Conservation Planning as a Transdisciplinary Process   总被引:1,自引:0,他引:1  
Abstract: Despite substantial growth in the field of conservation planning, the speed and success with which conservation plans are converted into conservation action remains limited. This gap between science and action extends beyond conservation planning into many other applied sciences and has been linked to complexity of current societal problems, compartmentalization of knowledge and management sectors, and limited collaboration between scientists and decision makers. Transdisciplinary approaches have been proposed as a possible way to address these challenges and to bridge the gap between science and action. These approaches move beyond the bridging of disciplines to an approach in which science becomes a social process resolving problems through the participation and mutual learning of stakeholders. We explored the principles of transdisciplinarity, in light of our experiences as conservation‐planning researchers working in South Africa, to better understand what is required to make conservation planning transdisciplinary and therefore more effective. Using the transdisciplinary hierarchy of knowledge (empirical, pragmatic, normative, and purposive), we found that conservation planning has succeeded in integrating many empirical disciplines into the pragmatic stakeholder‐engaged process of strategy development and implementation. Nevertheless, challenges remain in engagement of the social sciences and in understanding the social context of implementation. Farther up this knowledge hierarchy, at the normative and purposive levels, we found that a lack of integrated land‐use planning and policies (normative) and the dominant effect of national values (purposive) that prioritize growth and development limit the effectiveness and relevance of conservation plans. The transdisciplinary hierarchy of knowledge highlighted that we need to move beyond bridging the empirical and pragmatic disciplines into the complex normative world of laws, policies, and planning and become engaged in the purposive processes of decision making, behavior change, and value transfer. Although there are indications of progress in this direction, working at the normative and purposive levels requires time, leadership, resources, skills that are absent in conservation training and practice, and new forms of recognition in systems of scientific reward and funding.  相似文献

Neither the classic resource management concept of maximum sustainable yield nor the concept of sustainable development are useful to contemporary, nonanthropocentric, ecologically informed conservation biology. As an alternative, we advance an ecological definition of sustainability that is in better accord with biological conservation: meeting human needs without compromising the health of ecosystems. In addition to familiar benefit-cost constraints on human economic activity, we urge adding ecologic constraints. Projects are not choice-worthy if they compromise the health of the ecosystems in which human economic systems are embedded. Sustainability, so defined, is proffered as an approach to conservation that would complement wildlands preservation for ecological integrity, not substitute for wildlands preservation.  相似文献

Abstract:  Most scientists take ethical arguments for conservation as given and focus on scientific or economic questions. Although nature conservation is often considered a just cause, it is given little further consideration. A lack of attention to ethical theory raises serious concerns for how conservation scientists conceive and practice ethics. I contrast two common ways scientists approach ethics, as demonstrated in the writings of Stephen Jay Gould and E. O. Wilson. Gould casts severe doubt as to whether any ethics are possible from science, whereas Wilson proposes science as the only path to ethics. I argue these two methods ultimately limit popular support for conservation and offer Alasdair MacIntyre's "virtue ethics" as an alternative. Unlike Gould and Wilson, MacIntyre provides an ethical theory that reconciles scientific inquiry and social traditions. Recent studies of the Civil Rights Movement in the United States affirm MacIntyre's claims and provide important insights for conservation today. These accounts argue that social solidarity and political success against segregation were possible only as rooted in the particular language, logic, and practices of a robust cultural tradition. If correct, conservation science should attend to several questions. On what basis can conservation achieve widespread cultural legitimacy? What are the particular social currencies for a conservation ethic? What role does science play in such a scheme? MacIntyre's careful positioning of scientific and social traditions provides a hopeful ethical direction for conservation.  相似文献

Usefulness of the Umbrella Species Concept as a Conservation Tool   总被引:20,自引:0,他引:20  
Abstract:  In the face of limited funding, knowledge, and time for action, conservation efforts often rely on shortcuts for the maintenance of biodiversity. The umbrella species concept—proposed as a way to use species requirements as a basis for conservation planning—has recently received growing attention. We reviewed the literature to evaluate the concept's general usefulness. An umbrella species is defined as a species whose conservation is expected to confer protection to a large number of naturally co-occurring species. This concept has been proposed as a tool for determining the minimum size for conservation areas, selecting sites to be included in reserve networks, and setting minimum standards for the composition, structure, and processes of ecosystems. Among the species suggested as potential umbrellas, most are large mammals and birds, but invertebrates are increasingly being considered. Eighteen research papers, most of which were based on hypothetical reserves or conservation networks, have provided evaluations of umbrella species schemes. These show that single-species umbrellas cannot ensure the conservation of all co-occurring species because some species are inevitably limited by ecological factors that are not relevant to the umbrella species. Moreover, they provide evidence that umbrella species from a given higher taxon may not necessarily confer protection to assemblages from other taxa. On the other hand, multi-species strategies based on systematic selection procedures (e.g., the focal species approach) offer more compelling evidence of the usefulness of the concept. Evaluations of umbrella species schemes could be improved by including measures of population viability and data from many years, as well as by comparing the efficiency of the proposed scheme with alternative management strategies.  相似文献

Abstract: Effective conservation metrics are needed to evaluate the success of management in a rapidly changing world. Reproductive rates and densities of breeding birds (as a surrogate for reproductive rate) have been used to indicate the quality of avian breeding habitat, but the underlying assumptions of these metrics rarely have been examined. When birds are attracted to breeding areas in part by the presence of conspecifics and when breeding in groups influences predation rates, the effectiveness of density and reproductive rate as indicators of habitat quality is reduced. It is beneficial to clearly distinguish between individual‐ and population‐level processes when evaluating habitat quality. We use the term reproductive rate to refer to both levels and further distinguish among levels by using the terms per capita fecundity (number of female offspring per female per year, individual level) and population growth rate (the product of density and per capita fecundity, population level). We predicted how density and reproductive rate interact over time under density‐independent and density‐dependent scenarios, assuming the ideal free distribution model of how birds settle in breeding habitats. We predicted population density of small populations would be correlated positively with both per capita fecundity and population growth rate due to the Allee effect. For populations in the density‐dependent growth phase, we predicted no relation between density and per capita fecundity (because individuals in all patches will equilibrate to the same success rate) and a positive relation between density and population growth rate. Several ecological theories collectively suggest that positive correlations between density and per capita fecundity would be difficult to detect. We constructed a decision tree to guide interpretation of positive, neutral, nonlinear, and negative relations between density and reproductive rates at individual and population levels.  相似文献

Abstract:  To be relevant to societal interests and needs, conservation science must explicitly lend itself to solving real-world problems. Failure to evaluate under field conditions how a new technology or method performs or the cost of its implementation can prevent its acceptance by end users. Demonstration, defined here as the translation of scientific understanding into metrics of performance and cost of implementation under real-world conditions, is a logical step in the challenging progression from fundamental research to application. Demonstration reduces scientific uncertainty and validates the hypothesis that a management approach is both effective and financially sustainable. Much like adaptive management, demonstration enables researchers and resource managers to avoid trial-and-error approaches and instead conduct unbiased assessment of management interventions. The participation of end users and regulators in the development and execution of demonstration projects ensures that performance measures are credible and increases the probability that successful innovations will be adopted. Four actions might better connect science to the needs of resource managers via demonstration. First, we recommend that demonstration be conducted as a formal process that documents successes and failures. Second, demonstration should be budgeted as an integral component of government agencies' science programs and executed as a partnership between researchers and managers. Third, public and private funders should increase the opportunities and incentives for academics to engage in demonstration. Fourth, social influences on adoption of new technologies and methods should be further explored. When end users can evaluate explicitly whether a new approach is likely to achieve management objectives, save money, and reduce risk under uncertainty, the professional community successfully has bridged a chasm between research and application .  相似文献

Abstract: In the United States multispecies habitat conservation plans were meant to be the solution to conflicts between economic development and protection of biological diversity. Although now widely applied, questions exist concerning the scientific credibility of the conservation planning process and effectiveness of the plans. We used ants to assess performance of one of the first regional conservation plans developed in the United States, the Orange County Central‐Coastal Natural Community Conservation Plan (NCCP), in meeting its broader conservation objectives of biodiversity and ecosystem‐level protection. We collected pitfall data on ants for over 3 years on 172 sites established across a network of conservation lands in coastal southern California. Although recovered native ant diversity for the study area was high, site‐occupancy models indicated the invasive and ecologically disruptive Argentine ant (Linepithema humile) was present at 29% of sites, and sites located within 200 m of urban and agricultural areas were more likely to have been invaded. Within invaded sites, native ants were largely displaced, and their median species richness declined by more than 60% compared with uninvaded sites. At the time of planning, 24% of the 15,133‐ha reserve system established by Orange County NCCP fell within 200 m of an urban or agricultural edge. With complete build out of lands surrounding the reserve, the proportion of the reserve system vulnerable to invasion will grow to 44%. Our data indicate that simply protecting designated areas from development is not enough. If habitat conservation plans are to fulfill their conservation promise of ecosystem‐level protection, a more‐integrated and systematic approach to the process of habitat conservation planning is needed.  相似文献

Abstract: Hydrothermal vents are deep‐sea ecosystems that are almost exclusively known and explored by scientists rather than the general public. Continuing scientific discoveries arising from study of hydrothermal vents are concommitant with the increased number of scientific cruises visiting and sampling vent ecosystems. Through a bibliometric analysis, we assessed the scientific value of hydrothermal vents relative to two of the most well‐studied marine ecosystems, coral reefs and seagrass beds. Scientific literature on hydrothermal vents is abundant, of high impact, international, and interdisciplinary and is comparable in these regards with literature on coral reefs and seagrass beds. Scientists may affect hydrothermal vents because their activities are intense and spatially and temporally concentrated in these small systems. The potential for undesirable effects from scientific enterprise motivated the creation of a code of conduct for environmentally and scientifically benign use of hydrothermal vents for research. We surveyed scientists worldwide engaged in deep‐sea research and found that scientists were aware of the code of conduct and thought it was relevant to conservation, but they did not feel informed or confident about the respect other researchers have for the code. Although this code may serve as a reminder of scientists’ environmental responsibilities, conservation of particular vents (e.g., closures to human activity, specific human management) may effectively ensure sustainable use of vent ecosystems for all stakeholders.  相似文献

Abstract:  Payments for ecosystem services (PES) are an increasingly promoted approach to conservation. These approaches seek to develop financial mechanisms that create economic incentives for the maintenance of ecosystems and associated biodiversity by rewarding those who are responsible for provision of ecological services. There are, however, few cases in which such schemes have been used as a strategy for conserving wildlife in developing countries and very few operational examples of such schemes of any sort in sub-Saharan Africa. In savannah ecosystems, large mammal populations generally depend on seasonal use of extensive areas and are widely declining as a result of habitat loss, overexploitation, and policies that limit local benefits from wildlife. Community-based conservation strategies seek to create local incentives for conserving wildlife, but often have limited impact as a result of persistent institutional barriers that limit local rights and economic benefits. In northern Tanzania, a consortium of tourism operators is attempting to address these challenges through an agreement with a village that possesses part of a key wildlife dispersal area outside Tarangire National Park. The operators pay the community to enforce voluntary restrictions on agricultural cultivation and permanent settlement in a defined area of land. The initiative represents a potentially cost-effective framework for community-based conservation in an ecologically important area and is helping to reconcile historically conflicting local and national interests relative to land tenure, pastoralist livelihoods, and conservation. Wider adaptation of payments for ecosystem services approaches to settings where sustaining wildlife populations depends on local stewardship may help address current challenges facing conservation outside state-protected areas in savannah ecosystems in sub-Saharan Africa and other parts of the world.  相似文献
