This paper aims to depict the characteristics of the third party and child fatalities on or near the construction sites and to reveal the accident causation, the parties which are at fault and the negligence behind them. Nine hundred and fifty six expert witness reports, which were submitted to criminal and labour courts, were investigated and third party and child fatalities were analyzed according to causation, type of construction and the time at which they occurred. According to the court decisions, parties at fault in the accidents were discussed by revealing the primary negligent acts of the parties. One hundred and twenty two (98 fatalities) of 971 victims were third parties and 69 (58 fatalities) of 122 victims were children (under age 12). All non-employee (50.0%) fatalities and 48.3% of child fatalities were caused by falls from height. After building/structure collapse (18.4% for third parties and 17.2% for children), the figures show that drowning ranks third. Five most hazardous work areas (82.6 of all deaths) were residential/commercial (39 cases, 39.8%), institutional (15 cases, 15.3%), small buildings (12 cases, 12.2%), wells (9 cases, 9.2%) and channels (6 cases, 6.1%). The vast majority of child deaths (79.3%) occurred on these zones. The time interval of 16:00–18:00 was of particular interest, 8 of 10 third party fatalities that occurred between these hours were of children. Additionally, this paper discusses the most hazardous conditions and safety violations along with legislative responsibilities and obligations of employers, employees and third parties. The safety requirements and legal provisions that were stipulated by the Turkish legislation were described and discussed.  相似文献

PROBLEM: There is concern in the aviation community that pilot schedules can lead to fatigue and increased chance of an aviation accident. Yet despite this concern, there is little empirical analysis showing the relationship between pilot schedules and commercial aviation accidents. This study attempts to demonstrate an empirical relationship between pilot schedules and aviation accidents. METHOD: Data for human factors-related accidents and pilot work patterns were identified. The distribution of pilot work schedule parameters for the accidents was compared to that for all pilots using a chi-square test to determine if the proportions of accidents and length of duty exposure were the same. If the distributions are the same, then one could infer that pilot human factor accidents are not affected by work schedule parameters. RESULTS: The proportion of accidents associated with pilots having longer duty periods is higher than the proportion of longer duty periods for all pilots. DISCUSSION: There is a discernible pattern of increased probability of an accident as duty time increases for commercial aircraft pilots in the United States. IMPACT ON INDUSTRY: The analysis suggests that establishing limits on duty time for commercial pilots would reduce risk. Such a rule is likely to be expensive and could substantially impact the commercial airlines. In return, there is likely to be a reduction in the risk of commercial aviation accidents due to pilot fatigue.  相似文献

The methane–air detonation experiments are performed to characterize high pressure explosion processes that may occur in sealed areas of underground coal mines. The detonation tube used for these studies is 73 m long, 105 cm internal diameter, and closed at one end. The test gas is 97.5% methane with about 1.5% ethane, and the methane–air test mixtures varied between 4% and 19% methane by volume. Detonations were successfully initiated for mixtures containing between 5.3% and 15.5% methane. The detonations propagated with an average velocity between 1512 and 1863 m/s. Average overpressures recorded behind the first shock pressure peak varied between 1.2 and 1.7 MPa. The measured detonation velocities and pressures are close to their corresponding theoretical Chapman-Jouguet (CJ) detonation velocity (DCJ) and detonation pressure (PCJ). Outside of these detonability limits, failed detonations produced decaying detached shocks and flames propagating with velocities of approximately 1/2 DCJ. Cell patterns on smokefoils during detonations were very irregular and showed secondary cell structures inside primary cells. The measured width of primary cells varied between 20 cm near the stoichiometry and 105 cm (tube diameter) near the limits. The largest detonation cell (105 cm wide and 170 cm long) was recorded for the mixture containing 15.3% methane.  相似文献

Introduction: It is widely agreed that highway work zones pose significant threats to road users because driving conditions in work zones are quite different from the normal ones, particularly when traffic volumes approach a highway capacity. Therefore, work zone safety is a critical aspect for state agencies and traffic engineers. Method: In the current study, a total of 10,218 crashes that occurred in highway work zones in the state of Washington for the period between 2007 and 2013 were used. Time of day is disaggregated into four subgroups: (1) Morning from 6:00 to 11:00 a.m. (2) Midday from 12:00 to 5:00 p.m. (3) Night from 6:00 to 11:00 p.m., and (4) Late night from 12:00 to 5:00 a.m. Then, four mixed logit models were estimated to account and correct for heterogeneity in the crash data by considering three injury severity levels: severe injury, minor injury, and no injury. Results: The estimation results reveal that most contributing factors are uniquely significant in a specific time of day period, whereas three factors affect injury severity regardless of time of day such as the indicators of not deployed airbag, one passenger vehicle involved in the crash, and rear-end collision. Further, some factors were found to affect injury severity into two or three time periods, such as female drivers that found to decrease the probability of no injury in morning and night time periods, while increasing severe injury outcome in midday time. Conclusions: The effect of time of day on injury severity of work-zone related crashes should be modeled separately rather than using a holistic model. Practical applications: As a starting point, findings of the current study can be used by transportation officials to reduce fatalities and injuries of work zone crashes by identifying factors that uniquely contribute to each time of day period.  相似文献

Conclusions for research in occupational medicine are drawn from these processes. They are discussed on the basis on an analysis of literature from the years 1980–1998. The Ignition Temperature (IT) of stoichiometric tetrafluoroethylene–air mixtures on hot walls was determined in a 3-dm³-reactor. Tests at elevated pressure conditions were performed, namely at 5, 15 and 25 bar(a), showing a decrease of the IT with the initial pressure. Furthermore, the measured ignition temperatures of stoichiometric tetrafluoroethylene–air mixtures were lower than the ignition temperatures required for the decomposition pure tetrafluoroethylene (Minimum Ignition Temperature of Decomposition, MITD) reported in previous works.Equations from the Semenov thermal explosion theory on spontaneous ignition were used to identify approximate combustion kinetics of tetrafluoroethylene from the experimental results. The determined kinetics was used for the prediction of the IT of stoichiometric tetrafluoroethylene-air by simplified calculation methods. Purpose: Fatal pedestrian collisions are over-represented at night and poor conspicuity is believed to be a leading causative factor. Retro-reflective clothing enhances pedestrian conspicuity, particularly when placed in a biological motion or “biomotion” configuration. In this study, we explored how various retro-reflective clothing configurations affected the ability to judge the direction of a pedestrian walking across the road, which has important implications for collision avoidance. Methods: Participants included 21 young drivers (mean age 21.6 ± 2.0 years) with normal vision. A closed-road circuit was used to assess the accuracy of drivers’ judgement of the direction of walking of a pedestrian at night-time wearing one of five different clothing configurations: four with retro-reflective materials placed in different locations (Biomotion, Legs + Torso, Torso Only, Legs Only), and a control wearing only black clothing (Street). Participants were seated in a stationary vehicle with low beam headlamps, 135 m from a pedestrian, who walked across the road from both sides, in different directions (towards the car, straight across the road, or away from the car). Outcome measures included drivers’ response accuracy and confidence ratings for judging pedestrian walking direction. Results: Accuracy in judging pedestrian walking direction differed significantly across the clothing configurations (p < 0.001). Response accuracy was significantly higher for the Biomotion configuration (80% correct), compared to the other retro-reflective (Legs + Torso 64%; Torso Only 53%; Legs Only 50%) and Street configurations (33%). Similar trends were noted for confidence ratings across the clothing conditions, yet the relationship between confidence ratings and response accuracy within each clothing configurations was poor. Conclusions: The use of retro-reflective clothing in a biomotion configuration facilitated the highest accuracy and confidence in drivers’ judgment of pedestrian walking direction, compared to other configurations. These findings highlight the importance of using biomotion clothing for pedestrians at night, to not only facilitate drivers’ earlier recognition of pedestrians, but also increase their accuracy in determining the walking direction of pedestrians as they cross the road. Practical applications: The use of clothing incorporating retro-reflective material in a biomotion configuration for pedestrians crossing roads at night provides enhanced cues for drivers regarding the presence and walking direction of pedestrians.  相似文献

This paper presents 2 musculoskeletal disorders questionnaire surveys in 10 different Chinese occupational groups. Data collected from 1,603 workers using a modified Nordic musculoskeletal disorders symptom questionnaire showed that the 12-month prevalence of musculoskeletal disorders, particularly in the low back and shoulder-neck regions, was high at many Chinese workplaces. Significant differences existed between occupational groups. Assembly workers usually had higher neck-shoulder complaints compared to workers in most other occupations. However, the nature of assembly seemed also to influence the prevalence rate. Workers at a cassette recorder and a TV set assembly plant appeared to have more neck complaints compared with a group of thermos flask assemblers.  相似文献

In the conceptualization of thriving at work, it is emphasized that employees' learning and vitality are two equally important components of thriving and that thriving is facilitated by contextual features and available resources. In this study, we examined the effects of two challenge stressors (time pressure and learning demands) on thriving at work. Based on the literature on challenge and hindrance stressors, we proposed that challenge stressors positively affect learning and negatively affect vitality. To uncover underlying mechanisms, we measured challenge appraisal and hindrance appraisal of work situations in a diary study. A sample of 124 knowledge workers responded to three daily surveys (before the lunch break, during the afternoon, and at the end of the workday) for a period of five workdays. Results indicate that the indirect effects of learning demands and time pressure on learning are mediated by challenge appraisal, whereas indirect effects of learning demands on vitality are mediated by hindrance appraisal. Overall, our study shows that challenge stressors have a positive total effect on learning but no total effect on vitality. These differential relationships call for a finer distinction between the two components of thriving at work in future research. Introduction: Intersections are the most dangerous locations in urban traffic. The present study aims to investigate drivers’ visual scanning behavior at signalized and unsignalized intersections. Method: Naturalistic driving data at 318 green phase signalized intersections and 300 unsignalized ones were collected. Drivers’ glance allocations were manually categorized into 10 areas of interest (AOIs), based on which three feature subsets were extracted including glance allocation frequencies, durations and AOI transition probabilities. The extracted features at signalized and unsignalized intersections were compared. Features with statistical significances were integrated to characterize drivers’ scanning patterns using the hierarchical clustering method. Andrews Curve was adopted to visually illustrate the clustering results of high-dimensional data. Results: Results showed that drivers going straight across signalized intersections had more often glances at the left view mirror and longer fixation on the near left area. When turning left, drivers near signalized intersections had more frequent glances at the left view mirror, fixated much longer on the forward and rearview mirror area, and had higher transition probabilities from near left to far left. Compared with drivers’ scanning patterns in left turning maneuver at signalized intersections, drivers with higher situation awareness levels would divide more attention to the forward and right areas than at unsignalized intersections. Conclusions: This study revealed that intersection types made differences on drivers’ scanning behavior. Practical applications: These findings suggest that future applications in advanced driver assistance systems and driver training programs should recommend different scanning strategies to drivers at different types of intersections.  相似文献

At Seveso plants, duty holders must have a complex system for assessing and managing risks. The pillars of this system are the safety report and the safety management system, with a number of underlying documents. The strength of the system is the high standardization of these documents. Regulations, standard codes and guidelines define content, structure and formats. The weakness is the high complexity. Managers and workers perceive documents as difficult to understand and far from actual operations. Major threats for the credibility of documents (and therefore for the safety systems) come from the continuous organizational and technical changes, which in a short time can make most documents obsolete; as well as by near misses, which continuously show the holes in safety systems. A big effort is required to follow up the plant changes and the near misses. In order to help safety managers, a new software has been developed. At Seveso plants, it has been possible build an integrated digital representation, because all documents are perfectly structured. This representation may be used both for updating the relevant documents after a change and to improve documents after a near miss or an accident. In this way, safety documents are always up to date and trustworthy and the huge knowledge, which is usually hidden inside safety documents, is clearly revealed and revived. The approach is basically “knowledge based” and the intention is to provide safety managers with an easy and simple tool. IRISonLine is a software that has been developed by ISPESL to provide safety managers of “Seveso” establishments with a tool for improving the management of change and of near misses.  相似文献

Accidents at work during temporary agency work (TAW) are analysed and compared with those occurring in other industries in Finland on the basis of national statistics databases. The general trend is analysed between 1998 and 2007. The years 2006–2007 are analysed in more detail. Frequency distributions and accident frequencies are calculated for data analysis. Statistically significant differences between TAW and other industries are also tested. The results suggest that the accident risk is increasing in TAW and is higher than in other industries. This might be due to increased use of TAW in traditionally accident prone industries. However, workplace accidents were not so often severe in TAW compared to other industries. The results also indicate that certain work assignments, namely manual work in production and construction, etc. are more common in TAW compared to other industries, which affects the typical kind of accidents. Differences in workplace accidents between TAW and other industries should be taken into account in accident prevention. However, further research is needed to identify the underlying accident mechanisms and their significance in order to guide accident prevention effectively. Information retrieval concerning accidents at work in TAW should continue to be made available in the future.  相似文献

Objective: Previous studies on crash modeling at highway–rail grade crossings were aimed at exploring the factors that are likely to increase the crash frequencies at highway–rail grade crossings. In recent years, modeling driver's injury severity at highway–rail grade crossings has received interest. Because there were substantial differences among different weather conditions for driver's injury severity, this study attempts to explore the impact of weather influence on driver injury at highway–rail grade crossing.

Method: Utilizing the most recent 10 years (2002–2011) of highway–rail grade crossing accident data, this study applied a mixed logit model to explore the determinants of driver injury severity under different weather conditions at highway–rail grade crossing.

Results: Analysis results indicate that drivers' injury severity at highway–rail grade crossings is strongly different for different weather conditions. It was found that the factors significantly impacting driver injury severity at highway–rail grade crossings include motor vehicle speed, train speed, driver's age, gender, area type, lighting condition, highway pavement, traffic volume, and time of day.

Conclusions: The findings of this study indicate that crashes are more prevalent if vehicle drivers are driving at high speed or the oncoming trains are high speed. Hence, a reduction in speed limit during inclement weather conditions could be particularly effective in moderating injury severity, allowing more reaction time for last-minute maneuvering and braking in moments before impacts. In addition, inclement weather-related crashes were more likely to occur in open areas and highway–rail grade crossings without pavement and lighting. Paved highway–rail grade crossings with installation of lights could be particularly effective in moderating injury severity.  相似文献

This paper argues the possibility of establishing common principles of protection from psychosocial risks (PSR) on the basis of the legal positions of the European Court of Human Rights (the Court) expressed in recent cases on degrading treatment and occupational health. The author focuses on the positive obligations of the States to ensure the protection of the right for life and of the right to respect for private life. The prohibition of degrading treatment in relations between private persons is also considered as relevant to the issue of the protection from PSR. Analyzing the Court's case law (judgments of the Court) we substantiate the possibility of claiming protection from PSR under the European Convention on Human Rights, namely, articles 2, 3 and 6, 8.  相似文献

This study addresses coping processes as explanation of age‐related differences in strain experience. Based on the life‐span theory of control, we posit that older workers employ more active problem‐focused and more active emotion‐focused coping strategies than younger workers, which should mediate age effects on strain at work. The correlation between age and passive avoidance coping, in contrast, is expected to be qualified by external resources such as job control. Hypotheses were tested in a two‐wave panel study (8 months lag) with 634 workers (age range 16–65 years). Job demands were considered as control variables. As predicted, older as compared with younger workers reported more active problem‐focused coping, which mediated age differences on strain in the longitudinal analysis. No mediation was found for active emotion‐focused coping. Moreover, age‐contingent effects of passive avoidance coping were moderated by job control. When job control was low, younger as compared with older workers reported more avoidance coping, which in turn decreased strain in the longitudinal analysis. Finally, reverse longitudinal effects of age‐contingent strain on active problem‐focused and active emotion‐focused coping provide initial evidence for age‐contingent resource spirals. A pilot study was conducted at a dental clinic to identify (a) the prevalence of musculoskeletal cumulative trauma disorders (MCTD), (b) associated symptoms (with special attention paid to carpal tunnel syndrome [CTS]), and (c) practitioners at risk. Videotapes, two questionnaires, a medical record review, and interviews were used. Forty-five dental workers participated and were classified into three categories: (a) dentists, (b) dental assistants and special assistants (DA/SA), and (c) dental hygienists and dental assistant-expanded function (DH/DAEF). Categorical data were analyzed using the chi- square statistic and risk ratios. The Fisher exact probability test was used for categorical data with a small cell. One or more symptoms associated with CTS were noted by 75.6% of the dental workers, 11% reported diagnosed CTS, and 53% reported back and shoulder pain. Both psychosocial factors and job demands appear to be associated with MCTD. All three categories of dental workers reported MCTD symptoms, and the DH/DAEF group was found to be at greatest risk for developing upper extremity symptoms, CTS, and back pain.  相似文献
