India has a long coastline of about 7,517 km. with 20% occupying the coastal area. Due to increase in population; people have been exploring the possibility of developmental opportunities in the coastal areas. Tsunami in 2004 was another unexpected natural catastrophe which badly affected many South Indian coastal states especially the state of Tamil Nadu. Coastal communities here are increasingly at risk from many chronic and episodic coastal hazards which threaten the health and stability of coastal ecosystems and communities. The degradation of the coastal environment from chronic human-induced actions threaten food security, livelihoods, the overall economic development and well being of coastal communities. Disasters big or small affecting the coastal communities are reminders that, coastal communities are not resilient to normally recurring hazards. This fact has raised the question of developing community resilience since the most effective approach to reducing the long-term impact of coastal hazards would be to enhance capacities of coastal communities through initiatives which are aimed at ensuring a sustainable recovery in the aftermath of a disaster as well as reducing people’s vulnerability to these disasters. Eight elements of resilience i.e., Governance, Coastal Resource Management, Land Use and Structural Design, Society and Economy, Risk Knowledge, Warning and Evacuation, Emergency Response and Disaster Recovery have been identified which are considered essential to reduce risk from coastal hazards, accelerate recovery from disaster events, and adapt to changing conditions by the affected community. In this paper, all the eight resilience elements have been examined with respect to vulnerability and capacity assessment in selected Tsunami (2004) affected districts in the state of Tamil Nadu, India in order to identify the extent of resilience.  相似文献

In response to climate change, coastal communities are expected to experience increasing coastal impacts of sea-level rise (SLR). Strategies formulated and implemented to curb these impacts can thus be more effective if scientific findings on the response to climate change and SLR impacts on coastal communities are taken into consideration and not based merely on the need for coastal protection due to physical coastal erosion. There is also the need to determine the level of awareness of sea-level rise and responses in coastal communities to improve adaptation planning. This study assesses the impact of future erosion on the coastal land cover of Ghana. This assessment estimates approximately 2.66 km2, 2.77 km2, and 3.24 km2 of coastal settlements, 2.10 km2, 2.20 km2 and 2.58 km2 of lagoons, 1.39 km2, 1.46 km2 and 1.71 km2 of wetlands to be at risk of inundation by the year 2050 based on coastal erosion estimates for the 2.6, 4.5 and 8.5 Representative Concentration Pathways (RCPs) used in the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC). This study also assesses the level of awareness of respondents to SLR on the coast of Ghana and explores the availability and level of integration of scientific knowledge of SLR into coastal adaptation strategies in Ghana. Assessment of the awareness of SLR responses to the changing climate in Ghana is made through semi-structured interviews at national, municipal/district and coastal community scales. Although settlements may be inundated based on the coastal erosion estimates, coastal dwellers interviewed cherish their proximity to the sea and are determined to maintain their occupancy close to the sea as spatial location influences their source of livelihood (fishing). Respondents lack knowledge/understanding of SLR, as the majority of household interviewees attributed the rise or fall in sea level to God. Respondents from Ngiresia alleged that the ongoing coastal sea defence project in their community has led to increased malaria cases.  相似文献

The 26 December 2004 tsunamis around the Indian Ocean exposed the vulnerability of many coastal communities, including those serving tourists. To draw conclusions regarding disaster risk reduction for tourism in coastal areas, this study surveyed international tourists who survived the tsunami regarding their perceptions and experiences of the disaster. Semi-structured interviews were completed between January and June 2005 of 55 primary interviewees who were international tourists in locations affected by the tsunami. The qualitative data from the interviews yielded commonalities across four main themes with relevance to disaster risk reduction: information and awareness, warning systems, personal preparation, and livelihoods. Three areas are suggested as topics to highlight for further investigation: the connections between sustainable tourism and disaster vulnerability, the role of tourists in disasters, and disaster risk reduction education.  相似文献

The Indian subcontinent is highly prone to the detrimental impacts of hazards viz. cyclones, floods and storm surges. Of late, these events have become extreme in nature and intensity. While occurrence and severity of the events is being linked to the phenomenon of climate change, their devastating potentialities are also getting triggered due to lack of resilience and coping capacity of the human community. That in turn depends on distribution of activities over the land i.e. land use pattern, affecting the socio -economic conditions directly. A coastal village often lacks infrastructural support, administrative attention and planning standards compared to a coastal city, thereby making it more vulnerable to disasters like flood. In a coastal city it is easy to govern and manage livelihood as land use depends highly on anthropogenic decisions. While in a coastal village, activities would highly depend on its natural characteristics viz. coastal geomorphology, soil, vegetation cover i.e. governance of livelihood by the eco-system. Hence, managing disaster through in-situ pro-active or developmental measures in a rural planning unit though imperative, is a challenging task. This paper focuses on spatial planning techniques for Restoration of ecological buffers and livelihood enhancement that would sustainably combat the impact of flood at village level in a coastal area. Geographic Information System (GIS) and Remote Sensing (RS) techniques have been used extensively in this study as application tools.  相似文献

The head Bay region bordering the Bay of Bengal is highly vulnerable to tropical cyclones. Catastrophic risks from storm surge and associated inundation are quite high due to high population density in coastal areas, socio-economic conditions, and shallow bathymetry. It features the world’s largest deltaic system comprising of ‘Sunderbans’ bordered by West Bengal and Bangladesh. In a geomorphologic sense, the head Bay region is a low-lying belt comprising several barrier islands and river drainage systems, numerous tidal creeks, and mud flats having a high risk for widespread inundation. In addition, the high tidal range together with low-lying topography leads to high risk and vulnerability from storm surge inundation. During May 2009, a severe cyclonic storm Aila struck West Bengal causing enormous destruction to life and property along coastal belts of West Bengal and Bangladesh. It was the strongest pre-monsoon cyclone in the past two decades that had landfall in West Bengal. This work reports on a numerical study for hypothetical storm surge and associated inundation from Aila using the ADCIRC model. The study covers a comprehensive qualitative analysis on water level elevation and onshore inundation for West Bengal and Bangladesh regions. The estimated peak storm surge was about 4 m in the Sunderban region that propagated into all major riverine systems, inundating the river banks as well the inland areas. Numerical simulations indicate an average inland penetration distance of 350 m with a maximum of 600 m at various coastal locations in West Bengal and Bangladesh. The study emphasizes the need and importance of inundation modeling system required for emergency preparedness and disaster management.  相似文献

Scientific consensus shows that the changes related to climate change are already occurring and will intensify in the future. This will likely result in significant alterations to coastal ecosystems such as mangroves, increase coastal hazards and affect lifestyles of coastal communities. There is increasing speculation that mangrove, a socio-economically important ecosystem, will become more fragile and sensitive to uncertain climate variability such as sea level rise. As a result, mangrove-dependent societies may find themselves trapped in a downward spiral of ecological degradation in terms of their livelihoods and life security. Strengthening the resilience capacity of coastal communities to help them cope with this additional threat from climate change and to ensure sustainability calls for immediate action. In this context, this paper critically examines the regional implications of expected sea level rise and threats to mangrove-dependent communities through a case study approach. The main objective is to highlight the requirement for climate change communication and education to impart information that will fulfil three expectations: (1) confer understanding; (2) assess local inference on climate change through a participatory approach; and (3) construct a framework for climate change awareness among mangrove-dependent communities through community-based non-formal climate change education. This scale of approach is attracting increasing attention from policymakers to achieve climate change adaptation and derive policies from a social perspective.  相似文献

The study examines mainstream efforts to rehabilitate and conserve forests in Cameroon, and concludes that technocratic blueprints will always flounder when they come face-to-face with the real world of complex human relations in poverty-stricken societies. These result from the failure to integrate concerns relating to rights, needs and priorities of rural communities, who are the local natural resource users. The paper argues that when rural livelihoods are affected negatively, the adjacent forest communities often respond in ways involving conflict, illegal exploitation of resources and apathy, which makes the realisation of conservation goals very remote. There is, therefore, need for a broader perspective that links environmental protection with human welfare. Consequently, the study advocates that Social Impact Assessment (SIA) be an integral part of such conservation projects if success is to be achieved.  相似文献

The Coastal Vulnerability and Exposure Degree (CVED) of the Gran Canaria Island and the coastal risk of Playa de Las Canteras (Las Palmas de G.C.) have been assessed by means of a GIS analysis. The evaluation of coastal vulnerability (H) has been performed by using two different levels of analysis: the first one regarding the entire Island (Coastal Vulnerability Index method - CVI), the second one regarding specifically Las Canteras Beach, selected for its socio-economic importance (Coastal Vulnerability Assessment method - CVA). The application of the CVI method, based on geologic-geomorphologic and meteomarine data easily available, has allowed the regional scale assessment of coastal vulnerability (H) along the Gran Canaria coastline and, therefore, the individuation of more critical coast stretches deserving further analysis. The application of the CVA method, based on more specific morphologic-sedimentary beach features that allow to consider both the beach retreat due to storm surge and the coastal inundation due to run-up on the beach, has provided a large scale detail on the coastal vulnerability of Las Canteras Beach. Socio-economic and damage indexes have been determined for the 15 coastal municipalities included in the study area and, by means of the resulting matrix product, the degree of exposure (Ex) along the Gran Canaria coast has been assessed. Finally, the combination of coastal vulnerability and exposure levels has allowed to obtain the Coastal Vulnerability and Exposure Degree (CVED) for the entire Island and the risk levels that characterize specifically Las Canteras Beach. Major results in terms of CVED highlight prevailing low vulnerability and exposure levels along the western coast, and overall high vulnerability and exposure levels along the eastern coast, from Las Palmas de G.C. to San Bartolomé de Tirajana. The focus made on Playa de Las Canteras has allowed to identify the areas characterized by medium and high risk levels that represent approximately one third (940 m) of the entire beach and are located in its central part. The used two-level analysis approach has proved its efficiency by highlighting the degree of coastal vulnerability along the study coast and, especially, more critical coast stretches (CVI method) such as the Playa de Las Canteras that can be successfully analysed with the CVA approach allowing for a large-scale assessment of risk aspects, essential for a correct definition of priority management strategies. Results obtained with the present study, along with the awareness of the increasing phenomena of coastal erosion and marine flooding arising on the mid-long term due to the effects of global climate change, highlight the need for the competent public administrations of Gran Canaria to develop a strategic approach to coastal management and sustainable development that considers as a whole socio-economic values and natural resources, coastal vulnerability and exposure degree, and risk aspects.  相似文献

ABSTRACT

Although sustainable development was defined in the Brundtland Report almost 30 years ago, the current usage of the concepts of sustainability and sustainable development remain highly equivocal. In the context of rural communities, multiple interpretations and weak definitions lead to confusion in understanding what comprises a sustainable rural community. Building on existing definitions (e.g. Baker’s, 2006, ‘Ladder of Sustainable Development’), models (principally, The Egan Review’s, 2004, ‘Components of Sustainable Communities’) and findings of this study, a sustainable community is defined and a holistic model of a sustainable place-based rural community is presented. This model, the sustainable community design (SCD) is used as the basis for analysing community sustainability, which is measured using mixed methods and scorecard assessment. Sensitivity of the method is demonstrated with inter- and intra-community variations in sustainability across three diverse Scottish rural communities. Intra-community variations illustrate heterogeneity in community sustainability, explain ambiguity in characterisations of an individual community’s sustainability, and highlight the importance of an interdisciplinary and holistic approach to community development. The SCD framework is presented as a useful tool for meso-level sustainability assessment and to facilitate the sustainable development of rural communities.  相似文献

Although threats to global biodiversity are well known, slowing current rates of biodiversity loss remains a challenge. The Aichi targets set out 20 goals on which the international community should act to alleviate biodiversity decline, 1 of which (Target 1) aims to raise public awareness of the importance of biodiversity. Although conventional indicators for Target 1 are of low spatial and temporal coverage, conservation culturomics metrics show how biodiversity awareness can be quantified at the global scale. Following methods used for the Living Planet Index, we devised a species awareness index (SAI) to measure change in species awareness based on Wikipedia views. We calculated this index at the page level for 41,197 species listed by the International Union for Conservation of Nature (IUCN) across 10 Wikipedia languages and >2 billion views from 1 July 2015 to 30 March 2020. Bootstrapped indices for the page-level SAI showed that overall awareness of biodiversity increased marginally over time, although there were differences among taxonomic classes and languages. Among taxonomic classes, overall awareness increased fastest for reptiles and slowest for amphibians. Among languages, overall species awareness increased fastest for Japanese and slowest for Chinese and German users. Although awareness of species as a whole increased and was significantly higher for traded species, from January 2016 through January 2020, change in awareness appeared not to be strongly related to whether the species is traded or is a pollinator. As a data source for public biodiversity awareness, the SAI could be integrated into the Conservation International Biodiversity Engagement Indicator.  相似文献

This study was conducted in Gwayi Valley Conservation Area in Zimbabwe. The objective was to evaluate the level of environmental awareness raising among rural communities resettled by government in a wildlife conservation area and their behavior and actions towards biodiversity conservation. We selected three communities based on the degree of exposure to environmental awareness campaigns by various government departments and non-governmental organizations. This formed a gradient of exposure to environmental awareness campaigns, ranging from the most accessible and exposed community (Hangano), moderately exposed (Gwayi) through to the least accessible and exposed community (Karna). We used focus group discussions, key informant interviews and structured interviews with 95 respondents in the selected communities from November 2016 to April 2017. Through public awareness raising, a number of conservation groups were established including fire and hunting committees, anti-poaching teams and environmental resource monitors. While these groups were found to be either inactive or less effective in Gwayi and Karna, all were found to be very active and effective in Hangano. Similarly, community behavior and actions that caused biodiversity loss such as indiscriminate cutting of live trees, poaching, streambank cultivation, fishing in rivers with nets and use of sledges were much reduced in Hangano than in Gwayi and Karna. Frequent environmental awareness campaigns played a critical role in promoting biodiversity in Hangano. We conclude that substantial gains can be made in environmental conservation by investing more in public awareness campaigns, particularly in developing countries such as Zimbabwe where financial resources for conservation are scarce.  相似文献

The relationships between macrobenthic subtidal community structure and the status of sediment pollution were analysed at 24 sampling stations in the Montevideo coastal zone. In order to judge the status of community perturbation a phylum-level meta-analysis was applied to the production data from the Montevideo coastal zone samples alone and combined with the original training data set from 50 samples collected on the NE European shelf. The community was dominated by the gastropod Heleobia cf. australis. The MDS (multi-dimensional scaling) ordination with abundance data (species-level) and the MDS ordination with production data (phylum level), using only our samples, showed the formation of three groups of stations. Results of the BIO-ENV procedure showed that lead, salinity and polycyclic aromatic hydrocarbons (PAHs) were the variables that best explained the biological pattern observed. However, a clear salinity gradient was observed from the inner stations of Montevideo Bay to the outer coastal stations; the high levels of Pb, PAH and Cr concentrations recorded at stations B, C and D in Montevideo Bay were important in discriminating these locations from the others. The MDS ordination combining the production data from the 24 samples from the Montevideo coastal zone with the original data set showed correct assessment of the pollution status for the 24 samples from Montevideo on a common scale of perturbation. The separation of the Montevideo coastal zone samples seems to be mainly due to the high proportion of molluscs. Our results suggest general applicability of the phylum-level meta-analysis approach, even in such cases as this, with high dominance of only one phylum; however, more studies are still necessary.Communicated by O. This paper examines the influence of dune morphological evolution on plant species diversity and composition on the Magheramore dune system, Donegal, north-west Ireland. It aims to demonstrate the need for understanding of local geomorphological factors and their affect on ecological processes for the enhanced conservation management of coastal dunes. Vegetation surveys and cluster analysis of species associations, in combination with GIS analysis focused on two prograding dune sites within the Magheramore system. Contrasting geomorphic evolution over similar timescales has imposed site-specific environmental conditions that have had a direct impact on the range of plant species communities present. Cluster analysis revealed 5 main species community types that defined specific dune habitats, the organisation of which is strongly influenced by geomorphic evolution. This study demonstrates the importance of geomorphic evolution and morphological heterogeneity in habitat and species diversity.  相似文献

Like many developing countries, Ghana is grappling with environmental issues, such as the degradation of coastal natural resources. In an attempt to ameliorate the current state of affairs, broad institutional arrangements and policy interventions have been put in place. However coastal natural resources are still being overexploited and the effects of this are felt more strongly by certain groups (such as women and the rural poor) than others. This has led to the argument pointing to an urgent need to include local resource users as active participants in environmental decision making and to incorporate their environmental values in the management of coastal natural resources. Using empirical data from women in two Ghanaian coastal communities, this paper highlights the importance of exploring how the environmental attitudes and values of women might be considered in the management of local coastal natural resources. It assesses effectiveness of the paired comparison methodology in this respects and how this method can be also used to prioritise their environmental concerns. The results show that in both areas respondents place the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. The paper thus argues that having discovered that the ecological value placed on natural resources is low, initiatives that could win the support of people would be those that link the livelihood and wellbeing to coastal NRM. It emphasizes the fact that conservation cannot exist outside of people and social systems; nor will it succeed unless they are linked to the welfare of resource users.  相似文献

Coastal erosion is a serious environmental problem that has caused the loss of private infrastructure and national assets along Ghana’s coast. Several hard engineering measures have thus been used to protect some communities and vital state assets when they became threatened. Regardless of this problem, sediment mining activities are increasingly practiced along most of Ghana’s coast, further exacerbating coastal erosion intensity and degrading coastal ecosystems. This paper provides an overview of the activities of coastal sediment miners along four administrative Districts in the Central Region of Ghana and identifies how issues arising from the practice are managed at the local community level as well as by state environmental regulators. The study uses a mixed-method approach, involving individual and group interviews, administration of a set of structured questionnaire and field observations, to identify coastal sediment mining and emerging management issues. Overall, three main categories of coastal sediment mining activities were identified in the area. Results indicate that coastal sediment mining is widely practiced by both commercial contractors and community members, giving rise to the high perception among residents that it is the reason for the degradation of the coastline in the studied areas. The study also established that state environmental regulators have weak inter-agency cooperation leading to poor enforcement of environmental laws and non-prosecution of offending individuals. The paper suggests that since each identified sediment mining activity has its own peculiar issues and mode of operation, coastal managers should address each category independently in order to derive lasting impacts in curtailing the practice.  相似文献

Coastal dunes are increasingly at risk due to pressures deriving from global climate change, sea level rise, recreation and development. The consequences of the “coastal squeeze” in which dunes are placed, such as erosion and the loss of critical ecosystem services, are usually followed by expensive restoration and protection measures, many of which are unsuccessful. Due to the poor understanding and acknowledgement of the key attributes of coastal dunes in decision making processes, it is essential to provide scientific data on the impacts of human interference on coastal dunes so as to inform executives and guide them towards a sustainable management of the coastal zone. The aim of this study was to investigate the impact of five different levels of infrastructure development on the vegetation community structure of coastal dunes in Jeffreys Bay, South Africa. The effects of infrastructure development on dune vegetation were quantified by measuring the richness, diversity, cover, height and composition of plant species. With an increase in infrastructure development a significant decrease in dune width, average species richness and height of the plants occurred, accompanied by a shift in plant community composition. The foredunes that were backed immediately by infrastructure presented significantly greater species richness, diversity, cover and height compared with the foredunes abutted by primary dunes. This study demonstrated that coastal dunes are environments which are sensitive to varying levels of human impact. Informed and comprehensive management planning of these environments is therefore imperative for the restoration and maintenance of remnant dunes and for the conservation of undeveloped coastal dunes.  相似文献

The interface between the sea and land is a very dynamic system that is always migrating landward or seaward. The landward migration results in the shoreline threatening coastal infrastructure and destroying the coastal environment. Coastal erosion has resulted in both social and economic problems. Coastal cities have also experienced increasing infrastructure development and population growth. This has resulted in a land “squeeze situation” in which both the shoreline and the “humanline” are competing for space along the coast. This struggle for space could result in serious environmental disaster as a result of the dynamics of the oceanic system, which could impact the immediate environs severely. The aim of this study was to determine if the rate of human encroachment of coastal lands for development exceed the rate at which the shoreline is moving inland as part of its natural cyclic behaviour. This study used 1985 aerial photographs and 2005 orthophoto map of the Accra western coast. Major land cover was identified, classified and overlayed in GIS environment. This enabled changes to be estimated. The shorelines were also digitised and the rate of change computed using the DSAS software. The results indicate that the estimated total area of land lost by human encroachment on the coastal land within the period under study is about 242,139.7 m2. However, the rate of land lost to human development is about 8,349.64 m2/year, which is relatively high. The historic rate of erosion computed for the period under study is about 1.92 m/year. Comparing the two rates indicates that human activities are moving closer to the shoreline as compared to the rate at which the shoreline is moving inland. This study recommends that setback lines should be put in place to protect lands for the shoreline’s cyclic activities.  相似文献

Hydraulic dredging targeting the bivalve Chamelea gallina in the northern and central Adriatic Sea has been taking place for over 30 years. In the period 2000–2001, 73 commercial dredgers harvested the resource within the sandy coastal area of the Ancona Maritime District (central Adriatic Sea). Despite this, no study aimed at investigating the impact of the fishery on the macrobenthic community of the area has ever been carried out. Sampling was done at 6 monthly intervals in an attempt to relate the impact of hydraulic dredging to different levels of fishing intensity. Data regarding two depth strata (4–6; 7–10 m) were analysed separately by means of permutational multivariate analysis of variance. The results revealed an overall condition of moderate disturbance within the benthic community, especially so within the 4–6 m depth stratum. The response of the benthic community to varying intensities of fishing activity was rapid, occurring within 6 months. Differences in the response of benthic community to differing intensities of fishing activity were found between the two depth strata considered. Significant differences in multivariate location of the benthic community were revealed between the three disturbance levels in both depth strata. Differences in multivariate dispersion were detected above a threshold level of fishing intensity, only within the shallow community. Differences were found between depth strata relating to species diversity and evenness, with significant differences between levels of fishing intensity being evident only within the 4–6 m depth stratum. The results emphasised that, even in a benthic community that is typical of a moderately disturbed environment, the effects of fishing on community structure were still discernible over and above the natural variation.  相似文献
