This article provides an overview of natural resource economics. It begins with a summary of historical and current views on resource scarcity. It then discusses economic models for optimal management of non-renewable and renewable resources at the micro and macro levels and evaluates their usefulness in planning, management and policy making.  相似文献

Resource management as a key factor for sustainable urban planning   总被引:2,自引:0,他引:2  
Due to fast urbanization and increasing living standards, the environmental sustainability of our global society becomes more and more questionable. In this historical review we investigate the role of resources management (RM) and urban planning (UP) and propose ways for integration in sustainable development (SD). RM follows the principle of circular causation, and we reflect on to what extent RM has been an element for urban planning. Since the existence of the first settlements, a close relationship between RM, urbanization and technological development has been present. RM followed the demand for urban resources like water, energy, and food. In history, RM has been fostered by innovation and technology developments and has driven population growth and urbanization. Recent massive resource demand, especially in relation to energy and material flows, has altered natural ecosystems and has resulted in environmental degradation. UP has developed separately in response to different questions. UP followed the demand for improved living conditions, often associated to safety, good manufacturing and trading conditions and appropriate sanitation and waste management. In history UP has been a developing research area, especially since the industrial era and the related strong urbanization at the end of the 18th century. UP responded to new emerging problems in urban areas and became increasingly complex. Nowadays, UP has to address many objectives that are often conflicting, including, the urban sustainability. Our current urban un-sustainability is rooted in massive resource consumption and waste production beyond natural limits, and the absence of flows from waste to resources. Therefore, sustainable urban development requires integration of RM into UP. We propose new ways to this integration.  相似文献

The ability of Section 404 of the Clean Water Act to act as an effective, efficient, and equitable land-use planning tool was assessed through a survey of Section 404 permits in Wisconsin. In a six-month period of permitting, the 404 program reduced wetland losses in the state by 15%. Several factors were examined that may affect permit decisions; these factors are water dependency, alternatives, project type, wetland type, and public or agency comments. Only the water dependency of the project had a statistically significant effect on permit decisions, although development projects that were perceived to provide public good were more likely to be permitted. Environmental impacts of a proposed fill project were not adequately assessed in any of the permit decisions. Because of the way Section 404 is interpreted and administered by the US Army Corps of Engineers, increasing net benefits and achieving an equitable distribution of those benefits is difficult. The corps does not perform any functional evaluations of wetlands nor do they attempt to measure economic value and environmental impacts. In addition, the 404 review process is, in effect, inaccessible to the public. The de facto interpretations of the Section 404 regulations and a lack of program funding and trained personnel all contribute to the program's ineffectiveness.  相似文献

Ecological planning proposal for Kruger National Park   总被引:1,自引:0,他引:1  
This article discusses an application of the ecological planning model proposed by Van Riet and Cooks. The various steps outlined in this model have been applied to Kruger National Park in South Africa. The natural features of Kruger National Park, which form the basis of such an ecological planning exercise and from which the various land use categories, values, and zoning classes can be determined, are discussed in detail. The suitability of each of the various features is analyzed and a final zoning proposal for Kruger National Park is suggested. Furthermore a method for selecting a site for a new camp is illustrated by referring to the site for the new Mopane rest camp which is now under construction in the Kruger National Park. The conclusion is reached that the proposed ecological planning model can be used successfully in planning conservation areas such as Kruger National Park and for the selection of the most desirable sites for the establishment of new rest camps. Its suitability as a practical model in such planning exercises is proven by the fact that the siting proposals of two new camps based on this model have been accepted by the National Parks Board, the controlling body of Kruger National Park.  相似文献

Integrated resource management (IRM) is currently implemented in many parts of the world. This article promotes a pragmatic interpretation and suggests that idealistic beliefs in the problem-solving capacities of IRM are not justified. Successful implementation and performance of IRM are primarily a function of the historical context into which a project is placed. A comparative analysis of several case studies in Western Canada provides evidence for this argument, and the results can be summarized in a conceptual model about integration in resource management. IRM is interpreted as a process of constructing an objective reality of integration for sectorial management decisions, and this construction involves the transformations of power structures. This article suggests several pragmatic conclusions for IRM practice.  相似文献

Trees have been widely quoted as effective scavengers of both gaseous and particulate pollutants from the atmosphere. Recent work on the deposition of urban aerosols onto woodland allows the effect of tree planting strategies on airborne aerosol concentrations to be quantified and considered within the planning process. By identifying the potential planting locations in the local authority area, and applying them within a dispersion and deposition model, the potential magnitude of reduction in the ambient concentration of PM(10), achievable through urban tree planting, has been quantified for two UK cities. As part of the Environmental Information Systems for Planners (EISP), flow diagrams, based on planning decisions, have incorporated output from the model to make decisions on land use planning ranging from development plans and strategic planning, to development control. In this way, for any new developments that contribute to the local PM(10) level, the mitigation by planting trees can be assessed, and in some cases, reductions can be sufficient to meet air quality objectives for PM(10).  相似文献

Urban sprawl and air quality in large US cities   总被引:3,自引:0,他引:3  
This study presents the results of a paper of urban spatial structure and exceedances of the 8-h national ambient air quality standard for ozone in 45 large US metropolitan regions. Through the integration of a published index of sprawl with metropolitan level data on annual ozone exceedances, precursor emissions, and regional climate over a 13-year period, the association between the extent of urban decentralization and the average number of ozone exceedances per year, while controlling for precursor emissions and temperature, is measured. The results of this analysis support the hypothesis that large metropolitan regions ranking highly on a quantitative index of sprawl experience a greater number of ozone exceedances than more spatially compact metropolitan regions. Importantly, this relationship was found to hold when controlling for population size, average ozone season temperatures, and regional emissions of nitrogen oxides and volatile organic compounds, suggesting that urban spatial structure may have effects on ozone formation that are independent of its effects on precursor emissions from transportation, industry, and power generation facilities.  相似文献

We investigated Bayesian networks to classify urban land use from satellite imagery. Landsat Enhanced Thematic Mapper Plus (ETM(+)) images were used for the classification in two study areas: (1) Marina del Rey and its vicinity in the Santa Monica Bay Watershed, CA and (2) drainage basins adjacent to the Sweetwater Reservoir in San Diego, CA. Bayesian networks provided 80-95% classification accuracy for urban land use using four different classification systems. The classifications were robust with small training data sets with normal and reduced radiometric resolution. The networks needed only 5% of the total data (i.e., 1500 pixels) for sample size and only 5- or 6-bit information for accurate classification. The network explicitly showed the relationship among variables from its structure and was also capable of utilizing information from non-spectral data. The classification can be used to provide timely and inexpensive land use information over large areas for environmental purposes such as estimating stormwater pollutant loads.  相似文献

This article is the first in a series of three. These articles were prepared to document the growth management process undertaken in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue, or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2, a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5 involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step 9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs. It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado. Whilst the process of local plan preparation and adoption in England is far from complete, the commitment to the statutory planning process has not precluded the use of informal or non‐statutory material either in addition to or instead of statutory plans. The Ala Wai Canal Watershed Model (ALAWAT) is a planning-level watershed model for approximating direct runoff, streamflow, sediment loads, and loads for up to five pollutants. ALAWAT uses raster GIS data layers including land use, SCS soil hydrologic groups, annual rainfall, and subwatershed delineations as direct model parameter inputs and can use daily total rainfall from up to ten rain gauges and streamflow from up to ten stream gauges. ALAWAT uses a daily time step and can simulate flows for up to ten-year periods and for up to 50 subwatersheds. Pollutant loads are approximated using a user-defined combination of rating curve relationships, mean event concentrations, and loading/washoff parameters for specific subwatersheds, land uses, and times of year. Using ALAWAT, annual average streamflow and baseflow relationships and urban suspended sediment loads were approximated for the Ala Wai Canal watershed (about 10,400 acres) on the island of Oahu, Hawaii. Annual average urban suspended sediments were approximated using two methods: mean event concentrations and pollutant loading and washoff. Parameters for the pollutant loading and washoff method were then modified to simulate the effect of various street sweeping intervals on sediment loads.  相似文献

This paper is concerned with the link between urban quality improvements and economic activity. A key question is whether improvements in the urban environment which might be achieved, for instance, through pedestrianisation, will affect business location choices - for example, are office or retail businesses particularly keen to locate in more pleasant urban places? The paper outlines the current state of development of the literature with respect to the influence of urban quality on economic activity, and proposes a framework for forecasting economic impacts based on three communities of reference: customers, employees, and the businesses themselves. The results from original modelling of a case study area in Manchester, England are reported and suggest that the positive uplifts that may be expected from environmental improvement programmes may well be on a scale which is significant. The research is obviously important for the urban regeneration and renaissance agendas which posit attractive and well-designed environments as a way to create the right conditions for promoting economic growth.  相似文献

Since October 1977, the East-West Environment and Policy Institute in Honolulu has been conducting a multinational collaborative project to enhance the preparation and utilization of natural systems assessments in developing countries. This paper presents some of the findings to date: 1. Channels are developing rapidly for transferring ecological knowledge into political and administrative decision making. 2. The systematic approach of ecology is replacing environmental quality as the organizing concept for information about natural resources and the environment. 3. Benefit-cost analysis is a promising method for integrating ecological knowledge into economic development decision making. 4. The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals.  相似文献

The country estate has a particular place in the English countryside and its contribution to the landscape scene is distinct and valuable. The paper describes an approach to planning a large country estate of parkland, woodland and estate villages in Cheshire. A Reconnaissance Survey led to the Outline Strategy for six ‘landscape types’ discovered on the estate. Several surveys have investigated the nature of farming under urban fringe conditions but none, until now, have involved the continuous monitoring of criminal and civil law incidents over a period of time. This paper describes the results of such a survey on urban fringe farms between Tyneside and Sunderland in North‐East England. The analysis outlines the nature of offences which occurred, the type of offender, the time incurred by and cost of the incident to the farmer. The cost of the offences should determine how many resources are devoted to remedying the problem, e.g. in modifying local plans.  相似文献
