The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01451-4) contains supplementary material, which is available to authorized users.  相似文献

China has among the highest biodiversities in the world, but faces extreme biodiversity losses due to the country’s huge population and its recent explosive socioeconomic development. Despite huge efforts and investments by the government and Chinese society to conserve biodiversity, especially in recent decades, biodiversity losses may not have been reversed, and may even have been exacerbated by unintended consequences resulting from these projects. China’s centralized approach to biodiversity conservation, with limited local participation, creates an inflexible and inefficient approach because of conflicts between local communities and national administrators over the benefits. Although community-based conservation may be an imperfect approach, it is an essential component of a successful future national conservation plan. Biodiversity conservation should be considered from the perspective of systems engineering and a governance structure that combines centralization with community-level conservation. In this paper, we describe China’s complex challenge: how to manage interactions between humans and nature to find win–win solutions that can ensure long-term biodiversity conservation without sacrificing human concerns.  相似文献

Aichi Target 11 of the Convention on Biological Diversity urges, inter alia, that nations protect at least 17 % of their land, and that protection is effective and targets areas of importance for biodiversity. Five years before reporting on Aichi targets is due, we assessed the Philippines’ current protected area system for biodiversity coverage, appropriateness of management regimes and capacity to deliver protection. Although protected estate already covers 11 % of the Philippines’ land area, 64 % of its key biodiversity areas (KBAs) remain unprotected. Few protected areas have appropriate management and governance infrastructures, funding streams, management plans and capacity, and a serious mismatch exists between protected area land zonation regimes and conservation needs of key species. For the Philippines to meet the biodiversity coverage and management effectiveness elements of Aichi Target 11, protected area and KBA boundaries should be aligned, management systems reformed to pursue biodiversity-led targets and effective management capacity created.  相似文献

A number of different approaches have been used to explain the successes and failures of biodiversity conservation strategies in developing countries. However, to date, little attention has been paid toward assessing the influence of knowledge transfer between science, policy, and conservation practices in the implementation of these strategies. Vietnam’s Pu Luong Cuc Phuong Conservation Area is a globally important ecosystem, situated within a limestone landscape and inhabited by hundreds of local communities. Biodiversity conservation has become an important part of sustainable development in this area. This study analyzes three conservation strategies employed in the Pu Luong Cuc Phuong Conservation Area by applying the Research–Integration–Utilization (RIU) model of scientific knowledge transfer. Our analyses reveal weaknesses in scientific knowledge transfer arising from low-quality research and poor integration strategies. Based on our results, we developed recommendations to improve research and integration in an effort to enhance science-based policy support.  相似文献

Evaluating progress towards environmental sustainability goals can be difficult due to a lack of measurable benchmarks and insufficient or uncertain data. Marine settings are particularly challenging, as stakeholders and objectives tend to be less well defined and ecosystem components have high natural variability and are difficult to observe directly. Fuzzy logic expert systems are useful analytical frameworks to evaluate such systems, and we develop such a model here to formally evaluate progress towards sustainability targets based on diverse sets of indicators. Evaluation criteria include recent (since policy enactment) and historical (from earliest known state) change, type of indicators (state, benefit, pressure, response), time span and spatial scope, and the suitability of an indicator in reflecting progress toward a specific objective. A key aspect of the framework is that all assumptions are transparent and modifiable to fit different social and ecological contexts. We test the method by evaluating progress towards four Aichi Biodiversity Targets in Canadian oceans, including quantitative progress scores, information gaps, and the sensitivity of results to model and data assumptions. For Canadian marine systems, national protection plans and biodiversity awareness show good progress, but species and ecosystem states overall do not show strong improvement. Well-defined goals are vital for successful policy implementation, as ambiguity allows for conflicting potential indicators, which in natural systems increases uncertainty in progress evaluations. Importantly, our framework can be easily adapted to assess progress towards policy goals with different themes, globally or in specific regions.  相似文献

Biodiversity mitigation is a cornerstone of applied conservation. Mitigation encompasses a suite of practices, ranging from planned avoidance of impacts to creation of new natural habitats. Accurate and appropriate metrics quantifying impacts to natural systems and the effectiveness of restoration are necessary to measure the success of different mitigation strategies. Because effective mitigation requires adequate metrics, we developed a Biodiversity Metrics Framework to assist practitioners and policy makers in assessing biodiversity mitigation metrics. Based on Noss’ Hierarchy of Biodiversity, the Scorecard highlights the mismatch between scientifically defined best practices and metrics required by policy. The Framework may serve a vital role in standardizing and validating mitigation projects into the future.

Effective protection of the ~19 000 IUCN-listed threatened species has never been more pressing. Ensuring the survival of the most vulnerable and irreplaceable taxa and places, such as those identified by the Alliance for Zero Extinction (AZE) species and their associated sites (AZEs&s), is an excellent opportunity to achieve the Aichi 2020 Targets T11 (protected areas) and T12 (preventing species extinctions). AZE taxa have small, single-site populations that are especially vulnerable to human-induced extinctions, particularly for the many amphibians. We show that AZEs&s can be protected feasibly and cost-effectively, but action is urgent. We argue that the Alliance, whose initial main aim was to identify AZEs&s, must be followed up by a second-generation initiative that directs and co-ordinates AZE conservation activities on the ground. The prominent role of zoos, conservation NGOs, and governmental institutions provides a combination of all-encompassing knowhow that can, if properly steered, maximize the long-term survival of AZEs&s.  相似文献

Deforestation is the second largest anthropogenic source of carbon dioxide emissions and options for its reduction are integral to climate policy. In addition to providing potentially low cost and near-term options for reducing global carbon emissions, reducing deforestation also could support biodiversity conservation. However, current understanding of the potential benefits to biodiversity from forest carbon offset programs is limited. We compile spatial data on global forest carbon, biodiversity, deforestation rates, and the opportunity cost of land to examine biodiversity conservation benefits from an international program to reduce carbon emissions from deforestation. Our results indicate limited geographic overlap between the least-cost areas for retaining forest carbon and protecting biodiversity. Therefore, carbon-focused policies will likely generate substantially lower benefits to biodiversity than a more biodiversity-focused policy could achieve. These results highlight the need to systematically consider co-benefits, such as biodiversity in the design and implementation of forest conservation programs to support international climate policy.  相似文献

The Arctic is undergoing biological and environmental changes, and a coordinated effort to monitor is critical to detect these changes. The Circumpolar Biodiversity Monitoring Programme (CBMP) of the Arctic Council biodiversity working group, Conservation of Arctic Flora and Fauna (CAFF), has developed pan-Arctic biodiversity monitoring plans that aims to improve the ability to detect and report on long-term changes. Whilst introducing this special issue, this paper also presents the making of the terrestrial monitoring plan and discusses how the plan follows the steps required for an adaptive and ecosystem-based monitoring programme. In this article, we discuss how data on key findings can be used to inform circumpolar and global assessments, including the State of the Arctic Terrestrial Biodiversity Report, which will be the first terrestrial assessment made by the CBMP. Key findings, advice for future monitoring and lessons learned will be used in planning next steps of pan-Arctic coordinated monitoring.  相似文献

The maintenance of biodiversity by securing representative and well-connected habitat networks in managed landscapes requires a wise combination of protection, management, and restoration of habitats at several scales. We suggest that the integration of natural and social sciences in the form of "Two-dimensional gap analysis" is an efficient tool for the implementation of biodiversity policies. The tool links biologically relevant "horizontal" ecological issues with "vertical" issues related to institutions and other societal issues. Using forest biodiversity as an example, we illustrate how one can combine ecological and institutional aspects of biodiversity conservation, thus facilitating environmentally sustainable regional development. In particular, we use regional gap analysis for identification of focal forest types, habitat modelling for ascertaining the functional connectivity of "green infrastructures", as tools for the horizontal gap analysis. For the vertical dimension we suggest how the social sciences can be used for assessing the success in the implementation of biodiversity policies in real landscapes by identifying institutional obstacles while implementing policies. We argue that this interdisciplinary approach could be applied in a whole range of other environments including other terrestrial biota and aquatic ecosystems where functional habitat connectivity, nonlinear response to habitat loss and a multitude of economic and social interests co-occur in the same landscape.  相似文献

High levels of species richness and endemism make Myanmar a regional priority for conservation. However, decades of economic and political sanctions have resulted in low conservation investment to effectively tackle threats to biodiversity. Recent sweeping political reforms have placed Myanmar on the fast track to economic development—the expectation is increased economic investments focused on the exploitation of the country’s rich, and relatively intact, natural resources. Within a context of weak regulatory capacity and inadequate environmental safeguards, rapid economic development is likely to have far-reaching negative implications for already threatened biodiversity and natural-resource-dependent human communities. Climate change will further exacerbate prevailing threats given Myanmar’s high exposure and vulnerability. The aim of this review is to examine the implications of increased economic growth and a changing climate within the larger context of biodiversity conservation in Myanmar. We summarize conservation challenges, assess direct climatological impacts on biodiversity and conclude with recommendations for long-term adaptation approaches for biodiversity conservation.  相似文献

Zoonotic disease emergence has become a core concern of biodiversity conservation amid the ongoing impacts of the COVID-19 pandemic. Major international conservation groups now comprehensively center larger human–nature imbalances not only as problems of global public health but as a core challenge of the conservation movement, alongside habitat destruction, biodiversity loss and climate change. There is, however, little consideration of how new biosecurity concerns might alter conservation practice with unexpected and potential harmful impacts on human communities, particularly in developing nations with significant human–wildlife interfaces. Reviewing emerging policy positions from key conservation organizations, this article argues that the proposed responses to the COVID-19 pandemic hold the potential to (a) amplify existing people-park conflicts, and (b) generate new tensions by integrating global systems of viral surveillance into biodiversity conservation. Increasing anthropogenic pressure on the largest remaining tracts of old-growth boreal forest in Europe necessitates additional conservation of ecosystems and biodiversity in northeastern European Russia. In a regional network comprising 8 % of the Nenets Autonomous District and 13.5 % of the Komi Republic, 248 areas have varying protected statuses as state nature reserves (zapovedniks), national parks, reserves/sanctuaries (zakazniks), or natural monuments. Due to increased natural resource extraction in this relatively pristine area, designation of additional protected areas is critical for the protection of key ecological sites. The history of ecological preservation in these regions is herein described, and recent recommendations for incorporating additional ecologically representative areas into the regional network are presented. If the protected area network can be expanded, the overall environmental stability in these globally significant ecosystems may remain intact, and can help Russia meet the 2020 Aichi conservation targets, as set forth by the Convention of Biological Diversity.  相似文献

Biodiversity offsets are becoming increasingly common across a portfolio of settings: national policy, voluntary programs, international lending, and corporate business structures. Given the diversity of ecological, political, and socio-economic systems where offsets may be applied, place-based information is likely to be most useful in designing and implementing offset programs, along with guiding principles that assure best practice. We reviewed the research on biodiversity offsets to explore gaps and needs. While the peer-reviewed literature on offsets is growing rapidly, it is heavily dominated by ecological theory, wetland ecosystems, and U.S.-based research. Given that majority of offset policies and programs are occurring in middle- and low-income countries, the research gaps we identified present a number of risks. They also present an opportunity to create regionally based learning platforms focused on pilot projects and institutional capacity building. Scientific research should diversify, both topically and geographically, in order to support the successful design, implementation, and monitoring of biodiversity offset programs.  相似文献

Biodiversity is the feedstock for the biotechnology industry. Hence, the conservation, enhancement and sustainable and equitable use of biodiversity should be accorded high priority in all national environment protection programmes. Lichens serve as useful indicators of environmental health. Similarly, several blue green algae help to sequester salt from water. There is need for the more widespread use of such biomonitoring and bioremediation agents. Bioprospecting research designed to identify novel metabolites must be rooted in the principle of equity in sharing benefits with the holders of traditional knowledge. There is need for greater vigil against alien invasive species, since with growing world trade in food grains and other agricultural commodities, there is an increasing possibility of introducing new pests, weeds and harmful micro-organisms. Finally, biological scientists should place emphasis on their ethical responsibility for the consequences of their research, since otherwise bioterrorism could become a major threat to human security.  相似文献

The objectives of conservation have been focused ever more intensively for two decades on the preservation of "biodiversity." Emphasis has been on the losses of species through extinction. The cure has been the establishment of parks and reserves to protect "hot spots," especially in the tropics, where the diversity of species is high. The efforts in preservation have often extended to the development of connecting links among reserves to allow movements among them. The approach has been codified in law in the form of the Endangered Species Act in the United States and the Biodiversity Treaty, both of which address the issue species by species and each of which has obvious weaknesses. Such efforts may be appropriate but they are totally inadequate as the sum of activities in conservation in a world of 6 billion people with exploding technologies for exploiting virtually all of the earth for immediate human benefit. The biosphere is decaying rapidly as a habitat for all life, including people, not because of the extinction of species, but because of the progressive impoverishment of natural communities through human-induced chronic disruption that is now global and ubiquitous. The improverishment leads to progressive environmental dysfunction that is cumulative, but only in its later stages leads to extinction of species. Long before extinction becomes important, genetically distinct, local ecotypes are lost and the natural communities in which they were developed become improverished and dysfunctional. The most conspicuous disruption is that of climate, a global change in the environment of every ecosystem. The most elaborate and carefully interlinked array of natural reserves will succumb as climate is moved out from under them... and biodiversity will suffer the very extinctions the parks were established to avoid. But long before that, the human environment will suffer conspicuous and progressive impoverishment. The objective of conservation is the preservation of the integrity of function of landscapes (and waterbodies). Emphasis falls on forests in the normally naturally forested parts of the earth because forests are so large in area globally and have such a large influence on virtually every aspect of environment. Functional integrity requires structural integrity over 85% or more of the naturally forested zone in most areas. It also requires objective measurement and definition by the scientific community. Suddenly, conservation has become, not the preservation of biodiversity, honorable as that may be, but the preservation of the functional integrity of the human environment. That purpose is the central purpose that we assign to the governments that we establish in democracies to define and defend the public interest. It is past time for the scientific and conservation communities to recognize the urgency of this transition, join in defining competent new objectives for conservation, and to convey to the public the urgency of the need for governmental responsibility in protecting the public interest in a habitable biosphere.  相似文献

There is an urgent need to develop sound theory and practice for biodiversity offsets to provide a better basis for offset multipliers, to improve accounting for time delays in offset repayments, and to develop a common framework for evaluating in-kind and out-of-kind offsets. Here, we apply concepts and measures from systematic conservation planning and financial accounting to provide a basis for determining equity across type (of biodiversity), space, and time. We introduce net present biodiversity value (NPBV) as a theoretical and practical measure for defining the offset required to achieve no-net-loss. For evaluating equity in type and space we use measures of biodiversity value from systematic conservation planning. Time discount rates are used to address risk of non-repayment, and loss of utility. We illustrate these concepts and measures with two examples of biodiversity impact–offset transactions. Considerable further work is required to understand the characteristics of these approaches.  相似文献

This paper combines the world’s protected areas (PAs) under the Convention on Biological Diversity (CBD), common classification systems of ecosystem conservation status, and current knowledge on ecosystem responses to nitrogen (N) deposition to determine areas most at risk. The results show that 40% (approx. 11% of total area) of PAs currently receive >10 kg N/ha/yr with projections for 2030 indicating that this situation is not expected to change. Furthermore, 950 PAs are projected to receive >30 kg N/ha/yr by 2030 (approx. twice the 2000 number), of which 62 (approx. 11,300 km2) are also Biodiversity Hotspots and G200 ecoregions; with forest and grassland ecosystems in Asia particularly at risk. Many of these sites are known to be sensitive to N deposition effects, both in terms of biodiversity changes and ecosystem services they provide. Urgent assessment of high risk areas identified in this study is recommended to inform the conservation efforts of the CBD.  相似文献

Urban futures that are more resilient and sustainable require an integrated social–ecological system approach to urban policymaking, planning, management, and governance. In this article, we introduce the Urban Biodiversity and Ecosystem Services (URBES) and the Cities and Biodiversity Outlook (CBO) Projects as new social–ecological contributions to research and practice on emerging urban resilience and ecosystem services. We provide an overview of the projects and present global urbanization trends and their effects on ecosystems and biodiversity, as a context for new knowledge generated in the URBES case-study cities, including Berlin, New York, Rotterdam, Barcelona, and Stockholm. The cities represent contrasting urbanization trends and examples of emerging science–policy linkages for improving urban landscapes for human health and well-being. In addition, we highlight 10 key messages of the global CBO assessment as a knowledge platform for urban leaders to incorporate state-of-the-art science on URBES into decision-making for sustainable and resilient urban development.  相似文献
