This paper examines the topic of financing adaptation in future climate change policies. A major question is whether adaptation in developing countries should be financed under the 1992 United Nations Framework Convention on Climate Change (UNFCCC), or whether funding should come from other sources. We present an overview of financial resources and propose the employment of a two-track approach: one track that attempts to secure climate change adaptation funding under the UNFCCC; and a second track that improves mainstreaming of climate risk management in development efforts. Developed countries would need to demonstrate much greater commitment to the funding of adaptation measures if the UNFCCC were to cover a substantial part of the costs. The mainstreaming of climate change adaptation could follow a risk management path, particularly in relation to disaster risk reduction. 'Climate-proofing' of development projects that currently do not consider climate and weather risks could improve their sustainability.  相似文献

Human emissions of greenhouse gases are already changing our climate. This paper provides an overview of the relation between climate change and weather extremes, and examines three specific cases where recent acute events have stimulated debate on the potential role of climate change: the European heatwave of 2003; the risk of inland flooding, such as recently in Central Europe and Great Britain; and the harsh Atlantic hurricane seasons of 2004 and 2005. Furthermore, it briefly assesses the relation between climate change and El Ni?o, and the potential of abrupt climate change. Several trends in weather extremes are sufficiently clear to inform risk reduction efforts. In many instances, however, the potential increases in extreme events due to climate change come on top of alarming rises in vulnerability. Hence, the additional risks due to climate change should not be analysed or treated in isolation, but instead integrated into broader efforts to reduce the risk of natural disasters.  相似文献

Corruption is a threat to the purpose of humanitarian assistance. Until fairly recently, humanitarian assistance has not been considered an important arena in broader efforts aimed at curbing corruption, and corruption has not always been considered a particularly important concern for humanitarian assistance despite the obviously challenging nature of the context of humanitarian emergencies. Corruption, though, is a threat to humanitarian action because it can prevent assistance from getting to the people who most need it, and because it can potentially undermine public support for such assistance. This paper examines perceptions of corruption and its affects, documents best practices, and outlines gaps in understanding. It suggests recommendations for improving the capacity of humanitarian agencies to prevent and manage the risk of corruption. Agencies have taken steps to combat corruption and improve accountability--downwards and upwards--but scope remains for improvement and for greater sharing of learning and good practice.  相似文献

Climate change is expected to lead to an increase in the number and strength of natural hazards produced by climatic events. This paper presents some examples of the experiences of community-based organisations (CBOs) and non-governmental organisations (NGOs) of variations in climate, and looks at how they have incorporated their findings into the design and implementation of local adaptation strategies. Local organisations integrate climate change and climatic hazards into the design and development of their projects as a means of adapting to their new climatic situation. Projects designed to boost the resilience of local livelihoods are good examples of local adaptation strategies. To upscale these adaptation initiatives, there is a need to improve information exchange between CBOs, NGOs and academia. Moreover, there is a need to bridge the gap between scientific and local knowledge in order to create projects capable of withstanding stronger natural hazards.  相似文献

锡林浩特位于内蒙古牧区锡林郭勒盟中东部,由于自然条件和社会因素,其畜牧业发展受白灾影响较大,所以在全球变暖的大环境下,研究气候变化对锡林浩特白灾的影响是很有必要的。基于对研究区近几十年内发生的白灾事件的分析,选取了6个评价白灾的气候指标:冬季降水量、积雪持续时间、低温容易掉膘期的负积温、5日温差≥12℃日数、积雪期大风日数和牧草生长季降水量,并利用国家气候中心提供的地面气象资料月报和锡林浩特牧试站数据,计算了这6个因子的长期变化趋势,表明冬季降水和低温容易掉膘期的负积温有增加的趋势,同时积雪期大风日数有减小趋势。文章还引入熵权法,计算了各因子对白灾影响的重要性程度,从而建立了综合评价方法,用以分析白灾随气候变化的变化规律。结果表明,在现有气候变化条件下,白灾有减轻的趋势。  相似文献

根据延安地区历史时期旱灾资料,研究了该地区明清旱灾差异和气候的不同。结果表明,延安地区明代(1368-1643年)276年内,共发生旱灾115次,平均每2.4年发生1次;其中轻度旱灾17次,中度旱灾52次,大旱灾34次,特大旱灾12次。清代(1644-1912年)的269年里,共发生旱灾35次,平均7.7年发生1次;其中轻度旱灾6次,中度旱灾25次,大旱灾3次,特大旱灾1次。延安地区明清旱灾差异显著,明代旱灾频次是清代的3.2倍;明代旱灾等级比清代高,前者大旱灾与特大旱灾占旱灾总数的40%,后者的仅占11.6%。明代干旱气候事件频繁,清代干旱气候事件少见。延安地区明代旱灾发生频繁和等级高的原因是当时气候变干和干旱气候事件频繁出现引起的,说明明代是气候较为干旱的时期。延安地区清代旱灾频次低和等级低是当时降水量较多的结果,说明清代是较湿润的时期。明代和清代大旱灾发生时的年均降水量为440mm左右,特大旱灾发生时的年均降水量为360mm左右。  相似文献

利用1951—2003年的温度和降水资料,研究了江淮地区极端气候事件的空间结构及年代际变化特征。结果发现:(1)气候变暖影响了极端气候事件的变化,这种影响是由气候平均值和方差的共同变化引起的。(2)气候变暖加速了水分的循环过程,导致20世纪90年代以来江淮地区旱涝频率和强度加大,强降水事件增加;冬季极端最低温度升高,低温日数减少;夏季极端最高温度和高温日数开始回升。(3)从极端事件分布的区域变化来看,气候变暖对淮北的影响最大,使这个脆弱性本来就很严重的区域变得更加脆弱。  相似文献

Community-based disaster preparedness (CBDP) approaches are increasingly important elements of vulnerability reduction and disaster management strategies. They are associated with a policy trend that values the knowledge and capacities of local people and builds on local resources, including social capital. CBDP may be instrumental not only in formulating local coping and adaptation strategies, but also in situating them within wider development planning and debates. In theory, local people can be mobilised to resist unsustainable (vulnerability increasing) forms of development or livelihood practices and to raise local concerns more effectively with political representatives. This paper focuses on the potential of CBDP initiatives to alleviate vulnerability in the context of climate change, and their limitations. It presents evidence from the Philippines that, in the limited forms in which they are currently employed, CBDP initiatives have the potential both to empower and disempower, and warns against treating CBDP as a panacea to disaster management problems.  相似文献

采用PRECIS模型输出的B2气候情景,结合CERES-Rice作物模型数据,依据产量的变化率和GIS技术对我国未来(21世纪70年代)水稻的气候变化敏感性和脆弱性进行了研究.结果表明:受气候变化影响,未来我国绝大部分地区的雨养水稻将会减产,仅个别地区有增产趋势.负敏感区(减产区)主要集中在东北的辽宁和赤峰、华北平原大部、江淮及东南沿海地区;而在黑龙江西南部、福建大部、陕西与四川交界地区的雨养水稻有增产趋势.我国的灌溉水稻也以减产为主,负敏感区主要集中在辽宁、吉林西部、华北地区、陕西、宁夏、新疆南部、淮河流域、长江中下游及其以南广大水稻主产区;增产区主要集中在黑龙江西南部、内蒙古东部地区及陕西与湖北交界等地.未来我国雨养水稻的脆弱区主要分布在:(1)东北地区的中南部;(2)山东北部及淮河流域;(3)南部沿海和海南岛;(4)西南地区.未来我国灌溉水稻的脆弱区面积较大,主要分布在辽宁、黄河中游和下游、新疆南部及广西大部地区.  相似文献

采用经济学上著名的“投入-产出”分析方法,结合气候变化对工业影响的统计模型和对农业产量影响的计算机模拟系统,建立了气候变化对区域经济影响的投入-产出模型,预测了未来不同气候变化情景对经济部门国内生产总值和总产出量的影响;分析了当气候变化对工业、农业部门的生产和产品发生影响时,导致的国民经济其他部门生产和产品的改变、部门间需求量的变化和各部门间投入产出流量的变化,为决策者提供了一些适应气候变化的相应对策,研究结果为实现气候变化情景下区域经济的平衡与协调发展,以及制定区域经济的发展规划提供了理论依据。  相似文献

In late 2003 the Feinstein International Famine Center, in partnership with institutions in London, Geneva and Washington, organised a series of consultations on the future of humanitarian action post-Iraq. This article is based on those discussions. A number of recurring concerns are elaborated, ranging from the perception of humanitarianism as a Northern-driven and Northern-controlled enterprise, through the politicisation of security and the devaluation of the protective power of emblems, to the very nature of how the crisis in Iraq is perceived. The article explores the implications of such issues for humanitarian workers and their institutions. It concludes by framing an agenda for action by the humanitarian sector.  相似文献

The modern cast of disaster relief actors includes host nations, non-governmental organisations, private volunteer organisations, military organisations and others. Each group, civilian or military, has valuable skills and experiences critical to disaster relief work. The goal of this paper is to supplement the study of civil–military relief efforts with contemporary anecdotal experience. The paper examines the interaction between US military forces and other disaster relief actors during the 2005 Kashmir earthquake relief effort. The author uses direct observations made while working in Pakistan to contrast the relationships and activities from that effort with other accounts in prevailing scholarly disaster literature and military doctrine. Finally, this paper suggests that the Kashmir model of integration, coordination and transparency of intent creates a framework in which future humanitarian assistance operations could be successfully executed. Recommendations to improve civil–military interaction in future relief efforts will also be addressed.  相似文献

应用逐日观测资料分析了北京极端天气事件的变化及其与区域气候变暖的可能联系,得到了如下结论:(1)近30多年来高温和闷热事件在增加,低温、大风、雷暴和大雾事件在减少,暴雨和沙尘暴的出现频率无明显的变化。(2)高温、闷热、低温、大风、雷暴和大雾存在着较强的年际变化,但不具有明显的周期性特征,暴雨和沙尘暴事件分别存在10年和8~10年的主周期变化。(3)年平均气温和高温、闷热、低温、大风等极端事件之间存在着较强的相关性,这些极端天气事件的变化与区域气候变暖关系密切。  相似文献

Reducing losses to weather-related disasters, meeting the Millennium Development Goals and wider human development objectives, and implementing a successful response to climate change are aims that can only be accomplished if they are undertaken in an integrated manner. Currently, policy responses to address each of these independently may be redundant or, at worst, conflicting. We believe that this conflict can be attributed primarily to a lack of interaction and institutional overlap among the three communities of practice. Differences in language, method and political relevance may also contribute to the intellectual divide. Thus, this paper seeks to review the theoretical and policy linkages among disaster risk reduction, climate change and development. It finds that not only does action within one realm affect capacity for action in the others, but also that there is much that can be learnt and shared between realms in order to ensure a move towards a path of integrated and more sustainable development.  相似文献

ABSTRACT

Malaria is a leading and severe disease in Ethiopia, particularly like the Tigray region. The main objectives of the study were to model the influence of climate change on malaria transmission in Tigray and identify environmental variables that contribute to malaria. Aiming these objectives, Kafta Humera, Raya Azebo and Laelay Adiabo districts were purposively selected based on their malaria prevalence. Two hundred and nine mosquito occurrence points were collected from the study area. Collected occurrence points, altitude and 19 bioclimatic variables were run in Maxent software. Malaria transmission was simulated for themiddle and end of the twenty-first century using two representative concentration pathways (RCP4.5 and RCP8.5) scenarios driving ensemble of three general circulation models. The results show that the area suitable for malaria transmission is simulated to increase by 93.8% (RCP4.5) and 113.9% (RCP8.5) by mid-century and by 161% (RCP4.5) and 149% (RCP8.5) by the end of the twenty-first century, when compared with the historical baseline. This indicates that the area suitable for malaria transmission is simulated to increase due to climate change over the region. Therefore, the study recommends well prevention and control of malaria to ensure the health of people.  相似文献

Changes in the nature of humanitarian crises and in the ways that the international community responds to such crises demand a radically overhauled role for the United Nations system. At a time when the UN and its member states are pursuing reform of some of that institution's most fundamental peace and security functions, this paper suggests that reform, too, is required to meet humanitarian crises of the future. This paper proposes a new type of operational role for the UN, while at the same time arguing that the UN has to place itself in the vanguard of humanitarian assistance as "the standard-bearer". The article draws many of its conclusions and recommendations from a recently completed study, requested by the Inter-Agency Standing Committee, concerning the effect for the UN system of changes in humanitarian financing.  相似文献

The twenty‐first century has seen a significant rise in all forms of disasters and this has resulted in military and humanitarian organisations becoming more frequently engaged in the provision of support to those affected. Achieving an efficient and effective logistic preparation and response is one of the key elements in mitigating the impact of such events, but the establishment of mechanisms to deliver an appropriately integrated civil–military approach remains elusive. Not least because of the high percentage of assistance budgets spent on logistics, this area is considered to represent fertile ground for developing improved processes and understanding. In practice, the demands placed on civilian and military logisticians are broadly similar, as is the solution space. Speaking a common language and using common concepts, it is argued, therefore, that the logistic profession should be in the vanguard of the development of an improved civil–military interface.  相似文献

Droughts occur as a natural feature of many climates. Several southern areas of the UK experienced water stress during 2004–2006 because of low water availability and high water demand. Climate change scenarios suggest that drought frequency could increase here in the future. This will increase the competition for water across all sectors. Understanding people's perceptions of drought and climate change is likely to be an important factor for sustainable water management by pointing to barriers to behavioural change. A mixed methodology study using questionnaires and focus groups was conducted in the Anglian and southern regions of the UK to explore public perceptions of drought and climate change. Respondents attributed the 2004–2006 regional drought to lower than average rainfall. Water-intensive lifestyles, a growth in population, increasing housing developments, leaking pipes and the privatization of water companies were also implicated. The majority of respondents claimed to change their behaviour to conserve water during 2006. Regarding the future, and under a number of different scenarios, people were more inclined to accept restrictions than agree to pay more to ensure the supply of water. They were concerned about climate change and recognized that more frequent water shortages may be one of the impacts, but this concern did not necessarily translate into action. Barriers to engagement with climate change and water-efficient behaviour included a lack of accessible information, a lack of knowledge regarding the integration of environmental spheres, a lack of resources, and a perceived lack of institutional engagement. The barriers identified appear to pose a major challenge to successful adaptation to climate change.  相似文献

Expatriate health care professionals frequently participate in international responses to natural disasters and humanitarian emergencies. This field of practice presents important clinical, logistical and ethical challenges for clinicians. This paper considers the ethics of health care practice in humanitarian contexts. It examines features that contribute to forming the moral landscape of humanitarian work, and discusses normative guidelines and approaches that are relevant for this work. These tools and frameworks provide important ethics resources for humanitarian settings. Finally, it elaborates a set of questions that can aid health care professionals as they analyse ethical issues that they experience in the field. The proposed process can assist clinicians as they seek to establish their moral bearings in situations of ethical complexity and uncertainty. Identifying and developing ethics resources and vocabulary for clinical practice in humanitarian work will help health care professionals provide ethically sound care to patients and communities.  相似文献
