Coastal zones in Portugal, as interface areas between land and sea, have problems related to the growing human pressure in
terms of changes in land use associated with urban and industrial occupation, new accessibility (ports, motorways) and traffic
flows, intensification of recreational use (beaches, water sports) and excessive fishing. Impacts include deterioration of
water quality and sediments; alteration and degradation of natural habitats; new hydrodynamic situations; major landscape
changes: and rapid changes in habits and way of life of the local populations and increased exposure of populations and assets
to natural and induced risks (storms, accidents, spills, explosions).
Plans for the Management of the Coastal Zone (POOC) have been developed and seven of them have been approved, while two similar
plans are at a final stage of preparation. Together they cover the entire coast of Portugal. Their implementation and assessment
could be a first step towards an integrated management of the Portuguese coastal zones. River Basin Management Plans (PBH)
have been concluded and recently approved for the whole country. However, these plans do not consider estuarine systems and
some other issues related to coastal systems. The National Water Plan (PNA) is under public presentation and discussion. Several
‘key messages’ are presented in this paper as a contribution for assessment of the proposals of this plan on issues related

The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal
areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea.
Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the
space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies,
the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of
new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near
the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total
man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated
objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory.
Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different
scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the
coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial
planning, integrated coastal management and the strategic environmental assessment along coastal areas.

Management of the coastal zone for the purposes of conservation and sustainability is a well-described concept in the literature.
This paper describes the importance of modelling various forms of maritime traffic as an intrinsic element of this process.
Effective use of GIS in this context implies extensive data acquisition and cleaning, vessel path simulation, traffic density
maps, and incident (spills or accidents) distribution when applicable. Risks can be determined by evaluating detrimental occurrences
relative to exposure levels. Effective visualization and quantitative analyses can then be fruitfully applied to various coastal
zone management spheres, such as oceans use planning, emergency response planning, and marine protected area delineation. 相似文献

This paper is a summary and elaboration of an earlier publication in Dutch on the compilation of a landscape-ecological map,
scale 1 : 50 000, of the Dutch coast. It is argued that such an integrated map is the best basis for the conservation and
management of the coastal dunes and salt marshes. It may be combined with local more detailed vegetation maps, some examples
of which are mentioned in the context of management.
The Dutch North Sea coast is a ca. 350 km long chain of sandy beaches and sand dunes, from only 100 m to more than 10 km wide.
On sheltered stretches of dune coasts along estuaries in the Southwest and on the Wadden Sea islands, salt marshes have developed.
The small-scale gradient structure of the beach-dune-salt marsh complex is emphasized. 相似文献

a ‘dynamic preservation’ is primarily aimed at safety against flooding and at sustainable preservation of the values and interests
concerning the dunes and beaches. Five years later, a first overview of the benefits and bottlenecks of the new coastal defence
policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance
1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences
of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present
report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental
report.
The overall conclusion of the evaluation study is that the 1990 choice for ‘dynamic preservation’ was right. Sand supply is
an effective method of coastline maintenance, which also serves functional uses in the beach and dune area. However, nearly
a doubling of the supply volume is necessary to compensate for sand losses in the coastal zone. A more integrated management
of the coastal zone is necessary to find an equilibrium between the interests of socio-economic development and the maintenance

A GIS-based vulnerability assessment of coastal natural hazards,state of Pará, Brazil 总被引:1,自引:0,他引:1
Studies carried out in the NE coastal zone of the State of Pará (Brazil) have recorded, in the last 25 years, numerous evidence
of natural impacts of the flood and erosion processes. As a consequence, diverse strategies and measures of population adaptation
have been implemented but with limited success. Therefore, in order to subsidize the Coastal Zone Management Program of Pará,
this paper aims to identify, assess and classify natural and socio-economic vulnerabilities of this coastal zone by means
of a Geographical Information Systems (GIS)-based composite coastal vulnerability index (CVI). In spite of the data problems
and shortcomings, using ESRI’s Arcview 3.2 program, the CVI score, to classify, weight and combine a number of 16 separate
natural and socio-economic variables to create a single indicator provides a reliable measure of differences (5 classes) among
regions and communities that are exposed to similar ranges of hazards. The results are presented in three maps referred to
as Natural, Socioeconomic and Total Vulnerability. The confidence associated with the results obtained, the need to utilize
another variables, and to frequently update the ones used already were analyzed and discussed. 相似文献

The practice of coastal zone management in Portugal is very recent. Key issues and considerations about natural shoreline
dynamics, main policy instruments, and lessons learned from the EU Demonstration Programmes on Integrated Coastal Zone Management
in Portugal will be outlined in this paper in an attempt to understand how the practice of ICZM and its prospects are. Coastal
zone management problems and their associated side effects, as well as national and international evolution patterns will
be drawn. Some means of achieving better coastal zone management practices and ways of addressing some of its forefront issues
are also identified. Special attention will go to erosion problems. The pressure induced by urban development and economic
activities on coastal areas is increasing. Poor sediment availability combined with years of neglected management and over-exploitation
of resources have had a negative impact, and there are many areas showing evidence of coastal erosion. There is a need to
improve policies and instruments of coastal planning and management. Coastal zone management plans are being developed for
the nine sectors of the continental Portuguese coast, providing a full analysis of coastal systems and a delimitation of uses

Sea surface colour data, derived from the Coastal Zone Colour Scanner (CZCS) archive, have been used to assess the space/time
variability of coastal plumes and run-off in the Mediterranean Sea. A time series of 2645 scenes, collected by the CZCS from
1979 to 1985, was processed to apply sensor calibration algorithms, correct for atmospheric contamination, and derive chlorophyll-like
pigment concentration. Individual images, remapped on a 1-km2 pixel grid, were generated for each available day, and then mean values calculated pixel by pixel to form monthly, seasonal
and annual composites. The results obtained must be taken with caution, due to the CZCS limitations in the quantitative assessment
of bio-optical pigments when high concentrations of dissolved organics or suspended sediments are present, e.g. along littorals
or within plumes. Marked differences appear in the distribution of water constituents between coastal zones and open sea,
northern and southern near-coastal areas, western and eastern sub-basins. The oligotrophic character of the basin contrasts
with areas of high concentration related to river plumes—Ebro (Ebre), Po, Rhone, Nile—, coastal run-off patterns, and persistent
mesoscale features (e.g. coastal filaments and eddies). Seasonal variability appears to be high, with higher concentrations
occurring over most of the basin in the cold season, when climatic conditions are favourable to coastal run-off and vertical
mixing. Atmospheric forcing (wind and rainfall over continental margins) could play an important role in establishing the
observed space/time distribution of water constituents. The impact of continental interactions (fluvial and coastal run-off),
or that of exchanges between coastal zone and open sea, could have paramount influence on the biogeochemical fluxes in the

The main engineering-geological hazards and their factors of the Mountain Crimea coastal region are considered. A characteristic
shore line site of Cape Kikineiz and its neighboring coastal area near the Katsiveli settlement has been studied in more detail.
The important characteristic of the site is a high diversity of geological conditions with numerous manifestations of dangerous
engineering-geological processes: shore and hydrological network abrasion, loss of slopes and rocks stability, etc. These
processes have intensified during the last decades under the influence of natural and man-induced factors. The results of
preliminary study of geo-environmental situation of the area are presented. The program for further research and possible
recommendations for rational coastal hazard management and area ecological state improvement are outlined. 相似文献

The Dutch province of Zeeland is situated in the southern part of the Delta region. The geographical location of the province
and its history of inundation, land reclamation and dam-building, clearly illustrate the importance that water always has
had and still has in The Netherlands. Coastal defence projects are of utmost importance for The Netherlands and the Delta
Project is the crown project.
The importance of this project does not only regard the protection against the sea; the Delta dams also contribute considerably
to the regional infrastructure. They are a important contribution to the abolishment of the former isolation of the region.
They control inland navigation and form important boundaries for water management. They separate salt, brackish and fresh
water as well as waters with or without tidal-influence and they also influence the ecological systems in and along the waters.
Through physical planning, including the coastal policy of today, land and water can be further integrated. This paper discusses
the role of the Province in area planning, related to the division of labour between the various public authorities in The
Netherlands: state, provinces and municipalities. Coastal and water policy at the provincial level have been largely integrated
with relevant other interests.
It may be concluded that regional planning and coastal policy are beginning to adopt a new view towards dealing with water. 相似文献

It is expected that the Baltic region becomes a major centre of economic growth and prosperity in Europe already during this
decade (Anon. 2000). Therefore, an Agenda 21 for the Baltic region (Baltic 21) was developed to ensure a sustainable development.
Especially the coastal ecosystems are subject to increasing anthropogenic pressure e.g. eutrophication, traffic, harbours,
tourism or offshore wind parks. Eutrophication remains the main ecological problem in the Baltic Sea and has serious negative
social and economical consequences. Inner and outer coastal waters play an important role as buffers and filters for the Baltic
proper. Consequently, the utilization and preservation of their self-purification capacity is of great importance.
Combined results of our own coastal research and of the international workshop ‘Baltic coastal ecosystems: structure, function
and coastal zone management’ (Rostock University, November 2001) are presented here. Conclusions for an improved integrated
coastal zone management of Baltic coastal ecosystems will be presented. 相似文献

During recent decades the northern shores of the Mediterranean have experienced a rapid transformation; mainly due to touristic development. At present, more than 25% of the worldÕs hotel accommodation is found in the Mediterranean. This paper presents some figures illustrating the related growth of different sectors of coastal economy, such as housing, tourism, industry and traffic. A better control of these developments is urgently needed. To this end a spatial planning policy should be elaborated which fully incorporates environmental issues. The concept of integrated coastal (zone) management has only recently been introduced in regional and national policies. A classification of spatial dynamics including settlement-environment relationships can stimulate the implementation of integrated planning policies in the coastal belt of the Mediterranean region. 相似文献

Coastal management is a collective action. As such, it depends for its effective implementation on the cooperation of a multitude
of stakeholders, i.e. civic organizations, economic interest groups, environmental groups, governmental agencies, scientists
and other individuals. Where ‘effective implementation’ implies the achievement of targeted objectives within targeted time
horizons and ‘cooperation’ connotes that stakeholders elect to pursue cooperative strategies that may yield higher gains for
all stakeholders instead of competitive strategies that may maximize individual benefits. Thus, the fundamental challenge
of Coastal Zone Management (CZM) is to maximize the effectiveness of this management by maximizing and sustaining stakeholder
cooperation. I submit that sustainable cooperation can be maximized and nurtured for its voluntariness only by a process-oriented,
cooperative CZM. The alternative, outcome-oriented, normative CZM can force, directly or indirectly, cooperation but it cannot
sustain it. My purpose in this paper, is to highlight arguments supporting this view as well as the analytical challenges
of cooperative ICZM. Certain points are also viewed in the light of preliminary findings of a research project designed to

After introducing soft defence techniques as an alternative to hard defence techniques, the need is emphasized to consider
the coastal area as an integral system. By recalling the main driving factors for coastal management: conflict resolution,
resilience and sustainability, we logically arrive at the concepts of ecological engineering and ecotechnology, which are
increasingly acknowledged as possible solutions to achieve sustainable use of coastal space as a resource. In this context,
we refer to the principles of self design and of ecosystem conservation.
In order to deal with real situations we are in need of fundamental ‘tools’ for the application of the soft intervention technology
approach. We therefore introduce the concept of physiographic units and develop an initial elaboration for a coastal stretch
and for coastal wetlands. The latter deserve more attention because of the already established practices of ecotechnology,
at least as far as water and soil quality are concerned, but certainly also concerning morphology, especially in the future.
We conclude by briefly discussing how activities undertaken in two research projects currently being conducted under the framework
of the Marine Science and Technology Program of the Commission of the European Communities are expected to contribute to the

The main objective of the MADAM project (Mangrove Dynamics and Management) is to generate the scientific basis enabling the
sustainable stewardship of the resources of the Caeté mangrove estuary in Northeast Brazil in the sense of integrated coastal
(zone) management. To achieve this, it is necessary to acquire in-depth knowledge of natural processes as well as of the relevant
institutional, cultural, economic, social and political dynamics. Causal linkages within the ecosystem, as well as between
ecosystem, economy and society, are analysed and explained via dynamic and trophic modelling. Scenario construction is intended
to forecast the effects of acute or chronic interference on utilized resources, and to answer wider, management-related questions
(e.g. restoration of destroyed areas, utilization potential for aquaculture). This paper describes the project strategy as
developed and modified in the context of research results from the initial 2-yr project phase. It is argued that a continuous
discussion process is essential to assess the validity of the strategies formulated at the beginning of a medium-time project,

Sharp boundaries typically separate the salinity tolerant mangroves from the salinity intolerant hardwood hammock species, which occupy the similar geographical areas of southern Florida. Evidence of strong feedback between tree community-type and the salinity of the unsaturated (vadose) zone of the soil suggests that a severe disturbance that significantly tilts the salinity in the vadose zone might cause a shift from one vegetation type to the other. In this study, a model based upon the feedback dynamics between vegetation and salinity of the vadose zone of the soil was used to take account of storm surge events to investigate the mechanisms that by which this large-scale disturbance could affect the spatial pattern of hardwood hammocks and mangroves. Model simulation results indicated that a heavy storm surge that completely saturated the vadose zone at 30 ppt for 1 day could lead to a regime shift in which there is domination by mangroves of areas previously dominated by hardwood hammocks. Lighter storm surges that saturated the vadose zone at less than 7 ppt did not cause vegetation shifts. Investigations of model sensitivity analysis indicated that the thickness of the vadose zone, coupled with precipitation, influenced the residence time of high salinity in the vadose zone and therefore determined the rate of mangrove domination. The model was developed for a southern Florida coastal ecosystem, but its applicability may be much broader. 相似文献
