Mining generates risk of environmental and social harm for Indigenous peoples but can also generate substantial revenues for them, creating opportunities for community development in a context where economic and social disadvantage is the norm. Especially as mining revenues should, in part, compensate for mining’s negative social and environmental impacts, it is vital that mineral taxation on Indigenous lands reflect a careful assessment of appropriate tax mechanisms and a matching of these with community priorities. Yet little has been written that could serve as a guide for Indigenous decision makers. This article contributes to an understanding of the issues and choices facing Indigenous communities in designing mineral taxation regimes, by focusing on the question of economic risk. Risk arises as a key variable in choosing or designing a mineral taxation regime in three ways. Different approaches to mineral taxation are inherently more or less risky, in the sense that they are more or less certain to generate tax revenues. A second aspect of risk involves the degree of economic certainty or predictability associated with different types of commodities and projects. Third, the risk tolerance of Indigenous peoples and communities can vary significantly. We show how Indigenous groups can integrate and address these different dimensions of risk, by recognising the ‘risk consequences’ associated with different approaches to mineral taxation and choosing an approach that reflects, as fully as possible, the group’s risk tolerance.  相似文献

Input–output modeling and cluster analysis are used to assess the impacts of oil consumption industries on environmental quality and inter-industry relationships in Taiwan. Results indicate that fuel oil has the greatest impact on the environment. The transportation sector has grown rapidly with high energy intensity and severe pollution emission in Taiwan. Also, power generation, other industrial chemicals, paper products, non-metallic mineral products, petro-chemical materials, rubber products, cement and textiles are identified as the most significant industries causing serious pollution problems in Taiwan. Results of inter-industry linkages confirm that investment of the above-mentioned industries should be adjusted to better energy efficiency, environmental quality and economic bases. This study indicates that energy policy should integrate environmental policy, in addition to assuring energy and economical gains.  相似文献

Though many studies concern the agro-food sector in the EU and Italy, and its environmental impacts, literature is quite lacking in works regarding LCA application on citrus products. This paper represents one of the first studies on the environmental impacts of citrus products in order to suggest feasible strategies and actions to improve their environmental performance. In particular, it is part of a research aimed to estimate environmental burdens associated with the production of the following citrus-based products: essential oil, natural juice and concentrated juice from oranges and lemons. The life cycle assessment of these products, published in a previous paper, had highlighted significant environmental issues in terms of energy consumption, associated CO2 emissions, and water consumption. Starting from such results the authors carry out an improvement analysis of the assessed production system, whereby sustainable scenarios for saving water and energy are proposed to reduce environmental burdens of the examined production system. In addition, a sensitivity analysis to estimate the effects of the chosen methods will be performed, giving data on the outcome of the study. Uncertainty related to allocation methods, secondary data sources, and initial assumptions on cultivation, transport modes, and waste management is analysed. The results of the performed analyses allow stating that every assessed eco-profile is differently influenced by the uncertainty study. Different assumptions on initial data and methods showed very sensible variations in the energy and environmental performances of the final products. Besides, the results show energy and environmental benefits that clearly state the improvement of the products eco-profile, by reusing purified water use for irrigation, using the railway mode for the delivery of final products, when possible, and adopting efficient technologies, as the mechanical vapour recompression, in the pasteurisation and concentration of juice.  相似文献

The contemporary food system provides consumers with convenience, extensive choice, and the year-round availability of fresh produce. In this paper these achievements are recognized within the context of the associated environmental impacts. While many analyses have considered the energy and material efficiency of various options for food production and packaging, very few studies have investigated the environmental impacts of the transport components of food supply chains. This is surprising, given that the global sourcing of food produce, centralized distribution systems, and shopping by car have become prevalent in recent decades and have contributed to an increase in the distance between producer and consumer or “food miles.” In a case study the transport energy consumption is calculated for all possible ways in which dessert apples can be supplied to the UK consumer. The aim is to assess the environmental performance of the predominant fresh produce supply chains and to investigate claims that localized systems are more environmentally efficient. The main criteria used to compare the environmental efficiency in alternative food supply chains are the transport-related fossil-fuel energy consumption and associated carbon dioxide emissions. Analysis of the empirical data shows that transportation is now responsible for a considerable fraction of the total energy consumption in the life cycle of fresh apples, and in most cases exceeds the energy consumed in commercial apple cultivation. By developing local production and marketing systems for fresh products, transport demand can be reduced and many of the environmental impacts associated with existing supply chains can be avoided. The results of the study are then discussed in relation to the wider issues of transport policy, international trade, food security, and product-related environmental information for consumers.  相似文献

Concerns over non-renewable fossil fuel supply and climate change have been driving the Renaissance of bio-based materials. To substantiate environmental claims, the impacts of bio-based materials are typically quantified by applying life cycle assessment (LCA). The internationally agreed LCA standards provide generic recommendations on how to evaluate the environmental impacts of products and services but do not address details that are specifically relevant for the life cycles of bio-based materials. Here, we provide an overview of key issues and methodologies explicitly pertinent to the LCA of bio-based materials. We argue that the treatment of biogenic carbon storage is critical for quantifying the greenhouse gas emissions of bio-based materials in comparison with petrochemical materials. We acknowledge that biogenic carbon storage remains controversial but recommend accounting for it, depending on product-specific life cycles and the likely time duration of carbon storage. If carbon storage is considered, co-product allocation is nontrivial and should be chosen with care in order to: (i) ensure that carbon storage is assigned to the main product and the co-product(s) in the intended manner and (ii) avoid double counting of stored carbon in the main product and once more in the co-product(s). Land-use change, soil degradation, water use, and impacts on soil carbon stocks and biodiversity are important aspects that have recently received attention. We explain various approaches to account for these and conclude that substantial methodological progress is necessary, which is however hampered by the complex and often case- and site-specific nature of impacts. With the exception of soil degradation, we recommend preliminary approaches for including these impacts in the LCA of bio-based materials. The use of attributional versus consequential LCA approaches is particularly relevant in the context of bio-based materials. We conclude that it is more challenging to prepare accurate consequential LCA studies, especially because these should account for future developments and secondary impacts around bio-based materials which are often difficult to anticipate and quantify. Although hampered by complexity and limited data availability, the application of the proposed approaches to the extent possible would allow obtaining a more comprehensive insight into the environmental impacts of the production, use, and disposal of bio-based materials.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

This article considers the environmental impacts and the governance framework of the domestic and international supply of iron, zinc, copper and nickel concentrates smelted and refined in Finland. The metals industry in the country is heavily dependent on imported concentrates, and the research is thus focused on defining the level of impacts related to mining and mineral processing abroad, and the change in the impacts between 2000 and 2010. The estimations of environmental impacts are based on waste minerals and CO2eq emissions, and the quality of governance in the set of indicators measuring different aspects of governance. The total amount of waste minerals and CO2eq emissions related to metal concentrates decreased over the ten-year period. At the same time, the quality of governance improved in all concentrate groups except nickel. Ore grade, mine type and transportation distance appear to be the most influential factors on environmental impacts. The results suggest that the country of origin can have a noticeable effect on the environmental impacts and the quality of governance of the mining and processing of metal concentrates.  相似文献

This paper reviews the role of minerals in the Integrated Programme for Commodities and the objectives and problems of the Second Account of the Common Fund for Commodities (CFC). It focuses on the least developed countries in Africa, providing specific suggestions for R&D to improve mineral exploration techniques in rain forest and savanna regions; to reduce mine exploration costs; to design equipment suitable for mining narrow veins; to improve concentrating methods for certain ores and to optimize byproduct recovery; to reduce environmental impacts; and to use the waste products of mining. In the present article, the thermal treatment of digested sewage sludge generated in the Swiss region of Zürich is modeled and optimized from an environmental perspective. The optimization problem is solved using a multi-objective mixed-integer linear program that combines material flow analysis, process models, life cycle assessment (LCA), and mathematical optimization techniques. The treatment options include co-incineration in municipal solid waste incineration, co-processing in cement production, and mono-incineration with the prospect of phosphorus recovery. The model is optimized according to six environmental objectives. Five of the six single-objective optimal solutions involve splits over the treatment options. The results reflect the available treatment capacities and other constraints, aspects rarely considered in conventional LCA studies. Co-processing in cement production is used to the maximum extent possible when minimizing impacts on climate change, human toxicity, fossil resource depletion, and fully aggregated impacts (ReCiPe H/A), whereas mono-incineration with phosphorus recovery receives the bulk of the sludge when optimizing for ecotoxicity and mineral resource depletion. Four of the single-objective optimal solutions (minimization of fossil energy resource depletion and contribution to climate change, human toxicity, and fully aggregated impacts) outperform the reference case over the six impact categories considered, showing that the current situation can be improved in some environmental categories without compromising others. The results of the sensitivity analysis indicate that assumptions regarding the product systems displaced by recovered by-products are critical for the outcome of the optimization. Our approach identifies in all of the cases solutions in which significant environmental improvements can be attained.  相似文献

Powders of chromite ore processing residue (COPR) were mineralogically evaluated using quantitative X-ray powder diffraction (XRPD) to illustrate the impacts of sample preparation procedures. Chromite ore processing residue is strongly alkaline, reactive, contains minerals of varying hardness and absorption coefficients, and exhibits significant amorphicity. This poses a challenge to produce powders for XRPD analysis that are sufficiently fine and of uniform particle size while avoiding mineral reactions and overgrinding effects. Dry, hand pulverization to different grain sizes, and wet, mechanical pulverization (micromilling) using four milling liquids (cyclohexane, isopropanol, ethanol, and water), and variable milling durations (up to 15 min) were evaluated. Micromilling with a light, nonpolar, highly evaporative liquid such as cyclohexane with a milling time of 5 min mitigated systematic errors such as microabsorption and preferred orientation as it produced finer and more uniform particle size distributions than the hand-pulverized powders, while simultaneously affording the least time for sample preparation. Conversely, the use of water as milling liquid resulted in extensive hydration reactions during sample preparation, causing mischaracterization and significant underestimation of its reactive brownmillerite content, which can complicate the remediation design process for COPR. Hand pulverization emerged as a necessary complement to quantify Cr(VI)-containing, softer minerals destroyed during mechanical milling, the quantification of which has also important implications for COPR treatment design. The findings of this study may be applicable in a variety of geochemically complicated and reactive environmental media (metal-contaminated soils, stabilized/solidified media, inorganic waste), and points to the importance of the sample preparation method to obtain reliable quantitative XRPD results.  相似文献

The main reason for promoting the concept of ecosystem services lies in its potential to contribute to environmental conservation. Highlighting the benefits derived from ecosystems fosters an understanding of humans’ dependence on nature, as users of ecosystem services. However, the act of using ecosystem services may not be environmentally neutral. As with the use of products and services generated within an economy, the use of ecosystem services may lead to unintended environmental consequences throughout the ‘ecosystem services supply chain.’ This article puts forward a framework for analyzing environmental impacts related to the use of ecosystem services, indicating five categories of impact: (1) direct impacts (directly limiting the service’s future availability); and four categories of indirect impacts, i.e., on broader ecosystem structures and processes, which can ultimately also affect the initial service: (2) impacts related to managing ecosystems to maximize the delivery of selected services (affecting ecosystems’ capacity to provide other services); (3) impacts associated with accessing ecosystems to use their services (affecting other ecosystem components); (4) additional consumption of products, infrastructure or services required to use a selected ecosystem service, and their life-cycle environmental impacts; and (5) broader impacts on the society as a whole (environmental awareness of ecosystem service users and other stakeholders). To test the usefulness of this framework, the article uses the case study of birdwatching, which demonstrates all of the above categories of impacts. The article justifies the need for a broader consideration of environmental impacts related to the use of ecosystem services.  相似文献

Water quality from forested landscapes tends to be very high but can deteriorate during and after silvicultural activities. Practices such as forest harvesting, site preparation, road construction/use, and stream crossings have been shown to contribute sediment, nutrients, and other pollutants to adjacent streams. Although advances in forest management accompanied with Best Management Practices (BMPs) have been very effective at reducing water quality impacts from forest operations, projected increases in demand for forest products may result in unintended environmental degradation. Through a review of the pertinent literature, we identified several research gaps related to water yield, aquatic habitat, sediment source and delivery, and BMP effectiveness that should be addressed for streams in the United States to better understand and address the environmental ramifications of current and future levels of timber production. We explored the current understanding of these topics based on relevant literature and the possible implications of increased demand for forest products in the United States.  相似文献

Countries that possess rich mineral deposits, it is widely assumed, are fortunate. Such deposits are assets, part of a country's natural capital. Mining is the key that converts dormant mineral wealth into schools, homes, ports, and other forms of capital that directly contribute to economic development. Over the past two decades, however, a more negative view of mining has emerged that questions the positive relationship between mineral extraction and economic development. The impetus for the alternative view came from empirical studies suggesting that countries where mining is important have not grown as rapidly as other countries. More recent studies have explored the possible reasons behind the disappointing performance of many mineral producing countries. While the central point of contention between the conventional and alternative views — namely, whether or not mining usually promotes economic development — remains unresolved, there is widespread agreement that rich mineral deposits provide developing countries with opportunities, which in some instances have been used wisely to promote development, and in other instances have been misused, hurting development. The consensus on this issue is important, for it means that one uniform policy toward all mining in the developing world is not desirable, despite the recent suggestions by some to the contrary. The appropriate public policy question is not should we or should we not promote mining in the developing countries, but rather where should we encourage it and how can we ensure that it contributes as much as possible to economic development and poverty alleviation.  相似文献

Over the last decade, researchers paid much attention to concepts such as Design for Environment, Extended Producer Responsibility, Responsible Chain Management, and Eco-design. Many management tools and standards (such as EMAS, ISO 14001, LCA, EPD, Ecolabel) have been developed to support companies in the evaluation and management of their environmental performance and to pursue continual environmental improvement. The more recent development of the aforesaid fields looks at interorganizational environmental management. Such an approach can complement the more traditional intraorganizational corporate environmental management approaches and tools. A typical example of this new trend is the Product Oriented Environmental Management System (POEMS), which represents the natural evolution of the above-mentioned tools, combining the features of EMS, EPD and Ecolabel. Although the structure of the POEMS is still not standardized, many experimental applications have yet been carried out in Europe. In developing a POEMS, a company needs to determine all of the environmental impacts caused at all life-cycle stages of the product and, ideally, to reduce all of them through a continual commitment. The aim of the present study was to perform a survey of the developed POEMS models and to analyze their peculiarities and drawbacks in the application to Small and Medium Enterprises. A case study regarding an Italian winery company is presented. The study analyzes the structure and the activities of the examined firm, in order to estimate direct and indirect environmental impacts following a life-cycle approach. The chosen functional unit is a 0.75-L bottle of red wine. The article also suggests some solutions to improve the environmental performances of the firm’s products.  相似文献

With increasing environmental issues and depleting resources, the effective application of green government procurement (GGP) is urgently needed and potentially can have greater impacts in the developing world rather than in the developed world. Such an approach can help promote the general goal of sustainable development and address environmental issues through purchasing and facilitating the use of environmentally friendly services and products. This paper addresses this issue by employing a case study on China. We first trace the development of the GGP concept, its spread to Asian countries, and a number of approaches used to expand GGP adoption. We then review current practices in China on GGP, and analyze and identify some of the current barriers and problems in promoting green procurement in the Chinese governmental sector. We finally seek to identify possible appropriate capacity-building solutions, in order to facilitate the application of GGP in China.  相似文献

Experiencing nature and enjoying natural amenities have long been identified as key motives for rural second home tourism. However, the more people travel and spend time in the natural environment, the more it is disturbed by their actions and activities. In this paper, we examine how people perceive the environmental impacts of rural second home tourism and how they justify their views. The study focuses on Finland where rural second homes are widespread. Analysis is based on a questionnaire survey conducted among Finns in 2012 (n?=?1189). Responses from different groups of respondents (second home owners, regular users of second homes and non-users) are quantitatively and qualitatively analysed. The results indicate that the Finnish respondents generally think that second home tourism poses some degree of harmful environmental impacts. However, it is the second home owners who are least worried about these environmental impacts. They generally justify their opinions using a “place-related” perspective, that is, by referring to their own experiences and actions at the cottage site. In contrast, the non-users see environmental impacts more often from a broader perspective by referring to the wider environmental interconnections with second home tourism. In our discussion, we introduce the notions of place-based (relative) and phenomenon-based (relational) environmental perceptions as a potential framework for future research on this topic. In mitigating the increasing environmental impacts of second home tourism, understanding the environmental perceptions and awareness of second home owners and users is crucial to be successful in mobilising sustainable options and environmental governance.  相似文献

Integrated smelter-refineries play an important role in the recovery of multiple metals from complex primary and secondary materials, and hence in closing metals cycles. Processes in these facilities are strongly interconnected, dynamic, and multifunctional, which challenges a typical representation in life cycle assessment (LCA). This is especially true when LCA is applied to calculate the environmental profile of single metals products.This study examines methodological requirements for assessing complex co-product systems using attributional LCA through a static, gate-to-gate inventory model that quantifies the environmental impacts of each of the metal products of an integrated precious metals smelter-refinery. The model is based on a large number of subprocesses and is formulated using detailed industry data, which allows quantification of the sensitivity of the results with respect to allocation rationales and the data collection period.The results within one impact category vary strongly among metals (up to four orders of magnitude for copper compared to rhodium). Moving from mass- to value-based allocation changes the result for a given metal by up to two orders of magnitude. If value-based allocation is used, the selected reference year for metals prices influences the results by up to a factor of two.Allocation rationales are critically analyzed, and it is shown that none reflect the business model or other system drivers. While the model is focused on quantifying environmental impacts of metal outputs, the actual process is economically driven to efficiently treat a continuously changing feed mix. The complexity of a smelter-refinery cannot be captured by static, attributional inventory models, which is why the choice of allocation rationale remains arbitrary. Instead, marginal, parameterized models are needed; however, such models are substantially more time and data intensive and require disclosure of more detailed, process specific data.  相似文献

This paper presents a methodology about how eco-efficiency in extended supply chains (ESCs) can be understood and measured. The extended supply chain includes all processes in the life cycle of a product and the eco-efficiency is measured as the relative environmental and value performance in one ESC compared to other ESCs. The paper is based on a case study of furniture production in Norway. Nine different environmental performance indicators are identified. These are based on suggestions from the World Business Council for Sustainable Development and additional indicators that are shown to have significant impacts in the life cycle of the products. Value performance is measured as inverse life cycle costs. The eco-efficiency for six different chair models is calculated and the relative values are shown graphically in XY-diagrams. This provides information about the relative performance of the products, which is valuable in green procurement processes. The same method is also used for analysing changes in eco-efficiency when possible alterations in the ESC are introduced. Here, it is shown that a small and realistic change of end-of-life treatment significantly changes the eco-efficiency of a product.  相似文献
