With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. Private forest owners are the main forest ownership group within Europe, and important conservation values have been found on their land. Yet, small plot sizes, societal heterogeneity, and structural changes impede developing and implementing effective conservation programs in private forests. We present a systematic literature review focusing on small-scale private forest owners and their perspectives on nature conservation by synthesizing research approaches, social-ecological drivers, and policy recommendations. Conservation perspectives were positively related to female gender, higher levels of education, formalized forest management, an active relation to the forest, and ecological values of the property. In contrast, high age, rural orientation, economic forest management factors, large parcel size, and economic and sentimental property values negatively influenced conservation perspectives. Applying a natural resource conflict management framework, we synthesized recommendations covering three dimensions: substance, procedure, relationship. The multi-scale approach to conserving forest biodiversity has been used in Sweden since the 1980s, a period defined by increased reserve area and conservation actions within production forests. However, two thousand forest-associated species remain on Sweden’s red-list, and Sweden’s 2020 goals for sustainable forests are not being met. We argue that ongoing changes in the production forest matrix require more consideration, and that multi-scale conservation must be adapted to, and integrated with, production forest development. To make this case, we summarize trends in habitat provision by Sweden’s protected and production forests, and the variety of ways silviculture can affect biodiversity. We discuss how different forestry trajectories affect the type and extent of conservation approaches needed to secure biodiversity, and suggest leverage points for aiding the adoption of diversified silviculture. Sweden’s long-term experience with multi-scale conservation and intensive forestry provides insights for other countries trying to conserve species within production landscapes.

This study examines which kinds of social benefits derived from forests are emphasised by Swedish stakeholders and what governance modes and management tools they accept. Our study shows that there exists a great variety among stakeholders’ perceptions of forests’ social values, where tourism and recreation is the most common reference. There are also differences in preferred governance modes and management where biomass and bioenergy sectors advocate business as usual (i.e. framework regulations and voluntarism) and other stakeholders demand rigid tools (i.e. coercion and targeting) and improved landscape planning. This divide will have implications for future policy orientations and require deliberative policy processes and improved dialogue among stakeholders and authorities. We suggest that there is a potential for these improvements, since actors from almost all stakeholder groups support local influence on governance and management, acknowledged and maintained either by the authorities, i.e. targeting, or by the stakeholders themselves, i.e. voluntarism.  相似文献

The loss of forest area globally due to change of land use, the importance of forests in the conservation of biodiversity and in carbon and other biogeochemical cycles, together with the threat to forests from pollution and from the impacts of climate change, place forestry policy and practice at the center of global environmental and sustainability strategy. Forests provide important economic, environmental, social, and cultural benefits, so that in forestry, as in other areas of environmental policy and management, there are tensions between economic development and environmental protection. In this article we review the current information on global forest cover and condition, examine the international processes that relate to forest protection and to sustainable forest management, and look at the main forest certification schemes. We consider the link between the international processes and certification schemes and also their combined effectiveness. We conclude that in some regions of the world neither mechanism is achieving forest protection, while in others local or regional implementation is occurring and is having a significant impact. Choice of certification scheme and implementation of management standards are often influenced by a consideration of the associated costs, and there are some major issues over the monitoring of agreed actions and of the criteria and indicators of sustainability. There are currently a number of initiatives seeking to improve the operation of the international forestry framework (e.g., The Montreal Process, the Ministerial Convention of the Protection of Forests in Europe and European Union actions in Europe, the African Timber Organisation and International Tropical Timber Organisation initiative for African tropical forest, and the development of a worldwide voluntary agreement on forestry in the United Nations Forum on Forests). We suggest that there is a need to improve the connections between scientific understanding, policy development, and forestry practice, and also the cooperation between the various international initiatives and processes, so that the international framework is more effective and its influence is extended geographically.  相似文献

Our study explores the nexus between forests and local communities through participatory assessments and household surveys in the central Himalayan region. Forest dependency was compared among villages surrounded by oak-dominated forests (n = 8) and pine-dominated forests (n = 9). Both quantitative and qualitative analyses indicate variations in the degree of dependency based on proximity to nearest forest type. Households near oak-dominated forests were more dependent on forests (83.8%) compared to households near pine-dominated forests (69.1%). Forest dependency is mainly subsistence-oriented for meeting basic household requirements. Livestock population, cultivated land per household, and non-usage of alternative fuels are the major explanatory drivers of forest dependency. Our findings can help decision and policy makers to establish nested governance mechanisms encouraging prioritized site-specific conservation options among forest-adjacent households. Additionally, income diversification with respect to alternate livelihood sources, institutional reforms, and infrastructure facilities can reduce forest dependency, thereby, allowing sustainable forest management.  相似文献

Public expectations of forests as high-quality restorative environments that facilitate subjective well-being and stress relief along with numerous health benefits have been rising sharply during recent decades. In addition, the COVID-19 pandemic and its accompanying restrictive measures also transformed forests into some of the few places to spend time away from home. The presented study drew on the assumption that the pandemic situation and a rise in the number of forest visits would affect the experience, recognition, and appreciation of the well-being aspects related to spending time in forests. The study goal was to elucidate the potential effects of the COVID-19 pandemic on the relationships between forest visits, well-being and stress relief, emotions, perception of nature and forest value and importance, pro-environmental behavior, and societal expectations of the role of forests and forest ecosystem services. A survey using a digital questionnaire was conducted several months after the pandemic outbreak on a representative sample of the Slovak population. The Wilcoxon test and ordinal regression analysis were used to identify significant relationships, e.g., between the recency of anger episodes and the number of forest visits. The results showed that the pandemic strengthened the perception of forests as a high-quality restorative environment and that emotions associated with forest visits played an important role in the perceived importance of forests and their possible overexploitation. The results underscore the urgent need to put demands for forest recreation on par with the forest bioeconomy and to sensitize forest visitors to management and conservation requirements.  相似文献

Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. Human settlement into rural areas (counterurbanization) is generating new patterns of reforestation, with distinctive features compared to the previously considered pathways of forest transition through “economic development” and “forest scarcity”. Here, we discuss the specific features of this neglected pathway of forest recovery and describe the process with the support of study cases around the world. This pathway includes specific motivations (e.g., natural amenities, outdoor recreation), particular socio-economic processes, conflicts between newcomers and locals, and specific ecological outcomes (e.g., a larger proportion of non-native species in the new forests). Although this pathway locally affects small areas, as a widespread and expanding process around the world, counterurbanization could have a growing global effect, with the potential to modify biodiversity, ecosystem services, and cultural values. The role of temperate forests in the global carbon balance is difficult to determine because many uncertainties exist in the data, and many assumptions must be made in these determinations. Still, there is little doubt that increases in atmospheric CO2 and global warming would have major effects on temperate forest ecosystems. Increases in atmospheric CO2 may result in increases in photosynthesis, changes in water and nitrogen use efficiency, and changes in carbon allocation. Indirect effects of changes in global carbon balance on regional climate and on microenvironmental conditions, particularly temperature and moisture, may be more important than direct effects of increased CO2 on vegetation. Increased incidence of forest perturbations might also be expected. The evidence suggests that conditions favorable to forest growth and development may exist in the northern latitudes, while southern latitude forests may undergo drought stress. Current harvest of temperate and world forests contributes substantial amounts of carbon to the atmosphere, possibly as much as 3 gigatons (Gt) per year. Return of this carbon to forest storage may require decades. Forest managers should be aware of the global as well as local impact their management decisions will have on the atmospheric carbon balance of the ecosystems they oversee.  相似文献

This paper presents the first results concerning the acidity of the precipitation collected over a period of 1 year (February 1983–March 1984) in an undisturbed area of tropical forest in the Ivory Coast. A large proportion of the precipitation is acid, 77% bas a pH below 5.6. The average acidity is 5.0, with a temporal evolution tending towards a basic pH during the dry season, characteristic of the influence of the Sahelian terrigenous dust source and tending towards an acid pH of about 4.2 at the beginning of each humid period. This result, new for an African tropical forest, confirms the observations made in the Amazonian forests or in those of Northern Australia. An extensive research program on the acidity in the equatorial areas was started in the forests of the Ivory Coast and Congo in order to confirm this preliminary study.  相似文献

Forest decline in Ethiopia is highlighted by several authors but there is no consensus on its causes and consequences. The objective of this study is to investigate, from sociopolitical and geographical perspectives, the linkage between the trend of forest decline and changes in the social, economic, and political pattern in the Awassa watershed over a 100-year perspective. Field observations, satellite image and map analyses, interviews, and literature studies were employed, and natural indicators were analyzed. The findings indicate that the forest area declined from about 40% at the turn of the 19th century to less than 3% in the year 2000. Forest decline in the study area during the elected time period is the result of the combination of biophysical and social conditions. Important causes are geographic properties, sociopolitical changes, population growth, unstable land tenure principles, agricultural development, and the improvement of transport capacity. The main conclusions are as follows: Already in the early 20th century forest decline was in progress and forests were attributed an insignificant economic classification. Large areas of forest were cut down during periods of political transition when as a result of the political vacuum, interest in the protection of resources including forests was lacking. Long-term planning efforts to manage forests were obstructed by uncertainty resulting from land tenure principle change during each political period. The sparse area of forest land that remains is becoming increasingly attractive as potential land for arable agriculture because of improved road access between the study area and distant markets.  相似文献

Forest degradation in West Africa is generally thought to have negative consequences on rural livelihoods but there is little overview of its effects in the region because the importance of forests to rural livelihoods has never been adequately quantified. Based on data from 1014 rural households across Burkina Faso and Ghana this paper attempts to fill this knowledge gap. We demonstrate that agricultural lands and the non-forest environment including parklands are considerably more valuable to poor as well as more well-off rural households than forests. Furthermore, product types supplied by the non-forest environment are almost identical with those from forests. Accordingly, forest clearance/degradation is profitable for and, hence, probably performed by rural people at large. We attribute rural people's high reliance on non-forest versus forest resources to the two countries' restrictive and inequitable forest policies which must be reformed to promote effective forest conservation, e.g., to mitigate climate change.  相似文献

One of the least understood aspects of aquatic ecology is the role of riparian zones of lakes, and how these habitats and their functions are impacted by human development of lakeshores. We investigated the effects of residential lakeshore development on littoral coarse woody debris (CWD) distribution and on riparian forest characteristics by comparing 18 lakes in the U.S. Pacific Northwest with 16 previously surveyed lakes in the U.S. Upper Midwest. Residential development had a strong negative effect on CWD and riparian forest characteristics at both local and whole-lake scales. There was a strong positive correlation between riparian forest density and littoral CWD abundance in both regions. We found regional variation in CWD and riparian forest characteristics, mostly owing to differences in native forests. Our results suggest the role of local processes in determining CWD distribution and point to potential regional differences in littoral habitat structure associated with forest composition and lakeshore development that may have consequences for littoral-pelagic coupling in lakes.  相似文献

Tropical forests are vulnerable to climate-change representing a risk for indigenous peoples and forest-dependent communities. Mechanisms to conserve the forest, such as REDD+, could assist in the mitigation of climate change, reduce vulnerability, and enable people to adapt. Ninety-eight interviews were conducted in three countries containing the Congo Basin forest, Cameroon, CAR, and DRC, to investigate perceptions of decision-makers within, and responses of the institutions of the state, private sector, and civil society to the challenges of climate change. Results indicate that while decision-makers’ awareness of climate change is high, direct institutional action is at an early stage. Adaptive capacity is currently low, but it could be enhanced with further development of institutional linkages and increased coordination of multilevel responses across all institutions and with local people. It is important to build networks with forest-dependent stakeholders at the local level, who can contribute knowledge that will build overall institutional adaptive capacity.  相似文献

The use of intensive forestry on part of the forested area in Sweden increases the production of forest biomass and enables an increased use of such biomass to mitigate climate change. However, with increasing conflicting interests in forests and forestry, the success of such a strategy depends on the public acceptance. In this paper, the results of a mail survey show that although a majority of the general public in Sweden supports measures to increase forest growth, they oppose the use of intensive forestry practices such as the cultivation of exotic tree species, clones, and forest fertilization. The acceptance of such practices is mainly influenced by the perceptions of their environmental consequences. Public acceptance was highest for forest fertilization, whereas clone cultivation was the least accepted practice.  相似文献

GOAL, SCOPE, BACKGROUND: Sheet erosion from agricultural, forest and urban lands may increase stream sediment loads as well as transport other pollutants that adversely affect water quality, reduce agricultural and forest production, and increase infrastructure maintenance costs. This study uses spatial analysis techniques and a numerical modeling approach to predict areas with the greatest sheet erosion potential given different soils disturbance scenarios. METHODS: A Geographic Information System (GIS) and the Universal Soil Loss Equation (USLE) were used to estimate sheet erosion from 0.64 ha parcels of land within the watershed. The Soil Survey of St. Tammany Parish, Louisiana was digitized, required soil attributes entered into the GIS database, and slope factors determined for each 80 x 80 meter parcel in the watershed. The GIS/USLE model used series-specific erosion K factors, a rainfall factor of 89, and a GIS database of scenario-driven cropping and erosion control practice factors to estimate potential soil loss due to sheet erosion. RESULTS AND DISCUSSION: A general trend of increased potential sheet erosion occurred for all land use categories (urban, agriculture/grasslands, forests) as soil disturbance increases from cropping, logging and construction activities. Modeling indicated that rapidly growing urban areas have the greatest potential for sheet erosion. Evergreen and mixed forests (production forest) had lower sheet erosion potentials; with deciduous forests (mostly riparian) having the least sheet erosion potential. Erosion estimates from construction activities may be overestimated because of the value chosen for the erosion control practice factor. CONCLUSIONS: This study illustrates the ease with which GIS can be integrated with the Universal Soil Loss Equation to identify areas with high sheet erosion potential for large scale management and policy decision making. RECOMMENDATIONS: The GIS/USLE modeling approach used in this study offers a quick and inexpensive tool for estimating sheet erosion within watersheds using publicly available information. This method can quickly identify discrete locations with relatively precise spatial boundaries (approximately 80 meter resolution) that have a high sheet erosion potential as well as areas where management interventions might be appropriate to prevent or ameliorate erosion.  相似文献

The effects of ozone and other photochemical oxidants on individual trees have been studied for several decades, but there has been much less research on the potential effects on entire forest ecosystems. Given that ozone and other oxidants affect the production and subsequent fate of biogenic volatile organic compounds that act as signalling molecules, there is a need for more detailed study of the role of oxidants in modifying trophic interactions in forests. Deposition of fine particulates to forests may act as a source of nutrients, but also changes leaf surface properties, increasing the duration of surface wetness and modifying the habitat for epiphytic organisms, leading to increased risks from pathogens. Even where this pathway contributes a relatively small input of nutrients to forests, the indirect effects on canopy processes and subsequent deposition to the forest floor in throughfall and litter may play a more important role that has yet to be fully investigated.  相似文献

This paper analyzes how sustained yield (SY) forestry is defined and implemented in Sweden and Russia, two countries with different forest-industrial regimes. We first compare definitions of SY forestry in national legislation and policies. Then we study forest management planning in two large forest management units with respect to: delivered forest products and values, how the harvest level of timber is defined, where the harvest takes place, and what treatments are used to sustain desired forest products and values. In Sweden SY forestry is maximum yield based on high-input forest management, and in Russia it is forestry based on natural regeneration with minimum investments in silviculture. We conclude that how SY forestry contributes to SFM depends on the context. Finally, we discuss the consequences of SY forestry as performed in Sweden and Russia related to its ability to support diverse forest functions, as envisioned in sustainable forest management policy.  相似文献

Recent focus has been given to US forests as a sink for increases in atmospheric carbon dioxide. Current estimates of US forest carbon sequestration average approximately 20 Tg (i.e. 10(12) g) year. However, predictions of forest carbon sequestration often do not include the influence of hurricanes on forest carbon storage. Intense hurricanes occur two out of three years across the eastern US. A single storm can convert the equivalent of 10% of the total annual carbon sequestrated by US forests into dead and downed biomass. Given that forests require at least 15 years to recover from a severe storm, a large amount of forest carbon is lost either directly (through biomass destruction) or indirectly (through lost carbon sequestration capacity) due to hurricanes. Only 15% of the total carbon in destroyed timber is salvaged following a major hurricane. The remainder of the carbon is left to decompose and eventually return to the atmosphere. Short-term increases in forest productivity due to increased nutrient inputs from detritus are not fully compensated by reduced stem stocking, and the recovery time needed to recover leaf area. Therefore, hurricanes are a significant factor in reducing short-term carbon storage in US forests.  相似文献
