This paper uses simple hydro-economic optimization to investigate a wide range of regional water system management options for northern Baja California, Mexico. Hydro-economic optimization models, even with parsimonious model formulations, enable investigation of promising water management portfolios for supplying water to agricultural, environmental and urban users. CALVIN, a generalized hydro-economic model, is used in a case study of Baja California. This drought-prone region faces significant challenges to supply water to agriculture and its fast growing border cities. Water management portfolios include water markets, wastewater reuse, seawater desalination and infrastructure expansions. Water markets provide the flexibility to meet future urban demands; however conveyance capacity limits their use. Wastewater reuse and conveyance expansions are economically promising. At current costs desalination is currently uneconomical for Baja California compared to other alternatives. Even simple hydro-economic models suggest ways to increase efficiency of water management in water scarce areas, and provide an economic basis for evaluating long-term water management solutions.  相似文献

为调研设区的市立法权放开后各地立法进展,通过全国各省市政府网站(除港澳台外)等公开渠道收集整理的各设区的市"首次立法"(第一部实体法,简称"首法")立法情况,发现截至2017年7月,全国89%新获立法权设区的市已完成"首法"立项,超一半新获立法权设区的市已顺利出台"首法"。从"首法"立项类型来看,约40%设区的市"首法"关注环境保护,仅次于城乡建设与管理类立法,表明环境保护是各地"首法"立法关注的重点领域之一。从地方环境"首法"立项类型来看,水环境保护领域条例立项数最多,其次是生态保护领域和大气污染防治领域;从地方环境"首法"立项分布来看,水环境保护类条例多分布于位于水系末端的沿海各省,大气污染防治条例则主要集中于京津冀及其周边空气质量较差的区域。当前国家高度重视生态文明建设,各地有必要抓住地方立法这一机遇,研究出台地方环境条例,助力地方环境管理水平的提升。  相似文献

我国的经济发展伴随着日益严重的环境问题。在引起环境问题的诸多因素中,来自企业方面的因素对环境的影响最为深远,因此改善环境首先就需要加强企业的环境管理。在推动企业进行环境管理的各种因素中,既有如政府的管制等外部因素,也有如减少成本、产品差异化等企业自身内部因素。外部因素和内部因素对推动企业环境管理都具有重要作用,但也有其局限性。本文通过政府管制及企业自身因素对驱动企业进行环境管理的作用机制的研究,分析各个驱动因素优缺点,寻求各驱动因素的最佳的组合,促使企业更好地加强环境管理。  相似文献

Abstract

This paper introduces the concept of environmental racialization to account for how race is socially and spatially organized in large Canadian cities. Drawing on a theoretical analysis of the notion of intentionality as conceived in environmental justice literature, the argument is made that claims of environmental racism must include direct a connection between agent's subjective racist intent and the powerful racist outcomes. In contrast, environmental racialization recognizes that agents’ intentional actions can result in unpurposeful racist outcomes, even if these outcomes are systemic. The case study of the community of Mid-Scarborough in Toronto illustrates the relevance of the concept of environment racialization.  相似文献

Recent case studies on the financial benefits of pollution prevention programs well attest to the notion that a commitment to the environment can help profitability not only by avoiding costs and potential liabilities, but also by generating environmentally-based opportunities for competitive advantage. Achieving these benefits, however, represents a complex management challenge that requires embedding environmental concerns in the day-to-day decisions and actions of a company'S employees. This article shows how the marriage of corporate environmental stewardship and TQM, better known as TQEM, is particularly well suited to the area of product design and why environmental health and safety experts can improve a product'S environmental performance.  相似文献

The location problem of treatment and service facilities in municipal solid waste (MSW) management system is of significant importance due to the socioeconomic and environmental concerns. The consideration of waste treatment costs, environmental impact, greenhouse gas (GHG) emissions, social fairness as well as other relevant aspects should be simultaneously taken into account when a MSW management system is planned. Development of sophisticated decision support tools for planning MSW management system in an economic-efficient and environmental friendly manner is therefore important. In this paper, a general multi-objective location-allocation model for optimally managing the interactions among those conflicting factors in MSW management system is proposed. The model is comprised of a three-stage conceptual framework and a mixed integer mathematical programming. The inclusion of environmental impact and GHG emission objectives push the output of the model tightening toward more environmentally friendly and sustainable solutions in MSW management. The application of this model is demonstrated through an illustrative example, and the computational efficiency of the programming is also tested through a set of incremental parameters. Latter in this paper, a comparison with previous case studies of MSW system design is presented in order to show the applicability and adaptability of the generic model in practical decision-making process, and the perspectives of future study are also discussed.  相似文献

The financial costs of recycling schemes fail to account for external costs and benefits such as environmental pollution, road congestion and accidents. This paper compares the environmental and social impacts of a kerbside collection scheme for recyclable household waste, with a bring scheme, using lifecycle assessment. Economic valuation is used to assign relative weights to these impacts. A second comparison examines the relative external costs of recycling and landfill disposal of waste. The results show that the kerbside collection scheme has a lower external cost than the bring scheme, but this is of less importance than the benefits to be gained within the manufacturing system by using secondary materials. It is concluded that the combination of lifecycle assessment and economic valuation is an effective means of evaluation to direct the sustainable development of waste management.  相似文献

本文旨在对中国各城市高铁出行情况与人群环境健康影响进行大数据分析。文中的环境健康影响指将高铁出行过境次数引入经典泊松回归模型,进而直接得到各城市人群环境健康受到高铁出行的影响。另外,为了更好地分析高铁出行下的人群环境影响,笔者在计算环境影响指数时将受影响人群分为高铁沿线城市本地人群(PED)和过境人群(TPED)。最后总结分析了全国范围内环境健康受过境次数影响的程度大小。通过计算结果可得,华北、华中、四川盆地等地区的大城市,人口多、过境车次多、空气质量相对较差,PED和TPED值较高。华中、华南、西南边境地区城市的空气质量较好,PED和TPED值较低。另外,就特定高铁线路的环境健康影响而言,京津、郑西高铁沿线的PED和TPED值较高;广深、合福、沪昆高铁沿线的PED和TPED值较低。  相似文献

Recent years have seen the environment emerge as one of the most pressing issues facing American business. Eventually, environmental costs will affect the bottom line of every American company. A recent study in the National Law Journal estimates that cleanup of the nation's known hazardous wastes sites will cost $752 billion over thirty years under current environmental policies. Environmental legislation and regulations impose annual compliance costs estimated by the Environmental Protection Agency at more than $30 billion. In the near future, environmental expenses for cleanup, regulatory compliance, and management are anticipated to grow to between 2.5 and 3 percent of GNP. Corporations that wish to be competitive must successfully manage these costs while maintaining or improving their role as responsible corporate citizens. Implementing a comprehensive system for identifying and managing environmental costs requires a multidisciplinary team effort. Environmental costs impact product selection, design and pricing, capital budgeting, and future strategic direction. In order to make informed and meaningful managerial decisions on environmental programs, real cost data are vital. An environmental management systems (EMS) requires information to set goals and then monitor progress towards those goals over time. This article will discuss the current cost accounting systems (CASs) available to support the myriad goals of environmental management systems. In addition, the article will outline a framework for plotting the location of your current EMS on a matrix of regulatory and information requirements and evaluating whether your corporation's CAS is adequate to support the goals and objectives set by your environmental management program. By anticipating future regulatory and information requirements, flexible systems can be developed to adapt to new and more stringent regulations and more complex information requirements.  相似文献

The increasing growth of the economy in each country necessitates a great amount of investment in infrastructure. The belief that projects involve various uncertainties, such as technical skills, management quality, and the like, indicates that most projects fail to achieve their aims, interests, costs, as well as their timeframes and space requirements. As the environment can pose significant uncertainty to any project, environmental risks should be deeply studied by project management departments. This study intends to analyze as a case the environmental risk management system within a consulting firm. From this analysis, each aspect of a project's environmental risk management is ranked using a fuzzy analytical network process (ANP), a neural network algorithm, and a decision‐making trial and evaluation laboratory (DEMATEL) methodology. From the organizational aspect, budget risk is the most significant. From the technical aspect, the risk of regulations is the most important one. Finally, the risk of project failure from poor communication is another identified main risk in this research. By studying high‐ranking items in this hierarchy, it can be understood that these criteria exist in different aspects; therefore, all aspects of the risk should be taken into account to cover and assess risk. A neural network algorithm for validating and reassessment of ranking is employed. Results of this application showed that, based on Spearman's rank correlation method, two different approaches resulted in similar rankings. Finally, some practical implications for responding to the most highly ranked risks are proposed.  相似文献

Transport users do not currently pay all costs associated with their transport activities and in particular do not pay the costs they impose on the environment. Case studies on Dublin, Amsterdam, Brussels and London have been conducted to evaluate how best to meet the requirement of the European Commission in its fair and efficient pricing aims in the transport sector, i.e. where transport users are made to pay all costs they impose. The paper presents the results of Do Nothing (DN) and Do Something (DS) scenarios for 2005 where in the latter case each transport user pays for all costs they impose including pollution, noise, accidents etc. The Dublin results, from an economics model used in the study, are examined in detail; the findings are compared with those of parallel studies conducted in the other cities to demonstrate the international relevance of this work. The comparison between the DN and DS scenarios indicates that taxes on all transport modes should be increased substantially, particularly in the morning and evening peak periods. As a result of the price increases, travel demand is reduced. A practical example where transport users could be made to pay for all their costs is road use pricing, i.e. charging individuals for the use of road space. The taxation levels suggested in the DS scenario have been used in a road use pricing trial in Dublin, the results of which were published in O'Mahony, Geraghty and Humphreys (Transportation 27, 269-283, 2000), to see if the reductions in the travel requirements of individuals proposed by the economics model are in fact true. The principles of the work presented in this paper are not only relevant to environmental impact management in the transport sector but can also be applied to other sectors.  相似文献

A framework is presented showing the process of integrated resource planning in the electric power sector. This takes into account the traditional utility planning process, and shows how the use of advanced decision analysis tools would facilitate the integration of demand-side management (DSM) and environmental factors. The concept of influence diagram is introduced in the utility planning arena. Using the interdependent data analysis (IDA) technique, a way is shown to provide the probability estimates necessary for the influence diagram. The IDA technique allows the use of expert opinions and intuitive judgements to develop the necessary probability estimates. A sample case study is presented where the issue of environmental impact from stack emissions is incorporated. A base case coal option is compared against a gas turbine combined cycle (GTCC) alternative. Energy costs from these two options are compared by taking into account the capital, licensing, fuel, operation and maintenance, and emissions related costs.  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

This paper focuses on integrated environmental management and shows why emphasis should be put on implementation issues. The authors take the example of integrated coastal management (ICM) and analyse a case study they recently conducted in Madagascar, where an ambitious ICM programme is being implemented. They explain a strong perverse mechanism called sectoralization, which appears to threaten many integration efforts and is a good example of what is at stake with the implementation of the integration concept. They conclude especially that integrated environmental management should not be considered as the only modern form of environmental action, and that a certain type of case study is now needed to analyse existing environmental management systems before designing integration programmes.  相似文献

Several studies attempt to explain how collaborative environmental governance processes operate, but the question of why collaboration relationships form has received much less attention. Motivated by this need, this paper provides insights to the broad question: why does collaborative river basin management in France depend so heavily on partnerships made up around a few actors? Accordingly, our analytical framework develops a transaction cost explanation for the extent to which participatory procedures help stakeholders to identify partners and initiate collaboration, and for the causal link between the attributes of these stakeholders and their partnerships. The p2 model is implemented to investigate partnership networks of the key actors that govern the management of the Gironde estuary, the study case. The results provide evidence that environmental institutions bring together heterogeneous actors who might not be ready for collaboration, thereby actors’ perceived power similarity; their geographical proximity and co-presence in formal fora limit transaction costs.  相似文献

由于经济社会的发展伴随的环境问题越来越复杂,资源相对不足、环境容量有限越来越突出,环境管理转型问题引起越来越多的国内外学者关注。所谓环境管理转型,是指环境管理思维、策略和方式的转变,是以环境质量为目标导向,从被动应对向主动防控的转变。本文通过文献梳理的方法,综述了国内外学术界对于环境管理战略进行的多角度探讨。通过综述发现,国外学者主要注重环境管理理论研究,如环境管理的模型研究和不同环境管理战略的研究,且国外学者在研究不同环境管理战略时,研究对象多为微观层面的企业组织;而我国学者的研究则主要集中在宏观层面,即从国家的角度来探讨环境管理战略如何完成转型,从而促进我国经济社会的良性发展。现有的国内外研究是环境管理战略相关理论发展和实践推行的重要基础,在环境管理战略研究领域,本文认为还有一些问题需要进一步研究:一是环境管理的转型不仅需要宏观层面的统筹、微观方面的变革,也需要从中观层面来推进,所以中观层面的环境管理研究同样具有重要的现实意义。二是环境管理的转型不仅需要法律手段的支撑、经济手段的配置,也需要公民环保意识的觉醒,所以关于公民环保意识层面的研究也需要加强。  相似文献

ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management.  相似文献

探究沿海城市化推进与海洋污染间的关系对沿海城市绿色发展具有重要意义。本文基于2006—2013年中国沿海46个地级市的海洋污染物浓度数据和遥感所得的夜间灯光亮度数据,运用面板空间计量技术从深度推进和广度推进两方面系统考察了沿海城市化对海洋污染的影响及作用机制,结果表明:以紧凑集约为特征的城市化深度推进与海洋污染之间存在着非线性的“U形”关系,而以规模扩张为特征的城市化广度推进只会单纯地加剧海洋污染。城市化深度推进会通过集聚效应和技术进步效应对海洋污染产生积极影响,而城市化广度推进过程中所带来的人口规模的扩大会加剧海洋污染,此外产业结构和绿色技术未能转型升级也是城市扩张加剧海洋污染的关键因素所在。本研究提出在海洋环境管理过程中,一是要加强区域合作,实现海洋污染的区域联防联控;二是应注重城市的紧凑集约化发展,发挥沿海城市化推进对海洋污染防治的正外部性影响;三是需推进海洋经济的绿色可持续发展,实现海洋经济发展与海洋环境污染的脱钩。  相似文献
