: a study in an arid region 总被引:2,自引:0,他引:2
In this research, the impact of several water conservation policies and return flow credits on the fate of water used outdoors in an arid region is evaluated using system dynamics modeling approach. Return flow credits is a strategy where flow credits are obtained for treated wastewater returned to a water body, allowing for the withdrawal of additional water equal to the amount returned as treated wastewater. In the return credit strategy, treated wastewater becomes a resource. This strategy creates a conundrum in which conservation may lead to an apparent decrease in water supply because less wastewater is generated and returned to water body. The water system of the arid Las Vegas Valley in Nevada, USA is used as basis for the dynamic model. The model explores various conservation scenarios to attain the daily per capita demand target of 752 l by 2035: (i) status quo situation where conservation is not implemented, (ii) conserving water only on the outdoor side, (iii) conserving water 67% outdoor and 33% indoor, (iv) conserving equal water both in the indoor and outdoor use (v) conserving water only on the indoor side. The model is validated on data from 1993 to 2008 and future simulations are carried out up to 2035. The results show that a substantial portion of the water used outdoor either evapo-transpires (ET) or infiltrates to shallow groundwater (SGW). Sensitivity analysis indicated that seepage to groundwater is more susceptible to ET compared to any other variable. The all outdoor conservation scenario resulted in the highest return flow credits and the least ET and SGW. A major contribution of this paper is in addressing the water management issues that arise when wastewater is considered as a resource and developing appropriate conservation policies in this backdrop. Healthy watersheds provide valuable services to society, including the supply and purification of fresh water. Because these natural ecosystem services lie outside the traditional domain of commercial markets, they are undervalued and underprotected. With population and development pressures leading to the rapid modification of watershed lands, valuable hydrological services are being lost, which poses risks to the quality and cost of drinking water and the reliability of water supplies. Increasing the scale and scope of programmes to protect hydrological services requires policies that harmonize land uses in watersheds with the provision of these important natural services. This article summarizes key attributes of hydrological services and their economic benefits; presents a spectrum of institutional mechanisms for safeguarding those services; discusses programmes in Quito (Ecuador), Costa Rica and New York City; and offers some lessons learned and recommendations for achieving higher levels of watershed protection. 相似文献

Community water supply programmes are seen as instrumental in achieving the goal of ‘safe’ water for all. Women, a principal target group of these programmes, are to be benefited with greater convenience, enhanced socio‐cultural opportunities and better health for themselves and their families, provided through improved water facilities. Water supply programmes largely consist of three essential components, namely: technology, people and institutions. Although such programmes are intended to benefit women members of local communities, scant attention is paid to the impacts of the socio‐cultural context of the community on these programmes. This article explores the influence of social and cultural intricacies on the implementation of community water supply programmes, and assesses their effectiveness. The article offers important lessons for the design and implementation of this type of programme. It concludes that the local socio‐cultural context sets the stage for programme implementation, being a dynamic factor that determines actual access to water sources, more so than mere physical availability, which is often used as a criterion for programme performance. The article stresses the urgent need to integrate socio‐cultural factors as a fourth dimension in designing community water supply programmes, and suggests practical measures for enhancing the effectiveness of such programmes. 相似文献

The degradation of water quality in many groundwaters of Europe is a major source of concern. Rises in turbidity and nitrate concentrations represent present or potential threats for the quality of drinking water in rural areas. They are for the most part a consequence of agricultural intensification which has considerably affected land cover and land use in recent decades. In our case-study (a karstic catchment) the mechanisms which explain changes in water quality, as far as turbidity and nitrate are concerned, result from a strong continuity between surface and underground waters. The karstic system of the Brionne Basin can be considered as both the focus of rapid horizontal flows (runoff, a rapid process in which rainwater reaches the spring directly through sinkholes) and slow vertical flows (leaching, in which rainwater filters through the soil to the spring). A hierarchical approach to the water pollution problem of the basin suggests that turbidity or nitrate concentrations peak during heavy rain episodes and are short-term events. In terms of management, this implies that the solution to water pollution caused by such events is also short-term and can therefore be addressed at a local scale. The rise of nitrate concentrations during the past twenty years is the main concern. The solution can only be found at a global scale (all the catchment area must be taken in account: land plots and their spatial configuration), and by taking a long-term approach. 相似文献

An understanding of the long-term cycling of trace elements in soil with broiler litter fertilization under various forage utilization strategies is needed to develop sustainable agricultural production systems. We evaluated differences in Cu, Mn, Zn, and six other trace elements in response to 5 yr of bermudagrass [Cynodon dactylon (L.) Pers.] management varying in fertilization and harvest strategies on a Typic Kanhapludult in Georgia. Chicken (Gallus gallus) broiler litter was a significant source of trace elements that led to 3.4 +/- 0.5 times higher Cu, 2.0 +/- 0.3 times higher Mn, and 2.1 +/- 0.2 times higher Zn in the surface 3 cm of soil than when forage was fertilized inorganically. There were variable effects of broiler litter fertilization on other trace elements, depending upon element, depth of sampling, and forage utilization strategy. Concentrations of all trace elements in soil were below levels considered toxic to plants. Soil at a depth of 0 to 3 cm under grazed paddocks had 33 +/- 5% greater Cd, 18 +/- 1% greater Cr, 53 +/- 24% greater Cu, and 24 +/- 7% greater Zn compared with unharvested and hayed management. Trace elements in soil were unaffected whether forage was unharvested or removed as hay. These results suggest that broiler litter is a significant source of several trace elements and that ruminant processing of forage and subsequent deposition of excreta on the paddock allow these trace elements to accumulate more at the soil surface where they might interact with the high concentration of organic matter. 相似文献

Governance of water supply systems in the Palestinian Territories: A data envelopment analysis approach to the management of water resources 总被引:2,自引:0,他引:2
This study demonstrates that data envelopment analysis (DEA) can be a useful tool to assess the relative efficiencies of water supply systems and to establish benchmarks with which to measure progress in the management of water resources. Frontier efficiency models measure the efficiency of water use in the Palestinian Territories (West Bank and the Gaza Strip). At the municipality level, sufficient data for the years 1999-2002 were available to estimate efficiency and stability scores. The Gaza Strip efficiency scores were considerably lower than those of the West Bank. Water losses were the major source of the inefficiency as indicated by the large slacks of this input. The relative sizes of the municipalities affect efficiency scores little. Palestinian policy makers should focus on rebuilding the infrastructure of the water networks, beginning with the most DEA inefficient municipalities in order to minimize water losses. 相似文献

The microbiological and physico-chemical characteristics of the drinking water supplied by the Central Borehole at the University
of Benin, Ugbowo Campus were investigated. The investigation entailed assessment of the pH, turbidity, total suspended solids,
total dissolved solids, dissolved oxygen, temperature, salinity, conductivity, nitrate, nitrite, phosphate, sulphate, chloride,
N-nitroso compounds, cadmium, chromium, nickel, lead, zinc, manganese, iron, coliform count, BOD5 and COD of the water at the Central Borehole and at ten residential quarters. The assessment indicated that the water was
fit for drinking and other domestic applications. Results were also compared with WHO, EU and Nigeria FEPA standards. The
results showed that the pH values of the water (5.01–5.86) and total coliform count (1–2/100 ml) expressed as MPN were outside
the limits set by the WHO, EU and FEPA. The data also showed that the other water quality parameters assessed were within
WHO, EU and FEPA permissible limits. The results of ANOVA showed that significant changes occurred during distribution. 相似文献

Agricultural and recreational impacts of the conservation reserve program in rural North Dakota, USA 总被引:1,自引:0,他引:1
The Conservation Reserve Program (CRP), created in 1985, provides conservation benefits and agricultural supply control through voluntary, long-term retirement of crop land. While the effects of the CRP on the agricultural sector are well understood, the implications of its conservation benefits for rural economies remain largely undocumented. To quantify the effects on rural economies, this study addressed the net economic effects of decreased agricultural activity and increased recreational activity associated with the CRP in six rural areas of North Dakota from 1996 to 2000. Based on the level of economic activity that would have occurred in the absence of the program, net revenues from CRP land if returned to agricultural production in the six study areas were estimated at $50.2 million annually or $37 per acre of land currently enrolled in the CRP. Recreational (hunting) revenues as a result of the CRP in the study areas were estimated at $12.8 million annually or $9.45 per CRP-acre. The net economic effect of the CRP (lost agricultural revenues and gains in recreational expenditures) indicated that several areas of the state are not as economically burdened by the CRP as previous research has suggested. In addition, the net economic effects of the program would appear more favourable if revenues from all CRP-based recreation were included. The degree that recreational revenues offset agricultural losses might be further enhanced by enterprises that capitalize on the economic opportunities associated with expanded recreational activities on CRP lands. 相似文献

Water is a relatively scarce resource in Arizona, especially since the recent urban growth booms of Phoenix and Tucson. Arizona's 1980 Groundwater Management Act was the precursor to current water-transfer conflicts between urban buyers, rural farmers, and third parties. Water farms are bought with the intention to transfer their appurtenant groundwater to the two major metropolitan areas. As water markets have emerged, differing values and public interest issues have become apparent, while the state legislature attempts to resolve inequities. Site-specific transfer disputes, as well as policy-making conflicts, offer suitable situations for a mediation process. Equity- and efficiency-based criteria are suggested as the basis for resolving water-transfer conflicts, and a mediation process is proposed. However, third parties must develop an agenda, and a balance of power should be attained before mediation can effectively forge an agreement on water-transfer policies. The attainment of statewide policies generated through a mediated process has the potential to expand long-range regional water planning and management. 相似文献

Economic evaluations of restored or enhanced lakes in Florida indicated gravity drawdown was the least expensive action, whereas effluent diversion was 10,000 times more costly on a per hectare basis, with the other lake treatment costs occurring in the following order: gravity drawdown < grass carp introduction < mechanical drawdown < aeration < stormwater control = drawdown-dredging < effluent diversion. Within a particular treatment category, the costs spanned approximately one and one half orders of magnitude. Contrary to the abundant cost data, which permitted an economic analysis, inappropriate statistical design and lack of commitment toward sampling Florida's restored lakes undermines attempts to understand long-term water quality responses to various enhancement techniques. Using Lake Tohopekaliga as a case study, ordinary statistical tests produced contradictory and unreliable interpretations on the effectiveness of drawdown and phosphorus removal at sewage treatment plants in improving the trophic state index. This emphasizes the need for more robust statistical approaches and more detailed data collection in evaluating lake restoration activities It is unfortunate for Florida's lake restoration program that quantitative conclusions based on inferential statistics, replete with tests of assumptions, is limited to very few lakes 相似文献

California’s population increased 25% between 1980 and 1990, resulting in rapid and extensive urbanization. Of a total 123,000
ha urbanized in 42 of the state’s 58 counties between 1984 and 1990, an estimated 13% occurred on irrigated prime farmland,
and 48% on wildlands or fallow marginal farmlands. Sixty-six percent of all new irrigated farmland put into production between
1984 and 1990 was of lesser quality than the prime farmland taken out of production by urbanization. Factors dictating the
agricultural development of marginal farmlands include the availability and price of water and land, agricultural commodity
prices, and technical innovations such as drip irrigation systems that impact the feasibility and costs of production. The
increasing amount of marginal farmland being put into production could have significant water quality consequences because
marginal lands are generally steeper, have more erodible soils, poorer drainage, and require more fertilizer than prime farmlands.
Although no data exist to test our hypothesis, and numerous variables preclude definitive predictions, the evidence suggests
that new irrigated marginal lands can increase nonpoint source (NPS) pollution for a given size area by an order of magnitude

Evaluation research of rural water projects has not paid much attention to examining the extent to which intended beneficiaries actually utilized the new water points for drinking purposes. This paper presents a survey of water use patterns in a rural district of Ghana to find out the source(s) of water for drinking both at home and when on the farm. Because farms are at a considerable distance from the settlements where the boreholes are located, the use of borehole water when on the farm provides a good standard with which to evaluate community education components of the water programmes. 相似文献

Summary This paper describes an approach to the determination of skilled manpower requirements for the water supply industry. It outlines a training programme presented in five modules: resource exploitation and distribution; meter maintenance; leak detection; electrical/mechanical equipment, and sewage systems. This training curriculum is based on a detailed analysis of what is needed in a particular country. Though the proposals are specific, in this case Turkey, the approach is general and as such will have a wide application in discussions of what types of skills are required, and what is necessary to develop the necessary capabilities of the programme.Dr Gregor Watters is a qualified engineer with a special expertise in the design and construction of water supply and sewage treatment systems. His present appointment is Regional Officer for Basic Sanitary Measures at the World Health Organization, Regional Office for Europe.
