Much evidence demonstrates the adverse effects of lead ammunition on wildlife, their habitats and human health, and confirms that the use of such ammunition has no place within sustainable hunting. We identify the provisions that define sustainable hunting according to European law and international treaties, together with their guidance documents. We accept the substantial evidence for lead’s actual and potential effects on wildlife, habitats and health as persuasive and assess how these effects relate to stated provisions for sustainability and hunting. We evaluate how continued use of lead ammunition negatively affects international efforts to halt loss of biodiversity, sustain wildlife populations and conserve their habitats. We highlight the indiscriminate and avoidable health and welfare impacts for large numbers of exposed wild animals as ethically unsustainable. In societal terms, continued use of lead ammunition undermines public perceptions of hunting. Given the existence of acceptable, non-toxic alternatives for lead ammunition, we conclude that hunting with lead ammunition cannot be justified under established principles of public/international policy and is not sustainable. Changing from lead ammunition to non-toxic alternatives will bring significant nature conservation and human health gains, and from the hunter’s perspective will enhance societal acceptance of hunting. Change will create opportunities for improved constructive dialogue between hunting stakeholders and others engaged with enhancing biodiversity and nature conservation objectives.  相似文献

A set of peat column experiments was used to determine the transport potential of lead (Pb) and diesel range organics (DRO) in palustrine slope wetlands near Juneau, AK. This project is important to southeast Alaskan communities because limited land resources are forcing development of regional wetlands. This study was instigated by concerns that proposed modifications to a nearby rifle range using DRO-contaminated soil posed a potential risk to an anadromous fish-bearing stream 250 m from the site. Three pairs of peat columns were extracted from the rifle range for analysis, one pair along and two pairs across the natural bedding planes of the soil. One column in each pair was spiked with Pb and DRO and the other was used as a control. Approximately 1-year worth of water (171 cm) was passed through each column and leachate was collected at regular intervals. The results showed that substantial DRO transport only occurred along the bedding planes. Leads was surprisingly mobile, both along and across the bedding planes with estimated soil-water partition coefficients several orders of magnitude lower than commonly published values, probably because the peat was heavily Pb-loaded by lead from bullets and because the peat's acidic, organic-rich environment enhanced Pb mobility. The chemical outflow behavior agreed with a simple macropore transport model. These results underscore the need for caution when developing regional wetlands.  相似文献

Olympic shooters discharge, annually, thousands of tons of lead shot which pose toxic risks to animals and may pollute both surface and ground waters. Non-toxic steel shot is an acceptable and effective substitute, but International Shooting Sports Federation (ISSF) rules prevent its adoption. The present policy and rules of the ISSF on lead shot use contravene the International Olympic Committee (IOC) Charter position on environmental protection. The United Nations Environment Programme (UNEP), a formal Olympic partner on environmental protection, has no stated policy on contamination from lead ammunition, despite having declared lead a Priority Area for remedial action, and is pressing to remove lead from the global human environment. The IOC Sport and Environment Commission and UNEP could examine the continued use of lead shot ammunition and advise the IOC Executive Board on appropriate changes in policy and rules that could halt the massive lead shot contamination of shooting range environments world-wide.  相似文献

Long-lived species are particularly susceptible to bioaccumulation of lead in bone tissues. In this paper we gain insights into the sublethal effects of lead contamination on Egyptian vultures (Neophron percnopterus). Our approach was done on the comparison of two populations (Canary Islands and Iberian Peninsula) differing in exposures to the ingestion of lead ammunition. Blood lead levels were higher in the island population (Canary Islands range: 5.10-1780 μg L−1n = 137; Iberian Peninsula range: 5.60-217.30 μg L−1n = 32) showing clear seasonal trends, peaking during the hunting season. Moreover, males were more susceptible to lead accumulation than females. Bone lead concentration increased with age, reflecting a bioaccumulation effect. The bone composition was significatively altered by this contaminant: the mineralization degree decreased as lead concentration levels increased. These results demonstrate the existence of long-term effects of lead poisoning, which may be of importance in the declines of threatened populations of long-lived species exposed to this contaminant.  相似文献

The white-tailed eagle (Haliaeetus albicilla) suffered a severe population decline due to environmental pollutants in the Baltic Sea area ca. 50 years ago but has since been recovering. The main threats for the white-tailed eagle in Finland are now often related to human activities. We examined the human impact on the white-tailed eagle by determining mortality factors of 123 carcasses collected during 2000–2014. Routine necropsy with chemical analyses for lead and mercury were done on all carcasses. We found human-related factors accounting for 60% of the causes of death. The most important of these was lead poisoning (31% of all cases) followed by human-related accidents (e.g. electric power lines and traffic) (24%). The temporal and regional patterns of occurrence of lead poisonings suggested spent lead ammunition as the source. Lead shot was found in the gizzards of some lead-poisoned birds. Scavenging behaviour exposes the white-tailed eagle to lead from spent ammunition.  相似文献

Economic policy uncertainty generally tends to induce a pessimistic view of future market behaviour. Furthermore, instabilities in global oil prices have serious implications for the economies of oil exporters and importers, due to their over-dependence on crude oil for revenue and production activities, respectively, and thereby on stock market indices. Against limited empirical evidence, this study examines the spillover effects from global economic policy uncertainty (GEPU) and oil price volatility to the volatility of the stock market indices of oil exporters and importers in both developed and emerging economies. The results show that the spillover effect from GEPU to oil exporters is relatively smaller than to oil importers, for both developed and emerging countries. Conversely, the volatility spillovers from oil prices to oil exporters are relatively larger than to oil importers, for both developed and emerging countries. Specifically, the volatility spillovers from oil prices to oil exporters (importers) in emerging countries are relatively stronger compared to oil exporters (importers) in developed countries. The findings indicate that the volatility of the stock markets of emerging countries is more sensitive to global factors such as GEPU and oil price volatility, and that oil exporters and importers in emerging economies are more sensitive to oil price volatility than oil exporters and importers in developed economies, which is in line with previous studies.

Recent recalls of lead-contaminated jewelry and the death of a Minnesota child by lead poisoning after swallowing a jewelry charm have highlighted the hazards of leaded jewelry to children. We sought to determine the extent of lead contamination in inexpensive, imported jewelry available in United States retail stores. A total of 139 jewelry items were purchased from ten retail store chains in five different geographic locations. Samples were digested in nitric acid followed by atomic absorption analysis. Accessibility of lead was analyzed by leaching a subset of heavily leaded samples in 0.07 M hydrochloric acid. Almost half (42.6%) of the items assayed were heavily leaded, exceeding 80% lead by weight. Average lead content for all items tested was 44.0%, and one or more heavily leaded items were found in samples from each retail store and each geographic location. Six of ten samples tested for leachability of lead exceeded the US Consumer Product Safety Commission guidelines of 175 microg accessible lead. Our results show that much inexpensive children's and costume jewelry imported and sold in the US is heavily leaded. Given the high neurotoxicity of lead to young children, inexpensive jewelry items pose a potential yet avoidable threat to children's health.  相似文献

As the most widely scattered toxic metal in the world, the sources of lead (Pb) observed in contamination investigation are often difficult to identify. This review presents an overview of the principles, analysis, and applications of Pb isotopic fingerprinting in tracing the origins and transport pathways of Pb in the environment. It also summarizes the history and current status of lead pollution in China, and illustrates the power of Pb isotopic fingerprinting with examples of its recent applications in investigating the effectiveness of leaded gasoline phase-out on atmospheric lead pollution, and the sources of Pb found in various environmental media (plants, sediments, and aquatic organisms) in China. The limitations of Pb isotopic fingerprinting technique are discussed and a perspective on its development is also presented. Further methodological developments and more widespread instrument availability are expected to make isotopic fingerprinting one of the key tools in lead pollution investigation.  相似文献

Rush Lake (WI, USA), the largest prairie-pothole lake east of the Mississippi River, has been contaminated with lead pollution as a result of over 140 years of waterfowl hunting. We examined: (1) the extent of lead pollution in Rush Lake sediments and (2) whether lead pollution in Rush Lake is affecting the abundance and community structure of indigenous sediment bacteria. Sediment lead concentrations did not exceed 59 mg Pb kg(-1) dry sediment. No relationship was observed between sediment lead concentration and the abundance of aerobic (P=0.498) or anaerobic (P=0.416) heterotrophic bacteria. Similarly, lead did not appear to affect bacterial community structure when considering both culturable and nonculturable community members. In contrast, the culturable fraction of sediment bacteria in samples containing 59 mg Pb kg(-1) exhibited a unique community structure. While factors other than lead content likely play roles in determining bacterial community structure in the sediments of Rush Lake, these data suggest that the culturable fraction of sediment bacterial communities is affected by elevated lead levels.  相似文献

This paper aims to evaluate the impact of a polluted site on property values by using the hedonic price method. The case study concerns a lead foundry in a previously industrialised area in northern France. The results are fairly convincing. The impact is confirmed, but appears to be especially apparent at relatively close distances. More than one mile away, the impact is much weaker. Moreover, a chronological analysis, which includes interaction terms, allows one to demonstrate a significant variability in results, depending upon the years being examined. The results obtained are compared with those derived from US studies. It appears that more than one mile away, the calculated impact values are fairly similar, about 1–2% of the average value of a house. In contrast, bearing in mind the higher average property values in the USA, gradient prices in absolute values are, in general, higher in that country.  相似文献

As a component of a multi-level study of the anthropogenic lead cycle for year 2000 (52 countries, 8 regions, and the planet), we have estimated the lead flows in seven emission streams: tailings, slag, fabrication and manufacturing, dissipation from use, hibernation, landfilling, and dispersion following product discard. For every 1 kg of lead put into end use, 0.5 kg is lost to the environment, largely due to landfilling and dissipation from use. From the standpoint of the receiving media, 1/3 of the losses are to uncontained solids on land and 48% of the losses are to containment facilities on land. On a country basis, the largest losses occur in the United States and China, which between them are responsible for about 32% of total global lead losses. On a per capita basis, the highest lead losses occurred in the United Kingdom, Belgium-Luxembourg, and Ireland.  相似文献

The effects of solution:soil ratio, major cations present in soils, and the ethylenediaminetetraacetic acid (EDTA):lead stoichiometric ratio on the extraction of lead using EDTA were studied for three different Superfund site soils, one rifle range soil, and one artificially lead-contaminated soil. Extraction of lead from the lead-contaminated soils was not affected by a solution:soil ratio as low as 3:1 but instead was dependent on the quantity of EDTA present. Results of the experiments showed that the extraction efficiencies were different for each soil. If sufficiently large amount of EDTA was applied (EDTA-Pb stoichiometric ratio greater than 10), most of the lead were extracted for all soils tested except for a Superfund site soil from a lead mining area. The differences in extraction efficiencies may be due to the major cations present in soils which may compete with lead for active sites on EDTA. For example, iron ions most probably competed strongly with lead for EDTA ligand sites for pH less than 6. In addition, copper and zinc may potentially compete with lead for EDTA ligand sites. Experimental results showed that addition of EDTA to the soil resulted in a very large increase in metals solubility. The total molar concentrations of major cations extracted were as much as 20 times the added molar concentration of EDTA. For some of the soils tested, lead may have been occluded in the iron oxides present in the soil which may affect lead extraction. While major cations present in the soil may be one of the factors affecting lead extraction efficiency, the type of lead species present also play a role.  相似文献

Recently investigations have shown that the annual flux of lead from shotgun pellets to shooting range soils is significant in some countries. This paper presents the data of chemical and mineralogical analyses of soils and Pb-pellet crusts from five shooting ranges in Sweden and, based on these results, evaluates the retention of lead in these shooting range soils. In the soils, Pb-pellets and bullets are readily decomposed and transformed to crust materials composed of Pb-bearing minerals. The transformation products in the crust materials, identified by X-ray diffraction, are predominantly hydrocerussite [Pb(3)(CO(3))(2) (OH)(2)], associated with cerussite (PbCO(3)) and anglesite (PbSO(4)). In a period of 20-25 years, an average of 4.8% metallic lead in the pellets has been transformed to lead carbonate and lead sulphate, where the former is the more stable mineral in the surface environment. However, in soils relatively rich in humus an average of 15.6% metallic lead in the pellets was transformed to secondary lead compounds in the same period. The results of the chemical analyses indicate that Pb is rather immobile in the soil profile. The surficial horizon contains higher concentrations of lead (52-3400 mg kg(-1)), while lower concentrations of lead were found in the E and B horizons where the total Pb concentrations (8-37 mg kg(-1)) are within about one standard deviation of the mean reference sample concentration. An inverse relationship is revealed between the aluminium hydroxide content of the soil fraction and EDTA-extractable Pb, which suggests that these compounds have affected the retention of lead.  相似文献

Statistical and spatial analyses of both historical time series and remotely sensed data show a link between the spatial distribution and growth of gold production across the Guiana Shield in northeast Amazonia. Results indicate that an exponential rise in production across an expanding area is primarily a delayed response to the 1971-1978 market flotation of international gold prices. The subsequent 10-fold (2-fold) average nominal (real) price increase has provided a compelling economic incentive to mass exploitation of lower-grade gold deposits. The ground-based and remotely sensed distributions of mining activity are strongly attached to these deposits that dominate the region's gold geology. The presence of these gold-bearing formations in conservation and sustainable timber zones has sparked social conflict and environmental degradation across the region. Left unmanaged, more than a quarter-million square-kilometer area of tropical forest zoned for protection and sustainable management could ultimately be compromised by the price-driven boom in gold mining through poorly integrated resource use planning, lack of reclamation effort, and control of illegal operations. Serious public health issues propagated through the unregulated mining environment further erode the financial benefits achieved through gold extraction. This study demonstrates in part how international economic policies successfully stabilizing more conspicuous centers of the global economy can have unintended but profound environmental and social impacts on remote commodity frontiers.  相似文献

In 1997, concentrations of cadmium (Cd), chromium (Cr), copper (Cu), lead (Pb) and nickel (Ni) were analysed in green-lipped mussels (Perna viridis) from three mariculture zones located in the north-east (Kat O), south (Lo Tik Wan) and to the west (Ma Wan) of Hong Kong. Spatial differences in the concentration of metals were found, chromium and copper were higher at Ma Wan and Lo Tik Wan compared to Kat O in the north-east. In contrast, the highest levels of lead (mean = 4.37 microg/g dry wt) were recorded at Kat O. There were no differences in the level of nickel between the study sites. A comparison of the metal concentrations in mussels with the results of a previous study seven years before, in 1990, showed a twofold increase in the mean levels of cadmium for all three sites. However, levels of the other metals in 1997 were lower by 12-32% for chromium, 32-39% for copper and 24-25% for nickel. The greatest reductions were recorded for lead: Kat O (39%), Ma Wan (51%) and Lo Tik Wan (75%). This may be related to the introduction of lead-free petrol in 1991. Despite the apparent reduction in some heavy metal bioaccumulation between 1990 and 1997, from a public health risk perspective, the data suggest a continued need for monitoring of heavy metals in mussels from mariculture zones.  相似文献

This paper models the effects of imposing efficient pricing on interurban passenger travel in the United Kingdom and passenger travel in London. Both the internal and external costs of the main modes are estimated. The resulting efficient prices are used to predict the changes in demand for each mode, together with implied tax revenues, operators' aggregate surplus or deficit, and the implied investment needs. Efficient pricing and taxation of externalities does not lead to substantial shifts to modes of transport with lower external costs and thus does not substantially reduce the impact of transport on the environment. In the long run, demand changes are driven mainly by the growth of income. The assumption made about the appropriate scale economies present is an important determinant of the degree of change and overall effects. In the London model, sufficient revenue is generated to cover the deficits incurred by public transport operators.  相似文献

In this paper, we examine asymmetric causal relationships between gasoline prices and economic policy uncertainty in a panel of 18 countries over the period 1998–2017, using the recently introduced panel causality approach of Hatemi et al (Appl Econ, 48:2301–2308, 2016) that accounts for asymmetric dynamics and is robust to both cross-sectional dependence and slope heterogeneity. Empirical findings reveal asymmetric causal relationships between gasoline prices and economic policy uncertainty in the sampled countries. Specifically, results show that economic policy uncertainty and gasoline prices have positive and negative asymmetric bidirectional causal relations in 13 countries. No feedback causality was detected between gasoline prices and economic policy uncertainty in 5 countries. Based on the results, we infer that positive and negative asymmetric causal relations exist between economic policy uncertainty and gasoline price, with attendant policy implications in sampled regions.

The subject of energy choices and public policy is one that has interested me at a professional level. The outlook for energy supply for Americans is uncertain. Will the OPEC crank the per barrel price of world oil up again this fall by three or four dollars? We don’t know. Will the cost of finding and developing new domestic oil reserves continue to rise, and will the domestic production continue to fall as it has been doing since 1970? We don’t know. Would regulating the price of old oil and natural gas entering into interstate commerce bring forth significantly increased supplies? We don’t know. The chances for reducing oil consumption—or at least checking the rate of increase—are equally uncertain. Will still higher prices, brought on by whatever means, cause people and industries to use less oil? We don’t know. Will demand shift away from oil and natural gas to cheaper, more plentiful energy sources? We don’t know. Will penalties, taxes, or exhortations get the motor vehicle industry to produce more gasoline efficient cars and trucks? We don’t know. We may not even get a chance to try. A model, which employs the use of high precision stable lead isotopic analyses, has been developed to estimate the age of hydrocarbon releases. The ALAS Model (Anthropogenic Lead ArchaeoStratigraphy) is based on calibrated, systematic increases in lead isotope ratios of gasolines caused by shifts in sources of lead ores used by the U.S. lead industry, including manufacturers of alkylleads, to more radiogenic Mississippi Valley Type (MVT) deposits. Acquisition of high quality samples (free product, gasoline-impacted soil and groundwater) of known age and subsequent analyses of the hydrocarbon component by high precision lead isotopic analyses by thermal ionization mass spectrometry (TIMS) have produced the ALAS Model calibration curve. Age uncertainties range from - 1 to 2 years for gasoline releases which occurred between 1965 and 1990, the major era of leaded gasoline usage. Analytical methods required to measure lead isotope ratios on ~5 nanograms of lead with precisions and accuracy of < - 0.1% (2 SEM ) are discussed in detail. Published lead isotopic measurements of gasoline-derived anthropogenic lead of samples throughout the United States are used to demonstrate the wide geographic range over which the ALAS Model may be applied. Two representative case studies involving an early 1970s free product release in California and the discrimination of a 1970s from modern unleaded gasoline release in Florida demonstrate the use of the model on single and multiple hydrocarbon releases, respectively, in different geographic regions of the United States. A third investigation focuses on the use of lead isotopes to correlate dissolved phase hydrocarbons with their source, in this case, unleaded (aka low lead) gasoline releases in New Jersey. Dissolved phase hydrocarbons (BTEX/MTBE) are shown to carry the lead isotopic signature of the unleaded gasoline into groundwater, allowing the specific source of the release to be identified. Investigations of lead isotopes as tracers of MTBE in groundwater are ongoing. However, both laboratory and field data indicate MTBE carries the lead isotopic signature of its unleaded gasoline source into groundwater, demonstrating the potential of the lead isotopic system as a discriminant of MTBE sources. Although developed to estimate the age of leaded gasoline releases, the ALAS Model has been successfully applied in studies requiring age dating of jet-A, diesel, kerosene, motor oil, and heating oil. These petroleum distillates are suspected of accidentally acquiring small, yet significant quantities of alkylleads during refining, allowing accurate ALAS Model ages to be determined. When lead levels in these petroleum distillates are within their normal range, typically tens to hundreds of ppb lead, it is possible to use lead isotopic ratios to correlate environmental releases of these products to their source or other releases.  相似文献
