This introduction to the special issue presents an overview of the wide range of results produced during the European Union project Arctic Climate Change, Economy and Society (ACCESS). This project assessed the main impacts of climate change on Arctic Ocean’s geophysical variables and how these impending changes could be expected to impact directly and indirectly on socio-economic activities like transportation, marine sea food production and resource exploitation. Related governance issues were examined. These results were used to develop several management tools that can live on beyond ACCESS. In this article, we synthesize most of the project results in the form of tentative responses to questions raised during the project. By doing so, we put the findings of the project in a broader perspective and introduce the contributions made in the different articles published in this special issue.  相似文献

Marine spatial planning is increasingly used to manage the demands on marine areas, both spatially and temporally, where several different users may compete for resources or space, to ensure that development is as sustainable as possible. Diminishing sea-ice coverage in the Arctic will allow for potential increases in economic exploitation, and failure to plan for cross-sectoral management could have negative economic and environmental results. During the ACCESS programme, a marine spatial planning tool was developed for the Arctic, enabling the integrated study of human activities related to hydrocarbon exploitation, shipping and fisheries, and the possible environmental impacts, within the context of the next 30 years of climate change. In addition to areas under national jurisdiction, the Arctic Ocean contains a large area of high seas. Resources and ecosystems extend across political boundaries. We use three examples to highlight the need for transboundary planning and governance to be developed at a regional level.  相似文献

Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. One such initiative has been the Mussel Rehabilitation Project in Coffee Bay, which piloted a resource rehabilitation technique at several over-exploited fishing sites. Mussel stocks in these exploited areas had dropped to under 1 % mussel cover, and during the project period, stocks increased to >80 % cover, supporting a sustainable harvest well above national daily bag limits. This stock enhancement was achieved only after the project had started to address social challenges such as the lack of local management institutions and the need to enhance food security. The project embarked on training and institution-building; it formed a robust community mussel management committee; and developed a local resource management plan, facilitating increased community participation in the day-to-day management of the resource. The project also saw the initiation of various ancillary projects aimed at improving food security and stimulating the local economy and hence alleviating pressure on the marine resources. Here we review this 10-year project’s outcomes, and present lessons for small-scale fisheries governance in South Africa and internationally. We show, through empirical experience, that balancing stock rebuilding needs in a context of widespread poverty and dependency on natural resources by a local fisher community can only be addressed through an integrated approach to development. Participation of resource users and a thorough understanding of the local context are imperative to negotiating appropriate small-scale fisheries governance approaches. We recommend that the implementation of South Africa’s newly minted Small-Scale Fisheries Policy should begin with bottom-up, demonstrative resource management measures such as mussel rehabilitation. This type of initiative can deliver short-term food security benefits and foster social learning towards sustainable and cooperative fisheries governance.  相似文献

Integrated assessment (IA) is emerging as an approach that is suitable for accommodating the uncertainties and complexities of issues such as climate change, sustainability and lifestyles. With the aim of exploring participatory methodologies within the context of IA, a number of in-depth groups have been conducted in Venice, as part of an EC-funded project called ULYSSES (Urban Lifestyles, Sustainability and Integrated Environmental Assessment). This paper focuses on how technical issues were conveyed to a lay audience through the use of information and communication technology (ICT), namely integrated assessment models. The issues of urban lifestyles and sustainability, particularly in relation to climate change, formed the focus of discussion, the use of ICT being explored during the sessions. We illustrate our major findings with quotations from the participants of the indepth groups, concluding with specifications for new interactive modelling tools to be used in the context of participatory processes.  相似文献

The need for coordinated, systematized and catalogued databases on mercury in the environment is of paramount importance as improved information can help the assessment of the effectiveness of measures established to phase out and ban mercury. Long-term monitoring sites have been established in a number of regions and countries for the measurement of mercury in ambient air and wet deposition. Long term measurements of mercury concentration in biota also produced a huge amount of information, but such initiatives are far from being within a global, systematic and interoperable approach. To address these weaknesses the on-going Global Mercury Observation System (GMOS) project (www.gmos.eu) established a coordinated global observation system for mercury as well it retrieved historical data (www.gmos.eu/sdi). To manage such large amount of information a technological infrastructure was planned. This high-performance back-end resource associated with sophisticated client applications enables data storage, computing services, telecommunications networks and all services necessary to support the activity. This paper reports the architecture definition of the GMOS Cyber(e)-Infrastructure and the services developed to support science and policy, including the United Nation Environmental Program. It finally describes new possibilities in data analysis and data management through client applications.  相似文献

Monitoring of forest condition and ozone (O3) at 83 sites in France, Italy, Luxenbourg, Spain and Switzerland resulted in a number of findings in relation to the knowledge of O3 exposure (concentration and cumulative AOT40), feasibility of the assessment of stomatal O3 flux and relationships between O3 and crown defoliation of beech and visible symptoms on native vegetation. However, the project provides evidence of issues to be addressed within the current monitoring system (data quality, validation sites and response indicators) and indications as to how the monitoring of O3 risk in the context of an effect-oriented monitoring program can be improved.  相似文献

Introduction

The Consolider-Ingenio 2010 project SCARCE, with the full title ??Assessing and predicting effects on water quantity and quality in Iberian Rivers caused by global change?? aims to examine and predict the relevance of global change on water availability, water quality, and ecosystem services in Mediterranean river basins of the Iberian Peninsula, as well as their socio-economic impacts. Starting in December 2009, it brought together a multidisciplinary team of 11 partner Spanish institutions, as well as the active involvement of water authorities, river basin managers, and other relevant agents as stakeholders.

Methods

The study areas are the Llobregat, Ebro, Jucar, and Guadalquivir river basins. These basins have been included in previous studies and projects, the majority of whom considered some of the aspects included in SCARCE but individually. Historical data will be used as a starting point of the project but also to obtain longer time series. The main added value of SCARCE project is the inclusion of scientific disciplines ranging from hydrology, geomorphology, ecology, chemistry, and ecotoxicology, to engineering, modeling, and economy, in an unprecedented effort in the Mediterranean area. The project performs data mining, field, and lab research as well as modeling and upscaling of the findings to apply them to the entire river basin.

Results

Scales ranging from the laboratory to river basins are addressed with the potential to help improve river basin management. The project emphasizes, thus, linking basic research and management practices in a single framework. In fact, one of the main objectives of SCARCE is to act as a bridge between the scientific and the management and to transform research results on management keys and tools for improving the River Basin Management Plans. Background, aim, and scope

The need for global and integrated approaches to water resources management, both from the quantitative and the qualitative point of view, has long been recognized. Water quality management is a major issue for sustainable development and a mandatory task with respect to the implementation of the European Water Framework Directive as well as the Swiss legislation. However, data modelling to develop relational databases and subsequent geographic information system (GIS)-based water management instruments are a rather recent and not that widespread trend. The publication of overall guidelines for data modelling along with the EU Water Framework Directive is an important milestone in this area. Improving overall water quality requires better and more easily accessible data, but also the possibility to link data to simulation models. Models are to be used to derive indicators that will in turn support decision-making processes. For this whole chain to become effective at a river basin scale, all its components have to become part of the current daily practice of the local water administration. Any system, tool, or instrument that is not designed to meet, first of all, the fundamental needs of its primary end-users has almost no chance to be successful in the longer term.

Materials and methods

Although based on a pre-existing water resources management system developed in Switzerland, the methodological approach applied to develop a GIS-based water quality management system adapted to the Romanian context followed a set of well-defined steps: the first and very important step is the assessment of needs (on the basis of a careful analysis of the various activities and missions of the water administration and other relevant stakeholders in water management related issues). On that basis, a conceptual data model (CDM) can be developed, to be later on turned into a physical database. Finally, the specifically requested additional functionalities (i.e. functionalities not provided by classical commercial GIS software), also identified during the assessment of needs, are developed. This methodology was applied, on an experimental basin, in the Ialomita River basin.

Results

The results obtained from this action-research project consist of a set of tangible elements, among which (1) a conceptual data model adapted to the Romanian specificities regarding water resources management (needs, data availability, etc.), (2) a related spatial relational database (objects and attributes in tables, links, etc.), that can be used to store the data collected, among others, by the water administration, and later on exploited with geographical information systems, (3) a toolbar (in the ESRI environment) offering the requested data processing and visualizing functionalities. Lessons learned from this whole process can be considered as additional, although less tangible, results.

Discussion

The applied methodology is fairly classical and did not come up with revolutionary results. Actually, the interesting aspects of this work are, on the one hand, and obviously, the fact that it produced tools matching the needs of the local (if not national) water administration (i.e. with a good chance of being effectively used in the day-to-day practice), and, on the other hand, the adaptations and adjustments that were needed both at the staff level and in technical terms.

Conclusions

This research showed that a GIS-based water management system needs to be backed by some basic data management tools that form the necessary support upon which a GIS can be deployed. The main lesson gained is that technology transfer has to pay much attention to the differences in existing situations and backgrounds in general, and therefore must be able to show much flexibility. The fact that the original objectives could be adapted to meet the real needs of the local end-users is considered as a major aspect in achieving a successful adaptation and development of water resources management tools. Time needed to setup things in real life was probably the most underestimated aspect in this technology transfer process.

Recommendations and perspectives

The whole material produced (conceptual data model, database and GIS tools) was disseminated among all river basin authorities in Romania on the behalf of the national water administration (ANAR). The fact that further developments, for example, to address water quantity issues more precisely, as envisaged by ANAR, can be seen as an indication that this project succeeded in providing an appropriate input to improve water quality in Romania on the long term.

In this paper, the results obtained from multivariate statistical techniques such as PCA (Principal component analysis) and LDA (Linear discriminant analysis) applied to a wide soil data set are presented. The results have been compared with those obtained on a groundwater data set, whose samples were collected together with soil ones, within the project “Improvement of the Regional Agro-meteorological Monitoring Network (2004–2007)”. LDA, applied to soil data, has allowed to distinguish the geographical origin of the sample from either one of the two macroaeras: Bari and Foggia provinces vs Brindisi, Lecce e Taranto provinces, with a percentage of correct prediction in cross validation of 87%. In the case of the groundwater data set, the best classification was obtained when the samples were grouped into three macroareas: Foggia province, Bari province and Brindisi, Lecce and Taranto provinces, by reaching a percentage of correct predictions in cross validation of 84%. The obtained information can be very useful in supporting soil and water resource management, such as the reduction of water consumption and the reduction of energy and chemical (nutrients and pesticides) inputs in agriculture.  相似文献

Near-to-nature stormwater management aims at replicating the quasi-natural local water balance and preserving the ecosystem's integrity of affected waters. Surface waters in the urban areas of Trier-Petrisberg are managed by a separate sewer system in conjunction with a complex retention system. To investigate the effect of this alternative rainwater management practice on the local water balance, a differentiated discharge and groundwater monitoring network with a high spatio-temporal measurement resolution has been implemented within the watershed. Additional information regarding the proportion and spatial distribution of discharge-generating surfaces was provided through visual interpretation of aerial photographs. As a result of this analysis, groundwater levels were found to not be significantly affected by an increase of local sealed surfaces, and the ecologically-justifiable maximum discharge in the tributary was infrequently exceeded. Regarding further building development and climate change, the hydrological load capacity of the retention basins will provide effective rainwater management, even with respect to increasing precipitation intensities and frequencies.  相似文献

Studies of carbon fluxes in marine ecosystems are often done by using box model approaches with basin size boxes, or highly resolved 3D models, and an emphasis on the pelagic component of the ecosystem. Those approaches work well in the ocean proper, but can give rise to considerable problems when applied to coastal systems, because of the scale of certain ecological niches and the fact that benthic organisms are the dominant functional group of the ecosystem. In addition, 3D models require an extensive modeling effort. In this project, an intermediate approach based on a high resolution (20x20 m) GIS data-grid has been developed for the coastal ecosystem in the Laxemar area (Baltic Sea, Sweden) based on a number of different site investigations. The model has been developed in the context of a safety assessment project for a proposed nuclear waste repository, in which the fate of hypothetically released radionuclides from the planned repository is estimated. The assessment project requires not only a good understanding of the ecosystem dynamics at the site, but also quantification of stocks and flows of matter in the system. The data-grid was then used to set up a carbon budget describing the spatial distribution of biomass, primary production, net ecosystem production and thus where carbon sinks and sources are located in the area. From these results, it was clear that there was a large variation in ecosystem characteristics within the basins and, on a larger scale, that the inner areas are net producing and the outer areas net respiring, even in shallow phytobenthic communities. Benthic processes had a similar or larger influence on carbon fluxes as advective processes in inner areas, whereas the opposite appears to be true in the outer basins. As many radionuclides are expected to follow the pathways of organic matter in the environment, these findings enhance our abilities to realistically describe and predict their fate in the ecosystem.  相似文献

This paper gives an overview of the set up, methodology and the obtained results of the CityDelta (phase 1 and 2) project. In the context of the Clean Air For Europe programme of the European Commission, the CityDelta project was designed to evaluate the impact of emission-reduction strategies on air quality at the European continental scale and in European cities. Ozone and particulate matter (PM) are the main components that have been studied. To achieve this goal, a model intercomparison study was organized with the participation of more than 20 modelling groups with a large number of modelling configurations. Two following main topics can be identified in the project. First, in order to evaluate their strengths and weaknesses, the participating models were evaluated against observations in a control year (1999). An accompanying paper will discuss in detail this evaluation aspect for four European cities. The second topic is the actual evaluation of the impact of emission reductions on levels of ozone and PM, with particular attention to the differences between large-scale and fine-scale models. An accompanying paper will discuss this point in detail. In this overview paper the main input to the intercomparison is described as well as the use of the ensemble approach. Finally, attention is given to the policy relevant issue on how to implement the urban air quality signal into large-scale air quality models through the use of functional relationships.  相似文献

The need to develop biological effects monitoring to facilitate a reliable assessment of hazardous substances has been emphasized in the Baltic Sea Action Plan of the Helsinki Commission. An integrated chemical–biological approach is vitally important for the understanding and proper assessment of anthropogenic pressures and their effects on the Baltic Sea. Such an approach is also necessary for prudent management aiming at safeguarding the sustainable use of ecosystem goods and Services. The BEAST project (Biological Effects of Anthropogenic Chemical Stress: Tools for the Assessment of Ecosystem Health) set out to address this topic within the BONUS Programme. BEAST generated a large amount of quality-assured data on several biological effects parameters (biomarkers) in various marine species in different sub-regions of the Baltic Sea. New indicators (biological response measurement methods) and management tools (integrated indices) with regard to the integrated monitoring approach were suggested.  相似文献

This paper examines a community grazing project to rehabilitate degraded land in Swaziland. Using data from interviews, questionnaires, and focus groups, we show that the ways in which participatory, decentralized approaches to natural resource management play out at the local level are closely linked to national-level power structures. The successes and issues that emerge at different stages of the grazing project reflect local socioeconomic priorities and show how people manage their time and labor according to household livelihood goals. However, the project favored the interests of cattle owners who were already the more socially and politically powerful members of the community. We argue that for participatory natural resource management to be more meaningful to communities, projects should focus on local ecological priorities, rather than addressing the environmental concerns that are rooted within existing dominant power structures. This requires change to social and political relationships across levels and the building of new institutions.  相似文献

This paper reviews the application of satellite remote sensing to management of Singapore's coastal environment. Remotely sensed data have been used for marine habitat mapping, water quality monitoring, ship and ship-wake detection, oil spill detection, red tide monitoring, and mapping of reclamation activities. While these applications clearly cover most of the range of opportunities for use of remotely sensed data in the coastal zone, there is still a need for more complete baseline studies of natural resources and habitats, and monitoring of the impacts of development on the coastal and marine environment. There is also a requirement for more management-oriented research and continued development and revision of the available datasets. Integration and exchange of information between management agencies and research groups is also an important aspect of sustainable management of Singapore's coastal environment and marine resources.  相似文献

This is the second part of a two-part discussion, in which we will provide an overview of the use of GIS and GPS in environmental analysis and enforcement. Geographic Information Systems (GIS) describes a system which manages, analyses and displays geographic information. Environmental applications include analysis of source, extent and transport of contaminants, nonpoint runoff modeling, flood control, and emergency response support. The ability to examine spatial relationships between environmental observations and other mapped and historical information, and to communicate these relationships to others, makes GIS valuable in environmental forensics. The US Environmental Protection Agency currently requires the inclusion of locational information with all other environmental data that is collected. Geographic Information Systems is a complex tool that requires careful planning and design to be successfully implemented. Choices in hardware, software and data development must be based on evaluation of project objectives, analytical requirements, data availability and data development considerations. Data sets must be evaluated and documented with metadata. The Global Positioning System (GPS) is a satellite-based system which provides highly accurate, three-dimensional position information anywhere on the earth’s surface. Using portable radio receivers, field analysts can easily record the positions of spill sites, sampling locations and other environmental features. Spatial accuracy of GPS ranges from 20–30 m (single receiver) to 1–5 m (differential GPS) for navigation-grade instruments, and down to millimeter level accuracy for geodetic units. Global Position Systems can be used not only to capture spatial information into a GIS system, but also to evaluate and quantify the spatial accuracy of existing digital map data, and to provide control points for existing aerial photographs and other remotely-sensed data.  相似文献

Chemical leasing is a new and innovative approach of selling chemicals. It aims at reducing the risks emanating from hazardous substances and ensuring long-term economic success within a global system of producing and using chemicals. This paper explores how, through chemical leasing, the consumption of chemicals, energy, resources and the generation of related wastes can be reduced. It also analyses the substitution of hazardous chemicals as a tool to protect environmental, health and safety and hence ensure compliance with sustainability criteria. For this, we are proposing an evaluation methodology that seeks to provide an answer to the following research questions: (1) Does the application of chemical leasing promote sustainability in comparison to an existing chemicals production and management system? 2. If various chemical leasing project types are envisaged, which is the most promising in terms of sustainability? The proposed methodology includes a number of basic goals and sub-goals to assess the sustainability for eight different chemical leasing case studies that have been implemented both at the local and the national levels. The assessment is limited to the relative assessment of specific case studies and allows the comparisons of different projects in terms of their relative contribution to sustainable chemistry. The findings of our assessment demonstrate that chemical leasing can be regarded as promoting sustainable chemistry in five case studies with certainty. However, on the grounds of our assessment, we cannot conclude with certainty that chemical leasing has equivalent contribution to sustainable chemistry in respect of three further case studies.  相似文献

This study focuses on assessing the state of population distribution, land cover distribution, biodiversity hotspots, and protected areas in global coastal zones. The coastal zone is defined as land within 100 km of the coastline. This study attempts to answer such questions as: how crowded are the coastal zones, what is the pattern of land cover distribution in these areas, how much of these areas are designated as protected areas, what is the state of the biodiversity hotspots, and what are the interconnections between people and coastal environment. This study uses globally consistent and comprehensive geospatial datasets based on remote sensing and other sources. The application of Geographic Information System (GIS) layering methods and consistent datasets has made it possible to identify and quantify selected coastal zones environmental issues and their interconnections. It is expected that such information provide a scientific basis for global coastal zones management and assist in policy formulations at the national and international levels.  相似文献
