A primary aim of the SUCOZOMA research program has been the transfer of knowledge from the scientific community to research users. This paper describes the intentions and ambitions regarding knowledge transfer within the program, reflecting the aim of its financier, the Swedish Foundation of Strategic Environmental Research, but also a general trend within research policy. The study investigates the areas in which SUCOZOMA has actively tried to transfer knowledge, reaching out to management and different practitioners. Many examples of communication and participation of research users in the program are described. The paper also identifies the bottlenecks and limits to communication.  相似文献

Conservation scientists must meet the sometimes conflicting demands of policy and science, but not necessarily at the same time. We analysed the policy and intra-scientific orientations of research projects on effects of stump extraction on biodiversity, and found shifts over time associated with these demands. Our results indicate that uncertainties related to both factual issues and human decisions are often ignored in policy-oriented reports and syntheses, which could give misleading indications of the reliability or feasibility of any conclusions. The policy versus intra-scientific orientation of the scientific papers generated from the surveyed projects varied substantially, although we argue that in applied research, societal relevance is generally more important than intra-scientific relevance. To make conservation science more socially relevant, there is a need for giving societal relevance higher priority, paying attention to uncertainties and increasing the awareness of the value of cross-disciplinary research considering human decisions and values.  相似文献

Private forest owners are the main forest ownership group within Europe, and important conservation values have been found on their land. Yet, small plot sizes, societal heterogeneity, and structural changes impede developing and implementing effective conservation programs in private forests. We present a systematic literature review focusing on small-scale private forest owners and their perspectives on nature conservation by synthesizing research approaches, social-ecological drivers, and policy recommendations. Conservation perspectives were positively related to female gender, higher levels of education, formalized forest management, an active relation to the forest, and ecological values of the property. In contrast, high age, rural orientation, economic forest management factors, large parcel size, and economic and sentimental property values negatively influenced conservation perspectives. Applying a natural resource conflict management framework, we synthesized recommendations covering three dimensions: substance, procedure, relationship. Considering perspectives of small-scale private forest owners in current forestry decision-making has great potential to strengthen sustainable forest management that integrates nature conservation and resource use.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01615-w.  相似文献

Background, aim, and scope

Over the last two decades, there has been a remarkable shift of attention to the scientific and political fundamentals of the precautionary principle. The application of this principle has become a main strategy of coping with the different forms and problems related to non-knowledge. Thus, societies are increasingly confronted with the challenging and hitherto unresolved problem of political and technological decision-making under conditions of diverging framings of non-knowledge. At present, there seems to be no generally accepted scientific or institutional approach. This is why the fundamental question of how different scientific actors define and construct evidence is not answered yet. Hence, this paper is based on the consideration that the conflicts in risk policy concerning genetically modified organisms (GMO) depend on the unresolved conflicts about the diverging scientific strategies and structures of evidence-making between the epistemic cultures involved. Thus, this study investigates two questions: (1) do the epistemic strategies of evidence-making differ systematically with the scientific actors involved in the GMO-debate? (2) What consequences emerge considering institutionalized procedures of decision-making?

Main features

This article is based on a secondary analysis of findings and perspectives reported in the literature and on the methods of qualitative social empirical research, i.e., interviews with experts. A total number of 34 interviews were conducted to explore the different strategies of handling non-knowledge and constructing evidence. Actors from science, administration, business and NGOs were interviewed. In this way, typical epistemic cultures can be described. An epistemic culture is the constellation of methodological strategies, theoretical assumptions and practical-experimental settings which define in every speciality the ways how we know what we know.

Results

There are two main results. Firstly, it was worked out that the epistemic cultures involved in the GMO-debate use rather distinct strategies to define non-knowledge and to classify evidence. There are three types of constructing evidence, which correspond to different types of epistemic cultures. Secondly, the findings imply that the intensity of the conflicts in risk policy fields like the GMO-debate is due to a lack of knowledge politics. Usually, knowledge politics is restricted to the design of institutional procedures to compile knowledge provided by experts. The institutional setting of risk analysis and risk management is based on the premise of strict separation between knowledge and power. However, inadmissible mixing-up of knowledge and power is observable.

Discussion

It seems that non-knowledge leads to an epistemic no man’s land, and, hence, hybrid regimes of knowledge emerge. These regimes are hybrid with respect to the unclear and not explicitly reflected strategies of evidence-making. By lacking of knowledge politics, this situation opens up ‘windows of opportunity’ for actors with special interests in risk policy fields like the GMO-debate. Therefore, there is a difference between the visible institutionalized structures of risk policies and the rather invisible hybrid regimes of knowledge. Structure and scope of expertise have to be reflected and new instruments of knowledge politics have to be designed.

Conclusions

Different epistemic cultures can be qualified by describing their particular strategies of evidence-making. To solve the conflicts between these strategies, a meta-expertise is needed. Besides the institutionalized settings of knowledge politics, the underlying hybrid regimes of knowledge have to be identified.

Recommendations and perspectives

The concept of epistemic cultures and their strategies of evidence-making should be investigated more explicitly with respect to other risk policy fields The analysis of hybrid regimes of knowledge should be deepened by looking at the complex interactions between institutional, discursive and practical rules affecting risk assessment.

The growing complexity and global nature of wildlife poaching threaten the survival of many species worldwide and are outpacing conservation efforts. Here, we reviewed proximal and distal factors, both social and ecological, driving illegal killing or poaching of large carnivores at sites where it can potentially occur. Through this review, we developed a conceptual social–ecological system framework that ties together many of the factors influencing large carnivore poaching. Unlike most conservation action models, an important attribute of our framework is the integration of multiple factors related to both human motivations and animal vulnerability into feedbacks. We apply our framework to two case studies, tigers in Laos and wolverines in northern Sweden, to demonstrate its utility in disentangling some of the complex features of carnivore poaching that may have hindered effective responses to the current poaching crisis. Our framework offers a common platform to help guide future research on wildlife poaching feedbacks, which has hitherto been lacking, in order to effectively inform policy making and enforcement.  相似文献

Conservationists recognize that many protected areas have limited future prospects without the cooperation and support of local people, especially in developing countries. Since the 1980s Integrated Conservation and Development Projects (ICDPs) have attempted to reconcile park management with local needs and aspirations, usually with disappointing results. Achieving local cooperation and support without jeopardizing conservation goals remains a top priority for parks, however. Fortunately, the lessons from the ICDP experience provide an important opportunity to inform the next generation of biodiversity conservation programs, including those concerned with poverty alleviation as well as those working at ecosystem and landscape scales. More recent and more promising approaches have started to incorporate elements of adaptive management, new partnership models with stakeholders and the vertical integration of site-level work with policy initiatives and institutional development.  相似文献

Because of its serious large-scale effects on ecosystems and its transboundary nature, acid rain received for a few decades at the end of the last century wide scientific and public interest, leading to coordinated policy actions in Europe and North America. Through these actions, in particular those under the UNECE Convention on Long-range Transboundary Air Pollution, air emissions were substantially reduced, and ecosystem impacts decreased. Widespread scientific research, long-term monitoring, and integrated assessment modelling formed the basis for the policy agreements. In this paper, which is based on an international symposium organised to commemorate 50 years of successful integration of air pollution research and policy, we briefly describe the scientific findings that provided the foundation for the policy development. We also discuss important characteristics of the science–policy interactions, such as the critical loads concept and the large-scale ecosystem field studies. Finally, acid rain and air pollution are set in the context of future societal developments and needs, e.g. the UN’s Sustainable Development Goals. We also highlight the need to maintain and develop supporting scientific infrastructures.

Humans are altering their living environment to an extent that could cause environmental collapse. Promoting change into environmental sustainability is therefore urgent. Despite a rapid expansion in conservation biology, appreciation of underlying causes and identification of long-term solutions have largely been lacking. I summarized knowledge regarding the environmental crisis, and argue that the most important contributions toward solutions come from economy, political sciences, and psychology. Roles of conservation biology include providing environmental protection until sustainable solutions have been found, evaluating the effectiveness of implemented solutions, and providing societies with information necessary to align effectively with environmental values. Because of the potential disciplinary discrepancy between finding long-term solutions and short-term protection, we may face critical trade-offs between allocations of resources toward achieving sustainability. Since biological knowledge is required for such trade-offs, an additional role for conservation biologists may be to provide guidance toward finding optimal strategies in such trade-offs.  相似文献

Islands harbor a disproportionate amount of the earth's biodiversity, but a significant portion has been lost due in large part to the impacts of invasive mammals. Fortunately, invasive mammals can be routinely removed from islands, providing a powerful tool to prevent extinctions and restore ecosystems. Given that invasive mammals are still present on more than 80% of the world's major islands groups and remain a premier threat to the earth's biodiversity, it is important to disseminate replicable, scaleable models to eradicate invasive mammals from islands. We report on a successful model from western México during the past decade. A collaborative effort between nongovernmental organizations, academic biologists, Mexican government agencies, and local individuals has resulted in major restoration efforts in three island archipelagos. Forty-two populations of invasive mammals have been eradicated from 26 islands. For a cost of USD 21,615 per colony and USD 49,370 per taxon, 201 seabird colonies and 88 endemic terrestrial taxa have been protected, respectively. These conservation successes are a result of an operational model with three main components: i) a tri-national collaboration that integrates research, prioritization, financing, public education, policy work, capacity building, conservation action, monitoring, and evaluation; ii) proactive and dedicated natural resource management agencies; and iii) effective partnerships with academic researchers in Mexico and the United States. What is now needed is a detailed plan to eradicate invasive mammals from the remaining islands in the region that integrates the needed additional financing, capacity, technical advances, and policy issues. Island conservation in western Mexico provides an effective approach that can be readily applied to other archipelagos where conservation efforts have been limited.  相似文献

Understanding what causes variability in the outcomes of common-pool resources management and governance has important policy implications for biodiversity conservation, in particular for the conservation of wild plants and animals subject to harvest. We report an exploratory study focusing on Amazonian river turtles as a common-pool resource under harvest-driven conservation and management efforts in Peru. Based on document analysis, literature review and a series of interviews, we describe the management program as a social process and identify the most important governance and management outcomes achieved (increased turtle abundance and benefits for harvesters, harvester formalization), factors hindering and facilitating the program implementation (four natural and three societal factors), and key governance actions behind the program outcomes (awareness and capacity building, crafting and enforcing rules). We then highlight the existing knowledge gaps and the needs and possible means to address particular risks related to turtle management on a harvest-driven setting.  相似文献

Conservation of the marine environment mainly focuses on threatened elements and more precisely on vulnerable and endangered species like birds and mammals. When dealing with the conservation of marine habitats, the scientific community is mainly interested in hot spots of diversity, like seagrass beds in Europe, or hot spots of endemism, like coral reefs in tropical areas. Nevertheless, using the example of a common and widespread marine invertebrate, the sandmason worm (Lanice conchilega, Polychaeta, Terebellidae), we show that vulnerability and rarity are not the only criteria to take into account in order to select the best natural element for conservation. This species can form dense beds that increase biodiversity, are attractive feeding grounds for birds and fishes, and have a high socioeconomic value. In consequence, they have a high functional value that should be considered as an important conservation stake. Through the example of the Chausey archipelago and the Bay of the Mont Saint-Michel (France), we propose a synthetic interdisciplinary approach to evaluate the conservation needs of these beds. The issue is even more pressing when one considers that these natural elements and many similar ones still do not benefit from any legal protection in Europe despite their high heritage value.  相似文献

The paper presents an overview of the present situation of the Mexico City Metropolitan Area (MCMA). The analysis indicates an urgent need to radically improve the current water supply and wastewater management practices, to become sustainable. The MCMA is one of the most rapidly growing urban centers of the world, with a population of about 21 million people, a very high rate of immigration and numerous illegal settlements. In order to meet the increasing water demand, successive governments have focused almost exclusively on supply management and engineering solutions, which have resulted in investments of hundreds of millions of USD and the construction of major infrastructure projects for interbasin water transfer. Environmental, economic and social policies associated with water management are mostly inadequate and insufficient, which is resulting in increasing deterioration in the environment, health and socioeconomic conditions of a population living in one of the largest urban agglomerations of the world. Surprisingly, however, no long-term strategies on demand-management, reuse, conservation, and improved water-management practices have been developed so far.  相似文献

This article examines the views of scientists on intricacies of scientific knowledge that affect science–policy interface in the Baltic Sea eutrophication governance in Finland. The analysis demonstrates that these intricacies can be divided into five categories: (1) uncertainty of knowledge concerning ecological processes, (2) heterogeneity of knowledge, (3) societal and political call for (certain) knowledge, (4) contingency of the knowledge that ends up taken as a baseline for decision making and further research, and (5) linkages of knowledge production, processing, and communication to particular characteristics of individual researchers and research societies. By explicating these aspects, this article illustrates the ways in which scientific knowledge concerning eutrophication is human-bound and susceptible to interpretation, thus adding on to the uncertainty of the Baltic Sea environmental governance. The aim is, then, to open up perspectives on how ambiguities related to science–policy interface could be coped with.  相似文献

Conservation practices are implemented on farm fields in the USA through Farm Bill programs; however, there is a need for greater verification that these practices provide environmental benefits (e.g., water quality). This study was conducted to assess the impact of Farm Bill eligible conservation practices on soluble P (SP) and total P (TP) losses from four fields that were monitored between 2004 and 2013. No-tillage doubled SP loading compared to rotational tillage (e.g., tilled only before planting corn); however, no-tillage decreased TP loading by 69 % compared to rotational tillage. Similarly, grassed waterways were shown to increase SP loads, but not TP loads. A corn–soybean–wheat–oat rotation reduced SP loads by 85 % and TP loads by 83 % compared to the standard corn–soybean rotation in the region. We can potentially attain TP water quality goals using these Farm Bill practices; however, additional strategies must be employed to meet these goals for SP.  相似文献

For several years an ongoing project at the U. S. Water Conservation Laboratory has dealt with the measurement and analysis of solar radiation. Generally, this study has been directed toward fulfilling the needs of agriculture. As a byproduct, however, much has also been learned about the particulate matter content of the air, since the work involved has all been carried out within the metropolitan Phoenix, Ariz. area. In this paper, the results of several years of research on the atmospheric transmission of solar radiation in this area are presented. These results are considered in light of concurrent meteorological conditions, and inferences are drawn with respect to spatial and temporal variations in airborne particulates. It is demonstrated that solar radiation measurements can greatly enhance our knowledge of air pollution dynamics.  相似文献

Conservation efforts tend to focus on the direct impacts humans have on their surrounding environment; however there are also many ways in which people indirectly affect ecosystems. Recent research on ecological subsidies—the transfer of energy and nutrients from one ecosystem to another—has highlighted the importance of nutrient exchange for maintaining productivity and diversity at a landscape scale, while also pointing toward the fragility of ecotones and vulnerability of subsidies to human activities. We review the recent literature on landscape connectivity and ecosystem subsidies from aquatic systems to terrestrial systems. Based on this review, we propose a conceptual model of how human activities may alter or eliminate the flow of energy and nutrients between ecosystems by influencing the delivery of subsidies along the pathway of transfer. To demonstrate the utility of this conceptual model, we discuss it in the context of case studies of subsidies derived from salmon, marine mammals, sea turtles, sea birds, and shoreline debris. Subsidy restoration may require a different set of actions from simply reversing the pathway of degradation. We suggest that effective restoration and conservation efforts will require a multifaceted approach, targeting many steps along the subsidy transfer pathway, to address these issues.  相似文献

The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01451-4) contains supplementary material, which is available to authorized users.  相似文献
