This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa.  相似文献

Differences exist in the spatial structure of cities in both the developed and developing world owing to the contradistinctive nature of their urban growth processes. The structure of Nigerian cities is characterised by the preponderance of mixed land uses resulting primarily due to the organic nature of city growth and more fundamentally, owing to the dynamics of informal urban economic activities. This paper examines mixed land‐use patterns in selected Nigerian cities and appraises their relevance in the general city growth process. By suggesting principles and speculative spatial patterns expressing desirable use combinations, an attempt is made to rationalise the utility of the concept such that its environmental impact is understood and given planning resolution.  相似文献

Brownfields developer in a poor urban neighbourhood

This article considers the role that champions play as advocates for socioeconomically disadvantaged community member involvement in environmental management decision-making. Six case studies of brownfields redevelopment projects located in poor urban neighbourhoods are examined. Analysis of these case studies reveals how champion behaviour, which has typically been studied only in the context of technological innovation, is enacted in public participation efforts in the service of environmental justice. The study finds that champions who emerge in these settings lead the development and implementation of non-standard public participation process innovations.  相似文献

Summary The author presents the results of a pilot study which explored the voluntary support given by seven Pittsburgh multinationals to environmental goals and objectives through their foundations and operations. While much of the information is national in scope, the findings have international significance. Fundamental common key factors and patterns were identified which already have and will continue to guide most corporate international environmental activities. As interest grows in developing cooperative undertakings with the corporate community, it is important for environmental organizations, government, and academia to understand these patterns. Based on the findings and on suggestions by corporate representatives, recommendations are given as to how support of the goal of creating sustainable societies by the corporate and environmental communities can be improved and increased. Dr Langord's interest in urban and environmental policies range from issues dealing with coastal zone and floodplain management to urban waterfront re-vitalization and environmental aesthetics. Most recently she is studying the role of industry in helping to meet critical resource and environmental needs. She is exploring new patterns of cooperation with government, industry and environmental organizations. Currently Director of the International Environment Program, Center for International Studies, University of Pittsburgh, Dr Langord has held a number of academic positions, served as a resource policy analyst for the US Department of Interior, and has acted as a consultant to government and industry.  相似文献

政府和民众对于城市环境事件的关注越来越高,树立典型是激励良性发展的有效手段。为了提高年度城市环境事件评选的科学性和合理性,本文提出定量和定性相结合的评选方法,包含事件收集、事件筛选、事件评定三个阶段。在此基础上,对2016年度中国城市环境保护十大事件进行了评选,无锡、贵溪、三亚、珠海的案例分别代表了水、土、气、生4个专项领域环境治理和保护的先进典型;杭州、深圳、三沙的案例分别体现了以大型赛事活动为契机开展城市综合环境整治的先进经验,以及市场化的治理手段和生态技术对于城市综合治理的重要性;上海(崇明)、重庆、鄂尔多斯(库布齐地区)代表了因地制宜的区域生态文明发展模式。通过案例分析,得出如下启示:提升环境治理成效应该兼顾责任制、市场化、民主化的管理模式创新和各种技术创新;生态环境要素应该被视为城市发展的新兴增长点;城市环境保护行为具有发展和再分配双重属性,环保行为的发展属性仍有待于继续普及,而先行城市应该借鉴典型经验,积极探索通过环境保护实现经济发展的新模式。  相似文献

In the last three decades the Nigerian environment has experienced rapid degradation. A major contributory factor of this phenomenon is the pattern of socioeconomic development in the country that gives little or no consideration to environmental outcomes. An aspect of this development is the economic policy of removal of subsidies on petroleum products initiated in 1986 as a result of the worsening economic situation in the country which begun in the early 1980s. The result of this is that prices of commercial fuels inclusive of kerosene and LPG (cooking gas) have continued to rise beyond the reach of majority of the Nigerian population. The paper examines the effect of increasing prices of petroleum-derived energy sources on the pattern of energy use for cooking in low and middle-income households and the environmental implication in Ibadan, the largest truly indigenous urban centre in sub-Saharan Africa. Results show that prior to the further subsidy removal of 1993, majority of households sampled used kerosene for cooking. Thereafter, a complete or partial switch in the pattern of domestic energy consumption ensued with more households using fuel wood and other more polluting and less efficient energy sources for cooking. The paper recommends a transition towards more environmental friendly energy sources for household use.  相似文献

It is widely believed that improved resource and environmental management outcomes would occur if those responsible took a longer term view, considered whole systems rather than their components in isolation, and co-ordinated and integrated their activities with each other. There has been substantial action in many countries to achieve these ideals but with mixed success. Why has it not been possible to have a more co-ordinated and integrated approach to resource and environmental management (IREM)? We briefly review various conceptual issues regarding the purpose and character of IREM. The core of the paper is analysis of the factors contributing to success or failure, including the requirement that IREM, in practice, must be based on a careful analysis of the need and scope for integration in a given context, the significance of leadership, information access, and the links with other planning and management activities. Obstacles arising from these and other shortcomings, including the focus regarding what IREM involves, bureaucratic resistance, adverse financial arrangements and property rights problems, are also discussed. The paper concludes with five recommendations as to how to enhance integrated resource and environmental management dealing with need, scope and context, best management practice, information accessibility and integration, financial arrangements,and strengthening local and regional planning capacity.  相似文献

The state of solid waste recycling by scavengers in Onitsha, a heavily commercial city in Anambra State, and some other urban areas such as Nsukka, Enugu, and Port Harcourt was analyzed. Data were obtained through interviews of scavengers who deal with recyclables. Although the activities of scavengers are sub-optimal, they can have a great impact on Nigerian economy with respect to resource conservation, creation of job opportunities, and reduction of the magnitude of waste disposal problems. A cost analysis is presented to compare the different forms of recycling utilized by municipal solid waste management. It is shown that a well-planned recycling program with recycling and composting would result in 18.6% savings in waste management costs and 57.7% in landfill avoidance costs. However, if the compost materials are not recycled, the corresponding savings in cost become 8.6% and 28.6%, respectively. The option with the lowest cost involves encouraging individual households to separate at the source their recyclables, which are bought by scavengers. This results in 78.0% savings in waste management cost and 79.5% landfill avoidance cost. A low-cost approach aimed at the integration of scavenging activities into conventional solid waste management is presented.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

The management of urban transportation systems represents one of the most formidable challenges for local government that generates several problems related to the well-being and the comfort of the public that commute and travel in their daily life. Improvements to various policies and practical measures can move us closer to the ideal of sustainable urban areas with sustainable urban transportation systems. Nevertheless, these aspirations in no way ensure unanimity over the most effective actions to take and the extent of their benefits. In response, a mathematical model has been developed for decision-taking purposes using multi-criteria analysis adapted to urban transportation systems. This model not only takes account of environmental parameters, but also examines economic, social and urban models, the characteristics and condition of the transport fleet and freight distribution vehicles, in order to generate a sustainability index value for the transportation system of urban areas.  相似文献

This paper discusses the use of Material Flow Analysis (MFA) as a tool to support policy decision making in the field of resource and environmental management. In terms of policy, MFA can be used for early recognition, priority setting, to analyse and improve the effectiveness of measures and to design efficient material management strategies in view of sustainability. MFA has a high potential to be implemented as a guiding tool at the regional level, for example as part of a regional environmental management and audit system or as a part of the Local Agenda 21 process. Material management based on MFA is complementary to traditional environmental and resource management strategies, which have tended to focus heavily on specific environmental compartments, and measure the concentration of substances in various media. MFA, in contrast, provides an overview of the total system by linking the anthroposphere (that part of the biosphere in which humans' activities take place) with the environment. This system approach shifts the focus away from the back-end so-called 'filter strategies' to more pro-active front-end measures. MFA examines short- and long-term loadings rather than concentrations and highlights current and potential material accumulations, called material stocks. These stocks represent either potential environmental problems (e.g. large stocks of hazardous materials) or a potential source of future resources (e.g. urban mining). In this way, MFA can assist precautionary policy making by highlighting future environmental or resource issue problems without relying on signals of environmental stress. The objective of materials management is: firstly, to analyse material flows and stocks; secondly, to evaluate these results; and thirdly, to control material flows in view of certain goals such as sustainable development. MFA is an excellent tool for the first objective and is well suited to generate a base for the other two objectives. MFA results can be compared against environmental standards or can be interpreted using assessment or indicator methodologies (such as environmental impact assessment or ecological footprints). Selected results from two studies, carried out for the city of Vienna (substance management) and the Swiss lowlands (timber management), illustrate the use of MFA as a tool for early recognition (resource depletion and environmental quality), for priority setting and for effective policy making.  相似文献

Throughout the world, human use of water, and bad planning have led to drier and polluted rivers, lakes, and groundwater resources with dramatic effects on the natural ecosystems. Nigeria's vast freshwater resources are among those most affected by environmental stress imposed by human population growth, urbanization, and industrialization. Disposal and management of wastes in Nigeria present serious environmental problems. The usual methods of waste disposal in the country are: land filling, dumpsites, land spreads, water disposal, and incineration. Each of these methods has serious environmental implications because of their potential to pollute and contaminate underground and surface water bodies in the country. Major cities in Nigeria face serious water pollution crises, in which lack of environmental control of water-dependent activities (including domestic, agricultural, and industrial) play an important part. Fish and marine resources in the country face total collapse or extinction, due to over-fishing and destruction of marine life and natural habitats by pollution of water bodies. Unregulated and excessive use of pesticides for fishing and the deliberate disposal and dumping of toxic and hazardous wastes into water bodies are significant causes of massive fish kills and loss of aquatic life and habitats in the country. The protection of water quality and aquatic ecosystem as a vulnerable resource, essential to sustain life, development and environment is of utmost importance to prevent further pollution and degradation of Nigeria's freshwater resources. Integrating operational measures for safeguarding adequate levels of protection of endemic habitats remains a major challenge. There is therefore a need to examine in tandem the entire range of uses to which freshwater is put, and to design services which neither squander precious resources nor fail to respect other, competing and complementary water needs.This paper attempts to provide an overview of the Nigerian freshwater resources, to assess the pollution status of inland waters, identify the sources of pollution, and infer the consequent effect on fisheries resource. Recommendations were proffered on the strategies to employ to ensure that Nigerian fishery resources are adequately managed in order to address the issue of food security.  相似文献

环境空间管控和环境空间规划是我国城市空间规划体系中的短板,我国亟需建立起一套城市环境空间管控体系,来参与城市空间规划体系的建立,进而彻底扭转城市环境污染被动治理的尴尬局面。构建覆盖城市各领域的环境空间管控体系是城市环境总体规划的主要任务。本文梳理了我国环境空间管控发展现状和问题,从城市环境总体规划的角度,在城市层面构建了由环境功能区划、以生态保护红线为核心的严格管控区以及环境承载调控等手段组成的环境空间管控体系,并以贵阳城市环境总体规划为案例,进行了环境空间管控体系的构建。最后提出了实施城市环境总体规划空间管控的政策建议,保障空间管控体系能够落地和发挥作用。  相似文献

以中原城市群强市-新乡市为例,介绍城市环境噪声的声源构成主要以工业噪声和社会生活噪声为主。随着城镇化规模的扩大,近年来的噪声监测值总体呈下降趋势,但道路交通噪声和社会生活噪声有增高趋势。结合声环境质量现状,提出了合理规划功能区布局、加强声环境管理、利用城市绿地降低噪声、提高单体建筑规划设计水平等改善对策措施。  相似文献

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of his argument—the multidimensional equity principles—is the core of the concept of sustainable development.  相似文献

This paper shows how prevailing economic development paradigms over the last five decades have favoured an urban-based model of economic development at the expense of environmental considerations in developing countries. How the disjuncture between these competing agendas has been experienced in Egypt forms the focus of the paper. Tension between environmental and development/urbanization policies reflects their political encoding aimed at maintaining regime stability. The state has attempted to mediate between the domestic interests of an urban-based elite and the urban poor, international donor dominance of Egypt's economic and urban development strategies, and the country's limited institutional capacity to manage its developmental aspirations. In a policy configuration that buttresses macro-economic policy with urban development priorities, the unfettered role of market processes has produced vast but unregulated urban expansion with, now, increasingly severe environmental consequences. Despite attempts to reconcile the two agendas in the last decade, the paper concludes that the main issues endemic to the public policy domain in Egypt, and in many developing countries, remain: poor line ministry coordination, weak enforcement of environment law, resistance to participation, limited implementation capacity, conflicts between sectoral and cross-sectoral policy formulation, and dependency on external donors. Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

Environmental problems are becoming serious in India because of the interacting effects of increasing population density, industrialization and urbanization, and poor environmental management practices. Unless stringent regulatory measures are taken, environmental systems will be irreversibly degraded. Lack of political commitment, lack of a comprehensive environmental policy, poor environmental awareness, functional fragmentation of the public administration system, poor mass media concern, and prevalence of poverty are some of the major factors responsible for increasing the severity of the problems. Environmental problems in India are highly complex, and management procedures have to be developed to achieve coordination between various functional departments, and for this, political leaders have to be convinced of the need to initiate environmental protection measures.  相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Suggestions are made to make the campaign for increased environmental sanitation in the nation more successful.This paper further elaborates a theme first partially developed by Dr Adedibu inThe Environmentalist, Vol. 5, pp. 123–127.  相似文献
