Protecting at-risk communities from geological hazards requires both knowledge of the physical hazard and an understanding of the community at risk. Interdisciplinary disaster research therefore explores the interface between hazards and society in order to improve disaster risk reduction strategies. At this interface there exist disaster sub-cultures that are produced through hazard experience and can be developed as a coping mechanism for the at-risk communities. Therefore, disaster sub-cultures could contribute to either social resilience or vulnerability. The fluid nature of the term culture and the difficulty in quantifying these important human traits mean that the local sub-cultures are complex and often not included within conventional risk management tools such as risk maps. However, this paper demonstrates how a disaster sub-culture found at Mt Merapi volcano, Indonesia, can be examined using interdisciplinary methods. The distinctive Mt Merapi sub-culture influences local community actions during the frequent eruptions. The findings from ethnographic studies completed on Mt Merapi in 2007 and 2009 have been translated and mapped in order to be incorporated within a holistic risk assessment. The key findings, methods of translation and maps are presented here, and demonstrate the potential for interdisciplinary research applications in disaster risk reduction.  相似文献

Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.  相似文献

ABSTRACT

Destructive earthquakes in urban or rural areas around the world have caused severe damage to local societies. Pre-disaster prevention and post-disaster reconstruction can significantly reduce the impact of earthquakes on communities. To explore the popular research topics and trends in this area, CiteSpace was used to develop a knowledge map visualization. It was found that the main research into earthquake disaster prevention and reconstruction has been focused on disaster risk reduction planning, disaster mitigation knowledge, participatory disaster governance, and community resilience building. In this Special Issue, there were six distinctive earthquake disaster research papers that covered scientific, social, and institutional aspects. It was concluded that to reduce the effects of earthquake disasters, an interdisciplinary research approach and systems thinking is needed. The investigation also revealed that there has been a paradigm shift from post-disaster reconstruction to pre-disaster prevention to build community and urban resilience.  相似文献

In response to increasingly frequent and severe flooding events, tracking the explanatory elements of integrative planning effort can provide useful assessment of initiatives that foster improved community disaster resiliency. In this research, we address the effect of local hazard mitigation plan quality on mitigating disaster risk with an emphasis on the relationship between plan quality and community resilience. Using content analysis and principles of plan quality metrics, we evaluate local hazard mitigation plans to determine how well they support disaster risk reduction. Analytically, these metrics and relevant controls were incorporated into both a log-linear two-stage least squares model and a quantile regression model to explain flood loss at the county level for the US Mississippi River Basin. Findings suggest that better plan quality and high levels of community resilience result in reducing disaster losses.  相似文献

Hurricane Iwa (23rd November 1982) produced Hawaii's costliest natural disaster and revealed serious flaws in the area's hurricane preparedness, response and mitigation programs. Twenty-eight months later, a follow-up study showed that impacted communities and facilities had been reconstructed with only selective and limited attention to mitigating future coastal storm hazards. Prospects for the reduction of hazard vulnerability on oceanic islands through post-disaster mitigation measures are assessed in the light of Hawaii's experience.  相似文献

Community-based disaster risk management methods routinely include capture of local knowledge which is used to inform community-level risk reduction programmes and development plans. In Jamaica, development planning at the national level has relied historically on scientific knowledge, usually to the exclusion of local knowledge. However, community disaster risk management plans reviewed for this paper show that communities have very clear ideas on the threat posed by hazards, resources at risk from the hazards and ways of reducing the risk. Communities also appreciate the value of cultural and historical sites and are willing to sacrifice development in order to protect and preserve these sites. Such knowledge is valuable for informing risk-sensitive development planning, and should be captured within the formal development approval system. A model is proposed in which community and scientific knowledge can be integrated into the formal development approval process at the national level. The model includes integrating community representatives in technical committee reviews, capturing local knowledge through community consultations and subjecting community knowledge to validation prior to its use. Successful implementation of this model should result in more accurate field assessments for risk-sensitive development planning as local knowledge provides current, site-specific information. Better risk-sensitive development planning will ultimately lead to reduced exposure to hazards and reduction in losses from the impact of hazards for Jamaica.  相似文献

A number of recent studies on disaster reconstruction have focused on the concept of community resilience and its importance in the recovery of communities from collective trauma. This article reviews the contributions the anthropological literature and the ethnographic case studies of two post‐Hurricane Mitch housing reconstruction sites make to the theorising of community and resilience in post‐disaster reconstruction. Specifically, the article demonstrates that communities are not static or neatly bounded entities that remain constant before, during and after a disaster; rather, communities take on shape and qualities depending on the relationships in which they engage with government agencies and aid organisations before and after disasters. Consequently, the article argues that definitions of community resilience and disaster mitigation programmes must take the emergent and relational nature of communities into account in order to address the long‐term causes and impacts of disasters.  相似文献

If community disaster resilience is to mature into a robust and lasting area of research, methodologically facilitated dialogue between empirical observations and theory is necessary. However, methodological and empirical research has outpaced community disaster resilience theory. To address this gap, a theoretical framework called WISC is presented. WISC is named after four constructs of the framework: well-being, identity, services, and capitals. WISC relates the two concepts of community and infrastructure, broadly defined, to the four constructs it is named after. The 4 constructs are respectively defined by 29 variables. The broadest interpretation of WISC is that infrastructure supports and facilitates components of community within human settlements. Infrastructure is represented as combinations of capitals and services; community is represented by connections of identity and well-being. Ultimately, well-being of a community is dependent on that community's collective capital. But these two constructs are mediated by the intervening constructs of identity and services. WISC goes beyond existing frameworks by addressing essential elements of theory building that have been overlooked in the literature, while synthesizing other frameworks and areas of knowledge. WISC provides a powerful foundation for posing and evaluating hypotheses, improving data collection efforts, and, most importantly, enabling critical theory building.  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献

中国减灾事业的发展史可分3个阶段:第一阶段是新中国成立以前的几千年,减灾活动以赈灾为主,帝王“祭天求恕”,“防灾吏制”,安抚于民。清末民初1800至1949年间计发生巨灾25起,死亡4993万余人,总灾亡则近亿,年均灾亡60万人以上,这段惨痛的灾况记下了十分难得的灾情史,泣血于残野。新中国成立后,在“为人民服务”的思想指导下,为减轻灾害损失,逐步建立了气象、水利、农林、地震、海洋、地质等专业的灾害科技与减灾工程,政府并组织社会兼事抗灾、救灾、应急减灾,国家减灾实力快速增长,已取得突出减灾实效,这个阶段比第一阶段灾亡人数下降了90%以上,但年均灾亡人口仍有1.2万人左右。该阶段的工作特点是以单灾种纵向体系为主,不同灾类的监测、预报水平尚高低不一,这与成灾机理的难易程度和工作条件的强弱有关。21世纪初,随全球增温之势锐升,多类极端灾变遍及各洲,促使许多国家发动全社会人众共同探求“综合减灾”之路;我国政府已迅即开展全社会应急减灾行动,开启了“综合减灾”之先声,这是减灾事业步入第三阶段的先导。综合减灾应该是全社会相关部门和民众的统一行动。目前尚有3个问题需要弄清楚,一是多种自然灾害之间成灾机理相关性的研究,其对象是灾害群与灾害链;二是全社会减灾要素综合运作预案的优选;三是如何核算减灾投入与社会可持续发展之正、负效应关系。  相似文献

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

The intimate connections between disaster recovery by and the resilience of affected communities have become common features of disaster risk reduction programmes since the adoption of The Hyogo Framework for Action 2005-2015. Increasing attention is now paid to the capacity of disaster-affected communities to 'bounce back' or to recover with little or no external assistance following a disaster. This highlights the need for a change in the disaster risk reduction work culture, with stronger emphasis being put on resilience rather than just need or vulnerability. However, varied conceptualisations of resilience pose new philosophical challenges. Yet achieving a consensus on the concept remains a test for disaster research and scholarship. This paper reviews the concept in terms of definitional issues, the role of vulnerability in resilience discourse and its meaning, and the differences between vulnerability and resilience. It concludes with some of the more immediately apparent implications of resilience thinking for the way we view and prepare for disasters.  相似文献

Over the past few decades, four distinct and largely independent research and policy communities--disaster risk reduction, climate change adaptation, environmental management and poverty reduction--have been actively engaged in reducing socio-economic vulnerability to natural hazards. However, despite the significant efforts of these communities, the vulnerability of many individuals and communities to natural hazards continues to increase considerably. In particular, it is hydro-meteorological hazards that affect an increasing number of people and cause increasingly large economic losses. Arising from the realisation that these four communities have been largely working in isolation and enjoyed only limited success in reducing vulnerability, there is an emerging perceived need to strengthen significantly collaboration and to facilitate learning and information exchange between them. This article examines key communalities and differences between the climate change adaptation and disaster risk reduction communities, and proposes three exercises that would help to structure a multi-community dialogue and learning process.  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.

This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

Abstract

Recent hazard literature frequently refers to sustainability and resilience as the guiding principles behind effective hazard planning. Certainly, structurally organizing communities to minimize effects of disasters and to recover quickly by restoring socio-economic vitality are laudable goals. However, while anticipating such outcomes is relatively easy from a theoretical standpoint, practical implementation of comprehensive plans is much more elusive. Indeed, relationships between community sustainability/resilience and hazards are complex involving many social, economic, political and physical factors. A conceptual framework for analysis of sustainability and resilience, then, is described based on three theoretical models, a mitigation model, a recovery model, and a structural-cognitive model. This framework is examined using data from Florida, USA, where local context, social and political activities, and economic concerns present difficulties in application. The question remains, therefore, to what extent can communities truly develop sustainable and resilient characteristics?  相似文献

The role of religious factors in the disaster experience has been under‐investigated. This is despite evidence of their influence throughout the disaster cycle, including: the way in which the event is interpreted; how the community recovers; and the strategies implemented to reduce future risk. This qualitative study examined the role of faith in the disaster experience of four faith communities in the Hawaiian Islands of the United States. Twenty‐six individuals from the Bahá'í, Buddhist, Church of Jesus Christ of Latter‐day Saints (LDS), and United Methodist Church communities participated, including 10 faith leaders and 16 laypersons. The results suggest that religious narratives provide a framework for interpretation of, preparedness for, and responses to disasters. Preparedness varied widely across faith communities, with the LDS community reporting greater levels of preparedness than other communities. Recommendations include the development of collaborative efforts between disaster managers and faith leaders to increase preparedness within faith communities, which may facilitate community‐wide disaster risk reduction.  相似文献
