Experience with collaborative approaches to natural resource and environmental management has grown substantially over the past 20 years, and multi-interest, shared-resources initiatives have become prevalent in the United States and internationally. Although often viewed as “grass-roots” and locally initiated, governmental participants are crucial to the success of collaborative efforts, and important questions remain regarding their appropriate roles, including roles in partnership initiation. In the midst of growing governmental support for collaborative approaches in the mid-1990s, the primary natural resource and environmental management agency in Wisconsin (USA) attempted to generate a statewide system of self-sustaining, collaborative partnerships, organized around the state’s river basin boundaries. The agency expected the partnerships to enhance participation by stakeholders, leverage additional resources, and help move the agency toward more integrated and ecosystem-based resource management initiatives. Most of the basin partnerships did form and function, but ten years after this initiative, the agency has moved away from these partnerships and half have disbanded. Those that remain active have changed, but continue to work closely with agency staff. Those no longer functioning lacked clear focus, were dependent upon agency leadership, or could not overcome issues of scale. This article outlines the context for state support of collaborative initiatives and explores Wisconsin’s experience with basin partnerships by discussing their formation and reviewing governmental roles in partnerships’ emergence and change. Wisconsin’s experience suggests benefits from agency support and agency responsiveness to partnership opportunities, but cautions about expectations for initiating general-purpose partnerships.  相似文献

The need for cross-disciplinary scientific inquiries that facilitate improved natural resource management outcomes through increased understanding of both the biophysical and human dimensions of management issues has been widely recognized. Despite this broad recognition, a number of obstacles and barriers still sometimes challenge the successful implementation of cross-disciplinary approaches. Improving understanding of these challenges and barriers will help address them and thereby foster appropriate and effective utilization of cross-disciplinary approaches to solve natural resource management challenges. This research uses a case study analysis of the United States National Estuarine Research Reserve System to improve understanding of the critical factors that influence practitioners’ decisions related to incorporating social science into their natural resource management work. The case study research is analyzed and evaluated within a Theory of Planned Behavior framework to (1) determine and describe the factors that predict practitioners’ intent to incorporate social science into their natural resource related activities and (2) recommend potential strategies for encouraging and enabling cross-disciplinary approaches to natural resource management. The results indicate that National Estuarine Research Reserve practitioners’ decisions related to incorporating social science are primarily influenced by (1) confidence in their own capability to incorporate social science into their work and (2) beliefs about whether the outcomes of incorporating social science into their work would be valuable or beneficial.  相似文献

Local peoples' knowledge, aptitude, and perceptions of planning and management issues were investigated in Nanda Devi Biosphere Reserve (NDBR) in Uttaranchal State of India. Conflicts ensued between local inhabitants and the management authority due to lack of community participation. Although most respondents seem to claim the knowledge of the objectives of Nanda Devi Biosphere Reserve, the source of information indicates their interaction with the management authority is not frequent. While local population seem to agree on reduced intensity of agriculture with compensation equal to loss of net income, there is a perceptible difference in responses among different age groups. While the younger generation seems to agree to move away to other areas with suitable compensation packages, the older generation prefer those options that require some adjustments in use and access to natural resources. The option of ecotourism as a source of income is acceptable to most respondents, but young and old respondents disagreed about impact of such activity on social behavior of local inhabitants. Among those groups studied, only the “self-employed group” seem to be more interested in ecotourism in comparison to other occupation classes. Gender differences in perceptions are prominent with reference to development options. While the men preferred economic opportunities, the women preferred improved living conditions. An evaluation mechanism similar to the one described in this paper will be helpful to the management authority to assess and modify their management plans to mitigate conflicts with local people.  相似文献

Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term.  相似文献

A supportive attitude of residents towards protected areas is crucial for successful implementation and management, particularly in densely populated regions such as Central Europe. While previous studies have revealed that emotional and cultural drivers, as well as information level and group membership, can influence attitudes towards protected areas, the effect of place-attachment dimensions remains unclear. A postal survey among local residents (N = 460) explored factors influencing attitudes towards the Lungau (-Nockberge) Biosphere Reserve in Austria before its official recognition. Results indicated societal support throughout all socio-demographic strata. A logistic regression showed that, besides socio-demographics and information level, place attachment had a significant influence on the acceptance of the biosphere reserve. Supporters and opponents showed both high place identity and dependence, while waverers scored low on these dimensions. Results indicate that place attachment is relevant for the design of participatory processes as well as for developing management policies for biosphere reserves.  相似文献

This article examines one MPA—the Gulf of Mannar National Park and Biosphere Reserve—located in southern India, and four types of social conflict that have surrounded its establishment. Taking the strength of wellbeing aspirations as point of departure, we focus on two themes: the implications of MPA embeddedness in wider societal systems, and the consequences of natural and social variety for governance. We conclude first of all that conflict resolution depends on MPA authorities’ willingness to engage with the interferences that emerge from outside the MPA area. Secondly, we point out the varying wellbeing aspirations of the population and the need to develop governance partnerships. The latter are argued to contribute to more balanced decision making, as well as to a greater appreciation among the target population of the ‘fairness’ of MPA policy.  相似文献

The concept of resilience is now frequently invoked by natural resource agencies in the US. This reflects growing trends within ecology, conservation biology, and other disciplines acknowledging that social–ecological systems require management approaches recognizing their complexity. In this paper, we examine the concept of resilience and the manner in which some legal and regulatory frameworks governing federal natural resource agencies have difficulty accommodating it. We then use the U.S. Forest Service’s employment of resilience as an illustration of the challenges ahead.  相似文献

Tourism development may result in negative impacts on natural resources owing to overuse and mismanagement. However, tourism may also play positive roles in natural resource conservation, which has rarely been verified in practice, although some researchers have demonstrated this in theory. In this article, taking the Jiuzhaigou Biosphere Reserve as a case study area, we conducted an analysis for the environmental impacts from tourism development based on social survey and interpretation of remote sensing images. The results show that the natural environment was not degraded and some indicators are even improving because all the residents have participated in tourism and given up farming and hunting. It is concluded that it is possible to use tourism as a way to balance natural resource conservation and economic development under the preconditions of making effective policies to encourage and help local people participate in tourism business and to benefit from it.  相似文献

Biosphere Reserves attempt to align existing biodiversity conservation with sustainable resource use, specifically for improving socio-economic circumstances of resident communities. Typically, the Biosphere Reserve model is applied to an established landscape mosaic of existing land uses; these are often socio-ecological systems where strict environmental protection and community livelihoods are in conflict, and environmental degradation frequently accompanies “use”. This raises challenges for successful implementation of the model, as the reality of the existing land-use mosaic undermines the theoretical aspirations of the Biosphere concept. This study focuses on the Kruger to Canyons Biosphere Reserve (K2C), South Africa; a socio-ecological landscape where formal conservation is juxtaposed against extensive impoverished rural communities. We focus on land-cover changes of the existing land-use mosaic (1993–2006), specifically selected land-cover classes identified as important for biodiversity conservation and local-level resource utilization. We discuss the implications of transformation for conservation, sustainable resource-use, and K2C’s functioning as a “Biosphere Reserve”. Spatially, changes radiated outward from the settlement expanse, with little regard for the theoretical land-use zonation of the Biosphere Reserve. Settlement growth tracked transport routes, transforming cohesive areas of communal-use rangelands. Given the interdependencies between the settlement population and local environmental resources, the Impacted Vegetation class expanded accordingly, fragmenting the Intact Vegetation class, and merging rangelands. This has serious implications for sustainability of communal harvesting areas, and further transformation of intact habitat. The distribution and magnitude of Intact Vegetation losses raise concerns around connectivity and edge effects, with long-term consequences for ecological integrity of remnant habitat, and K2C’s existing network of protected areas.  相似文献

This paper describes the results of field research to dissect how social interactions differ between two reserves in Paraguay having very different styles of governance. The two reserves were Mbaracayú Natural Forest Reserve (Reserva Natural del Bosque de Mbaracayú, RNBM) and San Rafael Managed Resource Reserve (Reserva de Recursos Manejados San Rafael, RRMSR). RNBM is a private reserve owned by a non-governmental organisation, while RRMSR is a publicly-managed reserve, albeit with a substantial degree of private land ownership. Both reserves are intended to protect Atlantic Forest, one of the five world biodiversity 'hotspots', and also one of the most highly threatened. Each reserve and its buffer zone comprises a set of stakeholders, including indigenous communities and farmers, and the paper explores the interactions between these and the management regime. Indeed, while the management regimes of the two reserves are different, one being highly top-down (RNBM) and the other more socially inclusive (RRMSR), the issues that they have to deal with are much the same. However, while both management regimes will readily acknowledge the need to address poverty, inequality appears to be a far more sensitive issue. Whereas this may be expected for the privately-owned RNBM it is perhaps more surprising in RRMSR even when allowing for the fact that much of the land in the latter is in private hands. It is argued that the origins of this sensitivity rest within the broader features of Paraguayan society, and the prevalence of private land ownership. Yet ironically, it is the inequality in land ownership that is perhaps the most significant threat to conservation in both reserves. Therefore, while reserve-level analyses can provide some insight into the driving forces at play in the interaction between conservation and sustainable management, larger scales may be necessary to gain a fuller appreciation of the dynamics operating at site level. Although collaboration and multi-stakeholder partnerships have become a common feature in natural resource management throughout the world, various problems are associated with attempts to up-scale community-based natural resource management from the local to the regional level. To analyze the reasons behind these problems, this article reports on two examples of collaboratives in Australia: local Landcare groups, and regional natural resource management (NRM) bodies. Recent government-induced changes have shifted the focus from local Landcare group action to strategic planning and implementation by regional NRM bodies. Two typologies of collaboratives are applied to analyze the characteristics of both these groups. The study uses data from 52 qualitative interviews with key informants at the local and regional level in Victoria and Tasmania, participant observation, as well as literature and document analysis. The article illustrates how the groups’ distinct characteristics can cause conflicts when the different types of collaboratives operate in parallel. In addition, the article reports how stakeholders perceive the level of community participation in decision-making processes. The key message is that the benefits of community participation and collaboration that arise at the local level can be lost when these approaches are up-scaled to the regional level unless there is an intermediary or ‘mediating structure’ to facilitate communication and create the link between different types of collaboratives.  相似文献

Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献

Cross-boundary coordination is a tool for ecosystem management whereby landowners voluntarily coordinate management practices toward economic and/or ecological landscape-scale outcomes (e.g., fiber, invasive species control, habitat). Past research indicates that it may be particularly applicable on landscapes that include small forest landholdings. To explore alternatives by which coordination might occur, we conducted seven focus groups with landowners (n = 51) who actively manage their forests in southwest Wisconsin and northeast Iowa. Focus group participants were presented with three hypothetical alternatives to coordinate with their neighbors; landowners could self-organize, work with a natural resource professional (i.e., forester), or work with an organization to complete a cross-boundary practice. In this article, we focus on the latter two alternatives and the role of two social theories—principal-agent and cooperation—in explaining landowners’ evaluations of these alternatives. Key findings are that (1) cross-boundary coordination has the potential to alleviate problems between landowners and resource professionals inherent to their typical working relationship, and (2) social relationships are a major factor contributing to landowners’ willingness to participate. We posit that cross-boundary coordination offers a non-economic incentive for landowners to work together as it may reduce the uncertainty associated with hiring a resource professional. At the same time, professionals can provide a bridging function among landowners who are unacquainted. To achieve these outcomes and expand the adoption of cross-boundary coordination, we suggest four guidelines. First, foster dialogue among landowners toward shared cognition and oversight. Second, match landowners’ practices and objectives such that there are clear benefits to all. Third, develop relationships through low risk activities where possible. Fourth, do not expect on-going commitments.

四川龙泉湖自然保护区可持续性评价与撤销建议   总被引:1,自引:0,他引:1  
龙泉湖自然保护区位于川中盆地西缘,以石盘水库为保护对象。本文首先从自然生态条件、资金与管理、周边社区发展3方面,选取稀有性、多样性、自然性、典型性、面积适宜性、资金状况、管理状况、社区发展8项指标,构建我国自然保护区可持续性综合评价的指标体系。对于面积适宜性,笔者统计得出判别功能区面积比是否适宜的标准,将该指标具体细化。核心一缓冲一实验区面积的合理比例约为0.4:0.1~0.2:O.5~0.4。以这一指标体系,对该保护区予以评分,验证该指标体系的可操作性。评分结果龙泉湖保护区仅得33分,处于不可持续水平。限制因素在自然生态、管理方面,尤其是生态功能重要性太低。进而分析该保护区不具备自然属性,动、植物物种数占四川省的比例很小,无特殊保护价值;且至今未设立保护区管理机构,无专业管护人员,不能履行管理职责。因此,本文建议撤销龙泉湖省级自然保护区,改设为省级水利风景区或湿地公园。  相似文献

Protected area management involves balancing environmental and social objectives. This is particularly difficult at high-use/high-impact recreation sites, because resource protection objectives may require substantial site management or visitor regulation. This study examined visitors’ reactions to both of these types of actions at Annapolis Rocks, Maryland, a popular Appalachian Trail camping area. We surveyed visitors before and after implementation of camping policies that included shifting camping to designated newly constructed campsites and prohibiting campfires. Survey results reveal that visitors were more satisfied with all social and environmental indicators after the changes were enacted. An Importance-Performance analysis also determined that management actions improved conditions for factors of greatest concern to campers prior to the changes. Posttreatment visitors were least satisfied with factors related to reduced freedom and to some characteristics of the constructed campsites. Although there was evidence of visitor displacement, the camping changes met management goals by protecting the camping area’s natural resources and improving social conditions.  相似文献

Marine ecosystems are in serious troubles globally, largely due to the failures of fishery resources management. To restore and conserve fishery ecosystems, we need new and effective governance systems urgently. This research focuses on fisheries management in ancient China. We found that from 5,000 years ago till early modern era, Chinese ancestors had been constantly enthusiastic about sustainable utilization of fisheries resources and natural balance of fishery development. They developed numerous rigorous policies and regulations to guide people to act on natural laws. Being detailed and scientific, the legal systems had gained gratifying enforcement, due to official efforts and folks’ voluntary participation in resource management. In-depth analyses show that people’s consciousness of ecological conservation was derived from the edification of kinds of ancient eco-ethical wisdom, such as totemism, nature worship, Zhou Yi, Taoism, Buddhism, Confucianism, Mohism, etc. All this Chinese classical wisdom have the same cores: “Nature and Man in One” spirit, frugality and “All things are equal” concept. The findings show that eco-ethical thinking is never inconsistent with social ethic systems, and it’s of great importance to give legal effect to usual ecological moral claims and eco-ethical requirements of the public in protecting the environment. The eco-ethical wisdom is efficient in assisting and urging people to fulfill humans’ obligation for nature. Finally, it’s believed that present world fisheries management will benefit a lot from all these ancient Chinese thoughts and practices. People are expected to make the most of the eco-ethical wisdom, strengthen fishery legislation and fully stimulate their voluntary participation in both marine fishery resources conservation and fishery cyclic economy.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献

High demand for outdoor recreation and increasing diversity in outdoor recreation participants have imposed a great challenge on the National Park Service (NPS), which is tasked with the mission to provide open access for quality outdoor recreation and maintain the ecological integrity of the park system. In addition to management practices of education and restrictions, building a sense of natural resource stewardship among visitors may also facilitate the NPS ability to react to this challenge. The purpose of our study is to suggest a segmentation approach that is built on the social marketing framework and aimed at influencing visitor behaviors to support conservation. Attitude toward natural resource management, an indicator of natural resource stewardship, is used as the basis for segmenting park visitors. This segmentation approach is examined based on a survey of 987 visitors to the Padre Island National Seashore (PAIS) in Texas in 2003. Results of the K-means cluster analysis identify three visitor segments: Conservation-Oriented, Development-Oriented, and Status Quo visitors. This segmentation solution is verified using respondents’ socio-demographic backgrounds, use patterns, experience preferences, and attitudes toward a proposed regulation. Suggestions are provided to better target the three visitor segments and facilitate a sense of natural resource stewardship among them.  相似文献
