The rural economic situation in China-with a living standard mostly at subsistence level-lags far behind the prosperous development in the cities and coastal areas. To balance this disequilibrium, comprehensive concepts and endeavors are necessary keeping in view all-not just economic-interests and needs that contribute to lively rural identities. In this context the role of agriculture, where still 50% of the Chinese population are working, will be newly defined, and sustainability concepts can help to find a readjusted position within the Chinese economy focusing on environmental health and food safety as main targets of political and other supporting measures. Within the SUCCESS project, a Concept of Sustainable Agriculture was developed and it drafts one conceivable relation between the exposure to natural resources and economy and tries to find new answers to the broad range of rural challenges in China. It is a qualitative model and, therefore, not always fully applicable, but in the concrete situation of villages, it shows possible directions of sustainability-oriented development by considering the typical local potentials. In the Chinese context that means identifying the different functions of agriculture-the well-known and the hidden-to make them explicit for the Chinese public and therewith to give them new significance. The article is based on a 3-years study within the EU-China Project SUCCESS with field research in four Chinese rural communities. It analyzes the agricultural sustainability potential of these selected villages against the background of massive structural changes within the next 20 years in rural China. Starting from the current agricultural reality, based on a qualitative analysis of the actual situation, local potentials and needs towards sustainable production and marketing are identified, and possible functions of the Chinese agriculture are formulated for the future.  相似文献

This article contributes to the debate on the role of local sustainability indicators in ongoing democratisation efforts. We examine the extent to which five different systems of local sustainability indicators within two Swedish municipalities—Stockholm and Sundsvall—are either expert or citizen oriented, and relate these findings to the indicator systems' profile, function and political/ administrative context. Even though three of the indicator systems can be classified as citizen oriented, there are few signs of true engagement and dialogue with the citizens over a longer period of time. The remaining two indicator systems are expert oriented with an environmental focus. Hence, we conclude that the systems in use are largely symbolic responses to the demands for democracy within the agenda for sustainable development albeit attempts to include environmental, economic, social and democratic perspectives of sustainability. Despite the fact that Stockholm and Sundsvall show differences in governing styles in their approaches to sustainability indicators it seems difficult for both municipalities to put sustainable development into practice in terms of citizen participation.  相似文献

SUCCESS was a scientific, multi-disciplinary case study of seven selected villages in China, coordinated by the Viennese research institute Oikodrom in which I have been a team member for 6 years. We assembled an international team of researchers to work together with local team leaders with the aim of involving village dwellers in a sustainability negotiation process. The project had a strong bottom-up approach, combined with top-down elements. Using participatory research methods, village teams discussed and developed ideas for concrete sustainability-oriented projects in their villages. By the end of the 3-year study of SUCCESS, equipped with the seeds of a multiple-scenario building process and the appropriate funding, each of the seven case study villages had generated ideas for local sustainability-oriented projects and put them into practice. The outcome of this participatory process is manifold. One major impact of the implementation of local projects was their visibility which was crucial for the village dwellers' confidence and their motivation to become engaged in a decision making process. The experience of their successful participation in a decision making process empowered them for self-organisation processes or a civil society process. The small projects offered interesting theoretical insights into how local contexts impact upon village dweller's decision on appropriate sustainability interventions. How they are as well in line with characteristics of different types of villages that were carried out within the study will be shown in this article.  相似文献

China has 800,000 villages—one person out of seven on the globe is living in a Chinese rural settlement. Yet the global discussions about the situation in China is currently characterised by a disproportionate focus on the development of towns and until now circumstances have generally been neglected in the rural areas, where 70% of the Chinese population is still living. Within the 5 years of the SUCCESS project research, this set of actual problems has been considered and analysed under the principle of sustainability: “What to maintain?” “What to change?” were the overall research questions asked in the SUCCESS project; the researchers were looking for answers under a sustainability regime, respecting the need to raise the quality of life in the villages. Several interweaving processes were used to achieve results: the inter-disciplinary research process between many areas of expertise, the trans-disciplinary process between the researchers and the Chinese villagers, and a negotiation process that made the connection between these two processes.  相似文献

The sustainability implications of bioenergy development strategies are large and complex. Unlike conventional agriculture, bioenergy production provides an opportunity to design systems for improving eco-environmental services. Different places have different goals and solutions for bioenergy development, but they all should adhere to the sustainability requirements of the environment, economy, and society. This article serves as a brief overview of China’s bioenergy development and as an introduction to this special issue on the impacts of bioenergy development in China. The eleven articles in this special issue present a range of perspectives and scenario analyses on bioenergy production and its impacts as well as potential barriers to its development. Five general themes are covered: status and goals, biomass resources, energy plants, environmental impacts, and economic and social impacts. The potential for bioenergy production in China is huge, particularly in the central north and northwest. China plans to develop a bioenergy capacity of 30GW by 2020. However, realization of this goal will require breakthroughs in bioenergy landscape design, energy plant biotechnology, legislation, incentive policy, and conversion facilities. Our analyses suggest that (1) the linkage between bioenergy, environment, and economy are often circular rather than linear in nature; (2) sustainability is a core concept in bioenergy design and the ultimate goal of bioenergy development; and (3) each bioenergy development scheme must be region-specific and designed to solve local environmental and agricultural problems.  相似文献

Across the Americas, biofuels production systems are diverse due to geographic conditions, historical patterns of land tenure, different land use patterns, government policy frameworks, and relations between the national state and civil society, all of which shape the role that biofuels play in individual nations. Although many national governments throughout the Americas continue to incentivize growth of the biofuels industry, one key challenge for biofuels sustainability has been concern about its social impacts. In this article, we discuss some of the key social issues and tensions related to the recent expansion of biofuels production in Mexico, Colombia, and Brazil. We argue that a process of “simplification” of ecological and cultural diversity has aided the expansion of the biofuels frontier in these countries, but is also undermining their viability. We consider the ability of governments and non-state actors in multi-stakeholder initiatives (MSI) to address social and environmental concerns that affect rural livelihoods as a result of biofuels expansion. We analyze the tensions between global sustainability standards, national level policies for biofuels development, and local level impacts and visions of sustainability. We find that both government and MSI efforts to address sustainability concerns have limited impact, and recommend greater incorporation of local needs and expertise to improve governance.  相似文献

This article examines local recovery plans that were created in response to the Wenchuan earthquake and then suggests ways that planners can better apply the concept of sustainability to the recovery process. We utilize a plan evaluation protocol to analyze 16 recovery plans in counties and towns that were severely affected by the earthquake. We also conducted semi-structured interviews with public officials and planners, with the qualitative data gleaned from these interviews being used to supplement the plan quality assessment. The results reveal that local recovery plans do not appear to have incorporated sufficiently the concepts of sustainability. We conclude the paper with the following recommendations: emphasizing sustainability as a policy priority during vision and goal development; developing solid databases and planning techniques; designing a diversified set of regulatory- and incentive-based policy tools suitable for local governments; enhancing social and institutional learning; and further integrating multi-level and interagency governmental units.  相似文献

As the concept of sustainability broadens to include social aspects, sustainability organisations must embrace strategies that allow them to more effectively address community issues and procedural concerns. Biosphere reserves (BRs) and model forests (MFs) advocate strongly for community engagement to achieve place-based sustainability; in practice, however, these organisations have had variable success in effectively engaging community residents and addressing their needs and interests. In this paper, we offer a framework for place-based governance for sustainability that is used to compare strategies used in BRs and MFs operating in the Maritime Provinces of Canada with the operations of Vibrant Communities, an anti-poverty organisation that operates locally in Saint John, New Brunswick. We draw attention to three imperatives: comprehensive understanding, community empowerment, and community-based outcomes, and five procedural drivers: local leadership, strong networks, diverse community engagement, learning together, and information sharing. Based on our results, we provide greater clarity on processes that address the imperatives and mobilise the drivers of effective place-based governance for sustainability. Our results suggest that there is a need for theory and practice to advance beyond current understandings of sustainability governance to enhance the capacity of organisations seeking to implement community-based sustainability strategies.  相似文献

In the framework of an EU project on sustainable village development in China (SUCCESS), the natural climate resource was evaluated. Climate is seen as a potential for sustainability, an improvement of social life, agricultural production and reduction of air pollution problems. In this respect, thermal comfort conditions, microclimates and ventilation patterns were studied in seven Chinese villages and climate maps were drawn. Following planning recommendations, they can be transferred to decision-makers for their village development. In this framework, the paper presents a general methodology of urban climate mapping, carried out in China, applicable to all countries and climates.  相似文献

This paper analyzes livelihood change and livelihood sustainability of households in the upland part of the Lembang subwatershed, West Sumatra, in response to changes in the natural resource management context during the last decade. Using the sustainable livelihood framework (SLF), we measured livelihood changes at two separate points in time, 1996 and 2006, and assessed their environmental, economic, social, and institutional sustainability. We found that people with a low income had less access to capital assets than people from middle- and high-income groups. Our analysis revealed, however, that access to capital assets increased over time, and that poor households experienced economic improvement, indicating an overall increase in economic sustainability. Environmental sustainability, however, is threatened by intensive agricultural practices such as high agrochemical input and intensive soil tillage on steep slopes, leading to pollution and soil erosion. Social sustainability is also a matter of concern: while social exclusion has been reduced, income inequity has increased. Institutional sustainability is likely to remain uncertain, as local institutions for natural resource management are still weak, despite the fact that decentralization has been implemented during the last 8 years. External facilitation is needed to improve the livelihood of upland people while, at the same time, enhancing the sustainability of watershed management. Strengthening local institutions, conserving natural resources, and promoting environmentally sound agricultural practices are the three most important policies to be promoted within the watershed.  相似文献

As a response to stakeholders’ interest in sustainable products and services, an organization may change its approach to sustainability issues, from isolated social and environmental projects to corporate sustainability strategies and practices that are part of their core business. However, many of the efforts associated with these sustainability strategies cannot be directly exerted by focal organizations. We consider the situation in which a focal organization (sustainability buyer) outsources sustainability efforts to another organization (sustainability seller). While buyers cannot directly exert sustainability efforts, they can provide economic or technical support to their sellers in order to incentivize these efforts. We investigate how the effort and support decisions change according to characteristics of stakeholders, buyers, and sellers. Additionally, the presence of sustainability-minded stakeholders may lead to buyers’ competition on the sustainability effort exerted by their sellers. Therefore, we extend our analysis of sustainability efforts and incentives to the case of two competing buyers, and we determine conditions under which sharing a seller is preferred by the buyers to having a separate seller for each buyer.  相似文献

Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. This article presents a systematic literature review of 109 articles (1992–2015) dealing with Local Agenda 21 processes worldwide. It analyzes two essential elements of Local Agenda 21: (1) the holistic approach of the sustainable development concept and (2) the main driving forces behind such processes. It shows that, although at the beginning, sustainability was seen as a natural extension of environmental policy work, it has been perceived over recent years as a guiding principle applied to issues of environment, economic development, and social welfare, and Local Agenda 21 is perceived as a coherent approach to sustainability planning. In addition, Local Government Strategy is the main typology followed, although it suffers from important limitations. Future studies could focus on local sustainability process outcomes. Further quantitative studies would be welcome, given the qualitative case study dominance in the field. We conclude with a research agenda to tackle theoretical, methodological, and empirical lacunae.  相似文献

The great majority of China's developing towns will be extensions of already existing villages. With the prospect of hundreds of millions of Chinese farmers projected to leave their villages to become industrial workers in new and expanded towns within the next few years, new challenges will be faced. As expansion and modernization progress, this development moves from the traditional village model that operates not far from resource sustainability to increasingly unsustainable patterns of commerce, urban development, and modern life. With such an unprecedented mass migration and transformation, how can Chinese culture survive? What is to become of the existing million plus agricultural villages? How can these massively unsustainable new industrial towns survive? Since the end of the 1980s the concept of sustainable development has gained general acceptance, but much uncertainty still exists on how to operationalize this concept. In forestry the concept of sustainability has been an accepted principle since the 18th century. The experiences with its application in forestry may contribute towards obtaining a better insight into the implications and operational significance of the concept of sustainability. This article describes the history of sustainability in forestry, including the various social values on which its interpretation has been based. The original principle of sustained yield has gradually been broadened to a more inclusive principle of sustainable forest management. The dynamics in social valuation of forest resources resulted in various attempts at practical operationalization of the principle. Notwithstanding 200 years of efforts to operationalize the concept of sustainability, its exact application in forestry remains troublesome. Three lessons are drawn: (1) the need to recognize the different nature of ecological limits and social dynamics, (2) the role of dynamic social values with respect to forest resources, and (3) the significance of operational experiences in trying to attain sustainability within a concrete context.  相似文献

Since the liberalisation of its investment regime in the 1990s, Argentina has seen a rise in foreign direct investment into large-scale exploration and exploitation of mineral resources. However, many social groups (local communities, grassroots movement and the church) often strongly oppose new mining projects on the grounds of environmental, ethical and economic concerns. In a situation marked by widespread conflict, mining companies continue operating and develop Corporate Social Responsibility (CSR) initiatives which are often promoted as a means of contributing to the sustainability and development of the nation. The paper develops a framework to highlight how the principles of stakeholder theory could be used as conceptual and practical guidance for conflict-resolution oriented CSR policies. The framework is further used to analyse two case studies of conflictive mining projects in Argentina. The paper explores how key stakeholders perceive contribution of CSR to welfare and the socio-economic development of mining communities and sustainable development of the nation. It demonstrates that institutional and social stakeholder networks often strongly oppose the idea of voluntary self-regulation implied by CSR in situations characterised by weak governance. Even though the CSR of companies could be improved in areas of corporate communication, transparency, stakeholder engagement and dialogue, it is not seen as a panacea for the social conflicts in the sector.  相似文献

The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path.  相似文献

This paper examines Chevron's programme of CSR at a gas field in Bangladesh. Whilst apparently building partnerships in the villages that surround the Bibiyana Gas Field, we suggest that the corporation remains detached from the local population via their community development programmes and employment policies. This contradiction is submerged by ideas and practices within global development discourse which celebrate the disconnection and disengagement of donors via the rhetoric of sustainability. Chiming with development praxis and the neo-liberal values which underscore it by stressing self-reliance, entrepreneurship and ‘helping people to help themselves’, the corporation's Community Engagement Programme does little to meet the demands of local people who hoped for employment and long term investment, a form of connection that is discordant to discourses of self-reliance and sustainability.  相似文献
