Poverty is rampant in the rural areas of Pakistan, where people are in a state of deprivation with regard to incomes, clothing, housing, healthcare, education, sanitary facilities and human rights. Agriculture generates nearly 20.9 percent of the country's GDP and provides employment for 43.4 percent of its workforce. Most importantly, 65.9 percent of the population living in rural areas is directly or indirectly dependent on agriculture for their livelihood. Rising population, shrinking agricultural land, increasing demand for water resources, widespread land degradation and inadequate infrastructure appear to be major concerns of the agriculture sector in Pakistan. An attempt has been made to examine the population growth–agriculture growth–poverty alleviation linkage. It is argued that agriculture will continue to be one of the most important sectors of Pakistan's economy for years to come. To alleviate poverty, it is suggested that Pakistan enhance the productivity of the agriculture sector through the provision of a series of inputs including provision of easy credit to the small farmer, availability of quality fertilizers and pesticides, tractor and harvester services, improvement in the effectiveness of the vast irrigation system and, finally, farmer education. It is concluded that the high rate of population growth needs to be curbed for increased agricultural productivity to have any significant effect on poverty in rural areas of Pakistan.  相似文献

While science advances technology, it is also true that technology advances science. Thus, the two bodies of knowledge are increasingly recognized as interdependent. Nonetheless, recent advances in information communication technology (ICT), in particular, may have profound implications for the norms by which science is conducted. For example, treatment of data will increasingly be in terms of probability distributions, rather than as point estimates, because the cost of computation is now so low that more robust approaches to treatment of uncertainty are within the grasp of normal science. Perhaps more importantly, the techniques by which scientists collaborate, communicate, and curate science are undergoing a rare period of rapid change. The papers in this special section exemplify the evolution of the relationship between technology and science in these two important ways: (1) treatment of data uncertainties and (2) participation in novel methods of publication and review. The latter was fostered by the 2016 meeting of the International Symposium on Sustainable Systems and Technologies (ISSST), at which all of the papers in this special section were presented. This editorial summarizes some of the trends in ICT that are the subject of experimentation in ISSST and introduces the idea that scientific societies in the information age are more likely to take the form of a network than they are likely to look like the societies of the last several centuries.  相似文献

A coalition framework is proposed to address the contentious issues facing agriculture and the environment in urbanising areas, by bringing stakeholders together in homogeneous focus groups to identify areas of common interests, and then in heterogeneous groups to validate the results of the framework. Such a framework encourages greater understanding, consensus building, the resolution of conflicts, and the establishment of coalition efforts in areas of mutual interest and agreement by allowing stakeholder groups collectively to pursue agenda-building on issues of common interests. Based on the authors' observation of the process over an 18-month period, it is encouraging that the coalition framework is an appropriate strategy for building consensus among diverse audiences.  相似文献

This paper proposes to test the ethical acceptability of four styles of agricultural resource management: (1) contemporary industrial integrated systems agriculture, (2) modern industrial input dependent agriculture, (3) continuous traditional agriculture and (4) non-continuous (or swidden) traditional agriculture. The test of ethical acceptability is whether or not these styles of agricultural resource management embrace or are even compatible with that pattern of practical reasoning and interaction among ethical agents which we have independent theoretic grounds for preferring. The preferred sorts of practical reasoning and interaction are those which we find operating in ethical theories which are strongly committed to letting the discretion of ethical agents construct what is right for them to do. Thus the discussion distinguishes several different strengths of constructivist ethics relating them to the work of John Rawls, Immanuel Kant and Onora O'Neill. Then it argues for the theoretic preferability of one particular strength of constructivist ethic. The paper winds up by arguing that only traditional continuous agriculture embodies the preferred sort of practical reasoning and interaction among ethical agents. Further, I argue that this is the only style of agriculture which can embody such reasoning and patterns of interaction. Thus, as we consider the role of agriculture in our plans of international development, we have one reason to try to favor traditional continuous agriculture. To do otherwise would ignore the ethical superiority of the practical reasoning and patterns of interaction of traditional agriculturalists.  相似文献

Water transfers from agricultural to urban and environmental uses will likely become increasingly common worldwide. Many agricultural areas rely heavily on underlying groundwater aquifers. Out-of-basin surface water transfers will increase aquifer withdrawals while reducing recharge, thereby altering the evolution of the agricultural production/groundwater aquifer system over time. An empirical analysis is conducted for a representative region in California. Transfers via involuntary surface water cutbacks tilt the extraction schedule and lower water table levels and net benefits over time. The effects are large for the water table but more modest for the other variables. Break-even prices are calculated for voluntary quantity contract transfers at the district level. These prices differ considerably from what might be calculated under a static analysis which ignores water table dynamics. Canal-lining implies that districts may gain in the short-run but lose over time if all the reduction in conveyance losses is transferred outside the district. Water markets imply an evolving quantity of exported flows over time and a reduction in basin net benefits under common property usage. Most aquifers underlying major agricultural regions are currently unregulated. Out-of-basin surface water transfers increase stress on the aquifer and management benefits can increase substantially in percentage terms but overall continue to remain small. Conversely, we find that economically efficient management can mitigate some of the adverse consequences of transfers, but not in many circumstances or by much. Management significantly reduced the water table impacts of cutbacks but not annual net benefit impacts. Neither the break-even prices nor the canal-lining impacts were altered by much. The most significant difference is that regional water users gain from water markets under efficient management.  相似文献

Summary This paper focuses on the characteristics of sustainable development as manifested in localized contexts and situations. It examines the KASHA project in Botswana, and suggests an important conceptual link between the community and sustainable development. To convey the message that there is hope and that "Sustainable Development" is possible, the paper suggests the need to document, share, describe and talk about successful programmes like KASHA.Dr Stephen Ameyaw is currently Assistant Professor of Planning in the Faculty of Environmental Design, University of Calgary. Chesapeake Bay has been the subject of intensive research on cultural eutrophication and extensive efforts to reduce nutrient inputs. In 1987 a commitment was made to reduce controllable sources of nitrogen (N) and phosphorous (P) by 40% by the year 2000, although the causes and effects of eutrophication were incompletely known. Subsequent research, modeling, and monitoring have shown that: (i) the estuarine ecosystem had been substantially altered by increased loadings of N and P of approximately 7- and 18-fold, respectively; (ii) hypoxia substantially increased since the 1950s; (iii) eutrophication was the major cause of reductions in submerged vegetation; and (iv) reducing nutrient sources by 40% would improve water quality, but less than originally thought. Strong public support and political commitment have allowed the Chesapeake Bay Program to reduce nutrient inputs, particularly from point sources, by 58% for P and 28% for N. However, reductions of nonpoint sources of P and N were projected by models to reach only 19% and 15%, respectively, of controllable loadings. The lack of reductions in nutrient concentrations in some streams and tidal waters and field research suggest that soil conservation-based management strategies are less effective than assumed. In 1997, isolated outbreaks of the toxic dinoflagellate Pfiesteria piscicida brought attention to the land application of poultry manure as a contributing factor to elevated soil P and ground water N concentrations. In addition to developing more effective agricultural practices, emerging issues include linking eutrophication and living resources, reducing atmospheric sources of N, enhancing nutrient sinks, controlling sprawling suburban development, and predicting and preventing harmful algal blooms.  相似文献

Brownfields have been the subject of intense interest across the United States. This paper attempts to look at some of the conceptual goal-oriented aspects of brownfields through the lens of risk to determine if it could serve as another way of exploring property use and community value. As such the paper is focused not on developing a theoretical framework to apply risk assessment techniques but rather on exploration of concepts. The context of brownfields is examined from several viewpoints: urban policy, federal/state government, city, property owner, redeveloper, community and individual. It is not a complete story but each viewpoint adds another dimension to the portrait of overall risk, which is composed of economic, environmental, social, health and political aspects.  相似文献

The Mersey Basin Campaign was established in 1985 in the North West of England to address continuing problems of water quality and associated landward dereliction of the River Mersey and its tributaries. The Campaign's premise that water quality should be improved both for its own sake and as a stimulus to regeneration has proved to be well founded and has subsequently been extended to embrace community action to help nurture watercourse improvement and care. The Campaign can now be seen as a model for engaging co-ordinated environmental action through a partnership approach. This paper explores the nature of the Mersey Basin Campaign as an example of the new structures which are being developed in order to help deliver the new environmentalpolicy agenda. It is argued that the Campaign stands as a model for what will become an increasing need to develop focused environmental planning and management at the sub-regional and regional scales.  相似文献

This paper is a review of the community legislation of the European Union (acquis communautaire) with regard to the mineral extractive industry. It highlights the existing inconsistencies of the acquis, which require correction. Historically, the mining industry has received privileged treatment within the European Community. The treaties declare the promotion of a policy of using natural resources prudently and rationally to avoid their unconsidered exhaustion. However, mining is excluded from the scope of major environmental directives or reserves a certain freedom for interpretation. This has led to an increasing number of related cases at the European Court of Justice.The regulatory tools of the environmental acquis are rather diverse in controlling the emission sources, the pollution pathways, and the impacted receptor media through administrative measures or assigning environmental quality targets. A combined approach is needed for controlling the environmental impacts of the extractive industries. The amendment of the Seveso II Directive, the elaboration of a reference document on best available techniques and the preparation of a wide-scope directive on mining waste management might provide a frame for the elimination of the above discrepancies. In addition, a coherent European Community policy based on the balanced consideration of economic, environmental, and social aspects could ensure a sustainable development of the mining industry. This study employed a mixed-methods design to examine the relationship between nature experience type (e.g., direct and indirect) and learning outcomes (e.g., environmental knowledge, attitudes, and behavior) associated with an environmental education, international immersion program for adolescents. Longitudinal data from 108 participant and 49 comparison group members were analyzed to test the study’s hypotheses. Additionally, qualitative data were analyzed using grounded theory methodology to assess participants’ perceptions of these processes. The findings indicate that environmental knowledge increased more than environmental attitudes during the indirect portion of the program (i.e., preparatory program) whereas the direct portion (i.e., international workshop) produced similar levels of knowledge and attitude growth. Further, while attitudes were more strongly associated with behavior during the indirect component of the program, the strength of the relationships between attitudes and behavior, and knowledge and behavior were similar during the direct portion of the experience. A synthesis of the findings suggests that the program’s direct experiences catalyzed environmental knowledge into a stronger motivating force than it had been during the indirect experiences. The qualitative findings also provide insights into the characteristics of direct experiences. These findings offer important insights for both theory and practice related to the use of direct and indirect nature experiences to develop environmental knowledge, attitude, and behaviors.  相似文献

In this paper, the policy of nature conservation in Norway is analysed, with a particular focus on policy development during the last decade moving in the direction of multi-level governance. It is argued that the logic of policy making has shifted from what can be described as 'the politics of expertise' to a process of 'politicisation'. A process of politicisation can be observed both in terms of the nature of arguments being used, and in terms of who the dominant actors are. The subjects of analysis are issues taken up by the political parties in the Parliament, and the paper focuses on two controversial questions. One is about the localisation of conservation areas on private land and the state's liability for compensation. The other is the question of whether the management of conservation areas, and in particular national parks, should be under the control of local government or the state environmental bureaucracy. The analysis documents a process moving in the direction of more complex governance structure involving more actors and broader local participation challenging the role of the professional bureaucracy.  相似文献

In this paper we employ a stated preference environmental valuation technique, namely the choice experiment method, to estimate local public’s willingness to pay (WTP) for improvements in the capacity and technology of a sewage treatment plant (STP) in Chandernagore municipality, located on the banks of the River Ganga in India. A pilot choice experiment study is administered to 150 randomly selected Chandernagore residents and the data are analysed using the conditional logit model with interactions. The results reveal that residents of this municipality are willing to pay significant amounts in terms of higher monthly municipality taxes to ensure the full capacity of the STP is used for primary treatment and the technology is upgraded to enable secondary treatment. Overall, the results reported in this paper support increased investments to improve the capacity and technology of STPs to reduce water pollution, and hence environmental and health risks that are currently threatening the sustainability of the economic, cultural and religious values this sacred river generates.  相似文献

This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. To conclude, the paper presents an overview of current policy measures taken in Asian countries to green economic development and realise sustainable consumption and production patterns.  相似文献
