Summary This paper describes use of the economic-cumenvironmental regional development planning process (as differentiated from regional economic planning and regional environmental planning) for its first application in the Asia-Pacific region, for The Songkhla Lake Basin Planning Study, in southern Thailand. The study project was carried out, with Asian Development Bank (ADB) loan financing, as a joint venture of the national economic and national environmental planning agencies. Because of its pioneering nature, in both technical and institutional aspects, numerous lessons were learned from the project. These are described, and yield guidelines valuable for future studies of this type.Dr Harvey F. Ludwig, Chairman of Seatec International Consulting Engineers in Bangkok, has a unique record of distinguished experience in environmental engineering. This includes, in addition to his present role, experience as a professor at the University of California at Berkeley, in research (four USA national awards), in government (as Assistant Chief Engineer of the US Public Health Service Engineering Group, the predecessor to USEPA), and with numerous international assistance agencies including the World Bank, ADB, and many UN affiliates. Dr Ludwig moved to live in Bangkok in 1973 and has since been a continuing adviser to the National Environment Board of Thailand and to the Institutes of Water Resources Research of Indonesia. He is the author/coauthor of some 160 professional publications and the senior author of a textbook onEnvironmental Technology in Developing Countries, now being printed by CRC Press of Boca Raton, Florida. Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions.  相似文献

The experience of the International Expert Panel on Environment for the Xiaolangdi dam/reservoir project in China (XEP) showed that the Panel meetings resulted in a marked improvement in project environmental performance by all parties participating in project implementation, with no parties exempt from the Panel's evaluations. Unfortunately the Loan Agreement authorizes use of the Panel only through the project stages of final design and construction, hence the 12th Panel meeting, which matched project construction completion, ended this series. The Panel has recommended that some meetings of the Panel be held during the project's operations stage in order to maintain continuing attention to environmental needs. The XEP experience showed that the XEP, in addition to monitoring project environmental performance, was very valuable for (i) training of Chinese staff involved in project implementation, and (ii) serving in the role as expert consultant for guiding the work of the Chinese participants. The XEP experience also showed the need for making a clear separation between evaluation, the overall resettlement program per se, and the environmental effects of the program. The Panel recommended that the Ministry of Water Resources and World Bank cooperate in sponsoring a book on The Environmental History of the Xiaolangdi Project, including both dam construction as well as resettlement problems, which would serve as a very valuable reference for guiding environmental planning for future dam projects in China (Ludwig, H.F. 1994–2000).  相似文献

Water and land resources in Thailand are increasingly under pressure from development. In particular, there are many resource conflicts associated with agricultural production in northern Thailand. Communities in these areas are significantly constrained in the land and water management decisions they are able to make. This paper describes the application of a data mining approach to describing and simulating farmers' decision rules in a catchment in northern Thailand. This approach is being applied to simulate social, economic and biophysical constraints on farmers' decisions in these areas as part of an integrated water management model.  相似文献

Intensive black tiger shrimp (Penaeus monodon) aquaculture ponds have replaced significant areas of coastal wetlands throughout tropical Asia. Few studies have assessed potential impacts on avian foraging habitats. At Khao Sam Roi Yod National Park, Thailand, seminatural wetlands have been converted to either shrimp ponds or to salinization ponds that provide saline water for shrimp aquaculture. Although shorebirds cannot feed in aquaculture ponds, hypersaline ponds can provide productive foraging areas. Thus, the overall impact of the shrimp industry on shorebirds depends partly on the relative quality of the salt ponds compared to seminatural wetlands. In this study, we examined wintering shorebird use of tidal (N = 5 sites) and supratidal areas (four wetland sites, four salt pond sites) and compared the shorebird community (14 species), prey availability, profitability, and disturbance rates between wetlands and salt ponds. Two shorebird species fed in higher densities in wetlands, whereas seven species were more abundant in salt ponds. Large juvenile fish and dragonfly larvae were more abundant in wetlands, whereas there were more small Chironomid midge and fly larvae in salt ponds. We conclude that salt ponds might provide higher-quality foraging habitats compared to wetlands for small shorebirds species because of the abundance of small larvae. However, the shrimp aquaculture industry reduces habitat availability for shorebirds feeding on larger prey. This study demonstrates a comprehensive, multispecies approach to assess the impacts of a large-scale change in coastal habitats for wintering shorebirds.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00657.x Abstract: The objectives of this study were to measure periphytic growth responses to enrichment with nitrogen (N), phosphorus (P), and simultaneous N and P using in situ bioassays in streams draining Beaver Reservoir Basin, Northwest Arkansas; compare periphytic growth responses measured with in situ bioassays with a range of land use and point sources; and test the lotic ecosystem trophic status index (LETSI) as a simplifying metric to compare effects of nonpoint‐source pollutant‐limiting variables of N, P, and sediment across the basin. P limitation was observed at sites across a transect of stream orders throughout the basin; however, at the two sites with highest ambient nitrogen concentrations, limitation was often coupled with nitrogen limitation. Nutrients were at nonlimiting levels at both of two sites below wastewater treatment plants in all seasonal deployments. A Michaelis‐Menten growth equation described LETSI as a function of ambient PO4‐P concentrations (p < 0.05); the midpoint (LETSI of 0.50) corresponded with a PO4‐P concentration of approximately 3 μg/l. Change‐point analysis indicated a threshold point at LETSI of 0.80 and 15 μg/l PO4‐P. These low values show that the periphytic community has a high affinity for available P, and that the watershed as a whole is sensitive to available nutrient inputs.  相似文献

Since 1999, the International Atomic Energy Agency (IAEA) has been leading a multinational, multi‐agency effort to develop a set of energy indicators useful for measuring progress on sustainable development at the national level. This effort has included the identification of major relevant energy indicators, the development of a framework for implementation and the testing of the applicability of this tool in a number of countries. To achieve these goals, the IAEA has worked closely with other international organizations, leaders in energy and environmental statistics and analysis including the United Nations Department of Economic and Social Affairs (DESA), the International Energy Agency (IEA), Eurostat and the European Environment Agency (EEA). Also, the IAEA completed a three‐year coordinated research project for the implementation and testing of the original set of indicators in seven countries — Brazil, Cuba, Lithuania, Mexico, the Russian Federation, the Slovak Republic and Thailand. This article provides an overview of the IAEA programme on Indicators for Sustainable Energy Development (ISED) and highlights its experiences and accomplishments.  相似文献

This article assesses the role of local institutions in managing irrigation water use. Fifty irrigation systems in each country were studied in Nepal and Thailand to compare the influence of local institutions on performance of irrigation systems amid changes in external policy and market pressures. Nepal’s new irrigation policy after the re-instatement of multiparty democracy in 1990 emphasized participatory irrigation management transferring the management responsibility from state authorities to water users. The water user associations of traditional farmer-managed irrigation systems were formally recognized by requiring registration with related state authorities. In Thailand also government policies encouraged people’s participation in irrigation management. Today water users are directly involved in management of even some large irrigation systems at the level of tertiary canals. Traditional communal irrigation systems in northern Thailand received support for system infrastructure improvement but have faced increased interference from government. In Thailand market development supported diversification in farming practices resulting in increased areas under high water-demanding commercial crops in the dry season. In contrast, the command areas of most irrigation systems in Nepal include cereal-based subsistence farming with only one-third having commercial farming. Cropping intensities are higher in Nepal than in Thailand reflecting, in part, differences in availability of land and management. In both countries local institutions play an important role in maintaining the performance of irrigation systems as external drivers and local contexts change. Local institutions have provided alternative options for irrigation water use by mediating external pressures.  相似文献

Rapid development of wind energy has been witnessed in Thailand. However, different wind resource maps (over land) have brought great uncertainty to wind energy planning. Here, four important mesoscale wind maps were considered: DEDP (2001), World Bank (2001), Manomaiphiboon et al. (2010) of JGSEE, and DEDE (2010). The wind maps were first harmonized to a common grid at 100 m and then compared. The earlier wind maps (DEDP and World Bank) are shown to represent the lower and upper limits of predicted speed, respectively, while JGSEE and DEDE tend to be more moderate with predictions statistically closer to observations. A consolidated wind map was constructed based on their median and shown to have the best prediction performance. It was then used for the technical potential analysis, in which three large (2-MW) turbine models (two conventional and one designed for low wind speed) were considered. By GIS techniques, any land areas not feasible for large wind turbines were excluded, and the corresponding overall onshore technical potential ranges between 50 and 250 GW, depending on map and turbine model. Considering only economically feasible turbines (with capacity factors of 20%) and the median-based map, the final technical potential equals 17 GW when using the low-wind-speed model but is reduced to 5 GW with the conventional models, adequately meeting the national wind energy target of 3 GW by the year 2036. The results suggest a strong sensitivity of estimated technical potential to turbine technology and a suitability of low-wind-speed turbines for wind conditions in Thailand.  相似文献

Various approaches have been proposed for allocating commitments to countries regarding the mitigation of greenhouse gas emissions. One of these methods is the ‘contraction and convergence’ approach, which defines emission permits on the basis of converging per capita emissions under a contracting global emission profile. The approach is unique in its simplicity. Only two major issues need to be negotiated and agreed upon: the target atmospheric concentration of CO2 and the date when the entitlements are to converge at equal per capita allocations. According to the contraction and convergence approach, developing countries can continue their current emission trends, whereas industrialized countries should reduce their emissions quite dramatically. This regime represents a shift away from the current approach towards defining commitments for all parties and their evolution over the long term. This article analyses how allocation schemes determined by the contraction and convergence approach might affect certain OECD and non‐OECD countries. Results for eleven countries selected for analysis (United States, United Kingdom, Germany, France, Japan, China, Venezuela, Thailand, Brazil, India and Indonesia) reveal that trends observed in the past few decades in most industrialized countries will lead to the contraction and convergence target.  相似文献

Summary Environmental degradation in the Asian Pacific area developing countries continues and has probably increased since the Stockholm Conference of 1972. The causes for this continued environmental degradation in Asia are analyzed. The paper assesses the actions of the International Assistance Agencies in providing support for the Asian developing countries since Stockholm. The Asian Development Bank project on Economic Policies for Sustained Development is described, and advocated as an important first step in a strategy moving towards economic-cum-environmental sustainability. Drastic changes and bold initiatives are suggested and required to establish true sustainable development for the developing countries.Dr Harvey F. More than half a decade has passed since the December 26th 2004 tsunami hit the Indian coast leaving a trail of ecological, economic and human destruction in its wake. We reviewed the coastal ecological research carried out in India in the light of the tsunami. In addition, we also briefly reviewed the ecological research in other tsunami affected countries in Asia namely Sri Lanka, Indonesia, Thailand and Maldives in order to provide a broader perspective of ecological research after tsunami. A basic search in ISI Web of Knowledge using keywords “tsunami” and “India” resulted in 127 peer reviewed journal articles, of which 39 articles were pertaining to ecological sciences. In comparison, Sri Lanka, Indonesia, Thailand and Maldives had, respectively, eight, four, 21 and two articles pertaining to ecology. In India, bioshields received the major share of scientific interest (14 out of 39) while only one study (each) was dedicated to corals, seagrasses, seaweeds and meiofauna, pointing to the paucity of research attention dedicated to these critical ecosystems. We noted that very few interdisciplinary studies looked at linkages between pure/applied sciences and the social sciences in India. In addition, there appears to be little correlation between the limited research that was done and its influence on policy in India. This review points to gap areas in ecological research in India and highlights the lessons learnt from research in other tsunami-affected countries. It also provides guidance on the links between science and policy that are required for effective coastal zone management.  相似文献

/ Intensive shrimp culture has been confined to relatively narrow bands of land along the seashores of tropical developing nations due to the need for large volumes of saltwater for water exchange during the culture period. Recent developments in Thailand suggest, however, that this close association could soon be a thing of the past. Large numbers of Thai farmers are adopting low-salinity culture systems that rely upon sea or salt pan water that is trucked inland. This development greatly increases the potential for establishing shrimp cultivation much further from the coast than previously believed possible. The migration of intensive shrimp farming into freshwater environments, however, raises serious concerns over the disposal of pond effluents and the impact of saltwater intrusion on surrounding agricultural activities. In the absence of effective government regulation of the expansion and operation of the shrimp culture industry, supporting local nongovernmental organizations (NGOs) and community initiatives may be the only means of minimizing the negative impacts of shrimp farming on rural communities.KEY WORDS: Aquaculture; Shrimp; Salinity; Thailand  相似文献

A ground water development project in the northern part of Thailand was appraised by means of benefit-cost analysis. This is the first project in Thailand to develop ground water for irrigation purposes and it is also the first project which made use of an underground PVC pipe water distribution system. Results indicate that the project is economically feasible. In comparing different water distribution systems, it is also found that distribution by means of underground PVC pipes is more economical compared to an open ditch system if the life of the latter is relatively short and the rates of inflation are high.  相似文献

In this contemporary interpretation of the widespread land degradation problem in Southeast Asia, it is hypothesized that spatial interplay of environmental and socioeconomic predictors determines the occurrence of land degradation. Village surveys, remote sensing and spatial auto‐logistic modelling of the relationship between degradation and land use dynamics in Lam Phra Phloeng watershed of Thailand enabled 80.2% of land to be classified correctly in terms of the presence or absence of erosion and explained 53.2% of the total variation. Cultivation and dependence on agriculture for livelihood positively and significantly affect degradation. Lack of access to institutional credit and land titles significantly increased the probability of occurrence of degradation. On the other hand, education and social cohesion are negatively associated with the occurrence of degradation. The Relative Operating Characteristic (ROC) curve was used to measures the performance of the model. The calculated area under the curve (0.879) suggests that significant predictor variables in the model can be confidently used to forecast the likelihood of occurrence of degradation and thus to identify priority areas for intervention. Policies to reduce land degradation should include measures to reduce pressure on the land, including alternative income sources. Policies could mobilize capital to invest in encouraging nature‐based tourism and other off‐farm income options.  相似文献

A Conceptual Framework for Analysis of Water Resources Management in Asia   总被引:1,自引:0,他引:1  
Effective and efficient water resources management to meet the increasing demands for food, energy, and domestic and industrial water is an imperative for Asian countries. As a basis for analyzing Asian water resources management problems, a three-element conceptual framework is presented: (1) water resources management as a system, composed of a set of facilities, operating rules, and incentives applied to water resources through an institutional arrangement; (2) water resources management as a process involving several stages beginning with planning and continuing with design, construction, operation and maintenance; and (3) water resources management as a set of linked activities and tasks required to produce the desired outputs. Using this framework to assess performance it is possible to analyze the linkages among water resources problems, water resources management, and water resources organizations and administrative arrangements. Examples are presented of such linkages as applied to problems of erosion and sedimentation, flooding, salinity, water demand-supply imbalances, and water pollution. Brief analytical summaries of eight critical water resources management problems in Asia are presented, along with an illustration of the complexity of water resources organization and administration, using Thailand as the example.  相似文献

Adaptive governance is advanced as a potent means of addressing institutional fit of natural resource systems with prevailing modes of political–administrative management. Its advocates also argue that it enhances participatory and learning opportunities for stakeholders over time. Yet an increasing number of studies demonstrate real difficulties in implementing adaptive governance ‘solutions’. This paper builds on these debates by examining the introduction of adaptive governance to water management in Chiang Mai province, north-west Thailand. The paper considers, first, the limitations of current water governance modes at the provincial scale, and the rationale for implementation of an adaptive approach. The new approach is then critically examined, with its initial performance and likely future success evaluated by (i) analysis of water stakeholders’ opinions of its first year of operation; and (ii) comparison of its governance attributes against recent empirical accounts of implementation difficulty and failure of adaptive governance of natural resource management more generally. The analysis confirms the potentially significant role that the new approach can play in brokering and resolving the underlying differences in stakeholder representation and knowledge construction at the heart of the prevailing water governance modes in north-west Thailand.  相似文献

The impact pathway approach (IPA) is used to estimate quantitatively the level of health effects caused by particulate matter (PM10) and sulfur dioxide (SO2) emission from a lignite-fired power plant located in the Mae Moh area in northern region of Thailand. Health benefits are then assessed by comparing the levels of estimated health impacts without and with the installation of the flue gas desulfurization (FGD) equipment. The US EPA industrial source complex model is used to model air pollution dispersion at the local scale, and the sector average limited mixing meso-scale model is used to model air pollution transport at the regional scale. The quantification of the health end points in physical terms is carried out using the dose–response functions established recently for the population in Bangkok, Thailand. Monetarization of these effects is based on the benefit transfer method with appropriate adjustment. Finally, it has been found that the installation of the FGD to control SO2 emission at Mae Moh significantly reduces adverse health effects not only on the population living near the power plant but also all over the country. A FGD unit installed at the 300-MW power unit can result, on average, in 16 fewer cases of acute mortality, 12 fewer cases of respiratory and cardiac hospital admissions, and almost 354,000 fewer days with acute respiratory symptoms annually. In monetary terms this benefit is equivalent to US $18.2 million (1995 prices) per annum. This benefit is much higher than the annualized investment and operation costs of FGD (US $7.4 million/yr).  相似文献

The forestry laws and regulations imposed by the Thai government to solve chronic deforestation have created conflicts between rural communities and government agencies over the use and control of forest resources. Therefore, the research carried out for this article focused on the study of community-based forest management practices in the northern region of Thailand to determine whether community-based forest management can lead to sustainable use and reverse the deteriorating situation and related problem of deforestation.
This study was conducted in a district of Phayao Province in northern Thailand, where a natural watershed has recently been managed jointly among ethnically diverse local communities living in upstream and downstream areas under the promulgation of the National Park Act. Research was based on both secondary and primary sources of data and information. An intensive field survey was also conducted through a standard questionnaire, supplemented by group discussions and informal interviews to understand the historical development of settlements in the study area.
The joint management of the community forest by the community, government and non-governmental organisations (NGOs) was recommended under the decentralised and participatory planning framework in the study area and also in other areas with similar environmental conditions. Equally important in promoting community forest management were the facilitating role of forest officials, the provision of support services, monitoring and enforcement of control mechanisms, and capacity building of local organisations.  相似文献
