Establishing microbiological indices for the monitoring of environmental decay by crude oil pollution in the Niger Delta region has been a major concern of our current researches. Chromatium species, a purple, Gram positive pleomorphic, motile, microaerophlic sulfur bacterium offers a good potential for use in the assessment of the short term effects of oil pollution of tidal mud flats in the Niger Delta mangrove ecosystem. Its response to the November 22, 2003 spillage at the Qua Iboe Estuary and the adjoining Cross River Estuary was investigated. Our results have revealed that the sulphur bacterium is easily identified and widely distributed in the epipellic sediment of the mangrove ecosystem but very sensitive to hydrocarbon pollution. The bacterium was readily detected in the tidal mud flats containing as much as 2.0 mg kg(-1) but not detected in sediment with THC level of 3.65 mg kg(-1) and above. It is thus, suggestive that the threshold and lethal limits of effect of hydrocarbons against the sulfur bacterium lies between 2.04 and 3.65 mg kg(-1). These imply that in any case of crude oil pollution that Chromatium is not detected during monitoring the THC levels of the sediment may have been raised to a level close to or above 3.65 mg kg(-1). Statistical analysis of the relationship between THC level and density of Chromatium in sediment revealed a significant (p < 0.05) negative relationship (r = -0.85) in Qua Iboe mangrove ecosystem as against an insignificant (p > 0.05) relationship (r = -0.41) recorded for the Cross River mangrove ecosystem which served as the control. The result indicates that oil pollution affect the homeostatic status of Chromatium in tidal mud flats despite its even distribution (R2 = 71.4%). The finding though not definitive may contribute to the hierarchical process of oil pollution assessment in the Niger Delta region of Nigeria. However, its effective utilization will require not only the development of a selective medium for enumeration and isolation of the bacterium but also the establishment of a defined dose-response relationship under controlled conditions which requires further research.  相似文献

In this article we take a closer look at resistance to the practice of Environmental Impact Assessment (EIA) in mining and energy projects in Guatemala. Collectivities resisting mining and hydropower projects in Guatemala are increasingly using the evaluations of EIAs conducted by international independent professionals. Reaching out to international experts is facilitated by local communities' engagements in transnational networks bringing together activists, NGOs, scientists, journalists and others. We argue that resistance movements resort to international professionals to challenge the limits imposed on them by the national legislation and institutional arrangements as well as by the way in which EIAs are performed in the country. Further, the engagements in networks that facilitate access to knowledge contribute to strengthen the legitimacy of communities' claims. Challenges to and complaints about EIAs are ways in which affected communities try to reclaim their right to participate in decision-making related to their local environment and the development of their communities. Both complaints about EIAs and the use of transnational networks to attain better participation in decision making processes at local levels, illustrated in this study for Guatemala, are common responses to the advancement of extractive industries and hydropower development across Latin America. The widespread of initiatives to challenge EIAs involving international experts in the region show that EIAs have become a sort of a transnational battleground.  相似文献

Pressures are mounting for the simplification of environmental impact assessment (EIA). This phenomenon is drawing increasing scholarly attention, but studies have not gone far beyond speculating what could happen as a result of recently implemented or proposed regulatory changes. This paper takes a more longitudinal look at simplified EIAs. The main objective was to analyze the perceived outcomes of a number of simplified EIA processes, using Brazil as the empirical context. More specifically, this paper aimed at understanding: 1) how simplified EIAs have been conceptualized and implemented in southeastern Brazil; and 2) how developers and civil servants in that region perceive the outcomes of simplified EIAs. This study adopted a sequential mixed method research approach. Data was collected through literature reviews, 261 telephone-based interviews and 10 face-to-face interviews. Degrees of EIA simplification can vary significantly within and across jurisdictions. In any case, simplification is often framed as a win-win solution to EIA ineffectiveness, through which regulatory and procedural changes are made to ease the process, while, at the same time, maintaining or providing better environmental protection. This approach is more frequently applied to potentially low-impact processes. Chi-square tests of the data collected through telephone interviews in the Brazilian state of Minas Gerais indicated that developers tend to perceive EIA processes as difficult and slow regardless of how simplified it is. Most civil servants, who were directly involved in the implementation of simplified EIAs in state environmental agencies, argued that simplified EIAs are driven mostly by environmental agencies, as these institutions have long been unable to cope with an ever-increasing load of license applications. Policy outcomes of simplified EIAs in the territory are not sufficiently monitored by state agencies. Civil servants revealed concerns about the potential long term effects of EIA simplification on the ground, as they have had limited resources for audits and inspections.  相似文献

A study was conducted to evaluate ten heavy metals in dry sediment samples used to assess the contamination of farmland in Niger Delta after a protracted flooding. Eighteen sediment samples in six locations were collected. Niger Delta is a major industrial area where Nigeria petrochemical company is located. These sediments were subjected to analysis using standard methods for the examination of the soil samples. Results showed a trend toward induction of environmental contamination with Zn, Cu, Fe, Hg and Pb on the farmland. Mercury and Lead are disproportionately higher than other sediment elements. Concentrations of these sediment elements are above compliance limit for Nigeria and these may have long-term adverse effects on soil and vegetation.  相似文献

In the last twenty years, both the increase in academic production and the expansion of professional involvement in Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) have evidenced growing scientific and business interest in risk and impact analysis. However, this growth has not brought with it parallel progress in addressing the main shortcomings of EIA/SIA, i.e. insufficient integration of environmental and social factors into development project analyses and, in cases where the social aspects are considered, technical-methodological failings in their analysis and assessment. It is clear that these weaknesses carry with them substantial threats to the sustainability (social, environmental and economic) of projects which impact on the environment, and consequently to the local contexts where they are carried out and to the delicate balance of the global ecosystem. This paper argues that, in a sociological context of complexity and dynamism, four conceptual elements should underpin approaches to socio-environmental risk and impact assessment in development projects: a theoretical base in actor–network theory; an ethical grounding in values which are internationally recognized (though not always fulfilled in practice); a (new) epistemological-scientific base; and a methodological foundation in social participation.  相似文献

The utilisation of Social Impact Assessment (SIA) in Iran is analysed in terms of its policy context and its application in practice. Five case studies where SIA was employed in conjunction with Environmental Impact Assessments (EIA) for agricultural development projects are evaluated. In addition, the performance of the policy context is assessed. This research revealed that there are legal and institutional constraints to the effective functioning of SIA in Iran, and that there are deficiencies in the operating guidelines. There were serious problems associated with the way SIA was undertaken in all five case studies. Recommendations to improve the policy framework for the conduct of SIA are made. The recommendations advocate for a higher profile of SIA within legislation, for social issues to have greater emphasis in official guidelines for the conduct of EIA and SIA, and for a range of measures to increase the professionalism of SIA practice.  相似文献

Conflicts between economic development and fragile natural resources represent a growing problem among the islands of the Caribbean. Relatively simple methods exist to incorporate environmental impact assessment (EIA) into development planning and review. These methods can save scarce financial resources for island nations, increase their control over the development process, and possibly forestall widespread environmental deterioration and its attendant public cost. Island nations have more power as negotiating partners in the development process than is generally realized. This power can be exercised if EIA is integrated into the national planning process, giving ministries a stronger bargaining position when negotiating with development interests.This paper begins with a discussion of the most prevalent environmental concerns in the region, including oil development, water supply, beach erosion and fisheries depletion, and proceeds to discuss practical solutions to improve local control over economic development and environmental resource management. A hypothetical case study is used to illustrate major obstacles to effective integration of economic development and EIA. Recommendations are included to advance the state-of-the-art of EIA using joint fact-finding, expanding participation in EIA, evaluating cumulative impacts and project alternatives, and conducting post-projecting monitoring.  相似文献

The environmental impact assessment (EIA) has been a tool for decision makers since the enactment of the National Environmental Policy Act (NEPA). Since that time, few analyses have been performed to verify the quality of information and content within EIAs. High quality information within assessments is vital in order for decision makers, stake holders, and the public to understand the potential impact of proposed actions on the ecosystem and wildlife species. Low quality information has been a major cause for litigation and economic loss. Since 1999, wind energy development has seen an exponential growth with unknown levels of impact on wildlife species, in particular bird and bat species. The purpose of this article is to: (1) develop, validate, and apply a quantitative index to review avian/bat assessment quality for wind energy EIAs; and (2) assess the trends and status of avian/bat assessment quality in a sample of wind energy EIAs.This research presents the development and testing of the Avian and Bat Assessment Quality Index (ABAQI), a new approach to quantify information quality of ecological assessments within wind energy development EIAs in relation to avian and bat species based on review areas and factors derived from 23 state wind/wildlife siting guidance documents. The ABAQI was tested through a review of 49 publicly available EIA documents and validated by identifying high variation in avian and bat assessments quality for wind energy developments. Of all the reviewed EIAs, 66% failed to provide high levels of preconstruction avian and bat survey information, compared to recommended factors from state guidelines. This suggests the need for greater consistency from recommended guidelines by state, and mandatory compliance by EIA preparers to avoid possible habitat and species loss, wind energy development shut down, and future lawsuits.  相似文献

Environmental Impact Assessments (EIAs) are an important analytic tool for identifying and potentially mitigating project risks and negative environmental and societal impacts. Their usefulness, however, depends on how they are implemented and on whether findings are used in public decision-making. Given the notorious vulnerability of public-private interactions to corrupt practices, we examine potential and actual corruption risks across four stages of a generic EIA process. Combined with case analysis of the EIA process in Albania, a Southeastern European context experiencing serious governance challenges, we reflect on the vulnerabilities of EIAs to various forms of corruption from a principal-agent perspective. We concur with earlier research suggesting that the fundamentally rationalist approach behind EIAs do not necessarily match the empirical realities of public environmental decision-making, particularly in less mature EIA systems. We conclude with suggestions for framing a future research agenda in this area and touch on tentative policy remedies.  相似文献

Energy developments affect communities in a range of ways. Impacts on communities can be caused by changes to landscape amenity and access, disruptions to community cohesion, increased or decreased income streams, effects on property values, and population changes. These changes are ideally captured in the social impact assessment (SIA) process, where proponents outline in a formal statement the balance of benefits and burdens on local communities, and measures that will be taken to minimise negative outcomes for the community. In SIA practice there is a tendency toward quantitative socio-economic impacts, such as changes to demographics, income, and land values, with some qualitative assessment of amenity impacts. While the academic literature promotes inclusion of changes to the community itself, such as impacts on community cohesion and social capital, these qualitative changes are not consistently evident in SIA practice. Additionally, SIA practice assesses the impacts of the project, i.e. how the development of wind turbines or other energy infrastructure will affect the community. Because the consultation process around a proposed project typically commences prior to the characterisation and assessment of any associated social impacts and the finalisation of the SIA process, the potential impacts of this consultation are rarely, if ever, evaluated. Here, we examine a case study of an Australian wind energy project that did not proceed to implementation. Through this case study we are able to analyse the anticipatory impacts of the proposal; those stemming from the consultative process rather than the development of the project itself. We present these qualitative social changes, and outline the pathways through which the social changes manifest in two overarching social impacts: a divided community and future development capacity. We discuss the implications of this analysis in the context of good engagement practice and energy governance.  相似文献

Uncertainty is virtually unavoidable in environmental impact assessments (EIAs). From the literature related to treating and managing uncertainty, we have identified specific techniques for coping with uncertainty in EIAs. Here, we have focused on basic steps in the decision-making process that take place within an EIA setting. More specifically, we have identified uncertainties involved in each decision-making step and discussed the extent to which these can be treated and managed in the context of an activity or project that may have environmental impacts. To further demonstrate the relevance of the techniques identified, we have examined the extent to which the EIA guidelines currently used in Colombia consider and provide guidance on managing the uncertainty involved in these assessments. Some points that should be considered in order to provide greater robustness in impact assessments in Colombia have been identified. These include the management of stakeholder values, the systematic generation of project options, and their associated impacts as well as the associated management actions, and the evaluation of uncertainties and assumptions. We believe that the relevant and specific techniques reported here can be a reference for future evaluations of other EIA guidelines in different countries.  相似文献

The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage.The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark.The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods.The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA.The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years of development and improvements after implementation. This is important in order to gain acceptance from the bureaucracy, especially from the Cultural Heritage authorities and local population.  相似文献

This article, a theoretical perspective based on a literature study, is a critical evaluation of SIA as part of the EIA process in South Africa against the background of international guidelines and best practices. It includes sections on the historical background of the development of SIA in South Africa, the legal status and requirements of SIA in the country, and a critical evaluation of SIA regulation in South Africa. The conclusion reached in the article is that the persistent problems of SIA practice, experienced in other parts of the world, are also evident in South Africa. Apart from institutional, financial and professional constraints, there are also serious problems associated with approach and methods. This conclusion confirms the findings of empirical studies that SIA in South Africa is neglected, that the practice of SIA in South Africa is not yet on a sound footing, and that it does not receive the professional attention it deserves in a country beset by enormous social challenges. To conclude the article recommendations are made to improve the level of SIA practice in South Africa, and the possible significance of this national case study for international practice is indicated.  相似文献

The costs of conducting Environmental Impact Assessment (EIA) are well known. Yet the benefits of EIA are much more intangible, leading to a situation where some question its value as the tool of choice for informing decision makers of the sustainability consequences of their actions. Exponents of EIA have thus called for more research on the benefits of EIA in order to provide better evidence on its costs versus benefits, and therefore its value as a decision-making tool. This paper contributes to this evidence by exploring the perceived potential benefits and perceived realised benefits of EIA from a regulators' perspective in the context of sustainable development. Using South Africa as a case study, one third of all the officials responsible for EIA review and decision-making (referred to in this paper as the “regulator”) were surveyed to identify their perceptions of the benefits of EIA, and their ideas on how to bridge the gap between potential benefits and realised benefits. The paper contributes suggestions for the analysis of benefits in a sustainable development context, and identifies some additional benefits currently missing from the literature. In a South African context, the key potential and realised benefits as perceived by regulators are the protection of biodiversity, public participation, access to information, mitigation of environmental impacts, and legal compliance and enforcement.  相似文献

Physico-chemical analysis of soil samples at an oil spill site in the Niger Delta Area of Nigeria showed that the total hydrocarbon content of top soil layers ranged from 0.8 to 12.4 ppm in the heavy impact zone and the oil had penetrated to a depth of 7.2 m. Hydrocarbon concentration in the medium impact zone ranged from 0.02 to 0.40 ppm while hydrocarbons were not detected in 75% of samples from the unimpacted reference zone. Measurement of heavy metal concentrations in the soils revealed a significant build-up (p<0.05) of lead, iron and zinc in the heavy impact zone. Other parameters including electrical conductivity, exchangeable cations, available phosphorus and total nitrogen in impacted soils were comparatively low while the total organic carbon was high, compared with the reference site. We analyse two approaches to social impact assessment (SIA) – traditional SIA and participatory SIA – in the context of a large project in the Russian Federation. The key difference between these approaches is the level and depth of stakeholder engagement in the impact assessment process and project. Participatory SIA seeks to observe the three principles of participatory democracy: representativeness, deliberativeness and influence. We identify the requirements for stakeholder engagement in the Russian impact assessment process, and analyse implementation practice by reviewing the stakeholder engagement activities undertaken for the South Stream gas pipeline project, according to national requirements and international best practice (e.g. the International Finance Corporation Performance Standards). We conclude that the Russian process reflects traditional SIA. Its main weaknesses are poor stakeholder identification and planning of engagement activities. The Russian SIA/EIA process is not consistent with the principles of representativeness, deliberativeness and influence and does not enable people to adequately participate in or influence decision-making.  相似文献

In 2004, the United Nations launched an Ad Hoc Open-ended Informal Working Group to study issues relating to the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction. Since then, the topic of governing marine areas beyond national jurisdiction (ABNJ) has been widely discussed by politicians, policy makers and scholars. As one of management tools to protect marine biodiversity in ABNJ, environmental impact assessment (EIA) has been widely recognized and accepted by the international community, however, the biggest challenge is how to effectively implement the EIA regime in ABNJ. This paper explores the impacts of anthropogenic activities in ABNJ on marine ecosystems, reviews the existing legal regime for EIA in ABNJ and discusses possible measures to strengthen the implementation of EIA in ABNJ.  相似文献

Other quality parameters including electrical conductity, exchangeable cations, total nitrogen and available phosphorus in impacted soils were relatively low, while the total organic carbon was high compared with the reference site. During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice.  相似文献
