The Brisbane River serves multiple functions in both its upper catchment and its lower reaches. The lower reaches are highly urbanized where the river flows through Australia's third largest city, and here the river sustains transport activities, waste water disposal, a port, and both motorized recreation and active and passive non-motorized recreation. In the city the river also serves as a locality for community events, as a cultural icon and as a residential neighbour. Many of these functions are spatially and temporally congruent and, amongst other issues, this congruency has the potential to generate significant levels of noise conflict. This paper describes the approach adopted to assess the nature and extent of noise conflicts and to develop a comprehensive strategy of noise management-allas part of a larger scheme for an integrated approach to manage the Brisbane River and its catchment. Noise management strategies recommended for implementation include noise zoning of the river, planning and approval processes for land-based waterway facilities, noise planning and approval processes for residential and other noise-sensitive uses, codes of practice for rowing and similar activities, as well as the more conventional approach of regulatory limits on river-based noise sources. The paper demonstrates that a wide range of strategies are necessary to handle complex pollution problems of this sort, and provides a model of comprehensive action for management of noise from river-related activities that may find application elsewhere.  相似文献

This study demonstrates the integration of rehabilitation and flood management planning in a steep, boulder-bedded stream in a coastal urban catchment on the South Island of New Zealand. The Water of Leith, the primary stream flowing through the city of Dunedin, is used as a case study. The catchment is steep, with a short time of concentration and rapid hydrologic response, and the lower stream reaches are highly channelized with floodplain encroachment, a high potential for debris flows, significant flood risks, and severely degraded aquatic habitat. Because the objectives for rehabilitation and flood management in urban catchments are often conflicting, a number of types of analyses at both the catchment and the reach scales and careful planning with stakeholder consultation were needed for successful rehabilitation efforts. This included modeling and analysis of catchment hydrology, fluvial geomorphologic assessment, analysis of water quality and aquatic ecology, hydraulic modeling and flood risk evaluation, detailed feasibility studies, and preliminary design to optimize multiple rehabilitation and flood management objectives. The study showed that all of these analyses were needed for integrated rehabilitation and flood management and that some incremental improvements in stream ecological health, aesthetics, and public recreational opportunities could be achieved in this challenging environment. These methods should be considered in a range of types of stream rehabilitation projects.  相似文献

Effective river management requires integration of biophysical and human dimensions of the ecosystem, which in turn involves the development of new forms of decision-making processes and institutional frameworks. In New South Wales, institutional changes to river management have been formalized in the Water Management Act 2000. This paper presents the findings of a case study that investigated decision-making processes in the establishment of environmental flow regimes for the Lachlan River in western New South Wales. The study was based on document analysis, observation and interviews with members and support staff of a stakeholder-based river management committee. The findings of the study highlight social capital, adaptive management and consensus decision making as key components in establishing environmental flow regimes as part of a participatory approach to river management.  相似文献

Water resources increasingly need to meet the demands and needs of different sectors and to be protected against deteriorating quantity and quality. This paper discusses the different interests of men and women in the use of water resources, and what effects the neglect of female interests in particular, has on development. The authors stress that besides class and ethnic differences, the different interests of men and women also play a role in the cross-sectoral management of water resources. Water pricing, property rights and management structures are three key aspects where a gender approach is required. In the management of water resources in smaller catchment areas, several instruments for a gender approach have been developed. Discussed are gender specific participatory research, planning and tools, gender in management organizations and task divisions and involvement of multidisciplinary teams with a gender orientation.  相似文献

Mountain watersheds, comprising a substantial proportion of national territories of countries in mainland South and Southeast Asia, are biophysical and socioeconomic entities, regulating the hydrological cycle, sequestrating carbon dioxide, and providing natural resources for the benefit of people living in and outside the watersheds. A review of the literature reveals that watersheds are undergoing degradation at varying rates caused by a myriad of factors ranging from national policies to farmers' socioeconomic conditions. Many agencies—governmental and private—have tried to address the problem in selected watersheds. Against the backdrop of the many causes of degradation, this study examines the evolving approaches to watershed management and development. Until the early 1990s, watershed management planning and implementation followed a highly centralized approach focused on heavily subsidized structural measures of soil conservation, planned and implemented without any consultation with the mainstream development agencies and local people. Watershed management was either the sole responsibility of specially created line agencies or a project authority established by external donors. As a consequence, the initiatives could not be continued or contribute to effective conservation of watersheds. Cognizant of this, emphasis has been laid on integrated, participatory approaches since the early 1990s. Based on an evaluation of experiences in mainland South and Southeast Asia, this study finds not much change in the way that management plans are being prepared and executed. The emergence of a multitude of independent watershed management agencies, with their own organizational structures and objectives and planning and implementation systems has resulted in watershed management endeavors that have been in complete disarray. Consistent with the principle of sustainable development, a real integrated, participatory approach requires area-specific conservation programs that are well incorporated into integrated socioeconomic development plans prepared and implemented by local line agencies in cooperation with nongovernment organizations (NGOs) and concerned people.  相似文献

Concerns over water scarcity, climate change, and environmental health risks have prompted some Asian cities to invest in river rehabilitation, but deciding on the end goals of rehabilitation is a complex undertaking. We propose a multidisciplinary framework linking riparian landscape change to human well‐being, providing information relevant to decision makers, in a format that facilitates stakeholder involvement. We illustrate this through a case study of the densely settled, environmentally degraded, and flood prone Ciliwung River flowing through metropolitan Jakarta, Indonesia. Our methodology attempts to respond to this complexity through an iterative approach, strongly based on conceptualization and mathematical modeling. Nested hydrologic, hydrodynamic, and water quality models provide outputs at catchment‐, corridor‐, and localized site‐scales. Advanced 3‐D landscape modeling is used for procedural design and precise visualization of proposed changes and their impacts, as predicted by the mathematical models. Finally, participatory planning and design methods allow us to obtain critical stakeholder feedback in shaping a socially acceptable approach. Our framework aims at demonstrating that a change in paradigm in river rehabilitation is possible, and providing future scenarios that balance concerns over flooding, water quality, and ecology, with the realities of a rapidly growing megacity.  相似文献

In Taiwan, the authorities have spent years working on remedying polluted rivers. Generally, the remediation planning works are divided into two phases. During the first phase, the allowed pollution discharge quantity and abatement quantity of each drainage zone, including the assimilative capacity, are generated based on the total river basin. In the second phase, the abatement action plans for each pollution source in each drainage zone are respectively devised by the related organizations based on the strategies generated during the first phase. However, the effectiveness of linking the two phases is usually poor. Highly integrated performances are not always achieved because the separate two-phase method does not take system and management thinking into consideration in the planning stage. This study pioneers the use of the Managing for Results (MFR) method in planning strategies and action plans for river water quality management. A sustainable management framework is proposed based on the concept and method of MFR, Management Thinking, and System Analysis. The framework, consisting of planning, implementation, and controlling stages, systematically considers the relationships and interactions among four factors: environment, society, economy, and institution, based on the principles of sustainable development. Based on the framework, the Modified Bounded Implicit Enumeration algorithm, which is used as a solving method, is combined with Visual Basic software and MS Excel to develop a computer system for strategy planning. The Shetzu River, located in northern Taiwan, is applied as a case study. According to the theoretical, practical, and regulatory considerations, the result-oriented objectives are defined to first improve the pollution length of the Shetzu River in specific remediation periods to finally meet regulated water quality standards. The objectives are then addressed as some of the constraints for the strategy planning model. The model objective is to pursue the maximum assimilative capacity (environmental phase) subjected to the constraints of water quality standards (institutional phase), social equity (social phase), and proper available technology (economic phase). The pollution quantity abatement and allocation, which are named the top strategies, of each drainage zone for different scenarios can be obtained based on each water quality standard. The middle as well as lower strategies and action plans, which consist of pollution quantity abatement and allocation of each class (domestic, industrial, livestock, and non-point pollution sources) and their individual pollution sources in each drainage zone, are then generated based on the top strategies. The performance indicators and measure plans are proposed based on the action plans to promote the comprehensive effectiveness of river water quality management. The authorities have begun to develop a budget based on the strategies and action plans developed in this study. The analytical results indicate that the objectives, strategies, and action plans developed based on the sustainable management framework and strategy planning system can effectively help the related authorities to fulfill the tasks of water quality management for a river basin.  相似文献

In response to the extreme flood events of recent decades, the European Union has released the Floods Directive (2007/60/EC), which requires the creation of flood risk management plans. These plans do not yet exist in practice, as water management agencies have until 2015 to put them into action. This contribution will discuss two questions regarding the European flood risk management plan: First, how is the new instrument integrated into the various member states, particularly with respect to the scenario approach? Second, how prepared are the institutions for the collaborative planning paradigm of the flood risk management plan, particularly with respect to the river basin districts approach? Citing examples from France, Germany, the Netherlands, and Great Britain, this paper offers both a pessimistic and an optimistic perspective on the implementation of the new flood risk management instrument.  相似文献

Recent Italian laws mandate the consideration of environmental factors in local plans, especially at the provincial level of government. The plan for the province of Cremona in northern Italy illustrates the integration of the environment in provincial-level planning. The Cremona plan was developed through an ecological planning approach that occurred from 1994 to 1998. As part of this process, the planning team designed an environmental sustainability index. This index was integrated with an environmental capability analysis. To improve the quality of the Cremona landscape, the planning team developed an ecological network. This network seeks to weave together the natural areas of the province, especially by connecting provincial parks to regional river parks throughout Lombardy. The experience of the Cremona provincial plan has implications for environmental management elsewhere in Italy, Europe, and abroad.  相似文献

Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations.

This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory.

As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management.  相似文献

River managers are aware that river restoration entails addressing and effectively solving wicked social-ecological problems. Contemporary river corridor management is characterized by a variety of actors with different perspectives and interests, and by complex institutional settings and legal landscapes. Additionally, at the intersection between litho-, hydro-, and biological fields, new research suggests that river restoration should reactivate matter and energy fluxes, re-establish spatial connections with the floodplains, and enhance aquatic and terrestrial habitats without exacerbating flood risk. First, we outline a general structure of participatory river corridor management that addresses the following key requirements: (1) unambiguous, participatory spatial delineation of the river corridor; (2) comprehensive assessment of the river corridor's hydro-geomorphological, ecological, socio-economic and cultural processes; (3) transparency and consistency of the decision-making process; as well as (4) a coherent envisioning process. Subsequently, we present an overview of two river corridor management processes, conducted in South Tyrol, Italy. Specifically, we analysed the Etsch/Adige River corridor between Laas/Lasa and Glurns/Glorenza in the Upper Vinschgau/Venosta valley characterized by intense agricultural land use and the densely populated Eisack/Isarco River corridor in Brixen/Bressanone. Based on structured interviews with project managers, we highlight strengths and shortcomings of the proposed participatory management and envisage procedural improvements.  相似文献

/ Although sedimentation is a naturally occurring phenomenon inrivers, land-use changes have resulted in an increase in anthropogenicallyinduced fine sediment deposition. Poorly managed agricultural practices,mineral extraction, and construction can result in an increase in suspendedsolids and sedimentation in rivers and streams, leading to a decline inhabitat quality. The nature and origins of fine sediments in the loticenvironment are reviewed in relation to channel and nonchannel sources andthe impact of human activity. Fine sediment transport and deposition areoutlined in relation to variations in streamflow and particle sizecharacteristics. A holistic approach to the problems associated with finesediment is outlined to aid in the identification of sediment sources,transport, and deposition processes in the river catchment. The multiplecauses and deleterious impacts associated with fine sediments on riverinehabitats, primary producers, macroinvertebrates, and fisheries are identifiedand reviewed to provide river managers with a guide to source material. The article analyses the perceptions at municipal level of potentials and problems in implementing integrated catchment management of water resources as proposed in the EU Water Framework Directive, expressed in views on how to reduce nutrient leakage from agricultural production. Heads of environmental authorities, spatial planners and environmental officers are among the professionals that will be key actors when implementing the WFD at the local level. Using a process of active focus group interviews, officials from municipal environmental offices studied, reflected upon and discussed the suggested plan concerning their part of implementing WFD. The municipal officers stressed certain conditions that have to be met to implement WFD in a sustainable manner. The most important conditions are clear environmental goals and management plans with support in legislation, which would put the necessary pressure upon local politicians to prioritize the WFD and take action. The respondents perceived the WFD would offer a changed approach in work routines with farmers towards partnerships for sustainable water resource management.  相似文献

当前,河长制已成为我国进行河湖管护的综合协调平台,但其面临一系列问题,制约了我国河湖管护效果的进一步提升。世界主要国家的跨部门、跨利益相关方河湖管理协调政策主要是流域综合管理。河长制与流域综合管理都是针对所面临的河湖管理问题,经过长期的演变,逐渐形成的跨区域、跨利益相关方的协调政策,这都是符合所在国家实际情况的。基于公共政策学的基本原理,本文构建了以"政策目标—政策执行者—政策工具"为导向的三维河湖管护协调政策比较框架。通过此框架,分析了河长制存在的主要问题,以及河长制与流域综合管理的主要差异。针对河长制存在的主要问题,基于比较结果提出了相关对策,主要包括:科学设定政策目标,推进多元共治的河湖管护模式,创新运用市场化和信息化政策工具。  相似文献

The Water Framework Directive is a major regulatory reform of water resources management within the European Union. Integrated catchment management plans must be prepared for all river basins, in order to achieve 'good ecological status' in all EU waters. Ecological status is a broader measure of water quality than the chemical and biological measures that were previously dominant. The Directive calls for a consideration of the economic costs and benefits of improvements to ecological status. In this paper, we use the choice experiment method to estimate the value of improvements in three components of ecological status. Given the high resource cost of valuation studies, benefits transfer methods will be needed in implementing the Directive. We thus also test the ability of choice experiments for benefits transfer across two very similar rivers in the UK.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

ABSTRACT: Thames Water is one of ten regional Water Authorities established in 1974 to manage all water services in England and Wales. This paper looks back at water reorganization and reviews the achievements and highlights of the last three years. Constitutionally, Water authorities are a combination of a nationalized industry and local authority. This has advantages and disadvantages. Freedom of action, particularly in financial matters, is constrained by Government and official agencies. A severe pollution of the upper Thames and the drought of 1976 tested Thames Water's ability to deal with emergencies. Thames Water does not have an operational monopoly. Private Water Companies supply one third of the water demand and local authorities manage nearly all the sewers. But Thames Water's control over planning and investment ensures that the river basin is managed in a coordinated fashion. Tariff structure changes have led the Authority to bill all its consumers direct. The Thames is a small but intensively used river and vigilance is needed to maintain water quality. Thames Water is proud of the restoration of the tidal Thames from a typical grossly polluted metropolitan estuary to its present excellent condition. The British Government intends to establish a national water industry strategic planning organization but at the same time they affirm that there can be no departure from the principle of integrated river basin management.  相似文献

The Water Framework Directive (WFD) has initiated a shift towards a targeted approach to implementation through its focus on river basin districts as management units and the natural ecological characteristics of waterbodies. Due to its role in eutrophication, phosphorus (P) has received considerable attention, resulting in a significant body of research, which now forms the evidence base for the programme of measures (POMs) adopted in WFD River Basin Management Plans (RBMP). Targeting POMs at critical sources areas (CSAs) of P could significantly improve environmental efficiency and cost effectiveness of proposed mitigation strategies. This paper summarises the progress made towards targeting mitigation measures at CSAs in Irish catchments. A review of current research highlights that knowledge related to P export at field scale is relatively comprehensive however; the availability of site-specific data and tools limits widespread identification of CSA at this scale. Increasing complexity of hydrological processes at larger scales limits accurate identification of CSA at catchment scale. Implementation of a tiered approach, using catchment scale tools in conjunction with field-by-field surveys could decrease uncertainty and provide a more practical and cost effective method of delineating CSA in a range of catchments. Despite scientific and practical uncertainties, development of a tiered CSA-based approach to assist in the development of supplementary measures would provide a means of developing catchment-specific and cost-effective programmes of measures for diffuse P. The paper presents a conceptual framework for such an approach, which would have particular relevance for the development of supplementary measures in High Status Waterbodies (HSW). The cost and resources necessary for implementation are justified based on HSWs' value as undisturbed reference condition ecosystems.  相似文献
