Resilience to natural hazards: How useful is this concept?
Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.

This paper examines the current health policy response to the management of vector-borne disease (VBD), specifically Ross River (RR) virus, in subtropical coastal Australia. It demonstrates the multi-dimensional nature of the VBD problem and considers the value of more sustainable policy responses. The paper provides an integrated exploration of the incidence of RR virus in the context of socio-biophysical interactions and change, climate variability, and possible enhanced threat due to climate change. The study focuses on two subtropical coastal case study regions in Australia. Collectively, the existing and emerging socio-biophysical interactions in these regionsraise questions as to the future risks and management of RR virus, while climate change adds a significant further dimension. The paper demonstrates the need for the incorporation of environmental planning elements, particularly attention to strategic assessment and planning, into the traditional suite of health policy responses given the multi-dimensional nature of the problem and evident socio-biophysical environmental change.

The concept of school-based disaster risk reduction (DRR) education has increasingly become popular as greater emphasis is placed on the role of schools in reducing risks and building the resilience of the education system. This paper discusses the variations in the implementation of DRR education among primary schools in different areas including urban, rural, mountainous, plain and coastal areas in Da Nang City, Central Vietnam. For rural schools, similarities in the implementation of DRR education are observed and schools in both rural plain and rural mountainous areas stress the provision of disaster-related training. In addition, improvement of school buildings and external relationship is important for the resilience of urban schools. Specifically, for schools in urban coastal areas, school location and structure are significant, while for schools in the urban plain lands, enhancement of collaboration with their community has the most potential to contribute to the resilience of a school. From that, this research proposes that leadership and prioritization are key factors in helping schools to manage internal and external resources to efficiently overcome challenges and effectively promote DRR education towards the enhancement of schools’ resilience.

The literature on adaptive and multi‐level governance calls for interactive hazard management to increase societies’ resilience. This paper maps the hazard management policies in a poor and hazard‐prone country—Nicaragua—and examines what role the government gives to interactions among different actors at different societal levels. A new analytical framework is developed that includes scope and direction to capture unidirectional or mutual interactions that are either horizontal or vertical. This enables a more complex analysis of interactions than that found in previous research. The review shows that the historical change in the role given to interactions, as a result of a focus on short‐term emergency response being complemented by long‐term risk management, mainly lies in how they are characterised—with more participants and other types of content categories—and the awareness that interactions other than mutual ones can be positive. This illustrates the complexity of the issue of interactions.

The coast has always been an area of significant hazards. In situations of community self-sufficiency, consequences of coastal hazards might be isolated to regions directly affected by the hazard. But, in the current global economy, fewer and fewer communities are isolated; damage to one location frequently has consequences around the globe and coastal community resilience can have broad-reaching benefits. Hazard responses for the built coastal environment have typically been resistance: constructing stronger buildings, enhancing natural barriers or creating artificial barriers. These approaches to hazard reduction through coastal engineering and shoreline defence efforts have been crucial to sustained coastal development. However, as coastal forces continue or magnify and resources become scarcer, resistance alone may be less effective or even unsustainable, and interest in resilience has grown. Resilience is a community's ability either to absorb destructive forces without loss of service or function, or to recover quickly from disasters. Community resilience encompasses multiple elements, ranging from governance to structural design, risk knowledge, prevention, warning systems and recovery. This paper focuses on hazards of coastal communities, and provides a review of some recent engineering efforts to improve the resilience elements of risk knowledge and disaster warnings for coastal disaster reduction.

A systematic review of literature on community resilience measurement published between 2005 and 2014 revealed that the profound lack of clarity on risk and resilience is one of the main reasons why confusion about terms such as adaptive capacity, resilience, and vulnerability persists, despite the effort spared to operationalise these concepts. Resilience is measured in isolation in some cases, where a shock is perceived to arise external to the system of interest. Problematically, this contradicts the way in which the climate change and disaster communities perceive risk as manifesting itself endogenously as a function of exposure, hazard, and vulnerability. The common conceptualisation of resilience as predominantly positive is problematic as well when, in reality, many undesirable properties of a system are resilient. Consequently, this paper presents an integrative framework that highlights the interactions between risk drivers and coping, adaptive, and transformative capacities, providing an improved conceptual basis for resilience measurement.

Local adaptation for livelihood resilience in Albay,Philippines
《Environmental Hazards》2013,12(2):139-153
Local adaptation to climate change is essential for vulnerable coastal communities faced with increasing threats to livelihood and safety. This paper seeks to understand the micro-level enabling conditions for climate change adaptation through a livelihood lens in a study of six coastal villages in Bacacay in the province of Albay, Philippines. Albay is a high-risk province due to hydro-meteorological and geophysical hazards. The analysis of livelihood resilience utilizing the Sustainable Livelihoods Approach shows that a soft adaptation strategy focusing on enhancing human and social capital needs to be undertaken to increase adaptive capacity and build resilience in the study area. Moreover, the micro-level variations in the villages suggest that the understanding of local conditions is indispensable in planning and formulation of appropriate adaptation strategies and actions at local level.

The paper outlines a concept and proposal for the formation of ‘community based adaptation committees’ (CBACs) at the micro-level, and it explains how such local committees would act with respect to the existing organisation of disaster management in Bangladesh. It examines how the CBACs would be sustained locally without colliding with the present system of government. The main objective of this is to identify how the CBACs could act independently as per local demands, without any conflict with the existing system, in order to ensure sustainable adaptation in future. To achieve these objectives the author conducted interviews with key informants at both local and national levels, and also conducted eight participatory rapid appraisal sessions at eight coastal communities. The author finds that severe corruption is impeding the existing system of relief and rehabilitation at community levels. The paper emphasises that the government of Bangladesh urgently needs to formulate a national adaptation policy, and that within that policy the concept of CBACs at community level should be prioritised. This would provide the government with guidelines for the use, at community level, of adaptation funds from developed countries in order to reduce future vulnerability in Bangladesh.

Storm surge often is the most destructive consequence of hurricanes and tropical storms, causing significant economic damage and loss of life. Many coastal communities that are located in high‐risk areas vis‐à‐vis hurricanes and tropical storms are prepared for moderate (between six and eight feet) storm surges. Such preparation, though, is not commensurate with more severe, but less frequent, storm surges (greater than eight feet). These gaps in preparedness have serious implications for community resilience. This paper explores elements of the vulnerability and resilience of coastal communities during major storm surge events, drawing on Volusia County, Florida, United States, as a case study. It simulates the impacts of five hurricanes (Categories I–V) and their associated storm surges on local infrastructure systems, populations, and access to resources. The results suggest that Volusia County is subject to a ‘tipping point’ , where surge damage from Category IV storms is significantly greater than that from Category III and lower hurricanes.

This paper presents the important findings of a study undertaken in two selected tsunami-affected coastal cities in Sri Lanka (Batticaloa and Galle) to measure the revealed and emergent vulnerability of coastal communities. International risk studies have failed to demonstrate the high vulnerability of coastal communities to tsunami in Sri Lanka. Therefore, indirect assessment tools to measure pre-event vulnerability have to be complemented by assessment tools that analyse revealed and emergent vulnerability in looking at the aftermath and impact patterns of a real scenario, as well as in examining the dynamics of disaster recovery in which different vulnerabilities can be identified. The paper first presents a conceptual framework for capturing vulnerability within a process-oriented approach linked to sustainable development. Next, it highlights selected indicators and methods to measure revealed and emergent vulnerability at the local level using the examples of Batticaloa and Galle. Finally, it discusses the usefulness and application of vulnerability indicators within the framework of reconstruction.

Where floods are prevalent, decisions on how to mitigate vulnerability are made within a social-cultural context that includes values (and related customs, norms, beliefs, technology) of local people, which have evolved through interactions with the physical environment. Consequently, the success of floodplain management and flood mitigation activities is determined, at least in part, by the nature of values that impact the decision-making process. This paper explores this contention by considering the community values context surrounding flood risk management in two small Canadian communities in the Red River Basin.

Using a qualitative methodology that includes semi-structured interviews with residents, community values are identified and accounted for in the context of flood vulnerability. Values discussions are organized around seven broad categories: community identity and community attributes; community economic development; technical and nonstructural approaches; civic engagement; flood legacy; personal rights and liberties; and shared values. Challenges posed by key identified values and their policy implications are considered. Some values are found to act as constraints if sustainable floodplain management practices are to be realized.

Three years after the introduction of the National Strategy for Disaster Resilience there remains no unanimously adopted definition of disaster resilience within Australia's emergency management sector. The aim of this study is to determine what the concept means to key stakeholders in the emergency management sector in the Australian State of Victoria, and how these conceptualisations overlap and diverge. Via an online survey, 113 people were asked how they define disaster resilience in their work in the emergency management sector. A data mining software tool, Leximancer, was employed to uncover the relationships between the definitions provided. The findings show that stakeholders see resilience as an ‘ability’ that encompasses emergency management activities and personal responsibility. However, the findings also highlight some possible points of conflict between stakeholders. In addition, the paper outlines and discusses a number of potential consequences for the implementation and the success of the resilience‐based approach in Australia.

Coastal hazard management involves the assessment of vulnerability in natural and human environments. Indices incorporating a diversity of indicators have therefore been used extensively to provide spatial analyses of the degree of vulnerability. Such indices are typically applied at global and national scales, and they involve varying degrees of simplification and aggregation of information. The degree of simplification that is desirable depends on the management scale, and higher resolution is required at the local compared to the global scale. To investigate the implications of spatial scale in depicting coastal hazard risk, coastal vulnerability indices were developed at national (Northern Ireland), local authority and site levels. Variables were separated into three sub-indices: a coastal characteristics sub-index concerned with the resilience and susceptibility of the coast to erosion, a coastal forcing sub-index to characterize the forcing variables contributing to wave-induced erosion and a socio-economic sub-index to assess the infrastructure potentially at risk. The three sub-indices were merged to calculate the overall index, which is portrayed in the form of colour-coded vulnerability maps. While a common tripartite index could be employed at national, regional and local scales, the nature of the data used to quantify many of the variables varies according to the scale of management. Some important local variations in vulnerability are masked by simplifications at the national scale. For some variables more detailed information is available as the spatial resolution of the study increases, while others become obsolete as data are of insufficient resolution to differentiate real variability at more detailed scales. The results highlight the importance of spatial scale in developing indices of vulnerability: while a common index architecture can be applied, the selection of variables must take account of the scale at which the hazard is to be assessed. It is likely that limits on index development will also be imposed by data availability at various scales.

The field of disaster risk reduction (DRR) has risen to prominence since the declaration of the International Decade of Disaster Risk Reduction between 1990 and 2000. This decade provided the impetus for a change from the predominant paradigm of disaster response to that of disaster risk reduction as a means of addressing the underlying drivers that lead to disasters. In an effort to promote risk reduction, the UNISDR (the principal agency for disaster risk reduction within the UN structure) formulated policies and strategies to provide both conceptual and practical guidance as to how risk should be reduced. However noble the efforts, this paper contends that the current approach to and understanding of risk within the international community might not be cognisant of complex adaptive systems (CAS) concepts such as the edge of chaos. Specifically, this concept argues that risk (or chaos) within a system is actually a fundamental requirement to the functioning of all resilient socio-ecological systems. Therefore, the reduction of risk without an understanding of the role of that risk within the larger socio-ecological system might actually end up reducing the system’s overall level of disaster resilience. This paper aims to explore the concept of edge of chaos through a literature review of key theoretical works on the topic, followed by a discussion on its implications for the predominant paradigm of risk reduction within disaster risk management policy and practice.
